유엔 안보리 대북 결의안 추진
The UN Security Council has been united in its condemnation of North Korea's latest provocative and dangerous act.
For the latest on that,... we are going to connect with our Kwon Soa at Seoul's Foreign Affairs Ministry.
Soa, let's begin with the UN's quick response to the North's test....
Hi Mark,... after their emergency meeting at 11 a.m. New York time,... the United Nations Security Council said that it "strongly condemned" Pyongyang's claim to have tested a hydrogen bomb.
"The members of the Security Council strongly condemned this test, which is a clear violation of Security Council resolutions... and of the non-proliferation regime, and therefore a clear threat to international peace and security continues to exist."
"The last time the Security Council adopted a resolution 2013, in its resolution the Security Council expressed its determination to take further significant measures in the event of a further DPRK launch or a nuclear test."
The additional measures are expected to be in the form of more sanctions on Pyongyang... on top of the existing ones for its three previous nuclear tests and other provocations... such as its long-range rocket launches.
According to an official at Seoul's Foreign Affairs Ministry,... this could include enforcing trade, financial or other economic sanctions on individuals or entities.
But he added that at this point it's too early to make more predictions,... as the Security Council meeting was held behind closed doors,... and Korea, which is not a member, can only consult with the other members... but not negotiate.
When asked about the timing of the next meeting,... the official said that's most likely going to be the day when the new resolution gets adopted... and his cautious prediction was for that to happen this month.
And Soa,... the U.S. has also been issuing more statements on the matter... and Washington is questioning Pyongyang's claim that this was a test of a hydrogen bomb. What else are they saying?
Yes, Mark,... White House spokesman Josh Earnest said early government analysis shows that,...
data from several different monitoring sources isn't consistent with the North's claim.
He said intelligence agencies are continuing to search for more evidence,... but there is generally a high degree of skepticism regarding the H-bomb claim,... and most international experts have expressed doubt about it.
Minister Yun and Unification Minister Hong Yong-pyo are scheduled to report to South Korea's National Assembly on the latest assessments later in the afternoon,... so, I will update you on that and more in a later newscast.
I'm Kwon Soa, reporting live at Seoul's Foreign Affairs Ministry.
Back to you, Mark.

The United Nations Security Council is set to vote on a resolution for establishing a tribunal to prosecute those responsible for the MH17 flight disaster in New York on Wednesday, July 29.
The vote comes after a request was put forward by Australia, Belgium, Malaysia, the Netherlands and Ukraine. Russia is expected to veto the resolution while an investigation into the disaster is still ongoing.
A total of 298 people, 196 of them Dutch citizens, died on July 17 2014 when the MH17 airliner came down in Grabovo, in the Donetsk region, while en route from Amsterdam to Kuala Lumpur. An official investigation is currently being carried out by the Dutch Safety Board.

시험대 선 중국...한•중 수석 '대북 제재' 회동
South Korea′s top nuclear envoy and his Chinese counterpart met to discuss possible response measures on Pyongyang following its hydrogen bomb test claim last week.
The bilateral meeting comes amid global efforts to punish North Korea for its latest provocation.
And it seems China is holding the key to pressuring the reclusive regime.
Connie Kim has the details.
Representatives of the six party nuclear talks are spending a busy week to punish North Korea for its latest nuclear test.
South Korea′s top nuclear envoy Hwang Joon-kook held talks with his Chinese counterpart Wu Dawei in Beijing on Thursday to discuss countermeasures against the North.
Hwang is expected to have called on China to play a constructive role in securing a tough UN Security Council resolution against the regime.
China′s key role was emphasized prior to his departure this morning as he said,...
Beijing is the most important nation in bringing out response measures to North Korea′s nuclear test as a permanent UN Security Council member and the heaviest influence to the regime.
Hwang′s discussion with the Chinese official comes as representatives of the six-party talks,... South Korea, the U.S. and Japan called for a meaningful resolution with a new set of sanctions out of the UN Security Council on Wednesday.
China has been displaying a more lax stance... compared to immediately after Pyonyang′s test.
South Korea and China will continue talks on Friday, where defense officials will be gathering in Seoul.
It′s an annual forum, but this year′s talks will center around Pyongyang′s latest provocation.
The leaders of the U.S. and Russia have also agreed that, ... if North Korea′s hydrogen bomb test claim proves to be true, it would be a grave violation of the UN Security Council resolution,... and this should prompt a harsh response from the global community.
China, on its side, concluded that no signs of radiation from last week′s test have been detected near the Chinese-N. Korean border, raising speculation Beijing might be stepping back from slapping sanctions on Pyongyang.

A UN Security Council visit to Burundi later in January 2016 becomes the latest effort by the international community to establish a political process in Burundi. After weeks of negotiation amid escalating tensions on the ground, the Council trip was confirmed from the 20 to the 22nd of January as mediation efforts under the auspices of Uganda's President Yoweri Museveni appear to have all but stalled.

한중 6자회담 수석대표 오늘 회동…'대북 추가제재' 조율
South Korea's top nuclear envoy is in Beijing for talks with his Chinese counterpart on countermeasures against North Korea for its latest nuclear test.
Officials say Hwang Joon-kook, Seoul's Special Representative for Korean Peninsula Peace and Security Affairs, will call on China to play a constructive role in securing a tough UN Security Council resolution against the regime.
Hwang's message to his Chinese counterpart Wu Dawei will be based on the agreement reached on Wednesday between the nuclear envoys of South Korea, the U.S. and Japan.
They said China should take a stronger approach than it has before.
A U.S.-led UN Security Council resolution is being drafted, but the degree of sanctions China will agree to still needs to be ironed out.

President Park Geun-Hye has voiced that South Korea will do its most to induce the international community to penalize North Korea for its latest nuclear test.
Giving her public statement at her office on Wednesday, Park said her administration is in close consultations with Seoul's allies to ensure that the United Nations Security Council adopts a resolution on imposing high-level sanctions to inflict "bone-numbing" pain on the North.
In the televised address to the nation, Park also said she believes China will "play a necessary role" as a permanent member of the U.N. Security Council, for powerful sanctions on North Korea. Beijing has shown a tepid stance on tough sanctions on its traditional ally Pyongyang.
The address was followed by Park's rare news conference in which Park flatly ruled out the possibility of South Korea moving toward possessing tactical nuclear weapons in the wake of the fourth North Korean nuclear test.
However, when asked about speculation over the possible deployment of the advanced U.S. THAAD missile battery to South Korea, Park said that the issue is to be reviewed from the perspective of national security and interests.

Reform of the United Nations Security Council encompasses five key issues: categories of membership, the question of the veto held by the five permanent members, regional representation, the size of an enlarged Council and its working methods, and the Security Council-General Assembly relationship. Member States, regional groups and other Member State interest groupings developed different positions and proposals on how to move forward on this contested issue.
Any reform of the Security Council would require the agreement of at least two-thirds of UN member states, and that of all the permanent members of the UNSC enjoying the veto right.

North Korean leader Kim Jong-un sparked international fury last week by completing the nuclear test, in addition to issuing a chilling statement claiming "they were are the brink of war".
South Korea's president Park Geun-hye has now urged China, who is North Korea's only major ally, to help punish the rouge nation for its continued power demonstration.
The request comes after Seoul claimed North Korea had dropped leaflets across the border describing their government as "mad dogs".
South Korea, the United States and others are pushing hard to impose fresh sanctions and other punitive measures on the North Korean dictator.
Diplomats at a UN Security Council emergency session last week pledged to swiftly pursue new sanctions.
However China, as veto-wielding permanent member of the Security Council, is seen as key to imposing those sanctions.
On Wednesday, Park said that South Korea would push as hard as it can for strong sanctions.
She said: "Holding the hands of someone in a difficult situation is the mark of the best partner."
Beijing is seen as reluctant to clamp down on the North because of fears that a toppled government in Pyongyang would lead to millions of desperate North Koreans flooding across the border to China.
Since Friday, South Korea has been blasting anti-Pyongyang propaganda from huge speakers along the border, and the North is using speakers of its own in an attempt to keep its soldiers from hearing the South Korean messages.
Park said South Korea will continue its loudspeaker campaign, calling it "the surest and most effective psychological warfare tool".
Just days after North Korea heightened global tensions with their H-bomb revelation, the US Nazy announced a new missile defence "capable of destroying ballistic missile targets".

The Legislative Assembly of the Crimean Republic has passed an address to the United Nations to recognize the ongoing “energy blockade” of the peninsula on the part of Ukraine as violation of basic Human Rights and genocide.
“The blockade of the Crimean Republic launched under the leadership of Ukrainian MPs Mustafa Djemilev and Refat Chubarov as well as groups of persons who are de facto controlled by the Ukrainian authorities has been going on for over four months now. This is a very visual example of a blatant violation of Human Rights, of a crime motivated by hatred and of an attempt at genocide that hurts civilian residents of Crimea,” reads the address passed by the State Council of Crimea on Wednesday.
Lawmakers asked the Russian Foreign Ministry to assist them in forwarding this document to the General Assembly and the Security Council of the United Nations, as well as to the OSCE, PACE and other major international organizations.

Some 400 people in the besieged Syrian town of Madaya need to be urgently evacuated for medical treatment, says the New Zealand ambassador to the UN.
Gerard van Bohemen was speaking after the UN Security Council discussed the crisis in the rebel-held town near Damascus.
Earlier, an aid convoy brought food to 40,000 town residents who have been under government siege for six months.
The UN says it has received credible reports of people dying of starvation.
Simultaneously, aid lorries entered two towns besieged by rebel forces in the northern province of Idlib under a deal between the warring parties.
The situation in Foah and Kefraya is also said to be extremely dire, with an estimated 20,000 people trapped there since March.
The arrival of the aid was delayed until both sets of lorries were ready to enter.

유엔 안보리 대북 결의안 추진
The UN Security Council has been united in its condemnation of North Korea′s latest provocative and dangerous act.
Seoul′s Foreign Affairs Ministry says it is hoping for an appropriate new UN resolution,...
which is expected to be adopted this month.
Kwon Soa has this report.
It was a quick response by the United Nations Security Council.
After their two-hour emergency meeting in New York on Wednesday,... the 15-member Security Council denounced Pyongyang′s claim to have tested a hydrogen bomb.
″The members of the Security Council strongly condemned this test, which is a clear violation of Security Council resolutions... and of the non-proliferation regime, and therefore a clear threat to international peace and security continues to exist.″
″The last time the Security Council adopted a resolution 2013, in its resolution the Security Council expressed its determination to take further significant measures in the event of a further DPRK launch or a nuclear test.″
And those additional measures are expected to be in the form of new sanctions on Pyongyang,... on top of the existing ones for its three previous nuclear tests and other provocations... such as its long-range rocket launches.
According to an official at Seoul′s Foreign Affairs Ministry,... this could include enforcing trade, financial or other economic sanctions on individuals or entities.
But he added that at this point it′s too early to make any additional predictions,... as the Security Council meeting was held behind closed doors,... and Korea, which is not a member, can only consult with the other members... but cannot negotiate.
″No matter what North Korea′s aim is,... under no circumstances will the international community tolerate it as a nuclear weapons state. That is why it′s important for it to respond accordingly,... so the North pays a price for the test.″
″When asked about the timing of the next UN Security Council meeting,... an official at the ministry said it′s most likely going to be on the day when the new resolution is adopted... and his cautious prediction was for that to happen this month.

유엔 안보리 북 핵실험 규탄
We start with the reaction to North Korea's fourth nuclear test...
The UN Security Council has been united in its condemnation of North Korea's latest provocative and dangerous act.
Experts say it's clear Pyongyang detonated a significant nuclear device,... but South Korea and the U.S. say it has not yet been established that it was a hydrogen or thermonuclear bomb as North Korea claims.
For the latest,... we are going to connect with our Kwon Soa at Seoul's Foreign Affairs Ministry.
Soa,... let's start with the UN Security Council's meeting...
Morning Mark,... after their two-hour-long meeting,... the United Nations Security Council said that it "strongly condemned" Pyongyang's claim of its first H-bomb test.
In a statement, the council said the test was a "clear violation" of UN resolutions and a threat to international peace and security.
It added that the 15-member council will take further measures against North Korea.
That's expected to be in the form of more sanctions,... that are already imposed on Pyongyang,... as it has conducted three nuclear tests before this one,... as well as other provocations,... like long-range rocket launches.
Prior to the meeting,... South Korea's Foreign Minister Yun Byung-se spoke with his Uruguayan counterpart and Spanish counterparts Rodolfo Nin Novoa and Jose Garcia-Margallo both attendees at the council,... on how to respond to North Korea's latest move,.. and asked for their close cooperation, which both of them agreed on.
Ahead of the meeting,... UN Secretary General Ban Ki-moon also said he condemned the act unequivocally and warned the UN is monitoring and assessing North Korea's developments in close coordination with concerned international organizations... including the Comprehensive Nuclear Test Ban Treaty Organization and other interested parties.
And Soa,... the United States has also been issuing more statements on the matter... Washington is questioning Pyongyang's claim that this was an H-bomb test...
Yes, Mark,... White House spokesman Josh Earnest said early government analysis shows that,...
...data from several different monitoring sources weren't consistent with the North's claim.
He said intelligence agencies are continuing to search for more evidence,... but there is generally a high degree of skepticism regarding the H-bomb claim,... as most international experts are casting doubts.
In related news,... Seoul's Foreign Minister Yun Byung-se had a telephone conversation with U.S. Secretary of State John Kerry some hours ago.
Both agreed that Pyongyang's test is an unacceptable challenge towards the international community and that they will respond to any provocations.
Minister Yun later in the day is scheduled to report to the South Korea's National Assembly and brief other related officials on the latest assessments.
Before I go,... just to give a brief recap of what happened,... North Korea's state media reported Wednesday morning that it successfully conducted its first hydrogen bomb test,... following the detection of an artificial quake a little past 10 a.m., South Korea time,... near North Korea's main nuclear test site in Punggye-ri.
This has been Kwon Soa reporting live at Seoul's Foreign Affairs Ministry.
I'll be bringing you more updates throughout the day.

wn.com/Un Security Council Strongly Condemns North Korea's Nuclear Test
