Iowa in Sharp Focus
New Hampshire has a state law that says it must be the first state to hold a primary in a presidential election [source: New Hampshire]. But because Iowa holds a caucus rather than a primary, it has remained the first state to hold any kind of vote on candidates for both parties since 1976. As such, Iowa has been consistently important in presidential campaigns since the 1970s. Many point to the media as the true creator of the prominent political role that Iowa enjoys.
It began with George McGovern. His better-than-expected showing at the 1972 Iowa caucus gave his campaign a shot in the arm and caught the attention of the media. Since then, the press has kept a close eye on the Iowa caucuses.
The same can be said for the candidates themselves. During the 1976 presidential race, Jimmy Carter spent a year conducting a grassroots campaign in the state, and was rewarded with a huge victory in the caucus. Since then, candidates have spent an inordinate amount of time canvassing the state in order to bolster support.
The effect is reciprocal. Since the candidates spend time in Iowa, the media does too. And where the media are, the candidates will be there, hoping to get more attention -- and votes.
Johan Bergenas, a researcher at the James Martin Center for Nonproliferation Studies, argued while he was a political science student at the University of Iowa that the press' presence is what lends such weight to the Iowa caucus. The media "pin both expectations and labels on candidates, such as 'dark-horse' or 'long-shot,' in the search for news," says Bergenas. "If the candidate does not fulfill expectations or cannot carry the label, he or she might not be portrayed as viable by the media."
As such, a candidate expected to do poorly, and who makes a surprisingly good showing at the Iowa caucus -- even if he or she did not place first -- can receive a tremendous amount of good press. This could go a long way to supporting his or her bid for the candidacy, and bring him or her into the front of the pack. Conversely, a candidate who is expected to do well in Iowa, and doesn't, may receive bad press, or no press at all. As a result of an early poor showing, he or she may decide to drop out of the race.
But does Iowa deserve the power that it yields? Some observers scoff at the importance placed on a state with so few people, but time and again, the impact Iowa's caucus has on elections is tangible.
"In the history of these caucuses, no candidate who has ever finished worse than third among the candidates has even gone on to win the nomination," David Yepsen, a political columnist for The Des Moines Register, tells ABC News.
Iowa's status as the first presidential test in the nation is constantly under attack. In 2003, the District of Columbia lobbied unsuccessfully to be allowed to move its primary before Iowa's caucus. In the 2008 election, states have shuffled their primary schedules, all in order to attract more attention to their state. And a group of 40 states met in Washington, D.C., in February 2007 to discuss a rotating primary schedule to begin in 2012, so states can share the importance of being the first in the presidential nominating process [source: Indiana Secretary of State]. Caucus Night in 2012 was not exactly a banner evening for the Republican Party of Iowa.
Reporting problems plagued the vote-counting during the crucial first-in-the-nation presidential contest. The initial headlines credited frontrunner Mitt Romney with the narrowest of victories over Rick Santorum, by a mere eight votes out of more than 100,000 cast. When the state party certified the results of the election more than two weeks later, however, it declared Santorum the official winner by 34 votes. Yet Republican officials had already acknowledged the embarrassing truth: Because of inaccuracies in dozens of precincts and missing results from eight of them, the real victor of the Iowa caucus would never be known for certain.
Needless to say, the Iowa GOP would like to have a smoother—and more accurate—election on February 1. So would Iowa Democrats, who are running their first competitive caucus in the state since 2008 and whose process for nominating a presidential candidate is even more complicated than the one Republicans use. Both parties are pinning their hopes on new technology, betting that a custom-designed mobile platform can modernize a quirky voting method and ensure the public knows which candidates won Iowa long before voters head to the polls in New Hampshire. The idea is to meld “a brand-new technology and a 100-year-old process,” said Stan Freck, senior director for campaigns and elections at Microsoft, which partnered with the parties on the project.
It bears repeating that caucuses are not like traditional primary or general elections—there are no voting booths or machines, and there is nothing really automated about them at all. At 7 p.m. local time on February 1, voters in each party’s 1,681 precincts will sign in at one of nearly 700 locations across the state. The Republicans keep it pretty simple: After representatives for each candidate make brief presentations, the voters write the name of their preferred nominee on a slip of paper, the ballots are counted, the winner for each precinct is announced, and the tallies are reported to party headquarters.
Democrats, by contrast, hold their caucuses entirely out in the open and add an extra layer of complexity. Rather than cast ballots, voters declare their support for a candidate by gathering in one corner of the room to be counted. If any candidates fail to reach a pre-set viability threshold, their supporters are up for grabs, and rivals work to persuade them to join their side for the next tally.
In the past few caucuses, precinct captains in each party have reported the results through a touchtone phone system, which worked quickly enough but had been “prone to errors,” said Charlie Szold, spokesman for the Iowa GOP. “People with inartful fingers would hit the same key multiple times accidentally and lead to results that were skewed,” he said.

And almost every candidate in the presidential race virtually moves to the state to spend months campaigning throughout Iowa.

The Iowa caucuses are just one month away and ABC's Jon Karl is in Washington with a look ahead to a crucial year in politics. Good morning, Jon. Reporter: Good morning, Amy. A scenario that no one took seriously six months ago. As we begin 2016, we're moving closer to the real possibility that the race to the white house could come down to a battle between Donald Trump and Hillary Clinton. In the world of politics, 2015 was the year of trump -- And we're going to make our country great again! Reporter: Since then, Donald Trump has gone nowhere but up. Dominating the republican field in every ABC news/washington post poll since July. A double-digit lead for five solid months. We have the biggest crowds by far -- because there's a movement going on. OTTUMWA — Bernie Sanders called for a political revolution in the United States and said Iowans have the chance to begin it.
Sanders has made his opposition to establishment politics a cornerstone of his campaign for the Democratic nomination, saying he is the only candidate willing to lead a serious conversation about serious issues. That continued in Ottumwa on Wednesday.
“The truth is that the moneyed class, Wall Street and corporate America … are so powerful that no person, not even Bernie Sanders, can change things and do what needs to be done unless we have a political revolution,” he said. “And when that happens there is nothing, nothing, nothing that we cannot accomplish. And that is what this campaign is about.”
He returned to the theme late in his speech, criticizing campaign funding.
“You can disagree with me. You can vote against me. But you should not be able to buy an election,” said Sanders.
Voters like Centerville’s Dan Kelly, who was at his first rally, are gold to campaigns. He’s not usually involved in politics but wanted to see Sanders for himself.
When asked why Sanders, Kelly paused. It comes down to transparency, he said.
“Well, where do I want to start? [He’s] anti-war, getting the money out of politics,” said Kelly. “It’s like the Pentagon budget and all the government agencies. The Pentagon has a budget of $8.4 trillion. That’s trillion with a ’t.’ I can’t afford that, and they’re the only one that actually puts a report out.”
Chris Larson, one of several people who spoke before Sanders, struck a populist note. He praised Sanders’ opposition to international trade deals which Larson blamed for the loss of American jobs.
“I support Bernie Sanders because he is the only candidate willing to take on the billionaire class,” he said. “There is a revolution going on in the caucuses in Iowa right now. And on Iowa caucus day on Feb. 1 we, the people of Iowa, are going to send a strong message to the rest of this nation.”
The revolution is primarily focused on economic concerns. Sanders supports increasing the minimum wage, wants to expand access to health care and insurance and reduce the burden of student debt.
When he asked what people pay for health insurance deductibles, the crowd gave Sanders number after number, each seemingly topping the last. Sanders waved his hands, pointing to people.
“I feel like an auctioneer,” he said, adding that the rising numbers underscore the need for a national health care system and negotiated prices for treatment.
Sanders also called for reform of the country’s criminal justice system and policing, calling federal policy on marijuana, “dumb.” He said too many people have criminal records for a drug unfairly given the same legal status as heroin. That puts some in jail and many more in the difficult position of having to seek a job with a criminal record.
Some plans would pump money into the economy in the long run, according to Sanders. Rebuilding infrastructure would cost money but it would also create jobs, decreasing the numbers who need assistance and increasing the numbers who pay taxes and buy goods.
Accomplishing his goals requires shifting the tax burden to those people and corporations, what Sanders called making them pay their fair share.
“My friends,” he said, “we are living in an economy that is rigged. And we’re going to change that.”
