A 58 year old Japanese photographer, Yuichi Sugimoto, has had his passport confiscated by Japan’s Ministry of Foreign Affairs after he refused to obey the government by insisting he would travel to Turkey and then Syria.
Sugimoto wants to document the war in Syria, but after the beheadings of two Japanese hostages in ISIS custody earlier this year the government wants to avoid a repeat.
Chief Cabinet Secretary Suga said that the Japanese government confiscated Sugimoto’s travel documents for his own protection, and government authorities had spoken with Sugimoto and issued three warnings to the photographer against going to Syria.
Suga says any Japanese national entering ISIS occupied territory is putting themselves at great risk.

The documents include what appear to be five U.S. National Security Agency reports, four of which are marked top-secret, that reveal internal Japanese discussions on international trade and climate change policy.

Researchers in Korea have discovered another piece of evidence disproving Japan′s claims to Korea′s Dokdo Island.
A map from the Japanese Agriculture and Commerce Ministry from 1897 identifies both Dokdo and the neighboring Ulleung-do island as Korean territory, with the islands and the Korean Peninsula all in white to show they are all part of the same nation.
The map also refers to Dokdo by its Russian name instead of the Japanese name ″Takeshima.″
″If Dokdo were Japanese territory, wouldn′t they use the Japanese name consistently?″
The latest discovery adds to a mounting body of evidence debunking Japan′s claims to the Korean island.
Japan not only repeated the claim in its annual Diplomatic Blue Book, but recently approved more middle school textbooks claiming Korea is ″illegally occupying″ Dokdo.
Maps dating back to 1948 from a map compilation organization under the Japanese government do not include Dokdo as Japanese territory.
Another map, published by the Japanese Army General Staff Office in 1936, distinctly places Dokdo and Ullungdo in Korean territory.
An 1895 Japanese map book also shows Dokdo within the Korean border line.

So far, much of the discussion of China's air-defense identification zone (ADIZ), a new law requiring foreign aircraft to notify China when they fly over a designated region in the East China Sea, has centered on Beijing's motivations: What is China trying to accomplish by instituting the zone? And, considering that it triggered immediate opposition from the United States and Japan, was this decision a mistake?
These are important questions, but it's worth zooming out and considering the more fundamental causes for tension in Northeast Asia. Here, the issues become more complex. Is China's aggression caused by a new president trying to establish his legitimacy? Or is it, instead, an attempt to capitalize on domestic anti-Japanese sentiment? Does the conflict reflect how pre-World War II history continues to shape contemporary East Asian relations? Or is it a scramble for the rich energy resources that supposedly lie inside the disputed waters?
The answer to each of these questions is, unhelpfully, yes. And that's what makes the present conflict in Northeast Asia so difficult to resolve.
The territorial dispute between China and Japan, concerning a group of islands called the Senkakus in Japanese (and the Diaoyu in Chinese), is hardly unusual in a crowded region with many competing interests. Since the establishment of the People's Republic in 1949, China has resolved border disagreements with nearly all of its neighbors, but still has outstanding disputes with India (over Arunachal Pradesh) and several Southeast Asian countries (over the Spratly and Paracel Islands). Japan, too, is engaged in an ongoing spat with South Korea over the Takeshima Islands, known as Dokdo in Korean.
The disagreement over the Senkaku/Diaoyu islands began in 1971, when, after sovereignty reverted from American to Japanese control (a legacy from the postwar Treaty of San Francisco that gave the U.S. jurisdiction over some Japanese territory), both China and Taiwan claimed ownership. But it is only in the last decade that the conflict has escalated beyond a regional issue and has attracted widespread international concern. Why has the island dispute turned into such a problem?
Since the conclusion of the Second World War, the countries in Northeast Asia have undergone perhaps the fastest, most impressive modernization process in world history. And yet, the political legacy from that conflict—and the years preceding it—continue to shape present-day relations between China, Taiwan, Japan, and South Korea.
Beijing, Seoul, and many other Asian countries feel that Tokyo has not adequately atoned for its behavior during the first half of the 20th century, when Japan dominated the continent through its "co-prosperity sphere." However, Japanese conservatives dispute this claim and argue that, to the contrary, Tokyo has apologized enough, and ought to revisit its infamous "anti-defense" article of its constitution.
Meanwhile, China's three decades of sustained economic growth has lifted its confidence in asserting its historical dominance in the region, which over the past two centuries had eroded due to weakness, division, and foreign incursion. And as Beijing's military has grown and modernized, the government has become more assertive in enforcing territorial claims. In the East China Sea, these claims entail all maritime territory within a "nine-dash line" enveloping offshore land claimed by nearly every other coastal country in the region.
The development of the Senkaku/Diaoyu crisis serves as a useful example. Last year Shintaro Ishihara, the right-wing governor of Tokyo, announced at the Heritage Foundation that he wished to purchase three of the five islands from their private owner. Alarmed, the Japanese national government purchased the islands instead, hoping that by keeping them out of Ishihara's control, they'd defuse a potential crisis with China. The ploy backfired. According to Goto, "The Chinese have been very upset by the fact that the islands were passed from one owner to another when the Chinese feel they have very legitimate claims to the islands."

So far, much of the discussion of China's air-defense identification zone (ADIZ), a new law requiring foreign aircraft to notify China when they fly over a designated region in the East China Sea, has centered on Beijing's motivations: What is China trying to accomplish by instituting the zone? And, considering that it triggered immediate opposition from the United States and Japan, was this decision a mistake?
These are important questions, but it's worth zooming out and considering the more fundamental causes for tension in Northeast Asia. Here, the issues become more complex. Is China's aggression caused by a new president trying to establish his legitimacy? Or is it, instead, an attempt to capitalize on domestic anti-Japanese sentiment? Does the conflict reflect how pre-World War II history continues to shape contemporary East Asian relations? Or is it a scramble for the rich energy resources that supposedly lie inside the disputed waters?
The answer to each of these questions is, unhelpfully, yes. And that's what makes the present conflict in Northeast Asia so difficult to resolve.
The territorial dispute between China and Japan, concerning a group of islands called the Senkakus in Japanese (and the Diaoyu in Chinese), is hardly unusual in a crowded region with many competing interests. Since the establishment of the People's Republic in 1949, China has resolved border disagreements with nearly all of its neighbors, but still has outstanding disputes with India (over Arunachal Pradesh) and several Southeast Asian countries (over the Spratly and Paracel Islands). Japan, too, is engaged in an ongoing spat with South Korea over the Takeshima Islands, known as Dokdo in Korean.
The disagreement over the Senkaku/Diaoyu islands began in 1971, when, after sovereignty reverted from American to Japanese control (a legacy from the postwar Treaty of San Francisco that gave the U.S. jurisdiction over some Japanese territory), both China and Taiwan claimed ownership. But it is only in the last decade that the conflict has escalated beyond a regional issue and has attracted widespread international concern. Why has the island dispute turned into such a problem?
Since the conclusion of the Second World War, the countries in Northeast Asia have undergone perhaps the fastest, most impressive modernization process in world history. And yet, the political legacy from that conflict—and the years preceding it—continue to shape present-day relations between China, Taiwan, Japan, and South Korea.
Beijing, Seoul, and many other Asian countries feel that Tokyo has not adequately atoned for its behavior during the first half of the 20th century, when Japan dominated the continent through its "co-prosperity sphere." However, Japanese conservatives dispute this claim and argue that, to the contrary, Tokyo has apologized enough, and ought to revisit its infamous "anti-defense" article of its constitution.
Meanwhile, China's three decades of sustained economic growth has lifted its confidence in asserting its historical dominance in the region, which over the past two centuries had eroded due to weakness, division, and foreign incursion. And as Beijing's military has grown and modernized, the government has become more assertive in enforcing territorial claims. In the East China Sea, these claims entail all maritime territory within a "nine-dash line" enveloping offshore land claimed by nearly every other coastal country in the region.
The development of the Senkaku/Diaoyu crisis serves as a useful example. Last year Shintaro Ishihara, the right-wing governor of Tokyo, announced at the Heritage Foundation that he wished to purchase three of the five islands from their private owner. Alarmed, the Japanese national government purchased the islands instead, hoping that by keeping them out of Ishihara's control, they'd defuse a potential crisis with China. The ploy backfired. According to Goto, "The Chinese have been very upset by the fact that the islands were passed from one owner to another when the Chinese feel they have very legitimate claims to the islands."

The 442nd Regimental Combat Team of the United States Army was a fighting unit composed almost entirely of American soldiers of Japanese ancestry who fought in World War II. Most of the families of mainland Japanese Americans were confined to internment camps in the United States interior. Beginning in 1944, the regiment fought primarily in Europe during World War II, in particular Italy, southern France, and Germany.
The 442nd Regiment was the most decorated unit for its size and length of service in the history of American warfare. The 4,000 men who initially made up the unit in April 1943 had to be replaced nearly 2.5 times. In total, about 14,000 men served, earning 9,486 Purple Hearts. The unit was awarded eight Presidential Unit Citations (5 earned in one month). Twenty-one of its members were awarded Medals of Honor. Its motto was "Go for Broke".
The internment of Japanese Americans in the United States was the forced relocation and incarceration during World War II of between 110,000 and 120,000 people of Japanese ancestry who lived on the Pacific coast in camps in the interior of the country. Sixty-two percent of the internees were United States citizens. The U.S. government ordered the removal of Japanese Americans in 1942, shortly after Imperial Japan's attack on Pearl Harbor.
Such incarceration was applied unequally due to differing population concentrations and, more importantly, state and regional politics: more than 110,000 Japanese Americans, nearly all who lived on the West Coast, were forced into interior camps, but in Hawaii, where the 150,000-plus Japanese Americans comprised over one-third of the population, only 1,200 to 1,800 were interned. The forced relocation and incarceration has been determined to have resulted more from racism and discrimination among whites on the West Coast, rather than any military danger posed by the Japanese Americans.
President Franklin D. Roosevelt authorized the deportation and incarceration with Executive Order 9066, issued February 19, 1942, which allowed regional military commanders to designate "military areas" from which "any or all persons may be excluded." This power was used to declare that all people of Japanese ancestry were excluded from the entire West Coast, including all of California and much of Oregon, Washington and Arizona, except for those in government camps. Approximately 5,000 Japanese Americans voluntarily relocated outside the exclusion zone, and some 5,500 community leaders arrested after Pearl Harbor were already in custody, but the majority of mainland Japanese Americans were evacuated (forcibly relocated) from their West Coast homes during the spring of 1942. The United States Census Bureau assisted the internment efforts by providing confidential neighborhood information on Japanese Americans. The Bureau denied its role for decades, but this was finally proven in 2007. In 1944, the Supreme Court upheld the constitutionality of the removal by ruling against Fred Korematsu's appeal for violating an exclusion order. The Court limited its decision to the validity of the exclusion orders, avoiding the issue of the incarceration of U.S. citizens with no due process. The U.S. government eventually disbursed more than $1.6 billion in reparations to 82,219 Japanese Americans who had been interned and their heirs.

We saw that there were questions touching on some quite sensitive and thorny issues, if you will.
The first question was on Seoul's response to Pyongyang's nuclear test,... and specifically about why Seoul wasn't able to detect the test beforehand.
To that, she said both Seoul and Washington are aware that Pyongyang is capable of carrying out a nuclear test at any given time, but that no unusual movement was detected north of the border before the test.
She added Seoul is planning to rev up its intelligence-gathering capabilities.
As to whether Seoul should also possess nuclear weapons, she reiterated her commitment to keeping the Korean peninsula free of nuclear weapons... and said South Korea is covered under the nuclear umbrella of the U.S.
"I have continuously stressed that a nuclear-free world should begin with a nuclear-free Korean peninsula. There are arguments that South Korea should also possess nuclear weapons for strategic and defensive means, and I understand that there is a point in such arguments. But attempting to do so would be breaking a promise we have made with the international community."
Now take a listen to her answer on punishing the North for its actions. Here she also reiterates that Beijing should practice what it preaches.
She said any additional sanctions on North Korea will be comprehensive, including financial ones, to ensure that Pyongyang changes,... and she once again stressed Beijing's role in making that happen.
"In the new UN Security Council resolution, we aim to include all inclusive measures ranging from finance to trade. Previous UNSC resolutions failed to change Pyongyang, in any way. We are really vying to change North Korea, forcing it to change by making it feel the consequences.
China will be playing a pivotal role in doing so.
Whenever South Korea and China held summits, China has consistently held its position that it cannot accept North Korea being in possession of nuclear weapons. China is also at a crucial position, as a permanent member of the UN Security Council. As Beijing has continuously pledged and showed its stance towards Pyongyang, we expect China to show a more active attitude and role from now on."
She also touched upon the latest Seoul-Tokyo agreement on the so-called comfort women...
Right, Connyoung. She was responding to a reporter's question regarding the recent settlement with Tokyo on Japan's wartime sexual slavery.
She said the agreement met the three conditions the victims were demanding. She explained that officials at Seoul's foreign ministry met with the surviving victims to know what they wanted... in order to include those demands in the settlement with Tokyo. "Wartime sex slavery victims mostly named three things: First, having Tokyo acknowledge that its military was involved and responsible. Also, they demanded a formal apology from the Japanese government. And third, financial compensation funded by the Japanese government.
With all three criteria met, we believe the agreement fulfilled the victims' needs.
Other countries that also suffered from Japan's sexual enslavement during World War II, like those in Southeast Asia, are also demanding the Japanese government to compensate them under similar conditions as those reached by Seoul."
On the economy, she said employment is more important than growth figures,... as that's how the public gauges economic sentiment,... and that job creation will remain a key priority for her administration.

The Agriculture, Forestry and Fisheries Ministry on Tuesday picked Yubari melon in Hokkaido and six other items as the first set of local food brands to be certified for protection under the nation’s new law on Japan Geographical Indication, or GI.
The other six are Kobe beef and Tajima cattle in Hyogo Prefecture, Edosaki pumpkin in the cities of Inashiki and Ushiku in Ibaraki Prefecture, “kurozu” black vinegar produced in handcrafted ceramic jars in the city of Kirishima in Kagoshima Prefecture, traditional “Yame gyokuro” green tea in Fukuoka Prefecture, and blackcurrant in the Tosei region in Aomori Prefecture.
The state-led certification system is intended to shore up the economies of production areas for selected items.
Designated products are given the GI trademark. Producers in other areas are banned from using brand names trademarked under the system, with unauthorized use subject to penalties.
“The government aims to promote GI registrations to boost demand for high-quality agricultural, forestry and fisheries products both at home and abroad,” agriculture minister Hiroshi Moriyama told a press conference.

South Korea's Foreign Ministry has lodged a protest with the Japanese government over reports by Japanese media outlets that revealed the identity of a South Korean man alleged to have been involved in last month's blast at a war shrine in Tokyo.
Foreign Ministry Spokesman Cho June-Hyuck told reporters on Thursday that the government on Thursday filed a complaint with Tokyo over reports of the incident by the Japanese media, as they revealed the man's identity, photo and name.
Japanese police have arrested the 27-year-old man, identified by his surname Chon, who is suspected of being linked to the explosion in a public restroom at the Yasukuni Shrine. The explosion caused no major damage.
Chon was arrested shortly after flying back to Tokyo on Wednesday. He had returned to South Korea shortly after the incident took place on November 23. He is alleged to have been caught by a security camera installed at the shrine before the blast occurred on November 23. However, Chon is said to flatly deny the allegations.
To Koreans, who were under Japan's colonial rule from 1910 to 1945, the war shrine is viewed as a symbol of Japan's imperial militarism as it honors a number of Class A World War Two criminals.

Event Overview
Prime Minister Abe has set a goal for Japan to have 30% of its executive and managerial positions filled by women by the year 2020 from the current 10% level. However, in fact, this goal had already been set back in 2003, with leadership from our keynote speaker, President Mariko Bando, then director-general of the Gender Equality Bureau that had been established in 2001. In addition, the United Nations had requested in 2009 that the Japanese government adopt measures with clear numerical goals and timetables to increase the number of women in decision-making positions at all levels.
As can be seen from this history, setting goals is one thing, but achieving them is usually much harder - especially when that requires changes in social and business norms.
In order to turn goals into reality, Japan's companies will need to make major changes in their labor practices. What, exactly, are these changes? In the process, what legal reforms would be necessary? Are the government's present policies sufficient to achieve the 30% target over the next six years?

"Uyoku dantai" are Japanese nationalist right-wing groups of which there are over 1,000 in Japan with about 100,000 members in total. Well known for their black propaganda vans, they are often seen driving around staging protests with their loudspeakers outside the Chinese, Korean, and Russian embassies demanding ownership of the Senkaku and Kuril Islands to name a few. We caught up with Masaya Kudo, a Right-Wing activist and leader of his own group, "Nihon-no-Kai" as he explained his philosophies and concerns regarding the Right-Wing movement today and their ties to the Yakuza.

No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China.
Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues.
Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.
An informal reception, from 5:30 p.m. to 6:00 p.m., will follow the discussion with a book signing by the author.

What are the implications of Japan’s evolving national security policy for the Indo-Pacific region?
In this video, Professor Takashi Shiraishi – one of Japan’s leading public intellectuals – will address the background of Japan’s security policies, the nature of the ongoing Diet debate on the security legislation, and the implications of Abe’s security reform agenda for North East Asia and the wider region.
Japanese Prime Minister Shinzo Abe’s security reform bills, which are currently being debated in the Japanese Diet, aim to enable Japan to exercise its right to collective self defence, albeit in a limited way. Exercising this right – a right enshrined in the UN Charter – will represent a significant step forward for his efforts to normalise Japan’s security posture.
The security legislation package is the latest in a series of significant security and defence reforms that Abe has championed since returning to the Prime Ministership in 2012. This includes the creation of the National Security Council of Cabinet, the drafting of Japan’s first national security strategy, the relaxation of defence export principles, and the revision of the US-Japan Defence Cooperation Guidelines.
Professor Takashi Shiraishi is one of Japan’s best known and most respected academics. He currently serves as President of the National Graduate Institute for Policy Studies and as President of the Japan External Trade Organisation’s Institute of Developing Economies. His current research interests include East Asian regionalism, politics and international relations. Professor Shiraishi is influential as an adviser to the Japanese government, including having served on a number of governmental advisory panels, such as Deputy Chair of a Government Panel on National Defence Policy Guidelines from 2010-11. In this video, Professor Takashi Shiraishi – one of Japan’s leading public intellectuals – will address the background of Japan’s security policies, the nature of the ongoing Diet debate on the security legislation, and the implications of Abe’s security reform agenda for North East Asia and the wider region.
Japanese Prime Minister Shinzo Abe’s security reform bills, which are currently being debated in the Japanese Diet, aim to enable Japan to exercise its right to collective self defence, albeit in a limited way. Exercising this right – a right enshrined in the UN Charter – will represent a significant step forward for his efforts to normalise Japan’s security posture.
The security legislation package is the latest in a series of significant security and defence reforms that Abe has championed since returning to the Prime Ministership in 2012. This includes the creation of the National Security Council of Cabinet, the drafting of Japan’s first national security strategy, the relaxation of defence export principles, and the revision of the US-Japan Defence Cooperation Guidelines.
Professor Takashi Shiraishi is one of Japan’s best known and most respected academics. He currently serves as President of the National Graduate Institute for Policy Studies and as President of the Japan External Trade Organisation’s Institute of Developing Economies. His current research interests include East Asian regionalism, politics and international relations. Professor Shiraishi is influential as an adviser to the Japanese government, including having served on a number of governmental advisory panels, such as Deputy Chair of a Government Panel on National Defence Policy Guidelines from 2010-11.
