‘Mini Schengen’? 5 European countries seek stricter border control
European leaders are now in Brussels to discuss tighter border controls....It's likely they'll be eager to introduce more radical security measures in light of recent terror attacks. In the context of the severe terrorist crisis, we want provisions made to strengthen border controls. This should include the considerable reinforcement of the EU's external borders.

Another nail in the coffin for passport-free Schengen
Denmark has imposed temporary identity checks on its border with Germany following a similar move by Sweden. Both are designed to stem the flow of migrants who don't have ID papers, but it's another blow to Europe's unraveling passport-free Schengen area.
Denmark said it had no option but to impose border checks, not everyone agrees. Some travellers have expressed contempt for the move. " The con

http://www.euronews.com/ This week, I Talk will discusses Croatia's upcoming EU accession with Mario Nobilo, Croatia's ambassador to Belgium and Luxembourg.
Isabelle Kumar, euronews:
"A spiralling debt crisis, record high unemployment, low trust - it's a wonder anyone would want to join the EU. But after more than ten years of tough negotiations, Croatia has managed to achieve just that, and July 1st looks set to be its date with destiny.
Joining me to discuss this and take your questions is a man who's been very much part of those entry negotiations: Croatia's ambassador to Belgium and Luxembourg, Mario Nobilo."
Isabelle Kumar, euronews:
"Ambassador, many thanks for joining us here on I Talk. We're going to go to our first question now, which comes from Hungary."
Question from Böbe, Hungary:
"Hello, I'm from Hungary. In your opinion, why is it good for Croatians to become members of the EU?"
Isabelle Kumar, euronews:
"It's a very good question isn't it? Because Europe is hardly the most attractive proposal at the moment..."
Mario Nobilo, Croatian Ambassador to Belgium and Luxembourg:
"Well, we believe there is no alternative to Croatian membership to the EU. Historically, we belong to Europe. Also, Croatia is a post-conflict country and the European project is also a project of peaceful cooperation, so there is a message beyond our membership: the stability of the region. And here we have Croatia, a country, a new member with a special task towards the region."
Isabelle Kumar, euronews:
"But Croatia is not in good shape either: your unemployment figures are high, your growth is low, and your investment potential is junk. How can you convince or reassure Europeans that you're not going to be the next country that needs a bail-out?"
Mario Nobilo, Croatian Ambassador to Belgium and Luxembourg:
"Well, indeed. But most of Europe is in crisis, in a recession. And also Croatia is a post-conflict country, we spent billions of euro to rebuild the country after the war. And also, the costly negotiations over the EU have cost our economy a lot. But on the other hand, Croatia, during the Nineties and beyond, proved its vitality, its ability to liberate itself, to rebuild itself, and also to pass through tough negotiations with the EU. We are the first country of the new generation of acceding countries that is entering alone."
Isabelle Kumar, euronews:
"So no bail-out then? You can categorically say that that is off the cards?"
Mario Nobilo, Croatian Ambassador to Belgium and Luxembourg:
"I believe so, because our structural problems are different to those that the EU is facing today in Cyprus or in Greece. They are more or less a consequence of triple transition from war to peace, from one system to another, and there's partly also the negotiations with the EU. But again, our potential is great, we have 70 percent of European average, so I don't believe Croatia is going to be a new problem, in a financial or any sense, for the EU, on the contrary."
Isabelle Kumar, euronews:
"And joining the euro, when is that going to happen?"
Mario Nobilo, Croatian Ambassador to Belgium and Luxembourg:
"Well, that depends very much on the ability and decision of Croatia, the timing, of course, is crucial. It will probably take some time. But in that aspect too, we are euro-enthusiastic, we will join the euro one day, we believe this crisis is temporary, it's going to pass, and our next aim is to enter the Schengen area in several years."
Isabelle Kumar, euronews:
"Ok, we're going to go to our next question and that question comes from Croatia."
Question from Marina and Nives, Croatia:
"Why is the idea of post-accession monitoring undertaken by Croatian institutions for the sake of sustainability of reforms treated as an insult to the nation rather than Croatia's ID as an EU member committed and proactive in promoting the rule of law?"
Isabelle Kumar, euronews:
"So post-accession monitoring... it's kind of a fair enough thing to want to do. Europe is in enough trouble as it is. Is it deemed an insult?"
Mario Nobilo, Croatian Ambassador to Belgium and Luxembourg:

Denmark has imposed temporary identity checks on its border with Germany following a similar move by Sweden. Both are designed to stem the flow of migrants who don't have ID papers, but it's another blow to Europe's unraveling passport-free Schengen area.
Denmark said it had no option but to impose border checks, not everyone agrees. Some travellers have expressed contempt for the move. " The controls are absurd and contra-productive," said one man. "They have made a billion krone investment i…

Chairman of the NATO Joint Chiefs of Staff Martin Dempsey claimed that he is concerned over the mass migration to Europe. If a NATO general does not know what to do, the matters seem to be really bad. ''The cast away stones'' as destroyed neighbouring countries, turn back with flows of illegal migrants, that can blow Europe up in the near future.
''Frankly, we're moving at a pace that is not keeping pace with that threat,'' Dempsey said while meeting with the Irish officers. The General warned that Europe's inability to solve this problem will generate contradictions between Brussels and national governments. ''This could affect stability and peace on the continent. I don't know where this goes. Normally, when I don't know where things go, I get worried about them. And I'm here to say that I am worried.''
The politicians pretend that everything is all right, but it is more and more difficult to persuade people to be tolerant towards rise in crime, filth, social tensions, and christian churches being occupied by the Muslims.
The Europeans are afraid of losing their living standards, Islam pressure, and coming alien way of life.
According to the official data, the number of illegal refugees on the European borders increased threefold given the last year, and made up record-high 107,000 people in July. Refugees arrive not only from Africa by sea through Italy and Greece (240,000 people this year), but also from the Middle East (mainly from Syria and Iraq) through Turkey, Greece, Bulgaria, Albania, Macedonia, Serbia, Hungary.
For the first time there is uncontrolled migration from Ukraine, as Frontex, the Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union noted. Migrants aim at the most developed countries of Europe, that is Austria, Sweden, Germany, Great Britain, France. Germany faced a 17 % increase of those wishing to stop the migrants flow during some weeks in July. The total number of those discontented reaches 68 %.

European Commission head Jean-Claude Juncker has vowed that the EU's passport-free Schengen zone is "here to stay" on the eve of an EU summit.
Mr Juncker defended the zone but said member states had a responsibility to protect the bloc's external border.
Plans for a stronger EU border force will be debated by leaders on Thursday.
The migrant crisis has put intense strain on the EU's principle of free movement, with some states reintroducing border controls.
Speaking to MEPs in Strasbourg, Mr Juncker said: "We Europeans no longer have many borders.
"We have one and we have a shared responsibility to protect it."
'Stronger and better'
He said proposals for a strengthened border and coast guard - with a stronger mandate than the EU's current Frontex border teams - was something that "should have been done from the start".
The Commission needs national governments to approve the plan, but some see the powers as violating national sovereignty.
Mr Juncker said the move was vital for protecting the EU's principle of passport-free travel within the EU's internal borderless Schengen area.
"Let me be absolutely clear that under my leadership, we will do everything to protect what we have built and to make it stronger and better," he said.
"We want to defend everything Schengen represents, and let me tell you that Schengen is here to stay."
The new proposals follow the reintroduction of border controls by some countries - including Germany, Austria and Hungary - to control the flow of hundreds of thousands of people arriving.
They also follow revelations that two of the attackers who targeted Paris on 13 November entered the EU on the migrant route through Greece.
'Undemocratic'
The new force will have a rapid reserve pool of 1,500 experts who can be deployed in three days and will have a mandate to intervene if member states are overwhelmed or are deemed to be failing to safeguard the EU's external borders.
The commission also wants to bring in mandatory checks against EU and national databases on EU citizens arriving at and leaving the Schengen area.
Poland has expressed concern that any move to send EU border guards to a country without its approval would be "undemocratic".
As well as the migrant crisis, other items of the agenda for Thursday's leaders' summit in Brussels include the terrorist threat and the UK's reform agenda, including proposed curbs on benefits.
The UK is not bound by the plan for the new European border and coast guard, because it is not in the 26-country Schengen zone.
But it can choose to contribute resources, as it did for the EU's search-and-rescue mission in the Mediterranean.

The Czech Republic, Slovakia, Hungary and Poland reject the idea of limiting the European Union's visa-free area to a smaller number of countries, leaders of the countries said on Thursday (December 3), instead dubbing themselves 'Friends of Schengen'.
"You know that inside the European Union, there are various attempts to have cooperation of certain countries -- which probably do not include all the countries of the European Union - but a significant number of them. So that kind of "Friends of Schengen" is a very important commitment on our side which shows clearly that we would like to maintain freedom in the European Union, freedom of movement, freedom of movement of goods, and the value of freedom, which is very important to us. At the same time, we should clarify that Schengen is a national responsibility at the same time. Every nation has each a border, its own border, which means its own responsibility and own control system. Nobody could create security for us except ourselves."

EU chief warns Europe of race against time to save Schengen zone

Europe is in a "race against time" to save its system of passport-free travel and must move fast to tighten control of migration over its external borders, European Council President Donald Tusk said yesterday. His comments followed moves by Austria, Germany, Hungary, Slovenia and Sweden to reintroduce border controls or erect frontier fences to control migrant entries to their territory. Citing Sweden's move to re-impose checks on arrivals from other EU countries and new measures in Germany and Slovenia, Tusk said: "The recent developments in Germany, in Sweden, in Slovenia and in other countries all show with utmost clarity the huge pressure member states are facing."
His comments came two days after migration talks with African leaders in the Maltese capital Valletta. The Swedish government on Wednesday said it would temporarily reinstate border checks to deal with an unprecedented influx of migrants, making it the latest country in Europe's passport-free Schengen zone to tighten its borders over the crisis. "A record number of refugees are arriving in Sweden. The migration office is under strong pressure... and the police believe there is a threat against public order," Interior Minister Anders Ygeman said.
"So we will re-establish controls at our national borders tomorrow [Thursday] at 12:00 p.m. for a 10-day period," he added.
"Saving Schengen is a race against time," the former Polish premier Tusk said of the open border system among European states. "And we are determined to win that race." That would require implementing the series of measures agreed amid great dispute among EU governments over the past few months, he said. "This includes, first and foremost, restoring external border control. Without effective border control, the Schengen rules will not survive."
The Europeans quickly huddled after the summit for informal talks about how to cope with their biggest refugee emergency in decades. The bloc estimates that up to 3 million more people could arrive in Europe seeking sanctuary or jobs by 2017. Hungarian Prime Minister Viktor Orban who ordered an anti-migrant fence to be built on his nation's borders with Serbia and Croatia called migration a "lose-lose" phenomenon. "The solution is to have people have a decent life in the country where they were born. It's impossible to do without money," he told reporters at the Malta summit.
Tensions were also high yesterday in the Balkans, as Slovenia continued to erect a razor-wire fence on its border with Croatia to hold back the migrant influx. Croatian Interior Minister Ranko Ostojic claimed Wednesday to domestic paper Vecernji List that Slovenian police entered Croatian territory while constructing the barrier and intended to control the flow of migrants on the frontier. The two countries have a long-standing territorial dispute dating back to the wars in Yugoslavia in the 1990s, and Croatia believes the border fence is encroaching on its soil. Their leaders also met yesterday to try to calm the row. Slovenia said it was being overwhelmed by the arrival of more than 180,000 asylum-seekers moving toward Western Europe since mid-October.
Germany has been another country which brought back border controls in September, in what amounted to a de-facto suspension of its Schengen membership. Austria has also said it will take border measures to help control the influx. The Schengen travel zone involves 30 nations, including some not in the European Union.
EU leaders approve 1.8 billion euro migrant trust fund for Africa
Leaders of the European Union formally launched an emergency trust fund for Africa yesterday with an initial $2 billion to combat the poverty and conflicts driving migration to Europe. The fund, unveiled at a summit with African leaders in Malta, currently consists largely of 1.8 billion euros ($1.93 billion) put up by the European Commission, the EU executive, from the bloc's central budget. The Commission wants member states to match that, but few have pledged much so far.
Among the biggest concerns in both Europe and Africa is the extent to which climate change, turning vast areas around the Sahara into desert, may set large sections of Africa's fast-growing billion-plus population on the move, both within the continent and north across the Mediterranean. The new EU fund will focus on areas affected by migration and drought in the Horn of Africa, the Sahel and North Africa.
African leaders at the summit in Valletta stressed that its effect would be limited. "The trust fund is not enough. 1.8 billion euros is far from enough," said Mahamadou Issoufou, the president of Niger in the Sahel, which faces serious problems of migration and drought.

ED4BG 2015
Almost 30 years ago, in June 1985, five members of the European Economic Community signed an agreement on the gradual abolition of checks at their common borders. Schengen a small town in Luxembourg, after which the agreement is named, made its place in the history. One of four freedoms promised to the citizens by the Treaty of Rome started to materialise.
After five years Belgium, Germany, France, Luxembourg and the Netherlands reconfirmed their political will by defining the rules of cooperation allowing to make the abolishment of borders reality.
Today, the Schengen area extends over 26 countries, including non-EU member states, citizens enjoy freedom of circulation making 1.25 billion journeys within the area every year. Creation of the area of free movement of people is seen as one of the biggest achievements of the European Union.
In recent years however the Schengen system has been challenged by some of the member states. Some of them expressed the will to introduce quasi-border controls inside the zone others were even appealing to give Schengen up. The notion of national security and sovereignty has been rezoning well within European societies since the financial crisis hit EU economies in 2008.
Discussion about the state of Schengen is timely, not only because European institutions will be discussing security and migration agendas soon, but also because of the changes in the EU’s close neighbourhood: Northern Africa, Middle East and Ukraine. Migration, territorial borders, security concepts are ever evolving. Does the Schengen concept born in the times of the Cold War and developed during the nineties still stand? Or will the fear of instability, and perception of security deficit change it?

Discussion about the state of Schengen is timely, not only because European institutions will be discussing security and migration agendas soon, but also because of the changes in the EU’s close neighbourhood: Northern Africa, Middle East and Ukraine. Migration, territorial borders, security concepts are ever evolving. Does the Schengen concept born in the times of the Cold War and developed during the nineties still stand? Or will the fear of instability, and perception of security deficit change it?

GUADELOUPE
Guadeloupe (Creole: Gwadloup) is an overseas region of France, consisting of a single overseas department, located in the Leeward Islands, part of the Lesser Antilles in the Caribbean. It has a land area of 1,628 square kilometres (629 sq. mi) and a population of 403,750 (as of January 2014).
Guadeloupe's two main islands are Basse-Terre to the west and Grande-Terre to the east, which are separated by a narrow strait that is crossed with bridges, and which are often referred to as a single island. The department also includes the Dependencies of Guadeloupe which include the smaller islands of Marie-Galante and La Désirade, and the Îles des Saintes.
Guadeloupe, like the other overseas departments, is an integral part of France. It is thus part of the European Union and the Eurozone; hence, as for all Eurozone countries, its currency is the euro. However, as an overseas department, Guadeloupe is not part of the Schengen Area. The prefecture (regional capital) of Guadeloupe is the city of Basse-Terre, which lies on the island of the same name. The official language is French, and virtually the entire population also speak Antillean Creole (Créole Guadeloupéen).

Hundreds of thousands of people illegally crossing European borders in the last months present one of the greatest challenges for the European Union. The European Commission has proposed compulsory quotas for distributing asylum seekers. Several European countries are considering to establish temporary border controls, others have already done so. As the Dublin Regulation failed to effectively address the massive influx of migrants, there is a strong call and need for a new common immigration policy. The inability of securing the outer border of the Schengen area, our pillar of the free movement of people, has raised the question of fragility of the European project. How can Europe find the right balance between calls for solidarity, security and stability? Can Europe sustain the immigration wave? What should we do to counter the widespread fear? How should we manage the situation at EU’s borders? What role is there for nation states and what is the role of Brussels?

The video begins at the gate in the non-Schengen area of Oslo Airport, before we board the aircraft and take our seat in the back row, seat 22F. It isn't long before we pushback and taxi to runway 01R, before taking off making a sharp right turn before we even get to the end of the runway!
Our route then takes us along the south coast of Norway, before heading off across the North Sea, turning right off the east coast of the UK to make a beautiful scenic approach across London for Heathrow's runway 27R. After landing we taxi into Terminal 2 and disembark using the forward doors into the terminal.

Пресс-конференция Бориса Немцова в Европейском Парламенте 16 февраля 2011 года.
Nemtsov called on the EU to impose sanctions against Vladimir Putin
Leaders of Russian "non-systemic" opposition vowed to pursue the introduction of sanctions by Western countries against the concrete of the ruling circles, including Prime Minister Vladimir Putin and Deputy Head of Presidential Administration Vladislav Surkov.
The European Parliament is discussing possible sanctions against Russian officials implicated in the death of lawyer Sergei Magnitsky and "the Khodorkovsky case, but while it was Putin and Surkov lists, according to unofficial data, there is, and the prospects of introducing sanctions themselves fairly vague.
One opposition leader Boris Nemtsov said on Monday that Russian democracy is to help the West must cancel any sanctions against the country as a whole, but to introduce them against specific people.
"This list should begin with a named Putin. Because this man, having a law degree, legs, hands, teeth, crushed and ripped the Russian constitution, and with cruelty and contempt," -- said Nemtsov.
Next on the list
"Second on the list should enter Surkov. This man is responsible for domestic policy, the man entered the country's censorship, especially on television, is the man who introduced the fashion of rigged elections, which organizes the persecution of opposition" -- plenty of blame to the Surkov, Boris Nemtsov.
According to him, in the European "black list" should be also a former leader of Nashi and head Rosmolodezh Vasily Yakimenko, Deputy Prime Minister Igor Sechin, for participation in the destruction of Yukos, the judge handed down sentences of Mikhail Khodorkovsky and Platon Lebedev and opposition, and many others.
Another opposition leader, Ilya Yashin, suggested that sanctions such as a ban on the entry or the freezing of accounts will be effective, as Russian officials, in his view, are very interested in the opportunity to travel to Europe and to store money.
On the issue of BBC, as far as actually getting into such a list of senior officials from Putin, Yashin said: "Our main goal now -- to get there Surkov. A chance to assess difficult."
Boris Nemtsov said that he discussed the possibility of such sanctions, with members of the European Parliament.
Lists of European Parliament
The European Parliament late last year and the beginning of this discussion the so-called "list Magnitsky" and "list of Mr. Khodorkovsky." The first, compiled colleagues who died in prison Sergei Magnitsky included implicated in the death officials have the highest rank.
The composition of the second list -- involved in the so-called 'second case against Khodorkovsky and Lebedev, "as explained to BBC deputy Evroparlamena Kristiina Ojuland, only discussed.
"In physical form, on paper, at least I have not seen such a list. And no names we are called not going to not raise a new wave. Well, we can talk about judges and other persons who are (directly) related to this business "- said Ojuland.
The Russian press reported that the list may be included with Sechin and Putin, but Kristina Ojuland stated categorically that at least it is their names during the discussion did not call.
The European Parliament is not the first time there are calls to impose sanctions on Russia's leadership, but the case has not yet been reached. Now, as explained Ojuland, MEPs only intend to discuss this issue at the plenary session with representatives from the European Commission.
Single country of the Schengen area may itself make a person a "black list" and close it from entering into the whole of Europe. And received, for example, Estonia with members of Nashi, including Yakemenko, after the events of 2007 around the "Bronze Soldier". But Russian opposition leaders and members of the European Parliament would like to see a coordinated political gesture of the European Union.
