PALMYRA, SYRIA — A new video from the bloodthirsty death cult ISIS allegedly shows 25 captured Syrian soldiers executed at the site of ancient Roman ruins in Syria.
The so-called Islamic state gained control of the Syrian town of Palmyra — home to ancient Roman ruins considered archaeological treasures by the United Nations — sometime around May 21.
While some predicted the fundamentalist group would destroy the ruins, ISIS leadership reportedly announced that as the ruins themselves were not "idols" or statues depicting human or animal forms, so the site was spared. Though, a famous statue of a lion and statues at the ruins featuring human faces were reportedly wrecked with sledgehammers.
In a video reportedly released on July 4, the ancient Roman ruins became the backdrop of a murder scene in which 25 ISIS followers who appeared to range in age between 12 and 20 are seen hurting 25 captured Syrian soldiers on to the amphitheater's stage.
After a long reading of the "justifications" for executing the soldiers, the video then shows all 25 soldiers killed by a gunshot to the back of the head. The execution was public and open to all males, including young children.
The new video comes hot on the heels of other sensational ISIS videos that seem to be competing for some sort of "most barbaric" execution competition. Other recent clips from the group have shown victims drowned to death, blown up with a bazooka, beheaded and shot.
For their part, ISIS released video and images showing alleged harsh prisons in Palmyra when it was under the control of the the Syrian regime. ISIS maintains it has liberated the people of the area from the Assad regime, though reports claim up to 400 men, women and children were butchered by the extremist group as they "liberated" Palmyra.

Donors at an international conference for Syria have pledged around $10 billion to alleviate the plight of refugees. But raising cash may be a lot easier than delivering aid - especially when hunger is used as a weapon of war.
The five-year civil war raging in Syria, which has metastasized into the world’s worst humanitarian disaster, is spawning human tragedies faster than the world’s ability to keep pace.
"After almost five years of fighting, it's pretty incredible that as we come here in London in 2016 the situation on the ground is actually worse," US Secretary of State John Kerry told delegates from some 70 countries.
UN Secretary General Ban Ki-Moon was blunter.
"The situation in Syria is as close to hell as we are likely to find on this earth,” he said. His organisation, he noted, has been unable to get aid to hundreds of thousands of Syrians in communities under siege.
This week’s donors' conference in London - like similar Syria-related appeals in the past - aims to salve the wounds of a brutal conflict whose toll of killing, uprooting, bombardment, siege, starvation and terror has defied resolution.
Resigning themselves to the prospect of a protracted war, the donors are focusing on helping to provide schooling and job opportunities to some 4.5 million Syrian refugees in the four neighboring countries that have borne the brunt of the exodus: Turkey, Jordan, Lebanon and Iraq.
To this end, the Nobel peace prize laureate, Malala Yousafzai, challenged donors to provide education for the 700,000 Syrian children who have seen their schooling cut short by war.
An incentive to stay
For big donors such as Germany, Britain, Norway and the US, the strategy is as much about altruism as self-interest.
By giving refugees an incentive to stay where they are, European donors hope to dissuade them from making the perilous journey to Europe, where a less than warm welcome may await them.
Europe has already pledged some three billion euros to help Turkey cope with its 2.5 million-strong refugee population – and growing; the conference hopes to earmark more than a billion more for Syria’s neighbors.
But it’s the desperate plight of the so-called “internally displaced” that presents the greatest dilemma for donors and aid workers.
The world has seen flashes of the epic suffering in Syria, though much of the horror has gone unreported.
This year’s donors' conference couldn’t have taken place at a more inauspicious moment, within hours the peace talks between the Syrian regime and the opposition were suspended and as fighting intensified on the ground.
Trapped under siege
Up to 10,000 Syrian civilians were reported to be massing along the Turkish border after being driven from the outskirts of Aleppo by a pro-government ground offensive backed by Russian airstrikes.
Their plight mirrors that of half a million or more Syrian civilians who have been trapped in towns and villages under siege.
In December, the UN estimated that 97% of Syria’s remaining civilians were being denied aid by the government as a way of maintaining control over local populations – and literally starving them into submission.
President Bashar al-Assad has vehemently denied any such policy, blaming the “terrorist” rebel opposition instead.
According to the UN, 4.5 million Syrians live in "hard to reach” areas, of whom more than two-thirds have been cut off from any international aid for three months.
A war crime
Typically, Assad’s government has dictated the terms of access to civilians in need, granting the necessary visas to UN officials.
Allowing aid convoys to reach vulnerable areas has been portrayed by the regime as a goodwill gesture.
In fact, ensuring safe passage for emergency supplies to those in need is an obligation under international law. Withholding aid is considered a war crime.
Sadly, there are few signs that Assad – or his Russian backers – is likely to have a humanitarian change of heart in the near future. The evidence to date is that they let aid through when it suits their military objectives.
So long as humanitarian aid remains politicised, subject to the whims of an uncompromising autocrat, donor conferences will keep feeding on themselves.
As the EU’s foreign policy chief, Federica Mogherini, put it: "If you don't have access and a political horizon, we will meet here again next year with more money and no solution."

Three years ago, an uprising against the Assad regime turned into what looked like a straightforward civil war between Syrian government forces and rebels. However, over time, what had started as a largely secular opposition movement began to take on more of a radical Islamist tone, with two al Qaeda offshoots -- the Islamic State of Iraq and al-Sham (ISIS) and Jabhat al-Nusra -- becoming the dominant forces on the ground across the rebel-held North.
One VICE filmmaker managed to secure unprecedented access to both al-Qaeda factions battling Syria's government forces, despite the risk of journalists being kidnapped. This is a remarkable portrait of the foreign volunteers and local Syrians willing to fight and die to establish a new caliphate on Europe's doorstep.

Tens of thousands of people are reported to have fled Aleppo as the Syrian government and its Russian allies press an offensive on rebel forces that led to the breakdown of UN-brokered peace talks.
The Syrian Observatory for Human Rights said the exodus began on Monday as government forces mounted attacks that by Thursday had severed the main rebel supply route into Aleppo city and broke opposition sieges on the towns of Nubol and Zahraa.
It said 40,000 people had fled the fighting, and counted more than 500 air raids this week in Aleppo province alone. The observatory reported that Russian bombing on Thursday had killed at least 21 civilians in Aleppo city.
The UK-based SOHR said many people had fled to Azaz, a town on the Turkish border, and the Kurdish town of Afrin, which has become overloaded with refugees.
Mercy Corps, an international aid group, said on Thursday that it had been forced to suspend food deliveries to several villages due to the number of Russian air attacks.
A spokesman told the AP news agency that about 21,000 Syrians who have fled the fighting recently arrived at the nearby Turkish border.
Turkey's Prime Minister Ahmet Davutoglu separately said 10,000 Syrians were waiting at the border to enter Turkey and that up to 70,000 others who had been sheltering in camps north of Aleppo were moving towards his country.
A Syrian army source told the Reuters news agency that it expected to complete the encirclement of Aleppo city within days.
"If the army completes its operation in the northwest direction from Zirba, and in the southwest direction from Nubol and Zahraa, all the supply routes will be cut. And this is soon," the source said. Zirba lies southwest of Aleppo.
The mass displacement and ongoing fighting threatens to create a new humanitarian disaster as world leaders and diplomats gathered in London to discuss a renewed aid push for Syria.
The UN wants pledges of $9bn this year alone to aid the millions of Syrians who have fled their homes in almost five years of fighting. The US, UK and Norway promised to donate a combined total of about $4bn, but much of that money will be spread over the next four years.

"Thank you, and I would like to thank all those humanitarian workers who are making the difference, trying to make the difference every single day. And I believe that if we are here today it is because we feel we share a responsibility and I would say a duty. A duty and a responsibility to focus today and tomorrow - when the conference will be over - on the people of Syria.
We see the numbers, we talk of geopolitics, but we often forget the names, the faces of the persons whose lives are at stake. And let me say that sometimes, we Europeans, do that. If we focus on them, each and every one of them, then maybe it will be a little bit easier to help us a little bit to make the right things, to take the right decisions. And we all have difficult decisions to take, in order to be consistent and honour our responsibilities on both tracks we have in front of us: the humanitarian one - and I will come to that - and the fragile, difficult, difficult, very difficult but still finally existent political process, built with patience and courage in Vienna, in New York, in Geneva, and next week in Munich.
Let me also say very clearly, as I see him sitting here, that mentioning the name of Staffan de Mistura and thanking him is not enough. We need to empower him and create the conditions for his work to succeed. This is our responsibility.
And let me also say very clearly that those who still believe that there can be a military solution to this war should wake up, should simply wake up. The only way to save Syria and to save Syrians is to implement the roadmap set by all of us in the International Support Group and endorsed for the first time ever after five years of war the Security Council resolution unanimously adopted in December, implemented in all its parts. A ceasefire in place as talks will re-start; immediate implementation of confidence-building measures starting with full access for humanitarian aid to all areas in need – the ones we see, like Madaya, and all the others the name of which our public opinion ignore. We need to protect the political process, make it inclusive, make it deliver and make sure it is accompanied by substantial steps on the ground, to rebuild trust not only among the parties, but first and foremost among the Syrians.
The EU as the major donor for Syria – THE major donor for Syria – and as a major political diplomatic player in the region feels this sense of urgency. And let me say, we expect this sense of urgency is shared by all in the region and international community.
Today the European Union pledges €2.4 billion of EU budget alone for 2016 and 2017. This is more than twice of our pledge at last conference in Kuwait, and this is only from EU budget. On top of that come the national contributions. (Applause)
But let me say that money alone will not make it. You know it better than me. If you have the money, you have the humanitarian aid, (but) you don't have access and you don't have a political horizon, (and) wee will meet here again next year with more money and no solution. We do this anyway. We do this to support Syrians inside Syria. We do this for Syrians hosted in the neighbouring countries: in Jordan, in Lebanon, in Turkey. (...)
Let me mention in particular the fact that we are working with Jordan on an initiative on rules of origin to promote new employment and economic opportunities and encourage additional investment to the benefit of both, Jordanians and the refugees. And let me also announce here that this initiative could be implemented, (looking at Angela Merkel and David Cameron) if the Council agrees, over a 10-year period with a mid-term revision. Let me also stress here, especially here in London, (big smile) that this is exactly a specific added-value of the European Union compared to single measures that Member States can take. (Federica Mogherini is grinning) (Applause)

"Thank you, and I would like to thank all those humanitarian workers who are making the difference, trying to make the difference every single day. And I believe that if we are here today it is because we feel we share a responsibility and I would say a duty. A duty and a responsibility to focus today and tomorrow - when the conference will be over - on the people of Syria.
We see the numbers, we talk of geopolitics, but we often forget the names, the faces of the persons whose lives are at stake. And let me say that sometimes, we Europeans, do that. If we focus on them, each and every one of them, then maybe it will be a little bit easier to help us a little bit to make the right things, to take the right decisions. And we all have difficult decisions to take, in order to be consistent and honour our responsibilities on both tracks we have in front of us: the humanitarian one - and I will come to that - and the fragile, difficult, difficult, very difficult but still finally existent political process, built with patience and courage in Vienna, in New York, in Geneva, and next week in Munich.
Let me also say very clearly, as I see him sitting here, that mentioning the name of Staffan de Mistura and thanking him is not enough. We need to empower him and create the conditions for his work to succeed. This is our responsibility.
And let me also say very clearly that those who still believe that there can be a military solution to this war should wake up, should simply wake up. The only way to save Syria and to save Syrians is to implement the roadmap set by all of us in the International Support Group and endorsed for the first time ever after five years of war the Security Council resolution unanimously adopted in December, implemented in all its parts. A ceasefire in place as talks will re-start; immediate implementation of confidence-building measures starting with full access for humanitarian aid to all areas in need – the ones we see, like Madaya, and all the others the name of which our public opinion ignore. We need to protect the political process, make it inclusive, make it deliver and make sure it is accompanied by substantial steps on the ground, to rebuild trust not only among the parties, but first and foremost among the Syrians.
The EU as the major donor for Syria – THE major donor for Syria – and as a major political diplomatic player in the region feels this sense of urgency. And let me say, we expect this sense of urgency is shared by all in the region and international community.
Today the European Union pledges €2.4 billion of EU budget alone for 2016 and 2017. This is more than twice of our pledge at last conference in Kuwait, and this is only from EU budget. On top of that come the national contributions. (Applause)
But let me say that money alone will not make it. You know it better than me. If you have the money, you have the humanitarian aid, (but) you don't have access and you don't have a political horizon, (and) wee will meet here again next year with more money and no solution. We do this anyway. We do this to support Syrians inside Syria. We do this for Syrians hosted in the neighbouring countries: in Jordan, in Lebanon, in Turkey. (...)
Let me mention in particular the fact that we are working with Jordan on an initiative on rules of origin to promote new employment and economic opportunities and encourage additional investment to the benefit of both, Jordanians and the refugees. And let me also announce here that this initiative could be implemented, (looking at Angela Merkel and David Cameron) if the Council agrees, over a 10-year period with a mid-term revision. Let me also stress here, especially here in London, (big smile) that this is exactly a specific added-value of the European Union compared to single measures that Member States can take. China will provide 1,000 tons of food aid to support Syrian refugees, the country's Foreign Minister Wang Yi announced Thursday at the Supporting Syria and the Region conference in London.
Wang said that China has already given Syria and the surrounding nations a total of 685 million yuan (about 104 million U.S. dollars) in aid.
He noted that President Xi Jinping also announced, at the G20 meeting in Antalya, 100 million U.S. dollars of aid for the displaced and the refugees.
Wang also stressed the importance of political progress in revolving Syrian crisis, and called on the international community to make joint effort in such progress.
Leaders and diplomats from 70 countries meeting in London have pledged more than 10 billion U.S. dollars of aid to help millions of Syrians displaced by war, British Prime Minister David Cameron announced.
He said the money would provide millions with "life-saving" food, medical care and shelter. In addition, he said a million jobs and a million school places for refugees in bordering countries would be created.

STORY: Syrian and Kurdish protesters gathered outside the London Donor Conference in aid of Syrians on Thursday (Feb 4) as world leaders inside attempted to tackle the world's worst humanitarian crisis, with Turkey reporting a new exodus of tens of thousands of Syrian refugees fleeing air strikes.
The conference aims to address the needs of some 6 million people displaced within Syria and more than 4 million refugees in other countries.
A small group of Syrians outside waved flags in solidarity with the millions of refugees and thousands of victims from the country's brutal civil war.
Abdulaziz al-Mashi of the Syrian Solidarity movement said he didn't think the conference would make any difference to ordinary Syrians' lives.
"Last year we had the same conference in Kuwait. Less than 50 percent of the obliged donations were produced. It's only about numbers - okay we have got to donate that amount of money and even when it comes to the lives of people, it's just about numbers.More than 250,000 people have been killed. We are talking about 4.6 million refugees, but nobody is taking action to bring the crisis to an end," he said.
Kurdish independence demonstrators chanted in front of Westminster Abbey beyond a security corden, opposite the Queen Elizabeth II Conference Centre.
They were frustrated that Turkey's Prime Minister Ahmet Davutoglu was inside with other world leaders and diplomats and chanted that he was a murderer.
Salar Hamarish said that he was disappointed that Davutoglu was at the negotiating table and said that the U.N. must recognise Kurdistan as an independent state.
"I've been very disappointed from the beginning. We had a hope that the United Nations would do something, that brings the Kurdish inside their meeting. But they never do that because of the Turkish pressure," he said.
For European nations, improving the humanitarian situation in Syria and neighbouring countries is crucial to reducing incentives for Syrians to travel to Europe, where a large refugee influx has put many countries under severe strain.

The Obama administration has pledged to take another 10,000 in 2016, but there are some who suggest that we are falling well below the number that we can and should accept. Sunni Syrian Arab Army defectors who joined the ranks of the FSA in extreme heavy firefight during rebel assault on the Menagh Airport in Aleppo. The Airport was taken by militants of the Al-Nusra Front in August 2013. It was much
discussed if the fighter seen in the Video are regular FSA rebels or radical militants from outside but according to their group behaviour,comunication and movement during the whole combat situation it is very likely that they are sunni ex-army members who defected to the Free Syrian Army. Also you can see a kuran lying in the dirt next to him. Radical islamists wouldnt do this because for them the kuran is to holy to let him lying on the ground. Also their accents where clearly identyfied to be strong Syrian Aleppo Accents wich means they are Syrians.

2013 was a bad year for the Syrian rebels. While the mainstream rebels struggled to defend their frontlines from the resurgent Assad regime, a renegade al Qaeda offshoot, the Islamic State of Iraq and Syria (ISIS), launched a series of assaults on the formerly-dominant FSA brigades from behind, capturing their strongholds in rebel-held northern Syria and executing their commanders. Now the rebels are fighting back.
A coalition of former FSA brigades, funded by Saudi Arabia and rebranded as the Syrian Revolutionaries Front (or SRF), launched a surprise offensive against ISIS in the spring of 2014, in a campaign supported by both the Saudi and US governments. VICE News was the first western TV crew into Northern Syria for 6 months, embedding with the SRF as they reimposed their rule over the country's northwestern Idlib province. What we witnessed was a brief window into a complex and morally ambiguous conflict with no end in sight.

Ever since Syria and Lebanon were established as nations, residents have been able to travel freely between the two countries. But on Monday, for the first time, Lebanon implemented restrictions on its border.
Syrian refugees hoping to enter Lebanon now have to show proof of their purpose and length of stay. Those who want to move for work will have to be sponsored by a Lebanese individual or company. Exceptions will only be made for pressing humanitarian reasons.

The city and its outskirts are one of the most contested battlefields in the whole contry with numerous different parties fighting for the control of the area and the sybolical capital of the Syrian rebels.
The rebels in this video are mostly members of the newly formed "Levant Front" a merge of several big rebel groups.
The combat footage documents mostly fighting in 2015 but a small amount in the begininning also is from 2014.
Recently the rebels announced to have taken full control over Handarat a district of Aleppo.
The fight for the city however isstill ongoing since nearly five years now with the conflict comming in its fith year without any sight of an sudden end.

Captagon, a highly addictive amphetamine, is the drug of choice for Syria's revolutionaries. We trace the drug trail, from its users on battlefields, along Lebanese smuggling routes, to the kingpins at the top of the chain.
"If the commander told me to attack a military barracks, I will do it with a brave heart and without any fear", a Syrian fighter describers the powerful and intoxicating effects of Captagon. Combatants on both sides are reportedly turning to the stimulant to help them keep fighting. Tracing the smuggling routes back to Lebanon and unique access to a factory where the drug is produced reveals the scale of the drug's popularity. Although they risk life sentences, workers at the Captagon factory are producing "half a million to a million pills per week", a large proportion destined for Syria's fighters. And at the very top of the chain, a wealthy kingpin explains how the "800 million dollar industry" is directly fuelling the Syrian conflict, as profits are funnelled back to militias on the front lines.

Captagon, a highly addictive amphetamine, is the drug of choice for Syria's revolutionaries. We trace the drug trail, from its users on battlefields, along Lebanese smuggling routes, to the kingpins at the top of the chain.
"If the commander told me to attack a military barracks, I will do it with a brave heart and without any fear", a Syrian fighter describers the powerful and intoxicating effects of Captagon. Combatants on both sides are reportedly turning to the stimulant to help them keep fighting. Tracing the smuggling routes back to Lebanon and unique access to a factory where the drug is produced reveals the scale of the drug's popularity. Although they risk life sentences, workers at the Captagon factory are producing "half a million to a million pills per week", a large proportion destined for Syria's fighters. And at the very top of the chain, a wealthy kingpin explains how the "800 million dollar industry" is directly fuelling the Syrian conflict, as profits are funnelled back to militias on the front lines.
