Solana walking away STORYLINE: Palestinian delegates walked out of the Arab League summit on Wednesday after Yasser Arafat was barred from addressing the meeting via satellite. It was the latest setback to the summit, which opened without three key Arab leaders after Jordan's King Abdullah II canceled plans to attend the crucial Beirut gathering. Despite the high-profile absences, Saudi Crown Prince Abdullah broadened his land-for-peace proposal to Israel. Abdullah proposed to the summit a collective Arab plan to be forwarded to the U.N. Security Council based on "normal relations and the security of Israel in exchange for a full Israeli withdrawal from all occupied Arab lands, recognition of an independent Palestinian state with noble Jerusalem as its capital and the return of the refugees."
