English/Nat The El-Nino weather phenomenon has caused more havoc in the United States - this time along California's north coast. Beach front luxury homes are literally metres (yards) away from collapsing, due to severe storms which have severely eroded a cliff on top of which they are perched. El Nino has dumped double the amount of rain on the area and six metre (20 foot) swells have pounded the 22 metre (75 foot) cliff face. This is the latest El-Nino related disaster to hit the United States - dozens of luxury beachfront homes literally metres away from collapse. For some residents stepping out their back door would mean a 75 foot drop to the rocky beach below. These homes in Pacifica, just south of San Francisco jut out into thin air after weeks of severe storms. The cliff face has been battered so hard it has simply crumbled away. Residents here, face an uncertain future. SOUNDBITE: (English) "It was terrible, I mean no one could believe it. They said when we moved in that we would lose about a foot a year but no-one expected this El-Nino I guess and it's just taken its toll on everybody around here. Everybody's devastated." SUPER CAPTION: Jeff Lena, Pacifica resident The danger is so great many people have been driven out of their homes. Resident, Jeff Lena, has been forced out of his dream home and into a camper van after engineers slapped a red tag on his home, branding it uninhabitable Already a few homes have fallen into the sea and at least three dozen more are dangerously close. Below, debris from one collapsing house lay at the foot of the sandy cliff. The deck of another house, some of its supports gone, tilts downwards. The white plastic plumbing of a third house hangs in the breeze. Engineers, who are constantly inspecting the area, fear the erosion could get much worse because the cliffs are made only of soft sand and clay and are still saturated with water. SOUNDBITE: (English) "During the early part when this first started, the damage first started here we were getting fifteen to twenty foot swells combine that with the high tides, the winds, the ground being saturated you know the surf pounds against the cliff." SUPER CAPTION: Mike Blogrove, Captain, Pacifica Police Department Most of this damage isn't covered by insurance forcing homeowners to wait until spring to see if their homes can be salvaged - and at what cost. SOUNDBITE: (English) "The only options they have right now is to either lift up the homes as they stand now, move them towards the street and reset them on new footing foundations or to demolish the existing structure and either rebuild or just walk away from their lot." Albanian/Serbo-Croat Albanian arms smugglers and Yugoslav troops have traded fire at several Kosovo border points, leaving at least four smugglers dead. There are also reports of clashes elsewhere in the rebellious province, where ethnic Albanians are fighting for independence from Serbia. The Kosovan authorities say they have confiscated large quantities of arms and ammunition following clashes in the border village of Vrbnica, 70 kilometres (45 miles) southwest of Pristina. There are a number of mountain passes that Albanian smugglers use to get arms across the border into Kosovo. Policing them from the air and on the ground is a hard task for the Yugoslav forces. When they spot suspected smugglers, the information is quickly relayed back and troops seal off the area. This was the end of the line for two smugglers at Kosare, where they were gunned down by Yugoslav forces. In the firefight, several of their horses were killed as well. The weapons seized included semi-automatic rifles and land mines. Troops said it was the first time they had seized land mines from ethnic Albanian smugglers. The Serb commander criticised Albania, accusing it of allowing smugglers a free rein to trade in arms. SOUNDBITE: (Serbo Croat) "This is the one of the hardest and one of the most unaccessible border crossings. The terrorists from Kosovo cross into Albania. Albania then accepts them, supports them and give them weapons. Then they return to Kosovo." SUPER CAPTION: Member of Pristina Officer Corps In the army barracks at Djakovica, the Serb military showed off their haul of captured weapons. They are also holding one alleged smuggler. The man apparently had three horses loaded with weapons. SOUNDBITE: (Albanian) "This is the first time I have done it. I went to Albania to buy cigarettes and try to take them back. There were none, so I didn't want to come back with nothing, so I took back the weapons." SUPER CAPTION: Zef Kqirat, Albanian smuggler These weapons are probably only a small percentage of arms already be in the hands of separatists fighting in Kosovo. And while the United States and the European Union try to find some middle ground between the two sides, the fighting looks set to continue. Spanish/Nat A new freak weather phenomenon is looming off the coast of Peru, just as weathermen are predicting an end to months of devastating floods. So-called 'La Nina' - a mass of cold Pacific Ocean water - is heading for Peru's coastline as a freak warm swathe of water, known as 'El Nino', recedes. Weathermen predict a particularly cold winter ahead, while doctors are concerned about its likely effects on public health. The sun barely shines through the pollution which smothers Peru's capital Lima. In recent months, the six (m) million people who live here have endured not only air quality as poor as this, but freak weather and floods brought about by so-called El Nino. El Nino, an irregular freak Pacific Ocean current of warm water, brought havoc in its wake. Scientists say the worst has passed but now predict a second phase of climatic change due to a cold water current, known as La Nina. Some already blame La Nina for unseasonal low temperatures. Few dispute that a colder winter than usual is on its way. SOUNDBITE: (Spanish) "The phenomenon called Nina, or Anti-Nino, or Viejo (the old man) is an event contrary to El Nino, and it is characterised by a heavy fall of the temperatures, climatic changes in the form of precipitations, and a strengthening of the winds and therefore a concentration of cold waters near the costs." But illness among those most vulnerable to low temperatures and polluted air, especially the young, is likely to rise. Spanish/Nat Torrential rain caused by the 'El Nino' weather phenomenon earlier this year has turned miles of desert in Peru into a giant lake. The massive stretch of water in the north of Peru, which measures 80 kilometres (50 miles) by 40 kilometres (25 miles), has affectionately become known as 'La Nina.' Many local farmers, reeling from the destruction wrought by 'El Nino' on their crops, have been forced to fish the waters of 'La Nina' as their only means of survival. Visitors to this spot would, until very recently, have looked out across a dry desert landscape. Now a lake stretches as far as the eye can see. This is 'La Nina,' in northern Peru's Sechura desert - a lake that spans 80 kilometres (50 miles) by 40 kilometres (25 miles), fed by the torrential rains of the so-called 'El Nino' phenomenon. The 'El Nino,' the worst in 50 years, is now over, but the damage to much of Peru has cost many lives and even more livelihoods. The farmers of this region, left destitute by the rains, have turned to fishing in a bid to survive. More than 500 people have come to depend on the fish that enter the 'La Nina' lake from the nearby Pacific coast. SOUNDBITE: (Spanish) "Before the 'El Nino' began, in these parts, there was cotton and rice growing, people worked with these crops, but when the - what's it called? - 'El Nino' phenomenon came, it destroyed their livelihood. So this was a bitter blow for them and they were forced to come here, where, thanks to the 'La Nina,' there was this source of work which is the 'La Nina' lake." Already water levels are dropping and the prospects for these struggling fishermen look bleak. SOUNDBITE: (Spanish) "We are very worried. It's not only me whose worried. We are extremely worried. Although here it is a huge lake, over there, I don't know if you have seen the bit on the other side of the lake, but there it is already beginning to dry up. So, we are asking, especially the local Mayor of Sechura, to please, we are begging, come and make a reservoir here. It's easy enough to do." SUPER CAPTION: Manuel Arianse Riba, Fisherman The days of fishing are numbered for those farmers who now cast their nets and depend on a daily catch for survival. The lake is estimated to reach a depth of 20 metres, but the water is slowly seeping out to sea. The fishermen can think of it only as their immediate source of work and survival. SOUNDBITE: (Spanish) "We are farmers. We've always lived like that, but things have changed. 'El Nino' has ruined everything - destroyed irrigation channels, farming lands, destroyed houses. It is hoped that many endangered coastal species will find a temporary haven in this new wetland. But all this will one day be dry again if steps are not taken to dam the water and maintain it as a reservoir. The only consolation for the farmers forced to abandon their fields will be the layer of rich, fertile, alluvial soil that the lake should leave behind. Using the latest satellite technology, NASA researchers say that for the first time they can actually see the changes from "El Nino to non-El Nino conditions". But the demise of El Nino may just herald the birth of El Nino's baby sister, La Nina. These NASA images combine data from satellites and ocean buoys to trace the evolution of El Nino...from its beginning in early 1997, to its peak last November, and then to its decline in the spring. Latest images show rapidly cooling regions of the Pacific. The red indicates warmer than normal temperatures - the blue, cooler than normal. By this month, the extreme temperatures had begun to return to normal. But scientists believe it could be the start of a La Nina - the opposite of an El Nino. SOUNDBITE: "The stage is set for a La Nina because the heat supply becomes less, becomes deficit so that cold water from deep ocean swells up to the shallow depths and when the trade winds regain its strength last month the temperature dropped very rapidly in the central Pacific ." During the El Nino months, the surrounding waters were much warmer than normal... choking off essential ocean nutrients, and killing much of the plant and animal life on the islands. But as El Nino ended cold water returned, bringing back life along with it. SOUNDBITE: "When El Nino ends, and it ended very abruptly this time around the Galapagos, in the course of a less than a week, what happens is these surface waters which were very warm and depleted in nutrients are replaced by deep, cold upwelled water, which now brings nutrients up to the surface, allowing the phytoplankton to bloom. And what we're able to see from one week to the next, is an increase in phytoplankton concentrations - about 150 thousand square kilometers of ocean bloomed in less than a week. Now it's colder sister La Nina has hit the weather maps and is threatening to cause similarly serious problems. El Nino is the name for an unusual warming of the waters in the eastern Pacific. La Nina -- Spanish for "little girl" -- is just the opposite, and the National Weather Service says this La Nina is one of the strongest seen in the last fifty years. It has brought bone-chilling temperatures of 74 degrees Fahrenheit (59 degrees Celsius) below zero to parts of Alaska, as well as flooding and heavy snows to other parts of the West It has also delivered a wide range of extreme weather from South America to Asia, and cooled ocean temperatures in the Equatorial Pacific. La Nina may also increase the number of hurricanes in the United States. The bodies of passengers killed when a plane slammed into a snow-covered mountain and burst into flames were taken to a Nepalese hospital on Monday. The wreckage of the plane was discovered by rescuers earlier in the day. Moving slowly on foot through thick snow, they had travelled for 13 kilometres (8 miles) to the crash site, near Machinelek, about 250 kilometres (160 miles) west of the capital, Katmandu. All 18 people on board, including a small child were killed in the crash. Air traffic control had lost contact with the state-owned Nepal Airlines Twin Otter on Sunday afternoon in poor visibility due to snow, rain and fog. The state-run airline has received repeated criticism over allegations of corruption and flying old planes. Last year, the European Union had banned all Nepalese airlines from flying to Europe because of poor aviation safety records. The plane was flying from Katmandu to Jumla, about 400 kilometres (250 miles) to the west, when it made an unscheduled fuel stop in the city of Pokhara, about a third of the way into the journey. The de Havilland Canada-manufactured aircraft had 15 passengers and three crew members on board. One of the passengers was believed to be a Danish national, while the rest on board, including an infant, were Nepalese. The plane was 43 years old. In May, another plane of the same make and model operated by Nepal Airlines crashed while attempting to land at a mountain airstrip in northern Nepal, injuring all 21 people on board. Earlier this month, Ukraine's Nuclear Regulation Administration ordered the plant's only working reactor to be temporarily stopped. The Administration warned that some safety equipment were reaching the end of its operational life and needed to be upgraded or replaced. Energy shortages in Ukraine and an exceptionally cold winter has left much of the country with power outages and most of the nation's power supplies overtaxed and dangerous. Ukraine faces a huge energy deficit this winter because conventional energy plants, which are owed more than one (b)billion U-S dollars by consumers, can't afford enough fuel to satisfy the demand for electricity and heat. Thousands of towns and villages in Ukraine already go without electricity for several hours every day as temperatures throughout much of the country have sunk below zero. Chernobyl's reactor number 3 which has been in operation since the atomic disaster in 1986 is still going strong but it is long past due for repairs. Western nations have long demanded the shutdown of the working Chernobyl reactor amid growing worries over its safety. But the Ukrainian Energy Ministry has repeatedly protested the order to shut down the reactor, saying it is needed until the spring to ensure enough electricity for the winter months. SOUNDBITE: (Russian) "In order to shutdown the third block we would have to shutoff many regions and towns, people who would simply be without light and heat." SUPER CAPTION: Alexander Elsishev, shift boss at Chernobyl's 3# reactor But, the ones that have had to go through most of winter without heat and electricity say they have nothing more to lose. SOUNDBITE: (Russian) "There is no where to wash, there are no lights, we cant even wash our children and anyway there is no school because even there is no light. Let them send the police after us, we are not afraid anymore. We will fight because we have no where else to go." SUPER CAPTION: "Sergey Golupsov, Simferopol citizen Officials also worry that the beleaguered reactor is overtaxed due to sporadic power outages across the Ukraine which leave the plant prone to power surges. Chernobyl's reactor number three was supposed to be shut down on December 1st for much needed repair. But a spokesman for the state nuclear energy company Energoatom said that the reactor will stay active until at least December 15. By then, other nuclear reactors undergoing repairs are set to be restarted. If the reactor is not closed for repairs environmentalists nuclear watchdogs say an even worse disaster could occur -- something on the scale of the 1986 explosion.
