ABSTRACT
On 3 April 2001, NAVADMIN 077/01 established Task Force Web (TFW) to implement the Web-Enabled Navy (WEN).
To realize this vision, TFW utilizes an enterprise architecture consisting of three tiers: presentation, application, and data. IA and interoperability are provided at each level and between all layers of this architecture.
The most important tasks ahead are the cultural, institutional, and process changes within the Navy. As the processes evolve, new structures such as Common Criteria Protection Profiles and Evaluated Assurance Levels can be implemented over a fairly rapid period. The TFW management emphasizes the need to ensure that these new policies are administered and adhered to properly.
TFW is an important part of moving the Navy's Information Technology into the 21st century.
This talk will present the current status of TFW and some of its future directions.
About LCDR Edwin L. Armistead
LCDR Edwin L. Armistead is an E-2C Naval Flight Officer with a number of staff and operational tours in AEW and C3 units; including VAW squadrons (113/120/125), USS Nimitz (CVN-68), MAWTS-1 and COMUSNAVCENT. Formerly an IW Instructor at JFSC, he is currently the IA Team Lead for Task Force Web, a VCNO directive. A graduate of the US Naval Academy, US Navy and US Air Force Command and Staff Colleges, he is currently finishing a Ph.D. program at Old Dominion University with a dissertation on Information Operations.
He has written two books on AEW aircraft, edited a textbook on IO, as well as published a number of articles for professional journals.

Task force
A task force (TF) is a unit or formation established to work on a single defined task or activity. Originally introduced by the United States Navy, the term has now caught on for general usage and is a standard part of NATO terminology. Many non-military organizations now create "task forces" or task groups for temporary activities that might have once been performed by ad hoc committees.
Naval
The concept of a naval task force is as old as navies, but the term came into extensive use originally by the United States Navy around the beginning of 1941, as a way to increase operational flexibility. Prior to that time the assembly of ships for naval operations was referred to as fleets, divisions, or on the smaller scale, squadrons, and flotillas.
Before World War II ships were collected into divisions derived from the Royal Navy's "division" of the line of battle in which one squadron usually remained under the direct command of the Admiral of the Fleet, one squadron was commanded by a Vice Admiral, and one by a Rear Admiral, each of the three squadrons flying different coloured flags, hence the terms flagship and flag officer. The flag of the Fleet Admiral's squadron was red, the Vice Admiral's was white and the Rear Admiral's blue. (The names "Vice" (possibly from advanced) and "Rear" might have derived from sailing positions within the line at the moment of engagement.) In the late 19th century ships were collected in numbered squadrons, which were assigned to named (such as the Asiatic Fleet) and later numbered fleets.

United States Navy
The United States Navy (USN) is the naval warfare service branch of the United States Armed Forces and one of the seven uniformed services of the United States. The U.S. Navy is the largest, most capable navy in the world, with the highest combined battle fleet tonnage. The U.S. Navy has the world's largest aircraft carrier fleet, with ten in service, two in the reserve fleet, and three new carriers under construction. The service has 328,194 personnel on active duty and 101,199 in the Navy Reserve. It has 272 deployable combat vessels and more than 3,700 aircraft in active service as of February 2016.
The U.S. Navy traces its origins to the Continental Navy, which was established during the American Revolutionary War and was essentially disbanded as a separate entity shortly thereafter. It played a major role in the American Civil War by blockading the Confederacy and seizing control of its rivers. It played the central role in the World War II defeat of Japan. The 21st century U.S. Navy maintains a sizable global presence, deploying in such areas as East Asia, the Mediterranean, and the Middle East. It is a blue-water navy with the ability to project force onto the littoral regions of the world, engage in forward areas during peacetime, and rapidly respond to regional crises, making it an active player in U.S. foreign and defense policy.

Armistead is an E-2C Naval Flight Officer with a number of staff and operational tours in AEW and C3 units; including VAW squadrons (113/120/125), USS Nimitz (CVN-68), MAWTS-1 and COMUSNAVCENT. Formerly an IW Instructor at JFSC, he is currently the IA Team Lead for Task Force Web, a VCNO directive. A graduate of the US Naval Academy, US Navy and US Air Force Command and Staff Colleges, he is currently finishing a Ph.D. program at Old Dominion University with a dissertation on Information Operations.
He has written two books on AEW aircraft, edited a textbook on IO, as well as published a number of articles for professional journals.
