The Governor of the Central Bank of Ireland, Patrick Honohan has received the Thomas Kettle Award from the UCD Economics Society, University College Dublin. The Thomas Kettle Award is named in honour of the first Professor of National Economics at University College Dublin and co-founder of the UCD Legal & Economic Society in 1911; the forerunner to the UCD Economics Society.
In an excerpt from his address to the UCD Economics Society, Professor Honohan stated:
“Despite the progressive centralisation of important parts of central banking in Europe important tasks remain a national responsibility. Among these is an overall responsibility for the preservation of national financial stability. Bubbles and other sources of financial instability can, as we well know, emerge in the national economy even if not present across the euro area as a whole. Interest rate policy is obviously not available as a tool to inhibit the growth of a country-specific asset price bubble, so what should be done?”
“Actually, an emerging academic consensus among central bankers even outside the context of the monetary union is that asset price bubbles and surges in general consumer price inflation should be dealt with separately, using a wider range of policy tools. If the interest rate is being used to control inflation, then it is not available to dampen an asset price bubble: instead one or more macro-prudential tools should be used. These can include a range of instruments outside the toolbox of the Central Bank, including tax policy, but they can also include such central banking and regulatory tools as capital adequacy surcharges, loan-to-value (LTV) and loan-to-income (LTI) caps for residential mortgages.”
“The last two-mentioned instruments are not governed by EU law and are a matter for local discretion. Actually, in decades gone by, Irish lenders followed mechanical rules on LTV and LTI ratios which seemed to keep them out of trouble. Evidently they are both fairly crude: the borrower’s income can change, and an LTV ceiling is less constraining the higher the level of the property purchase price. But given how badly banks misjudged risk-management in the post-millennial boom in Ireland, it is hard to deny that having a rule constraining LTV and LTI could avoid the re-emergence of this kind of problem in the future. Even in the absence of a credit-driven bubble, there is much to be said for bringing back some rules of this type, limiting the share of their mortgage lending that is at high LTV and LTI rates, now that the property market has stopped falling and has indeed turned around with a bit of a bang in Dublin. The use of macroprudential tools is a national responsibility and falls within the remit of the Central Bank. We have been talking about this publicly for a while and have been working on developing appropriate measures. We will be announcing tomorrow our intention to introduce some measures along these lines and further detail on that will be available then.”

The Federal Reserve has been the United States's central bank since 1913, but is our third attempt at central banking.
The First Bank of the United States was chartered in 1791 and lasted twenty years. Facing strong opposition by Jeffersonians who feared central banks were controlled by foreign interests and primarily benefitted large companies, it lost its re-charter by a single vote.
Debt caused by the War of 1812 led to the charter of the Second Bank in 1816, lasting until Jackson refused to re-charter in 1836.
The Panic of 1907 led to the formation of the Federal Reserve System in order to stabilize prices, regulate banks, manage the money supply and create a single, unified paper currency, at the time based on gold. Since then, the dollar has been inflated over 2,000%, diminishing the value of savings for Americans and anyone holding assets denominated in dollars.

White House hopeful Ted Cruz slammed the U.S. Federal Reserve during the Republican presidential debate on Wednesday night, saying the central bank should be audited and should move to a monetary system backed by gold.
Cruz, a U.S. senator from Texas who is among the candidates seeking the Republican nomination for the November 2016 election, said during the debate in Boulder, Colorado, that the Fed's actions have benefited Wall Street but hurt ordinary families.
"On Wall Street, the Fed is doing great. It's driving up stock prices," Cruz said. "I think the Fed should get out of the business of trying to juice our economy and simply be focused on sound monetary and monetary stability, ideally tied to gold."
Fed critics say the central bank risked sparking inflation with its policies in response to the global financial crisis, and they want the bank to raise interest rates.
Fed officials say their independence is critical to making sound policy decisions. On Wednesday, the Fed said it was keeping interest rates unchanged, but officials indicated a hike could come in December.
The gold standard, or linking currency values to gold, gained attention in conservative circles when former U.S. Representative Ron Paul of Texas made it a focus of his 2012 presidential campaign. Economists say the move could lead to more financial panics.
Paul's other major proposal, to allow audits of Fed monetary policy decisions, has gotten some traction. Paul's son, U.S. Senator and White House hopeful Rand Paul of Kentucky, won support for an audit bill this year from fellow candidates Cruz and U.S. Senator Marco Rubio of Florida.
The younger Paul's bill has not moved forward in Congress, and the Fed has defenders who want to protect its independence.
Rand Paul on Wednesday bashed former Fed Chairman Ben Bernanke, who wrote in a recently published book that he no longer considered himself a Republican because of the party's hostility toward the central bank.
"I think it's precisely because of the arrogance of someone like Ben Bernanke, who now calls us all know-nothings, that's precisely why we need (to) audit the Fed," Paul said.

China's central bank has again cut interest rates and the reserve requirement ratio of banks in a bid to boost real economy.
This is the bank's sixth round of interest cuts since last November.
The People's Bank of China, or PBOC, on Friday announced the cuts on the reserve requirement ratio (RRR) of banks, and the benchmark interest rates.
The bank said from Saturday, the RRR for financial institutions will be slashed by 0.5 percentage points, to further reduce the cost of financing.
Interest rates for one-year loans and deposits will be cut by 0.25 percentage points to 4.35 percent and 1.5 percent respectively.
The RRR for qualified financial institutions supporting small and micro businesses and agriculture will be lowered by another 0.5 percentage points.
The central bank also said it would remove the upper limit of interest rates' floating range for deposits in commercial banks and cooperative financial institutions in rural areas.
The central bank said these moves aim to establish a sound financial environment for restructuring and steady growth of the economy as the economy continues to slow and global financial markets fluctuate.
The bank said it would continue with the fine tuning of monetary policies, and implement various tools to provide adequate liquidity and ensure market stability.
China's economy, under the "new normal" of slower growth and higher quality, expanded 6.9 percent in the third quarter of 2015.
It is the first time the quarterly growth rate has dropped below 7 percent since the second quarter of 2009.

The country’s central bank combined a quarter-point cut in benchmark interest rates with a half-percentage reduction in banks’ reserve-requirement ratios, moves aimed at lowering corporate financing costs and pumping liquidity into the economy.
Friday’s moves marked the sixth time since November that the Chinese central bank has cut interest rates and the fourth across-the-board reduction of the amount of deposits banks are required to hold in reserve.
China is the latest of the world’s big economies to turn to its central bank to stimulate flagging growth. The Federal Reserve, with rates already near zero, expanded its holdings of government and mortgage bonds through last year to push down long-term interest rates. Now it is grappling with the timing to raise short-term rates.
China’s announcement came one day after European Central Bank chief Mario Draghi signaled the ECB could do more to stoke growth and inflation in the eurozone as early as December.
The actions helped extend a global rally in stocks for a second day. The Dow Jones Industrial Average climbed 158 points to a three-month high of 17646.70, erasing a long losing streak that began with China’s surprise devaluation of its currency Aug. 11. China’s latest action “reduces the probability of some of the more dire predictions” about a slowdown in the world’s second-largest economy, said Aaron Kohli, interest-rate strategist at BMO Capital Markets.

Investors cheered the prospect of expanded easy-money policies by the world’s central banks, snapping up risky assets such as stocks while paring back on safer Treasurys. The yield on the 10-year note rose to 2.081% from 2.025% on Thursday.
China’s latest action “reduces the probability of some of the more dire predictions” about a slowdown in the world’s second-largest economy, said Aaron Kohli, interest-rate strategist at BMO Capital Markets.

The People's Bank of China, the central bank, announced on Friday that it will cut the benchmark deposit and loan interest rates by 0.25 percentage points and reduce banks' reserve requirement ratio (RRR) by 0.5 percentage points starting Saturday.
To strengthen the positive stimulus from finance to support agriculture, countryside and farmers, as well as small and micro businesses, the central bank will reduce the RRR of financial institutions that meet standards by another 0.5 percentage points.
