NATO is holding an extraordinary meeting to discuss the incident at Turkey's request.
Mr Putin warned there would be "serious consequences" for Moscow's relations with Turkey.
Russian Foreign Minister Sergei Lavrov has said he was cancelling his visit to Turkey, where he was due on Wednesday, over the incident.
He also advised Russians not to visit Turkey and said the threat of terrorism there was no less than in Egypt, where a bomb attack brought down a Russian passenger plane last month.
Mr Putin said the Su-24 was hit by an air-to-air missile fired by a Turkish F-16 while it was flying over Syrian territory.
He said the plane had been attacked "at a height of 6,000 metres (20,000ft), 1km from the border".
It crashed into Syrian territory 4km from the border, he added.
It flew over a small piece of Turkey that projects into Syria that would have taken the jet only a few moments to fly over, correspondents say.
The two crew members ejected as their burning aircraft plunged into a Syrian hillside.
Video footage has shown what appears to be the dead body of one of the flyers, surrounded by armed rebels.
Another piece of video, obtained by a Turkish news network, has shown the pilots being shot at from the ground by unidentified rebels.
"In any case, our pilots, planes did not threaten Turkish territory in any way. It is quite clear," Mr Putin said.
"They were carrying out an operation against ISIS [Islamic State] in the mountains of northern Latakia, where militants are focused - who mostly originate from the territory of Russia.
"So they were carrying the key task of preventative attacks against those who could return to Russia at any time. These are people who must be directly qualified as international terrorists."
Turkish military officials said the plane was engaged after being warned that it was violating Turkish airspace.
It is the first time a Russian aircraft has crashed in Syria since Moscow launched air strikes against militants fighting Syrian President Bashar al-Assad in late September.
The NATO military alliance, to which Turkey belongs, said it was following the situation "closely" and was in contact with the Turkish authorities.
The UK-based Syrian Observatory for Human Rights said the jet had crashed in the mountainous Jabal Turkmen area of Latakia, where air strikes and fighting between rebels and Syrian government forces had been reported earlier on Tuesday.
Russian military helicopters searched for the pilot and navigator near the crash site in the predominantly Turkmen Bayir Bucak area, Turkey's Dogan news agency reported.
A spokesman for a rebel group operating in the area, the 10th Brigade of the Coast, told the Associated Press that the jet's crew had tried to parachute into government-held territory, but that they came under fire from members of the group.
One of them was dead when he landed on the ground, he added. The fate of the second was not immediately known.
Turkey, a vehement opponent of Syria's president, has warned against violations of its airspace by Russian and Syrian aircraft.

#MissUniverse2015 became Twitter's biggest trend of the night as social media users expressed their disbelief.
Ms Wurtzbach has since told reporters that she wishes Ms Gutierrez well.
"I'm very sorry, I did not take the crown away from her and I wish her well in whatever she wants to pursue after this pageant," she said.
Ms Gutierrez also addressed fans in a backstage video that has been shared on the pageant's official page.
She said: "Everything happens for a reason so I'm happy for all that I did."
At the end of the night in Las Vegas, Ms Gutierrez was named first runner-up followed by Olivia Jordan from the United States.
The host Steve Harvey responded, saying it was "his mistake" and he would take responsibility for not reading the winning card correctly.
He made another mistake when he misspelled both Colombia and the Philippines in an initial tweet. The tweet was later deleted.
"I'd like to apologize wholeheartedly to Miss Colombia & Miss Philippines for my huge mistake. I feel terrible," he tweeted in a second attempt. The message was re-tweeted more than 70,000 times.
"I don't want to take away from this amazing night and pageant. As well as the wonderful contestants - they were all amazing."
'Miss Information'
Shock and disbelief erupted online following the incident.
"Talk about awkward," described one Twitter user who "couldn't help" but find the gaffe "hilarious".
Another user, Mark Critch from Canada, said: "And the winner is - Miss Information."
Facebook users also expressed their opinions on a post shared on the pageant's official page.
It was shared more than 62,000 times and received more than 17,000 comments from viewers across the world.
"That was poorly handled. Both of these gorgeous ladies deserve an apology because that was embarrassing for both of them. I literally felt both of their pain," read a top comment by Lemmy Cliff.
"That was the most annoying Miss Universe contest ever," said another commenter Andres Felipe Arbelaez. "The host was horrible and Miss Colombia should have won."
Pageant fans from the Philippines also began to express anger at the incident.
"Our Miss Philippines didn't get her shining moment," said a fan on Facebook. "It feels like she and our country were robbed of the winning moment, shame!"
While some Twitter users remained upset over the mistake, others began to tweet out messages of support.
"Don't feel terrible. Everyone makes mistakes," said Pedro Da Cunha.
"To err is human... to forgive is divine," said another user in reply to Mr Harvey's apology.
In an incident apparently unconnected to the competition, at least one person was killed and dozens injured after a car ploughed into a crowd next to the Miss Universe venue.

Countries from around the world have insisted that China's expansion into the South China Sea is illegal. It is building a huge artificial island in the Spratly Island chain, one of the most contested areas in the world. The islands are difficult to reach, but BBC correspondent Rupert Wingfield-Hayes flew in a small civilian aircraft into China's self-declared security zone, 140 miles off the coast of the Philippines.

Video filmed by a drone has emerged showing fighting in a suburb of the Syrian capital Damascus, and the scale of the devastation in the city. It was filmed over the district of Jobar by RTR war correspondent Yevgeny Poddubny on October 18. More than 250,000 Syrians have lost their lives in four-and-a-half years of armed conflict. It began with anti-government protests before escalating into a full-scale civil war. James Menendez presents this edition of BBC World News, recorded at 1800 hrs SGT on 24 Nov 2015. The Turkish military have reportedly shot down a Russian military aircraft on the border with Syria. Russia's defence ministry said an Su-24 had crashed on Syrian territory after being hit by fire from the ground, and that its pilots had managed to eject.
But Turkish military officials said Turkish F-16s had shot down the plane after repeatedly warning its pilots they were violating Turkish airspace.
Video footage showed the plane crashing into mountains in Latakia province.
Russia launched an air campaign to bolster Syrian President Bashar al-Assad's government in late September.
Pilot 'Captured'
The Russian defence ministry confirmed on Tuesday morning that a Russian Su-24 had "crashed on Syrian territory, having been hit from the ground" while it was flying at an altitude of 6,000m (19,685ft).
"Efforts are being made to ascertain what happened to the pilots. According to preliminary reports, the pilots have managed to self-eject," the ministry was quoted as saying by the Interfax news agency.
The ministry stressed that "throughout its flight, the aircraft remained exclusively above Syrian territory", adding: "This has been recorded by objective means of control."
However, Turkish military officials said its F-16s had fired on an unidentified military aircraft after warning it 10 times in the space of five minutes about violating Turkish airspace.
The Syrian Observatory for Human Rights, a UK-based monitoring group, said the warplane crashed in a mountainous area of Latakia province, where air strikes and fighting between rebels and Syrian government forces had been reported earlier on Tuesday.
Qatar-based Al Jazeera TV quoted an ethnic Turkmen rebel group as saying it had captured one of the Su-24's two pilots and were "looking for the other".
Russian aircraft have flown hundreds of sorties over northern Syria since September. Moscow says they have targeted only "terrorists", but activists say its strikes have mainly hit Western-backed rebel groups.
Turkey, a staunch critic of Mr Assad, has warned against violations of its airspace by Russian and Syrian aircraft.
Last month, Ankara said Turkish F-16s had intercepted a Russian jet that crossed its border and two Turkish jets had been harassed by an unidentified Mig-29.

A feared incident - Jonathan Marcus, BBC defence correspondent
This is exactly the kind of incident that many have feared since Russia launched its air operations in Syria. The dangers of operating near to the Turkish border have been all too apparent. Turkish planes have already shot down at least one Syrian air force jet and possibly a helicopter as well.
Russia insists that its warplane did not violate Turkish air space. So, was the Russian pilot's navigation wrong? Questions will also be asked about the readiness of the Turks to open fire.
It suggests that the much discussed arrangements to avoid incidents between warplanes over Syria are inadequate. The Turkish authorities will no doubt claim that such arrangements do not cover the approaches to their own airspace where tried and tested procedures should apply.
There are conflicting reports as to whether it was ground fire or Turkish jets that brought down the Russian plane. Air operations in the crowded skies over Syria just got a good deal more complicated. The only mitigating factor is that initial reports suggest that two parachutes were seen so the Russian crew at least got out of their stricken aircraft. Expect diplomatic fireworks.

*This interview has a simulcast translation which was provided by Saudi TV* In a rare interview with the BBC, the Saudi Arabian government has defended its decision to execute a leading Shia cleric on Saturday. His death sparked angry protests in Iran and other countries including Pakistan and Bahrain.

So-called "smart drugs" are drugs that can supposedly enhance your cognitive abilities. People all over the world are taking them in universities, offices and the comfort of their own home - to get ahead of the game. One drug, Modafinil - is amongst the most popular. It was labelled in August 2015 as the world’s first “safe” smart drug - off the back of research from Harvard and Oxford University. But is this true? And do “smart drugs" actually work? In this film, our reporter Benjamin Zand tries a drug himself - as he takes a first-hand look inside the world of so-called smart drugs.

Beneath Clapham South Tube station lie a warren of tunnels which provided shelter for 8,000 people during World War Two.
After the war, the dormitories in south London became temporary accommodation for immigrants from countries like Jamaica who were invited to live in the UK. The tunnels, which are 120ft below the surface, have now been opened up for public visits by Transport for London (TfL) and the London Transport Museum.
BBC London's Alice Bhandhukravi reports.

Parliament's Petitions Committee is to decide whether MPs should debate a petition - signed by more than 500,000 people - calling for US presidential hopeful Donald Trump to be banned from the UK.
The petition was created in response to Mr Trump's calls for Muslims to be barred from entering the US. Reporter Ellie Price took the Daily Politics mood box - a very unscientific test with a plastic bin and balls - to find out what people in the City of London thought.

Christopher Hitchens—the incomparable critic, masterful rhetorician, fiery wit, and fearless bon vivant—died today at the age of 62. Hitchens was diagnosed with esophageal cancer in the spring of 2010, just after the publication of his memoir, Hitch-22, and began chemotherapy soon after. His matchless prose has appeared in Vanity Fair since 1992, when he was named contributing editor.
"Cancer victimhood contains a permanent temptation to be self-centered and even solipsistic," Hitchens wrote nearly a year ago in Vanity Fair, but his own final labors were anything but: in the last 12 months, he produced for this magazine a piece on U.S.-Pakistani relations in the wake of Osama bin Laden's death, a portrait of Joan Didion, an essay on the Private Eye retrospective at the Victoria and Albert Museum, a prediction about the future of democracy in Egypt, a meditation on the legacy of progressivism in Wisconsin, and a series of frank, graceful, and exquisitely written essays in which he chronicled the physical and spiritual effects of his disease. At the end, Hitchens was more engaged, relentless, hilarious, observant, and intelligent than just about everyone else—just as he had been for the last four decades.
"My chief consolation in this year of living dyingly has been the presence of friends," he wrote in the June 2011 issue. He died in their presence, too, at the MD Anderson Cancer Center in Houston, Texas. May his 62 years of living, well, so livingly console the many of us who will miss him dearly.
