The US military SBX-1 radar is the most powerful missile defense radar in the world and will serve the US military well in future conflicts. The Sea-Based X-Band Radar (SBX-1) is a floating, self-propelled, mobile active electronically scanned array early-warning radar station designed to operate in high winds and heavy seas. It was developed as part of the Missile Defense Agency's Ballistic Missile Defense System.
The radar is mounted on a fifth generation CS-50 twin-hulled semi-submersible drilling rig. Conversion of the vessel was carried out at the AmFELS yard in Brownsville, Texas; the radar mount was built and mounted on the vessel at the Kiewit yard in Ingleside, Texas. It is nominally based at Adak Island in Alaska (though, as of April 2015 has never put into port at Adak). It has spent most of its time at Pearl Harbor in test status, having never become operational, and has received criticism for falling short of program expectations.[1]

SBX-1 is part of the Ground-Based Midcourse Defense (GMD) system under development by the MDA. The decision to place the system on a mobile sea-based platform was intended to allow the vessel to be moved to areas where it is needed for enhanced missile defense. Fixed radars provide coverage for a very limited area due to the curvature of the Earth. However, the same limitation applies to the SBX. SBX's primary task is discrimination of enemy warheads from decoys, followed by precision tracking of the identified warheads. Testing has raised doubts about the system's ability to perform these tasks, to deal with multiple targets, and to report accurately to command authorities.[1]
The vessel has many small radomes for various communications tasks and a large central dome that encloses a phased-array, 1,800 tonne (4,000,000 pound) X band radar antenna. The small radomes are rigid, but the central dome is not - the flexible cover is supported by positive air pressure amounting to a few inches of water. The amount of air pressure is variable depending on weather conditions.
The radar antenna itself is described as being 384 m2 (4,130 sq ft). It has a large number of solid-state transmit-receive modules mounted on an octagonal flat base which can move ±270 degrees in azimuth and 0 to 85 degrees elevation (although software currently limits the maximum physical elevation to 80 degrees). The maximum azimuth and elevation velocities are approximately 5-8 degrees per second. In addition to the physical motion of the base, the beam can be electronically steered off bore-sight (details classified).
There are currently 22,000 modules installed on the base. Each module has one transmit-receive feed horn and one auxiliary receive feed horn for a second polarization, totaling 44,000 feedhorns. The base is roughly 2/3 populated, with space for installation of additional modules. The current modules are concentrated toward the center to minimize grating lobes. This configuration allows it to support the very-long-range target discrimination and tracking that GMD's midcourse segment requires. The array requires over a megawatt of power.[citation needed]
In addition to the power consumed by the radar, the thrusters which propel the vessel are electric and require substantial power. The maximum speed is approximately 8 knots (9.2 mph; 15 km/h). To support this and all other electrical equipment, the vessel currently has six 3.6-megawatt generators (12-cylinder Caterpillar diesels). The generators are in two compartments, one port and one starboard. The maximum power currently drawn is roughly 12 megawatts, and there are plans to expand the number of generators to eight, so that one entire compartment could be lost and the vessel would continue to operate at full capability.
The radar is derived from the radar used in the THAAD theater ballistic missile defense system, and is a part of the layered ballistic missile defense (BMDS) program of the United States Missile Defense Agency (MDA). One important difference from Aegis is the use of X band in the SBX. Aegis uses S band, and Patriot uses the higher-frequency C band. The X band frequency is higher still, so its shorter wavelength enables finer resolution of tracked objects. The radar was designed and built[when?] by Raytheon Integrated Defense Systems for Boeing, the prime contractor on the project for MDA.[citation needed]

These tracked combat vehicles were especially designed to clear pathways for troops and other vehicles through minefields and along roadside bombs and improvised explosive devices. The 72-ton, 40-foot (12-meter)-long vehicles are based on the M1 Abrams with a 1,500 horsepower engine, but fitted with a 50-caliber machine gun and a front-mounted 15-foot (4.5-meter) wide plow, supported by metallic skis that glide on the dirt and armed with nearly 7,000 pounds (3,175 kilograms) of explosives.

The US military missile defense agency conducted another successful test of their missile defense system. Missile defense is a system, weapon, or technology involved in the detection, tracking, interception, and destruction of attacking missiles. Originally conceived as a defence against nuclear-armed Intercontinental ballistic missiles (ICBMs), its application has broadened to include shorter-ranged non-nuclear tactical and theater missiles.
The United States, Russia, France, India, and Israel have all developed such air defense systems.[1] In the United States, missile defense was originally the responsibility of the Army. The U.S. Missile Defense Agency has developed maritime systems and command and control that will eventually be transferred to the Navy and Air Force for operation and sustainment.
History
In the 1950s and 1960s, the term meant defense against strategic (usually nuclear-armed) missiles. The technology mostly centered around detecting offensive launch events and tracking inbound ballistic missiles, but with limited ability to actually defend against the missile. The Soviet Union achieved the first nonnuclear intercept of a ballistic missile warhead by a missile at the Sary Shagan antiballistic missile defense test range on 4 March 1961.
Throughout the 1950s and 1960s, the United States Project Nike air defense program focused initially on bombers, then ballistic missiles. In the 1950s, the first United States anti-ballistic missile system was the Nike Hercules, which had a limited ability to intercept incoming ballistic missiles, although not ICBMs. This was followed by Nike Zeus, which using a nuclear warhead could intercept ICBMs. However Nike Zeus had other limitations which prevented it being deployed.[citation needed] In any case, by the early 1960s the Nike Zeus was the first anti-ballistic missile to achieve hit-to-kill (physically colliding with the incoming warhead).
The Zeus missile was enhanced, and the shorter range Sprint missile was added to the Nike defense system, then called Nike-X. The system included large powerful radars and a computer complex.
Eventually, the Nike-X program was realigned and renamed Sentinel. This program's goal was to protect major U.S. cities from a limited ICBM attack, especially focusing on China.[2] This in turn reduced tensions with the Soviet Union, which retained the offensive capability to overwhelm any U.S. defense.
The Soviet Union deployed the A-35 anti-ballistic missile system around Moscow in 1966, which also defended nearby ICBM sites. That system has been upgraded several times and is still operational. The United States announced an ABM program to protect twelve ICBM sites in 1967.
In 1967, then-Secretary of Defense Robert McNamara stated: "Let me emphasize – and I cannot do so too strongly – that our decision to go ahead with a limited ABM deployment in no way indicates that we feel an agreement with the Soviet Union on the limitation of strategic nuclear offensive and defensive forces is in any way less urgent or desirable."[3]
The SALT I talks began in 1969, and led to the Anti-Ballistic Missile Treaty in 1972, which ultimately limited the U.S. and U.S.S.R. to one defensive missile site each, with no more than 100 missiles per site.
As a result of the treaty and of technical limitations, along with public opposition to nearby nuclear-armed defensive missiles, the U.S. Sentinel program was redesignated the Safeguard Program, with the new goal of defending U.S. ICBM sites, not cities. The U.S. Safeguard system was deployed to defend the LGM-30 Minuteman ICBMs near Grand Forks, North Dakota. It was deactivated in 1976 after being operational for less than four months due to a changing political climate plus concern over limited effectiveness, low strategic value, and high operational cost.[citation needed]
In the early 1980s, technology had matured to consider space based missile defense options. Precision hit-to-kill systems more reliable than the early Nike Zeus were thought possible. With these improvements, the Reagan Administration promoted the Strategic Defense Initiative, an ambitious plan to provide a comprehensive defense against an all-out ICBM attack. Reagan established the Strategic Defense Initiative Organization (SDIO), which was later changed to the Ballistic Missile Defense Organization (BMDO). In 2002, BMDO's name was changed to its current title, the Missile Defense Agency (MDA). See National Missile Defense for additional details. In the early 1990s, missile defense expanded to include tactical missile defense, as seen in the first Gulf War. Although not designed from the outset to intercept tactical missiles, upgrades gave the Patriot system a limited missile defense capability. The effectiveness of the Patriot system in disabling or destroying incoming Scuds was the subject of Congressional hearings and reports in 1992.[4]

The prototype laser system has destroyed eight small-caliber rocket targets in flight at a range of approximately 1.5 kilometers (0.9 miles) in tests conducted in March and April 2013.
Lockheed Martin is developing the transportable, ground-based ADAM laser system to provide a defense against short-range threats, including improvised rockets such as Qassam rockets, unmanned aerial systems and small boats.
The tests represent increasingly complex scenarios against representative airborne targets. In 2012, the system successfully destroyed 11 small-caliber rocket targets in simulated flight tethered to a cable at a range of approximately 2 kilometers (1.2 miles). The system also successfully engaged an unmanned aerial system target in flight at a range of approximately 1.5 kilometers (0.9 miles) in 2012.
"Our test results demonstrate the capabilities of the ADAM system to provide a practical, affordable directed-energy solution to the real-world problem of close-in threats," said Tory Bruno, president of Strategic and Missile Defense Systems, Lockheed Martin Space Systems Company.
Designed for short-range defense of high-value assets including forward operating bases, the ADAM system's 10-kilowatt fiber laser is engineered to destroy targets up to 2 kilometers (1.2 miles) away. The system precisely tracks targets in cluttered optical environments and has a tracking range of more than 5 kilometers (3.1 miles). The system is being designed to be flexible enough to operate against rockets as a standalone system and to engage unmanned aerial systems with an external cue. Lockheed Martin based the design on commercial hardware components paired with its laser beam control architecture and software to provide the performance needed for these types of threats without the cost and time required for full custom development. The system is integrated in a container that is mounted on a trailer, making it readily transportable.

Special Agents are distinctly able to do both.
Pursuant to Title 10 of the United States Code §1585, DCIS Special Agents conducting, supervising, or coordinating investigations of criminal activity in programs and operations of the Department of Defence have the authority to execute and serve any warrant or other process issued under the authority of the United States; to make arrests without a warrant for any offense against the United States committed in the presence of that agent; and to make arrests without a warrant for any felony cognizable under the laws of the United States if the agent has probable cause to believe that the person to be arrested has committed or is committing the felony.
Authorization for Special Agents of the Defense Criminal Investigative Service to carry firearms while assigned investigative duties or other duties as the Secretary may prescribe can be found in 10 U.S. Code §1585

President Obama announced September 17, 2009 that the United States would adopt a “Phased Adaptive Approach” to missile defense in Europe. This approach will primarily use the currently sea-based Aegis Ballistic Missile Defense (BMD) system to address the threat posed by short- and intermediate-range ballistic missiles from Iran; a program to counter long-range missiles was cancelled in March 2013. The Aegis system’s Standard Missile-3 (SM-3) will also eventually be placed on land in Romania and Poland.
Obama’s approach is intended to be more flexible than the Bush administration plan to place Ground-Based Midcourse interceptors in Poland and radar in the Czech Republic and thus more responsive to emerging threats. Despite these changes, the Obama administration is continuing the deployment and expansion of Ground-Based Midcourse interceptors in Fort Greely, Alaska, and Vandenberg Air Force Base, California, intended to defend the continental United States from future threats from North Korea or Iran. This system will continue to rely on four fixed radar facilities at Shemya, Alaska; Beale Air Force Base, California; Fylingdales in the United Kingdom; and Thule, Greenland. The network also includes mobile X-band radars.
Ballistic missile defense ranked high among the priorities of the George W. Bush administration, which withdrew the United States from the 1972 Anti-Ballistic Missile (ABM) Treaty so that it could develop and deploy a nationwide defense against a limited number of long-range ballistic missiles. Still, missile defense technology remains largely unproven. Intercept tests have involved substitute components in highly scripted scenarios. For the Ground-Based Midcourse System, for example, the Missile Defense Agency (MDA) claims eight successful tests in sixteen attempts since 1999. The most recent test in July 2013 failed. The last successful test was in 2008.
For more than five decades, the United States has intermittently researched and worked on missile defenses. The current deployments mark the second time that the United States has moved to deploy a defense against long-range ballistic missiles. The first effort, Safeguard, was shut down within a few months of being declared operational in October 1975 because Congress concluded the defense was too expensive and ineffectual. Safeguard was allowed under the ABM Treaty since it was limited to no more than 100 interceptors protecting an intercontinental ballistic missile (ICBM) base in North Dakota.

A very good upgrade to the US military patriot missile system The MIM-104 Patriot is a surface-to-air missile (SAM) system, the primary of its kind used by the United States Army and several allied nations. It is manufactured by the U.S. defense contractor Raytheon and derives its name from the radar component of the weapon system. The AN/MPQ-53 at the heart of the system is known as the "Phased Array Tracking Radar to Intercept On Target" or the bacronym PATRIOT. The Patriot System replaced the Nike Hercules system as the U.S. Army's primary High to Medium Air Defense (HIMAD) system, and replaced the MIM-23 Hawk system as the U.S. Army's medium tactical air defense system. In addition to these roles, Patriot has been given the function of the U.S. Army's anti-ballistic missile (ABM) system, which is now Patriot's primary mission.
Patriot uses an advanced aerial interceptor missile and high-performance radar systems. Patriot was developed at Redstone Arsenal in Huntsville, Alabama, which had previously developed the Safeguard ABM system and its component Spartan and Sprint missiles. The symbol for Patriot is a drawing of a Revolutionary War-era Minuteman.
Patriot systems have been sold to Taiwan, Egypt, Germany, Greece, Israel, Japan, Kuwait, the Netherlands, Saudi Arabia, United Arab Emirates,[3] Jordan and Spain. Poland hosts training rotations of a battery of U.S. Patriot launchers. It was first deployed in Morąg in 24 May 2010 but has since been moved to Toruń and Ustka.[4] South Korea also purchased several second-hand Patriot systems from Germany after North Korea test-launched ballistic missiles to the Sea of Japan (East Sea of Korea) and proceeded with underground nuclear testing in 2006.[5] On 4 December 2012, NATO authorized the deployment of Patriot missile launchers in Turkey to protect the country from missiles fired in the civil war in neighboring Syria.[6]
On 15 October 1964 the U.S. Secretary of Defense directed that the Army Air Defense System for the 1970s (AADS-70s) program name be changed to Surface-to-Air Missile, Development (SAM-D).[7] In 1975 the SAM-D missile successfully engaged a drone at the White Sands Missile Range. During 1976, it was renamed the PATRIOT Air Defense Missile System. The MIM-104 Patriot would combine several new technologies, including the phased array radar and track-via-missile guidance. Full-scale development of the system began in 1976 and it was deployed in 1984. Patriot was used initially as an anti-aircraft system, but during 1988 it was upgraded to provide limited capability against tactical ballistic missiles (TBM) as PAC-1 (Patriot Advanced Capability-1). The most recent upgrade, called PAC-3, is a nearly total system redesign, intended from the outset to engage and destroy tactical ballistic missiles.
MIM-104F (PAC-3)
The PAC-3 upgrade is a significant upgrade to nearly every aspect of the system. It took place in three stages, and units were designated Configuration 1, 2, or 3.
The system itself saw another upgrade of its WCC and its software, and the communication setup was given a complete overhaul. Due to this upgrade, PAC-3 operators can now see transmit and receive tracks on the Link 16 Command and Control (C2) network using a Class 2M Terminal or MIDS LVT Radio. This capability greatly increases the situational awareness of Patriot crews and other participants on the Link 16 network than are able to receive the Patriot local air picture. The software can now conduct a tailored TBM search, optimizing radar resources for search in a particular sector known to have ballistic missile activity, and can also support a "keepout altitude" to ensure ballistic missiles with chemical warheads or early release submunitions (ERS) are destroyed at a certain altitude. For Configuration 3 units, the Patriot radar was completely redesigned, adding an additional travelling wave tube (TWT) that increased the radar's search, detection, tracking, and discrimination abilities. The PAC-3 radar is capable, among other things, of discriminating whether or not an aircraft is manned and which of multiple reentering ballistic objects are carrying ordnance.
The PAC-3 upgrade carried with it a new missile design, nominally known as MIM-104F[citation needed] and called PAC-3 by the Army. The PAC-3 missile evolved from the Strategic Defense Initiative's ERINT missile, and so it is dedicated almost entirely to the anti-ballistic missile mission. Due to miniaturization, a single canister can hold four PAC-3 missiles (as opposed to one PAC-2 missile per canister). The PAC-3 missile is also more maneuverable than previous variants, due to 180 tiny pulse solid propellant rocket motors mounted in the forebody of the missile (called Attitude Control Motors, or ACMs) which serve to fine align the missile trajectory with its target to achieve hit-to-kill capability. However, the most significant upgrade to the PAC-3 missile is the addition of a Ka band active radar seeker.

A very good upgrade to the US military patriot missile system The MIM-104 Patriot is a surface-to-air missile (SAM) system, the primary of its kind used by the United States Army and several allied nations. It is manufactured by the U.S. defense contractor Raytheon and derives its name from the radar component of the weapon system. The AN/MPQ-53 at the heart of the system is known as the "Phased Array Tracking Radar to Intercept On Target" or the bacronym PATRIOT. The Patriot System replaced the Nike Hercules system as the U.S. Army's primary High to Medium Air Defense (HIMAD) system, and replaced the MIM-23 Hawk system as the U.S. Army's medium tactical air defense system. In addition to these roles, Patriot has been given the function of the U.S. Army's anti-ballistic missile (ABM) system, which is now Patriot's primary mission.
Patriot uses an advanced aerial interceptor missile and high-performance radar systems. Patriot was developed at Redstone Arsenal in Huntsville, Alabama, which had previously developed the Safeguard ABM system and its component Spartan and Sprint missiles. The symbol for Patriot is a drawing of a Revolutionary War-era Minuteman.
Patriot systems have been sold to Taiwan, Egypt, Germany, Greece, Israel, Japan, Kuwait, the Netherlands, Saudi Arabia, United Arab Emirates,[3] Jordan and Spain. Poland hosts training rotations of a battery of U.S. Patriot launchers. It was first deployed in Morąg in 24 May 2010 but has since been moved to Toruń and Ustka.[4] South Korea also purchased several second-hand Patriot systems from Germany after North Korea test-launched ballistic missiles to the Sea of Japan (East Sea of Korea) and proceeded with underground nuclear testing in 2006.[5] On 4 December 2012, NATO authorized the deployment of Patriot missile launchers in Turkey to protect the country from missiles fired in the civil war in neighboring Syria.[6]
On 15 October 1964 the U.S. Secretary of Defense directed that the Army Air Defense System for the 1970s (AADS-70s) program name be changed to Surface-to-Air Missile, Development (SAM-D).[7] In 1975 the SAM-D missile successfully engaged a drone at the White Sands Missile Range. During 1976, it was renamed the PATRIOT Air Defense Missile System. The MIM-104 Patriot would combine several new technologies, including the phased array radar and track-via-missile guidance. Full-scale development of the system began in 1976 and it was deployed in 1984. Patriot was used initially as an anti-aircraft system, but during 1988 it was upgraded to provide limited capability against tactical ballistic missiles (TBM) as PAC-1 (Patriot Advanced Capability-1). The most recent upgrade, called PAC-3, is a nearly total system redesign, intended from the outset to engage and destroy tactical ballistic missiles.
MIM-104F (PAC-3)
The PAC-3 upgrade is a significant upgrade to nearly every aspect of the system. It took place in three stages, and units were designated Configuration 1, 2, or 3.
The system itself saw another upgrade of its WCC and its software, and the communication setup was given a complete overhaul. Due to this upgrade, PAC-3 operators can now see transmit and receive tracks on the Link 16 Command and Control (C2) network using a Class 2M Terminal or MIDS LVT Radio. This capability greatly increases the situational awareness of Patriot crews and other participants on the Link 16 network than are able to receive the Patriot local air picture. The software can now conduct a tailored TBM search, optimizing radar resources for search in a particular sector known to have ballistic missile activity, and can also support a "keepout altitude" to ensure ballistic missiles with chemical warheads or early release submunitions (ERS) are destroyed at a certain altitude. For Configuration 3 units, the Patriot radar was completely redesigned, adding an additional travelling wave tube (TWT) that increased the radar's search, detection, tracking, and discrimination abilities. The PAC-3 radar is capable, among other things, of discriminating whether or not an aircraft is manned and which of multiple reentering ballistic objects are carrying ordnance.
The PAC-3 upgrade carried with it a new missile design, nominally known as MIM-104F[citation needed] and called PAC-3 by the Army. The PAC-3 missile evolved from the Strategic Defense Initiative's ERINT missile, and so it is dedicated almost entirely to the anti-ballistic missile mission. Due to miniaturization, a single canister can hold four PAC-3 missiles (as opposed to one PAC-2 missile per canister). The PAC-3 missile is also more maneuverable than previous variants, due to 180 tiny pulse solid propellant rocket motors mounted in the forebody of the missile (called Attitude Control Motors, or ACMs) which serve to fine align the missile trajectory with its target to achieve hit-to-kill capability. However, the most significant upgrade to the PAC-3 missile is the addition of a Ka band active radar seeker.

Despite progress being made concerning nuclear talks with Iran, Russia says US and EU officials are trying to “think up” new reasons to deploy a missile shield in Europe. Moscow says there is no need for the defensive system in Europe.
Russia’s Foreign Ministry was commenting on the latest statement given by US state officials. Washington says that even despite the historic deal concerning Iran’s nuclear program, this does not mean a plan to deploy an American missile shield to Europe will be revised.
“The threat to NATO countries posed by the proliferation of ballistic missiles continues to increase… the framework [of the Iran nuclear program] agreement does not change that fact,” NATO’s spokeswoman Oana Lungescu told Sputnik last week. “These interpretations definitely go against assurances US President Barack Obama made in Prague, who maintained that with the elimination of the ‘Iranian threat’ there would be no reason for the deployment of the missile shield in Europe,” said the Ministry. “This serves as yet more proof that references to the ‘Iranian [missile] threat’ served as smokescreen, whereas the genuine objective is the creation of an anti-missile program with quite a different purpose,” Russia’s Foreign Ministry wrote.
Russia’s deputy Prime Minister and a former representative of Moscow to NATO, Dmitry Rogozin, made a similar query on his Twitter account on April 3, after statements concerning Iranian’s missile threat started to re-emerge. The controversial missile shield in Europe will stay because “the Missile Defense System was never about Iran,” Rogozin said.
Russia’s Strategic Missile Forces are ready to react to any nuclear strike even if it is lightning fast, SMF Central Command chief said. A retaliatory strike would take place in all circumstances, “without hesitation, Rogozin’s comments arrive just a day after President Vladimir Putin called on Russia to upgrade its weapons systems in order to repel U.S. plans to institute the EPAA missile shield in Europe, which is ostensibly designed to counter Iran’s nuclear build-up yet is also firmly pointed at Russia. What all of this means is that the Russians are feverishly preparing to fight World War III and we are not. A new U.S. force of special operations troops has arrived in Iraq and is preparing to work with Iraqi forces to go after Islamic State targets, U.S. Defense Secretary Ash Carter said on Wednesday (January 13) at a speech to U.S. Army Airborne troops in which he also announced the release of 10 sailors detained by Iran.
"I want to start off with some good news about some of your fellow service members in the Persian Gulf. The 10 U.S. Navy sailors departed Iran early this morning, and are now back safe in U.S. hands. I am very pleased that this was resolved quickly, and I want to take this opportunity to thank Secretary of State Kerry for his efforts and to reaffirm to you that our highest commitment is to the safety of all of you. Wherever we may ask you to go, the country will never leave an American service member behind," Carter said.
All 10 detained sailors were released by Iran on Wednesday morning after being held overnight, quickly ending an incident that rattled nerves days ahead of the expected implementation of a landmark nuclear accord between Iran and world powers
Carter disclosed the Iraq deployment in a broad speech to troops soldiers that sought to underscore American efforts to accelerate the campaign against Islamic State, both in Iraq and Syria, also known as ISIL.
"ISIL is a cancer that's threatening to spread. And like all cancers, you can't cure the disease just by cutting out the tumor. You have to eliminate it wherever it has spread, and stop it from coming back. Our military campaign accordingly focused on three military objectives: one, to destroy the ISIL parent tumor in Iraq and Syria by collapsing its two power centers in Mosul and Raqqah, two, combat the emerging metastases of the ISIL tumor worldwide, and three, protect our homeland," Carter said at Fort Campbell, Kentucky.
"And the specialized expeditionary targeting force I announced in December is now in place and is preparing to work with the Iraqis to begin going after ISIL's fighters and commanders, killing or capturing them wherever we find them, along with other key targets," he added.
While the force was expected to number only about 200, its deployment marks the latest expansion of U.S. military pressure on Islamic State. It also exposes American forces to greater risk, something President Barack Obama has done only sparingly.
The force is separate from another deployment last year of up to 50 U.S. special operations troops in Syria to coordinate on the ground with U.S.-backed rebels fighting in a civil war raging since 2011.
Carter said that smaller group of forces had already established contact with rebels, as well as new targets for airstrikes and "strikes of all kinds."
Carter was addressing soldiers from the 101st Airborne Division, 1,800 of whom will deploy to Iraq in the coming months, largely to train local forces.
Carter also flagged a meeting next week in Paris with defense ministers from six nations -- France, Britain, Australia, Germany, Italy, and the Netherlands.

Vice Admiral James Syring, director of the U.S. Missile Defense Agency, said Tuesday that the North′s technical capability has not improved, but did not elaborate on the basis of his assessment.
Syring added that the U.S. has taken steps to stay ahead of the North′s nuclear threat and is monitoring its actions.
He also said the North′s recent test has not changed the agency′s missile defense program.
North Korea conducted its fourth nuclear test on January 6th, claiming it was a successful test of a hydrogen bomb.
U.S. experts have expressed doubt about the claim.

Latin America is of increasing strategic importance to the United States. In an age of the rebalance to Asia, continued engagement in the Middle East, and the emergence of an aggressive Russia, Latin America has received comparatively little attention from the US national security community. Slowly, this is starting to change, especially with the recent crisis of unaccompanied children migrants fleeing poverty and violence in Central America. How will these and other developments affect US defense strategy and cooperation in the region, and how will this strategy help the United States best deal with this important region? General Kelly will come to the Atlantic Council to discuss these and other questions.
Since 2012, General Kelly has been the Commander of US Southern Command, which is responsible for all Department of Defense security cooperation in the forty-five nations and territories of Central and South America and the Caribbean Sea, an area of 16 million square miles. Before his current position he served as the Senior Military Assistant to the Secretary of Defense from March 2011 to October 2012. Kelly also commanded Marine Forces Reserve and Marine Forces North in Iraq from October 2009 to March 2011.

The Pentagon is the headquarters of the United States Department of Defense, located in Arlington County, Virginia. As a symbol of the U.S. military, "the Pentagon" is often used metonymically to refer to the U.S. Department of Defense.
The Pentagon was designed by American architect George Bergstrom (1876–1955), and built by general contractor John McShain of Philadelphia. Ground was broken for construction on September 11, 1941, and the building was dedicated on January 15, 1943. General Brehon Somervell provided the major motive power behind the project; Colonel Leslie Groves was responsible for overseeing the project for the U.S. Army.
The Department of Defense is an executive branch department of the federal government of the United States charged with coordinating and supervising all agencies and functions of the government concerned directly with national security and the United States Armed Forces. The Department is also the largest employer in the world, with more than 2.13 million active duty servicemen and women as well as their support staff of civilian workers. Adding to the total is over 1.1 million National Guardsmen and Reservists from the four services,bringing the total to just over 3.2 million employees
