What is pork-barrel spending? It's the distribution of congressional funds into local projects that don't exactly make sense nationally. An example of such earmarks: 2,000 unused tanks parked in the desert of California.

Ever heard of pork-barrel spending? It's not about pigs. It's a term used to describe funds from Congress that are pumped into local projects, mainly to bring money back to a lawmaker's home district.
In fiscal year 2016, 123 earmarks — that's another word for pork spending — cost taxpayers $5.1 billion. That's especially high when you look at the past few years. The figure has about doubled just since 2014. And all of this year's pork spending was in one big bill — HR 2029, according to the Pig Book, an annual report from Citizens Against Government Waste.
One of fiscal year 2016's earmarks is a classic example of pork-barrel spending. It's $40 million to continue upgrading the M1 Abrams tank, and this has been an earmark for years. But the thing is, the Department of Defense doesn't want it.
"It would cost us $2.8 billion just to keep that open, and our tank fleet is in good shape," said former Army Chief of Staff Gen. Raymond T. Odierno.
The Army has told Congress it's good on these tanks. It's so good, it has 2,000 of them parked in the desert in California.
Since fiscal year 1994, there have been 39 earmarks just for this tank program, which together has cost $948.6 million, according to Citizens Against Government Waste.
So why spend millions on military equipment the military doesn't need? To keep money coming into lawmakers' home districts where parts for those tanks are built, which means jobs and economic stimulation in their districts — even if it doesn't make economic sense nationwide.
Which is pretty much a perfect, textbook example of pork-barrel spending.

Pork barrel
Pork barrel is a metaphor for the appropriation of government spending for localized projects secured solely or primarily to bring money to a representative's district. The usage originated in American English. In election campaigns, the term is used in derogatory fashion to attack opponents. However, scholars use it as a technical term regarding legislative control of local appropriations.
History
The term pork barrel politics usually refers to spending which is intended to benefit constituents of a politician in return for their political support, either in the form of campaign contributions or votes. In the popular 1863 story "The Children of the Public", Edward Everett Hale used the term pork barrel as a homely metaphor for any form of public spending to the citizenry. However, after the American Civil War, the term came to be used in a derogatory sense. The Oxford English Dictionary dates the modern sense of the term from 1873. By the 1870s, references to "pork" were common in Congress, and the term was further popularized by a 1919 article by Chester Collins Maxey in the National Municipal Review, which reported on certain legislative acts known to members of Congress as "pork barrel bills". He claimed that the phrase originated in a pre-Civil War practice of giving slaves a barrel of salt pork as a reward and requiring them to compete among themselves to get their share of the handout. More generally, a barrel of salt pork was a common larder item in 19th century households, and could be used as a measure of the family's financial well-being. For example, in his 1845 novel The Chainbearer, James Fenimore Cooper wrote: "I hold a family to be in a desperate way, when the mother can see the bottom of the pork barrel."

Greenhouse effect
The greenhouse effect is the process by which radiation from a planet's atmosphere warms the planet's surface to a temperature above what it would be in the absence of its atmosphere. If a planet's atmosphere contains radiatively active gases (i.e. greenhouse gases) the atmosphere radiates energy in all directions. Part of this radiation is directed towards the surface, warming it.
On Earth, solar radiation at the frequencies of visible light largely passes through the atmosphere to warm the planetary surface. The surface itself emits energy at the lower frequencies of infrared thermal radiation. Infrared radiation is absorbed by greenhouse gases in the atmosphere. These gases also radiate energy, some of which is directed to the surface and lower atmosphere. The mechanism is named after the effect of solar radiation passing through glass and warming a greenhouse, but the way it retains heat is fundamentally different as a greenhouse works by reducing airflow, isolating the warm air inside the structure so that heat is not lost by convection.

The discrete nature of the PORK BARREL has always lent itself to misuse, that which has often proved to vanquish the proud hearts of our men and women of the august chamber. This has been a glaring fact that we've chosen to deny for so long. It is no secret that for the longest time since its inception, it has been one of the main sources of corruption here in the Philippines. It is unfortunate that the circumstances had to call for this, but this is the wakeup call we all needed, the cold water in our ignorant faces. This is just too much already! FILIPINOS HAVE HAD ENOUGH! The video was meant to evoke a dark discord with the imagery and the direct opposite of the lyrics that you hear. Ever heard of pork-barrel spending? It's not about pigs. It's a term used to describe funds from Congress that are pumped into local projects, mainly to bring money back to a lawmaker's home district.
In fiscal year 2016, 123 earmarks — that's another word for pork spending — cost taxpayers $5.1 billion. That's especially high when you look at the past few years. The figure has about doubled just since 2014. And all of this year's pork spending was in one big bill — HR 2029, according to the Pig Book, an annual report from Citizens Against Government Waste.
One of fiscal year 2016's earmarks is a classic example of pork-barrel spending. It's $40 million to continue upgrading the M1 Abrams tank, and this has been an earmark for years. But the thing is, the Department of Defense doesn't want it.
"It would cost us $2.8 billion just to keep that open, and our tank fleet is in good shape," said former Army Chief of Staff Gen. Raymond T. Odierno.
The Army has told Congress it's good on these tanks. It's so good, it has 2,000 of them parked in the desert in California.
Since fiscal year 1994, there have been 39 earmarks just for this tank program, which together has cost $948.6 million, according to Citizens Against Government Waste.
So why spend millions on military equipment the military doesn't need? To keep money coming into lawmakers' home districts where parts for those tanks are built, which means jobs and economic stimulation in their districts — even if it doesn't make economic sense nationwide.
Which is pretty much a perfect, textbook example of pork-barrel spending.

This is not the culmination of our efforts, this is not the last time we will take to the streets and show our political will. We will no longer turn a blind eye on the cancer that we have all been trying to sweep under the rug.
The discrete nature of the PORK BARREL has always lent itself to misuse, that which has often proved to vanquish the proud hearts of our men and women of the august chamber. This has been a glaring fact that we've chosen to deny for so long. It is no secret that for the longest time since its inception, it has been one of the main sources of corruption here in the Philippines. It is unfortunate that the circumstances had to call for this, but this is the wakeup call we all needed, the cold water in our ignorant faces. This is just too much already! FILIPINOS HAVE HAD ENOUGH!
The video was meant to evoke a dark discord with the imagery and the direct opposite of the lyrics that you hear. It was deliberately rendered in black and white at the start to add to the bleakness in our hearts, then when we start to act as one, color and hope grows back into our country.
The change has started and let's not forget our struggle for a better country and a better future.

IT COVERS PARTS OF THE OLD DISTRICTS REPRESENTED BY CONGRESSMAN TIM JOHNSON AND JOHN SHIMKUS, REACHING FROM CHAMPAIGN URBANA IN EAST CENTRAL ILLINOIS, OVER TO HARDIN IN THE SOUTHWEST.
IT INCLUDES SPRINGFIELD, BLOOMINGTON NORMAL, EDWARDSVILLE, DECATUR, CLINTON, AND CARROLLTON AMONG OTHER COMMUNITIES.

WHAT ARE SOME SPECIFIC STEPS YOU BELIEVE CONGRESS CAN TAKE TOWARD REDUCING IT?
>> ALLISON, IF I MAY, I HAVE GROWN UP HERE IN CENTRAL ILLINOIS, AS WAS STATED IN THE OPENING, I HAVE A HISTORY OF SERVICE.
I AM HOPING TO CARRY THAT FORWARD TO CONGRESS.
I HAVE A JOBS PLAN THAT I ROLLED OUT LAST WEEK THAT I THINK HAS SOME SPECIFIC LANGUAGE IN THERE THAT CAN HELP REDUCE THAT.
WE HAVE TO GET BACK TO SOME TAX FAIRNESS HERE IN THIS COUNTRY AND IMMEDIATELY REPEAL THE BUSH TAX CUTS FOR THE WEALTHIEST OF AMERICANS.
WE HAVE TO LOOK AT THE TAX CODE.
WE HAVE TO FIND WAYS THAT WE CAN PUT PEOPLE BACK TO WORK HERE IN CENTRAL ILLINOIS, BUT THROUGHOUT THE COUNTRY.
WE HAVE TO FIND WAYS TO INCREASE THE TAX BASE BY DOING THINGS LIKE SUPPORTING SMALL BUSINESSES AS A FORMER BUSINESS OWNER MYSELF, I KNOW HOW IMPORTANT IT IS TO I KNOW HOW HARD IT IS TO MEET A PAYROLL.
I KNOW HOW IMPORTANT IT IS TO PUT PEOPLE TO WORK.
I KNOW HOW THAT CAN HELP, MORE TAXPAYERS ON THE TOLL, PAYING TAXES.
I KNOW THAT IF WE GET MANUFACTURING BACK UP TO SPEED HERE IN CENTRAL ILLINOIS RATHER THAN LOSING MANUFACTURING AS WE HAVE DONE IN GREENE AND REALLY JERSEY COUNTY AND THE METRO EAST THAT I AM MOST FAMILIAR WITH, THAT HELPS FILL THAT GAP.

IT COVERS PARTS OF THE OLD DISTRICTS REPRESENTED BY CONGRESSMAN TIM JOHNSON AND JOHN SHIMKUS, REACHING FROM CHAMPAIGN URBANA IN EAST CENTRAL ILLINOIS, OVER TO HARDIN IN THE SOUTHWEST.
IT INCLUDES SPRINGFIELD, BLOOMINGTON NORMAL, EDWARDSVILLE, DECATUR, CLINTON, AND CARROLLTON AMONG OTHER COMMUNITIES.

WE HAVE TO FIND WAYS TO INCREASE THE TAX BASE BY DOING THINGS LIKE SUPPORTING SMALL BUSINESSES AS A FORMER BUSINESS OWNER MYSELF, I KNOW HOW IMPORTANT IT IS TO I KNOW HOW HARD IT IS TO MEET A PAYROLL.
I KNOW HOW IMPORTANT IT IS TO PUT PEOPLE TO WORK.
I KNOW HOW THAT CAN HELP, MORE TAXPAYERS ON THE TOLL, PAYING TAXES.
I KNOW THAT IF WE GET MANUFACTURING BACK UP TO SPEED HERE IN CENTRAL ILLINOIS RATHER THAN LOSING MANUFACTURING AS WE HAVE DONE IN GREENE AND REALLY JERSEY COUNTY AND THE METRO EAST THAT I AM MOST FAMILIAR WITH, THAT HELPS FILL THAT GAP.

One of fiscal year 2016's earmarks is a classic example of pork-barrel spending. It's $40 million to continue upgrading the M1 Abrams tank, and this has been an earmark for years. But the thing is, the Department of Defense doesn't want it.
"It would cost us $2.8 billion just to keep that open, and our tank fleet is in good shape," said former Army Chief of Staff Gen. Raymond T. Odierno.
The Army has told Congress it's good on these tanks. It's so good, it has 2,000 of them parked in the desert in California.
Since fiscal year 1994, there have been 39 earmarks just for this tank program, which together has cost $948.6 million, according to Citizens Against Government Waste.
So why spend millions on military equipment the military doesn't need? To keep money coming into lawmakers' home districts where parts for those tanks are built, which means jobs and economic stimulation in their districts — even if it doesn't make economic sense nationwide.
Which is pretty much a perfect, textbook example of pork-barrel spending.

This is not the culmination of our efforts, this is not the last time we will take to the streets and show our political will. We will no longer turn a blind eye on the cancer that we have all been trying to sweep under the rug.
The discrete nature of the PORK BARREL has always lent itself to misuse, that which has often proved to vanquish the proud hearts of our men and women of the august chamber. This has been a glaring fact that we've chosen to deny for so long. It is no secret that for the longest time since its inception, it has been one of the main sources of corruption here in the Philippines. It is unfortunate that the circumstances had to call for this, but this is the wakeup call we all needed, the cold water in our ignorant faces. This is just too much already! FILIPINOS HAVE HAD ENOUGH!
The video was meant to evoke a dark discord with the imagery and the direct opposite of the lyrics that you hear. It was deliberately rendered in black and white at the start to add to the bleakness in our hearts, then when we start to act as one, color and hope grows back into our country.
The change has started and let's not forget our struggle for a better country and a better future.

I KNOW HOW IMPORTANT IT IS TO PUT PEOPLE TO WORK.
I KNOW HOW THAT CAN HELP, MORE TAXPAYERS ON THE TOLL, PAYING TAXES.
I KNOW THAT IF WE GET MANUFACTURING BACK UP TO SPEED HERE IN CENTRAL ILLINOIS RATHER THAN LOSING MANUFACTURING AS WE HAVE DONE IN GREENE AND REALLY JERSEY COUNTY AND THE METRO EAST THAT I AM MOST FAMILIAR WITH, THAT HELPS FILL THAT GAP.
