In it, Toby Ziegler raises the fact that the prevailing academic consensus in the Presidential versus Parliamentary debate is that Parliamentary Systems are superior, more stable, more efficient, more accountable, and more flexible than Presidential Systems.
Worse, the Presidential System is extremely prone to breakdown and disruption. Most of the research behind the statements made by the character "Toby Ziegler" come from the body of work of the late Dr. Fred Riggs, Dr. Juan Linz, and includes the work of other well-known international political scientists such as Stepan, Skach, Gerring, Thacker, Ackerman, and Lijphart.
It is in fact the prevailing consensus in America's Ivy League political science faculties - Yale included, where Dr. Linz is based - that America should shift over to the Presidential System.
What about the Philippines? When will we learn our lessons from history and realize that the Presidential System just isn't working for us? Even the Presidential countries of Latin America and Africa are now working to discard it and move to Parliamentary.

The party also took issue with the committee of experts claiming it did not consider the views of Kenyans while reviewing the harmonized draft constitution. The party is now demanding copies of the initial 12,080 views and the recent 1.7 million views as well as the Hansard record. The draft the party says is internally inconsistent and contradictory and if passed would perpetuate conflicts.

The parliamentary select committee on constitution retreats to Naivasha this week to study the revised draft but as NTVS Rashid Ronald reports, this could be the beginning of a bruising battle between the partners.
