Mr. Bush sits atop the Republican field at 17 percent with Mr. Rubio at 16 percent, according to the poll released Monday by the Wason Center for Public Policy at Christopher Newport University.
Next are New Jersey Gov. Chris Christie, Sen. Rand Paul of Kentucky and Wisconsin Gov. Scott Walker at 10 percent, followed by retired neurosurgeon Ben Carson and Sen. Ted Cruz of Texas at 7 percent apiece.
“The Republican field continues to be very fluid,” said Tom Kramer, assistant director of the Wason Center for Public Policy. “While there are no break-out candidates yet, we do see a sorting taking place, with Bush and Rubio emerging as top-tier candidates, and Christie, Paul, and Walker forming a solid second-tier.”
Former Arkansas Gov. Mike Huckabee was next at 6 percent.
Mr. Bush also leads Mrs. Clinton by 2 points, 48 percent to 46 percent, in a head-to-head match-up after trailing her by 5 points, 48 percent to 43 percent, in a February poll.
Mrs. Clinton leads several other GOP contenders, but the margins have narrowed considerably since February. She has faced questions over the private email system she used as secretary of state and questions over contributions to the Clinton Foundation as her presidential campaign geared up earlier this month.
“Battleground Virginia will live up to its name in 2016,” Mr. Kramer said. “In the face of a barrage of attacks from her real and potential Republican challengers, Hillary Clinton’s once formidable position has weakened, as we knew it would. Even at this very early stage, the 2016 presidential election in Virginia is shaping up to be a closely fought contest.”
Mrs. Clinton leads Mr. Christie by 2 points, 47 percent to 45 percent, after holding a 7-point lead in February, 49 percent to 42 percent.
She also leads Mr. Paul by 2 points, 49 percent to 47 percent, and Mr. Rubio by 4 points, 49 percent to 45 percent. In February, she had led Mr. Paul by 10 points, 52 percent to 42 percent, and she had a 9-point lead over Mr. Rubio, 51 percent to 42 percent.
She leads Mr. Huckabee by 3 points, 49 percent to 46 percent, after leading him by 10 points, 52 percent to 42 percent, in February.
Mrs. Clinton, who is the choice of 80 percent of Democrats for her party’s nomination in the poll, also leads Mr. Cruz and Mr. Walker by 5 points each, but fails to break 50 percent against either man.
Her favorable rating of 44 percent is better than that of any Republican contender, but her unfavorable rating is also at 52 percent, which is higher than any Republican’s.
The overall survey of 658 registered voters was conducted from April 13-24 and has a margin of error of plus or minus 4.6 percent.

Just as Jeb Bush was introducing his mother, former First Lady Barbara Bush, to the large crowd gathered in Miami for his official 2016 Republican presidential campaign announcement, a row of protesters rose from their seats to deliver a message spelled out across their brightly-colored shirts: “Legal Status Is Not Enough.”
Bush, who has been more compassionate to undocumented immigrants than any of his fellow Republican candidates, stood silently for a few moments watching the demonstrators before going off script to address them. “By the way, just so that our friends know, the next president of the United States will pass meaningful immigration reform, so that that will be solved — not by executive order!”
The candidate was referring to President Barack Obama’s executive action last year that could help protect up to 5 million immigrations from deportation, a move the protesters likely supported.
As the “We want Jeb!” chants started to die down, Bush attempted to get his big speech back on track. “I think I was talking about my mom,” he said. “I kind of lost my train of thought here.”

You’ve had nearly a year to make your case. It isn’t working. You should pack it in.
The conventional wisdom a few months ago was that your brother’s catastrophic presidency would be your bid’s biggest hurdle. Now, in a fit of desperation, it looks like you’re about to draft him to stump for you. Putting aside that George W. is still despised by a not-insignificant swath of the Republican electorate, how is that going to play in the general should you somehow win the nomination? You’re making the Democrats’ job easy, Jeb. They’ll be more than happy to attach you to his legacy, and you’re doing that for them.
Speaking of the Democrats, we know what will happen if you drag this out through next spring. The going thinking right now is that the guys really low in the polls—your Rand Pauls and George Patakis—should be next to drop out. But what damage do they do to the GOP by staying in? You Bushes, meanwhile, for all your patrician aloofness, are some of the dirtiest campaigners out there, and every jab you get in at your fellow establishmentarians like Marco Rubio are going to be used against them by the left. It’s one thing to toughen up a nominee in a primary fight—it’s another to make them damaged goods, unready to lead. If you’ve got some golden piece of oppo that will take Rubio or John Kasich out of consideration, by all means use it now. Otherwise, time to step aside.
Electability has always been the central rationale of your candidacy. We’re reminded it’s been more than 30 years since a Republican outside the Bush family won the presidency. In 2000, your brother was able to make the case that he was the strongest candidate to take on the Democrats, particularly after he dragged John McCain’s name through the mud.
But your brother was an able campaigner, and you are not. The polls showed he had a particularly good chance of winning back the White House; the same can’t really be said of you. And again, he was a disaster as president. You were doing a decent job of shedding all that baggage, but now that’s he’s joining you on the campaign trail, you’re going to be shouldering all of it. And not for nothing, but your principal strategist, Mike Murphy, does have the distinction of being the only 2016 guru to have already run against Hillary and lost.
And even if your brother wasn’t a nincompoop, Jeb, you’re doing a fine job of messing this up on your own. You’ve already had more than your fair share of flubs. That “stuff happens” quote may have initially been taken out of context by the media, but guess what: running for president, particularly when you’re a Republican, means dealing with a hostile press. You will not always be treated fairly, you will rarely be given the benefit of the doubt. Contrast your statement with Rubio’s nearly-perfect response to a question about Black Lives Matter that was making the rounds on Twitter last week, and you see why Republicans worry about you leading the party through 2016.
Let’s also look at the effect you dropping out would have on the frontrunner, Donald Trump. If you leave the race, it would allow the anti-Trump wing of the party to rally around someone else while also depriving Trump of his most reliable punch line, which is of course your candidacy. Given that Trump winning the nomination could foreseeably lead to the dissolution of the Republican Party, it would be a great act of loyalty if you were to cut him down by ending your campaign.
And that’s the story you can tell if you get out soon, Jeb. Your exit could be portrayed as a strategic retreat in a larger war for the GOP. You were the adult, you put ambition aside and saved your country and your party from Donald Trump. For the rest of your life, people will come up to you and tell you that you were the best president this country never had. You’ll be the premier elder statesman of the GOP, the man who retired gracefully instead of going through the expense of losing ugly.
Plus, you will have saved this country from the disheartening spectacle of another Bush vs. Clinton race. Nobody in America wants to see that weirdo dynastic power struggle play out. We’ll all appreciate you for not putting us through that.

Earlier that year, she had been arrested for prescription drug fraud and sentenced to go into a drug rehabilitation program. Bush said that he loved his daughter unconditionally, but he did not want her to receive special treatment. She was sentenced to serve 10 days in jail. Noelle stood by her father's side when he was sworn in for his second term in January 2003.
In 2006, Florida law prohibited Bush from running for a third straight term. Leaving the governorship in 2007 after eight years in office, Bush will be remembered for his work on the state's education system, his efforts to protect the environment, and his achievements in improving the state's economy.

Former Florida Gov. Jeb Bush delivered his first major economic speech as a 2016 Republican presidential prospect Wednesday, telling an audience of influential Detroit-area business leaders the nation's economy can grow much faster by unshackling government burdens on business.
The son and brother of former Presidents George H.W. Bush and George W. Bush addressed the Detroit Economic Club, discussing the economic principles that would form the foundation of an economic platform, should he continue on the path toward a campaign.
Bush spoke mainly about enabling middle- and low-income families.

Bush. A Texas native, Jeb Bush moved to Florida in 1981 and joined the Codina Group, a real estate development company. He became Secretary of Commerce under governor Bob Martinez in 1987 and was the Republican nominee for governor in 1994, losing to incumbent Lawton Chiles. In 1998 he ran again and won, becoming governor of Florida at the same time his brother George W. was governor of Texas. In the presidential elections of 2000 the race between George W. and Democrat Al Gore was so close that the entire national election depended on the results of disputed vote counts in Florida. (The case eventually went to the U.S. Supreme Court, whose 5-4 decision decided the election in favor of George W. Bush.) For the next decade, Bush sat on the boards of a variety of companies and worked for the investment bank Lehman Brothers. Former Florida Gov. Jeb Bush officially kicked off his presidential campaign on Monday by presenting himself as a problem solver who can broaden the Republican party's appeal.
"Our country is on a very bad course. And the question is: What are we going to do about it?" Bush said. "The question for me is: What am I going to do about it? And I have decided: I am a candidate for president of the United States."
Bush made the announcement near his south Florida home at Miami Dade University in front of a diverse crowd entertained by Spanish-language music before he spoke. Aides say the school's diverse student body shows Bush's willingness to engage with a voters not typically courted by GOP presidential candidates. The announcement was also be featured on Snapchat and heavily promoted on social media in an effort to appeal to younger voters.
Bush's message focused on improving economic progress for the middle class, education and the "phone-it-in foreign policy" of President Obama and Democratic presidential frontrunner Hillary Clinton. He argued the presidency "should not be passed on from one liberal to the next."
Notably absent from Bush's prepared remarks in southern Florida was any mention of immigration. That changed after he was interrupted by protesters wearing shirts that together spelled "legal status is not enough!"
"The next president of the United States will pass meaningful immigration reform so that that will be solved, not by executive order," Bush fired back.
The brother of one president and son of another hopes his announcement will help right a campaign that has gone off track in recent weeks. He struggled to answer whether, in hindsight, he would have invaded Iraq as his brother, President George W. Bush, did in 2003. A recent staff shakeup also raised questions about dysfunction in the exploratory phase of a presidential bid that has done little to intimidate others from entering the race.
Ten Republicans have entered the 2016 race so far, and a handful more are likely to do so in the coming weeks. One of those includes Bush's former political protégé, Florida Sen. Marco Rubio, who threatens to undercut Bush's support in the state.
"As our whole nation has learned since 2008, executive experience is another term for preparation, and there is no substitute for that," Bush said in a subtle jab at Rubio and the three other GOP senators in the race. "We are not going to clean up the mess in Washington by electing the people who either helped create it or have proven incapable of fixing it."
Bush's campaign logo will simply feature his first name and an exclamation point with his last name, which may be a sign of the complicated legacy of his brother's eight years as president. Neither his father nor his brother were at the launch, though Bush did tweet a photo of him talking to his dad, former President George H.W. Bush, before the event.
The most notable member of the Bush that was in attendance was former First Lady Barbara Bush, who notably told NBC's Matt Lauer in 2013 that "we've had enough Bushes" in the White House.
"She's watching what I say - and frankly, with all these reporters around, I'm watching what she says," Bush joked.
Following his announcement, Bush will spend the week campaigning in the early voting states of New Hampshire, Iowa, South Carolina and Nevada.

Fox Business hosts Neil Cavuto and Maria Bartiromo are set to moderate tonight’s GOP Debate from the North Charleston Coliseum and Performing Arts Center in North Charleston, SC. The debate is an officially sanctioned event from the Republican National Committee; Trish Regan and Sandra Smith will moderate the undercard debate at 6 p.m. ET, and the primetime event will begin at 9 p.m. ET on Fox Business.
The mainstage candidates debating at 9 p.m. are:

Stage set for final GOP debate of 2015
Washington (CNN)Nine candidates will appear in prime-time Tuesday night for the final Republican presidential primary debate of 2015, a critical event that will help shape the contest heading into the Iowa caucuses.
Businessman Donald Trump, the front-runner for the nomination, will again be center stage flanked by retired neurosurgeon Ben Carson on his right and Texas Sen. Ted Cruz on his left, CNN announced Sunday. The six remaining participants in the prime time contest will be Florida Sen. Marco Rubio, former Florida Gov. Jeb Bush, businesswoman Carly Fiorina, New Jersey Gov. Chris Christie, Ohio Gov. John Kasich, and Kentucky Sen. Rand Paul.
Four candidates: former Arkansas Gov. Mike Huckabee, former Pennsylvania Sen. Rick Santorum, South Carolina Sen. Lindsey Graham and former New York Gov. George Pataki will appear in the first debate on Tuesday evening.
It will be a return for Christie to the prime-time stage after failing to qualify for the Fox Business prime-time debate last month. Christie has seen a resurgence in recent weeks, particularly in New Hampshire, a key state for his campaign.
Paul, who was in danger of being removed from the main stage, was saved at the 11th hour by showing viability in Iowa in a Fox News poll released Sunday morning.
Podium order was determined by the average of the national polls from November and December.

CNN's debate, which will be held in Las Vegas and is the fifth of the primary season, is the first to use early-state polls as a way to make the main event in prime-time. Candidates must meet one of three criteria in polls conducted between October 29 and December 13 and recognized by CNN: An average of at least 3.5% nationally; at least 4% in Iowa; or at least 4% in New Hampshire.
Along with Christie, Fiorina and Kasich qualified for the primetime debate because of their New Hampshire average.
CNN considered live interviewer national and state surveys by: ABC News, Bloomberg News, CBS News, CNN, Fox News, Gallup, Marist University, McClatchy News Service, Monmouth News Service, NBC News, The New York Times, Pew Research Center, Quinnipiac University, Time, USA Today, The Wall Street Journal, The Washington Post, The Des Moines Register, the University of New Hampshire, WBUR and WMUR.

Trump said he’s heard the U.S. wants to take in 200,000 Syrian refugees––that number is actually the one the United Nations told the EU to take in––and is worried some of them “might be ISIS.”

Speaking at a campaign event in South Carolina, Trump blasted the senator — and then proceeded to give out his fellow presidential hopeful’s digits.
Trump explained that the Graham gave him the cell phone number “three or four years ago."
Graham called Trump, hoping the bussiness mogel could help him get on Fox News. Trump said he would try to talk to his friends at 'Fox and Friends," and then took down the senator's number on a Post-It note
On Tuesday, Trump showed off the yellow note — and then proceeded to read the number to the crowd, twice.
The phone number went straight to voicemail but a recorded message said it was the inbox for Lindsay Graham.
"He doesn’t seem like a very bright guy," Trump said of Graham.

He dismissed former Florida Gov. Jeb Bush as “weak on immigration,” and mocked Texas Gov. Rick Perry’s glasses and Hillary Clinton’s hand wave.
“What a stiff, what a stiff, Lindsey Graham. By the way he has registered zero in the polls,” Trump said, at an appearance in Bluffton, S.C. “A total lightweight. In the private sector, he couldn’t get a job.”
Earlier in the day, Graham called Trump a “jackass.” In response, Trump called Graham an “idiot” and held up a card that included Graham’s personal phone number, then asked his supporters to call Graham. “I don’t know, give it a shot,” he said.
Graham’s campaign manager, Christian Ferry, said in a statement that Trump “continues to show hourly that he is ill-prepared to be commander-in-chief.”
“Because of Trump’s bombastic and ridiculous campaign, we aren’t talking about [President] Obama’s horrible deal with Iran or Hillary Clinton’s plans to continue Obama’s failed national security agenda,” Ferry continued.
Trump’s rambling address found several other targets. “Bush said my tone is not right,” Trump said about another rival. “I said, ‘Tone, we need tone, we need enthusiasm, we need tone.'”
“I’m not a fan of Jeb Bush,” he went on. “Jeb bush is in favor of Common Core and he is weak on immigration. . . . Who would you rather have negotiating with China. Trump or Jeb? Or Trump or Hillary?” When he mentioned former Secretary of State Hillary Clinton, he waved his hand to pantomime her approach to diplomacy.
There were others that played the role of Trump targets, including the senior Senator from Arizona. “John McCain is totally about open borders and all of this stuff,” he continued, describing his anger against the Arizona senator who called some in Trump’s crowds “crazies.” “I know crazies. These are patriotic Americans.”
“I think Rick Perry is probably smarter than Lindsey Graham. But what do I know?” he said, after mocking Perry’s new glasses—”He’s got the glasses, oh oh oh.” Trump previously tweeted that Rick Perry should have an IQ test before getting on the debate stage, a comment he repeated in South Carolina. “I think Rick Perry is probably smarter than Lindsey Graham. But what do I know?” he said.

Ted Cruz on his left, CNN announced Sunday. The six remaining participants in the prime time contest will be Florida Sen. Marco Rubio, former Florida Gov. Jeb Bush, businesswoman Carly Fiorina, New Jersey Gov. Chris Christie, Ohio Gov. John Kasich, and Kentucky Sen. Rand Paul.
Four candidates: former Arkansas Gov. Mike Huckabee, former Pennsylvania Sen. Rick Santorum, South Carolina Sen. Lindsey Graham and former New York Gov. George Pataki will appear in the first debate on Tuesday evening.
It will be a return for Christie to the prime-time stage after failing to qualify for the Fox Business prime-time debate last month. Christie has seen a resurgence in recent weeks, particularly in New Hampshire, a key state for his campaign.
Paul, who was in danger of being removed from the main stage, was saved at the 11th hour by showing viability in Iowa in a Fox News poll released Sunday morning.
Podium order was determined by the average of the national polls from November and December.
