QUESTION: Turkey. Thank you. Does the U.S. approve of Turkey’s development of forces in Iraq without the permission of the Iraqi Government?
MR KIRBY: I think we’ve dealt with this, haven’t we?
QUESTION: Do you approve of it? Does the United States approve of it?
MR KIRBY: I’ve talked about this several times this week. I’d refer you to the transcripts of the last two or three days. But what I can tell you just in short is that we want all counter-ISIL efforts inside Iraq to be done with the full coordination and permission of the Iraqi Government – let me finish.
QUESTION: In this case --
MR KIRBY: Let me finish.
QUESTION: Sure, sorry.
MR KIRBY: With the cooperation and the approval of the Iraqi Government, as our military operations have been inside Iraq. And we understand that Turkey and Iraq are in a dialogue about this issue, and that we’re encouraged by that. And we think that that’s the right venue for this is for the two countries to work this out bilaterally.
QUESTION: Well, in this case, it hasn’t been done with Iraq’s permission, so does this mean that you disapprove of what Turkey did?
MR KIRBY: I’m not going to take a position one way or the other on approving or disapproving. I’ve already said what our position is on counter-ISIL efforts in Iraq. We want all of those efforts by any country to be done in full coordination and with the permission of, the approval of, the sovereign Government of Iraq. And we understand that this particular deployment, this particular presence, is something that the two governments are talking about, and by golly, that’s the right way that this should be worked out. And so we’re glad to see that.
QUESTION: Well, the Iraqi Prime Minister Abadi asked NATO to put pressure on Turkey to pull out the troops. Has the U.S. intervened in any way, and in what way?
MR KIRBY: The prime minister is the prime minister of a sovereign country. And I haven’t seen that particular decision, but certainly, if that’s how he has decided he wants to pursue this, then those are his decisions to make.
QUESTION: Well, you’re not offering any assessment of what Turkey did. You are saying words, but essentially, the U.S. is silent on what Turkey did. Is the reason for the silence the fact that the U.S. is using the Incirlik base in Turkey and doesn’t want to lose access to it?
MR KIRBY: Oh, so here we go. This is what you’re really getting at. Look, nobody is being silent about this. If you’d been at the briefing the last several days, you would have seen, or if you looked at the transcript, you would have seen --
QUESTION: But you’re saying – you’re not offering an assessment.
MR KIRBY: I’m going to do it one more time with you, one more round here, and then we’re going to go to somebody else. You would have seen that I’ve been nothing but open and candid about our views about this particular troop issue between Turkey and Iraq. The United States has not been silent. We’ve not been silent one whit about it.
And we believe – and I’ll say it again – that this needs to be worked out bilaterally between the two countries. And our stance on that is because that’s what we really believe. I don’t know how many times I’ve stood up here this week and talked about bilateral relations between two different countries, and the expectation that the United States ought to intervene in every issue between every two countries, I think is just completely ridiculous. So we want them to work this out directly, and they are, and we’re encouraged by that. And it has nothing to do with the cooperation and the assistance that we enjoy from – the coalition enjoys from Turkey, whether it’s Incirlik or the other cooperative efforts that Turkey is employing against ISIL.
Okay?
QUESTION: But you’re saying --
MR KIRBY: I think I’ve dealt with your questions quite enough.
Yes, ma’am.
QUESTION: It’s a different question. It’s a different question.

On Thursday, the State Department said that it will fail to meet its court-ordered goal of releasing by the end of the day on December 31st. The court ordered the State Department to divulge 82 percent of Hillary Clinton’s emails from her time as secretary of state. However, later on Thursday, the agency is set to release roughly 5,500 more pages of emails from Clinton's private email account. The latest email release is projected to bring the number of emails labeled "classified" to above the 1,000 mark. More emails are scheduled to be released next week.

U.S. Secretary of State John Kerry met Sunday with Uzbekistan's President Islam Karimov, a rare high-level U.S. encounter with the autocratic ruler and frequent target of human rights criticism.
VOANews: The two held talks in the ancient Silk Road city of Samarkand on the fringes of a diplomatic gathering of his five central Asian counterparts aimed at reassuring them of Washington's continued engagement in a region seen as exposed to militant Islam.
"Kerry and Karimov discussed global issues of shared concern including combating violent extremism as well as regional security and stability," said State Department Deputy Spokesperson Mark Toner.
The 77-year-old Uzbek president has led the country since 1990.
C5+1 meeting
Kerry thanked Karimov for hosting the first gathering of the C5+1, a new format for dialogue among the United States and the five Central Asian republics — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
The group was formed to deepen cooperation across a range of issues, including human trafficking, counternarcotics, and supporting the security and the stability of Afghanistan. But it was energy security that topped the agenda.
"Just that topic alone - energy security and diversification - would merit our meeting and getting together in the circumstances we are," Kerry said. "And we’ve made a good start on projects like CASA-1000, which is going to create a regional electricity market from Central to South Asia," he said.
U.S. officials regard Kerry's visit as a way of assuring the Central Asian nations of the strength of their ties to Washington at a time when U.S.-Russian relations are on the decline. But he is also under pressure to speak out against the shortcomings of their human rights records.
U.S.-based Human Rights Watch asked Kerry to press for the release of people wrongfully imprisoned, end impunity for torture, and uphold other key rights commitments.
Human rights
After the meeting, the C5+1 foreign ministers issued a joint statement declaring their commitment to these and other issues including boosting regional trade, enhancing a favorable business climate, addressing environmental sustainability challenges and enhancing cooperation to counter threats such as terrorism and trafficking in weapons, illicit drugs and human beings.
"The countries of Central Asia pledged to meet international standards after they became independent, and each is working with us and themselves in order to meet those standards. [Here], as elsewhere, people have a deep hunger for governments that are accountable and effective," Kerry said.
The Committee to Protect Journalists recently urged Kerry to bring attention to journalists jailed for political reasons and online censorship, and to decry physical attacks on members of the media. CPJ says its research indicates media freedom has "steadily worsened" in Central Asia in the post-Soviet era.

2. SOUNDBITE: (English) Hillary Rodham Clinton, US Secretary of State:
"It is very clear that there is a great deal of work ahead to ensure an orderly, democratic transition. It is also clear that Egypt will be grappling with immediate and long term economic challenges. The United States stands ready to provide assistance to Egypt to advance its efforts. I'm pleased to announce today we will be re-programming 150 (m) million dollars for Egypt, to put ourselves in a position to support the transition there and assist with their economic recovery."

4. SOUNDBITE: (English) Hillary Rodham Clinton, US Secretary of State:
"I called my counterpart in Bahrain this morning and directly conveyed our deep concerns about the actions of the security forces and I emphasised how important it was that, given that there will be both funerals and prayers tomorrow, that that not be marred by violence. I stressed the need to seriously engage all sectors of society in a constructive, consultative dialogue to meet the way forward in accordance with the aspirations of the people. And there have been reform steps taken, which we want to see continue, we want to see strengthened. We believe that all people have universal rights, including the rights to peaceful assembly and Bahrain is a friend and an ally and has been for many years and while all governments have a responsibility to provide citizens with security and stability, we call on restraint. We call on restraint from the government to keep its commitment to hold accountable those who have utilised excessive force against peaceful demonstrators and we urge a return to a process that will result in real meaningful changes for the people there."

6. SOUNDBITE: (English) Hillary Rodham Clinton, US Secretary of State:
"There are a lot of rumours flying around, and I am not going to get into any specifics at this time. The President, our President, President Obama, spoke with President Abbas this morning about the peace process and the broader regional context. I don't want to get into the details of that call, but our goal is absolutely the same as it always has been - two states living side by side, the Palestinians having a state of their own to realise the aspirations of the Palestinian people, Israel with secure borders and normalised relations with all of their neighbours. That is what this administration is working toward and that is what we are going to continue to pursue. Thank you all very much."

STORYLINE:
Political upheaval across the Middle East was the focus of meetings on Capitol Hill on Thursday, as US Secretary of State Hillary Rodham Clinton briefed lawmakers about developments in Egypt and neighbouring countries.
Clinton said the US government was "re-programming" 150 (m) million US dollars to help with the transition in Egypt.
After the classified briefing of both Democratic and Republican Senators, Clinton spoke to reporters.
The Obama administration has expressed widespread alarm over a violent crackdown on anti-government protesters in a key US ally Bahrain on Thursday as a wave of political unrest moved across the Middle East.
US chiefs at the Pentagon and State Department called their counterparts in Bahrain, the longtime home to the US Navy's 5th Fleet and an anchor of US defence strategy in the Middle East.
Clinton called Bahrain's foreign minister to register Washington's "deep concern" about overnight developments in which army patrols and tanks locked down the capital of the tiny Gulf kingdom after riot police fired tear gas and beat demonstrators demanding political reforms.

Japan’s obsession with cutesy culture has taken a dark turn, with schoolgirls now offering themselves for “walking dates” with adult men. Last year the US State Department, in its annual report on human trafficking, flagged so-called joshi-kosei osanpo dates (that’s Japanese for “high school walking”) as fronts for commercial sex run by sophisticated criminal networks.
In our exclusive investigation, VICE News host Simon Ostrovsky will bring you to one of Tokyo’s busiest neighborhoods, where girls solicit clients in their school uniforms, to a concert performed by a band of schoolgirls attended by adult men, and into a café, where teenage girls are available to hire by the hour. But the true revelations come behind closed doors, when schoolgirls involved in the rent-a-date industry reveal how they’ve been coerced into prostitution.

On Fox News last night, John McCain criticized the Obama administration’s response to the U.S. sailors held in Iran, saying that they hesitated out of “desperation not to offend the Iranians” because they want to keep the Iran deal intact.
CNN’s Jake Tapper confronted State Department spokesman John Kirby today and asked him, “Is it fair to say that the Obama administration is more willing to look the other way because of the nuclear deal that they have so much invested in?”
Kirby completely dismissed that notion, saying that no one is “looking the other way” regarding Iran. He touted how the Iran deal opened up channels of communication that allowed John Kerry to quickly reach out to get the sailors back safely in the first place.

Video Transcript:
After the safe return of the 10 Navy sailors, the State Department fawned over the Iran nuclear deal as the diplomatic reason for their return.
JOHN KIRBY: If it wasn’t for the dialogue and the relationship [John Kerry] has now with foreign minister Zarif, built up over many, many months, there’s no way that we could have gotten those sailors out. And I think that’s important to remember.
Several people in the media shared their criticisms.
BRIAN KILMEADE: But what about the relationship that allows the Iranian navy to take our guys perhaps that were doing nothing wrong, that called the USS Harry Truman -
STEVE DOOCY: At gunpoint.
KILMEADE: At gunpoint. That put them on their knees with their hands over their heads? So why is this something that should be celebrated and lauded?
MATT LEE: But you’re not at all concerned that the hailing of this “diplomatic triumph” by administration officials… is not overselling the value of this line of communication, when on issues such as the detainees, the civilian detainees, the bad acts in the region, the missile tests, this line of communication hasn’t produced anything.
But rest assured, the State Department still have their concerns.
MARK TONER: Nobody’s under any illusions that all is forgiven, we can move forward into a bright sunshiny future. We still have issues of serious concern with Iran and we need to work on resolving them.
KIRBY: Nobody is turning a blind eye to Iran. It isn’t about a trust relationship with Iran. We’re mindful of what Iran is capable of. That’s why we’re so engaged in the Middle East. That’s why we’re trying to work through diplomacy to solve some of these problems. It’s complicated.

**Note** I do not vandalize these places, I go to these for photography opportunities and to share them with you all. Sorry for horrible voice over I'm sick and I couldn't wait any longer to get this video up, we went to this place back on July 13th 2015. I really wanted to get inside, but everything was boarded up and every window had bars on them. The only possible ways inside seemed to be broken into and security boarded them back up recently due to the clues of fresh wood. So these pictures were taken by me simply reaching my arm inside. There were a few security cars driving around and some of the buildings on this campus are surprisingly still in use.
Norristown hospital is a psychiatric hospital formally known as the State Lunatic Hospital at Norristown. This hospital was completed in February of 1879 and surrounds 265 acres of land. In the year 1900, 409 patients were admitted (204 were male and 109 were female). In 1901 there were 213 employees. Over the years there 2,615 patients treated. Discharged of whom recovered were 139, 42 improved, 84 stationary, 2 not insane, and 171. This leaving 2,177 still in the hospital at the end of the year. In 1892 the board of public charities had accused the medical staff under the order of Dr. Bennett of surgical experimentation after the removal of the ovaries of six women were reported as being a cure for insanity.
The future of this hospital is still up for debate, Two state agencies, the Department of General Services and the Department of Public Welfare, oversee the hospital, but neither has a plan for its future. Total closure seems unlikely and the one hundred and thirty-six patient forensic unit for criminally committed patients is often near capacity. There is a precedent for turning obsolete parts of Norristown State Hospital into an asset for the neighborhoods around it such as the neighboring Norristown Farm Park, an immense public park on land where patients once raised crops and livestock.

Civilian casualties are weighed against the value of the targets in a “calculus” used by the US military, but what that ratio might be, the State Department refused to say.
On Sunday, US warplanes bombed a bank in Mosul that was considered a hub of Islamic State’s (IS, formerly ISIS/ISIL) financial operations, housing the cash used to fund operations and pay the group’s fighters. US military officials said they were willing to tolerate up to 50 civilian deaths for such a high-value target, according to a CNN report.

FIRST ON CNN: US BOMBS 'MILLIONS' IN ISIS CURRENCY HOLDINGS - 13 Jan - In an extremely unusual airstrike, the U.S. dropped bombs Sunday in central Mosul, Iraq, destroying a building containing huge amounts of cash ISIS was using to pay its troops and for ongoing operations, two U.S. defense officials told CNN. [...]
The U.S. considers the Mosul strike extremely sensitive, as the building is in an area where civilians are also located, and there was a significant risk of civilian casualties.
Officials would not say how the U.S. learned of the location. But after getting intelligence about the so-called "cash collection and distribution point," U.S. aircraft and drones watched the site for days trying to determine when the fewest number of civilians would be in the area.
Because civilians were nearby during the daylight hours, and ISIS personnel were working there at night, the decision was made to strike at dawn on Sunday.
U.S. commanders had been willing to consider up to 50 civilian casualties from the airstrike due to the importance of the target. But the initial post-attack assessment indicated that perhaps five to seven people were killed.
In recent weeks, the U.S. has said it will assess all targets on a case-by-case basis and may be more willing to tolerate civilians casualties for more significant targets.

REVEALED: BRITISH GOVERNMENT REFUSING TO ACCEPT EVIDENCE OF CIVILIAN FATALITIES IN UK AIR STRIKES - 09 Jan - THE British government is refusing to accept evidence of civilian fatalities in UK air strikes from human rights groups monitoring the results of bombing raids on the ground in Syria and Iraq.
The Ministry of Defence told the Sunday Herald that it will not investigate reports of deaths on the ground in Syria and Iraq - from anyone but UK military personnel, and 'local forces' deemed friendly.
The UK Government is being urged to launch an immediate investigation after independent monitoring group Airwars reported between 72 and 81 civilian deaths in Iraq could be linked to British air strikes.

State prisons set target of Rs. 100 crore in 10 years | Telangana Prisons

Prison officials of the less than two-years-old State say they have generated Rs. 4.77 crore profit out of the Rs. 216.03 crore turnover recorded in the calendar year of 2015.
Earning Rs.100 crore in 10 years!
Well, this is not the target of a private company, but the one set by the Telangana State Prisons and Correctional Services Department.
Prison officials of the less than two-years-old State say they have generated Rs. 4.77 crore profit out of the Rs. 216.03 crore turnover recorded in the calendar year of 2015. This turnover was the result of selling goods produced by the inmates of different prisons in Telangana.
A considerable income was generated through the fuel station where petrol and diesel are sold to general public such as any other filling station, located adjacent to the Chanchalguda Central Prison. Prisoners, who had shown good conduct, are engaged to work in this filling station.
“We aimed at generating Rs.5 crore income this year and almost succeeded in achieving the target, but for a few lakhs,” said a beaming V.K. Singh, Director General of Telangana Prisons and Correctional Services.
Detailing the innovations made by the department at a press conference, Mr. Singh said 80 new vehicles - 21 four-wheelers and 59 two-wheelers, were purchased by the department with the income earned.
Buoyed by the ‘income generation and profit’, the authorities set eyes to double the profit in year 2016 and hope to make Rs. 100 crore profit by 2025. National Crime Record Bureau statistics suggest that Tamil Nadu with over Rs. 30 crore turnover was the State to register highest turnover from Jails Department, but Telangana State can claim credit for having achieved highest turnover now, the DG maintained.
Eighty-three prisoners approached the officials seeking employment.

Cuban spies who pass secrets via shopping cart in a grocery store, a Taiwanese honey trap in DC, a Russian bugging device inside the State Department, classified information popping up in the media—scenes from a spy movie?
No, these are just highlights from the most intriguing investigations conducted by retired State Department Special Agent Robert Booth and recounted in his new book State Department Counterintelligence: Leaks, Spies and Lies.
Booth reveals the inside story of Kendall and Gwendolyn Myers who spied for Cuba for nearly 30 years and Donald Keyser who lied about his personal relationship with a female Taiwanese intelligence officer with whom he shared State Department information while serving as Principal Deputy Assistant Secretary of State. He’ll tell how Washington Post and Wall Street Journal articles concerning leaked State Department telegrams impacted diplomatic negotiations and how the Russian Intelligence Service, the SVR, installed a bug inside a conference room in the State Department. Booth personally managed or assisted in all these investigations, and he will offer guests insight into the courtroom proceedings for the Myers and Keyser prosecutions including background on court room machinations, prosecution tactics, and how the "plea bargains" were reached.
Valerie Plame has put her hard-won intelligence experience expertly to work with her latest spy thriller "Burned." Vanessa Piersen, the hero of Valerie Plame’s thriller series, is a CIA Ops Officer that Plame describes as a “younger, smarter version of me.”
Plame and her co-author Sarah Lovett left Piersen with plenty of unfinished business in their first book Blowback. Now Piersen is tangled in an even more desperate scenario when an explosion in Paris sets off an international manhunt to prevent all-out war.
Join Plame as she launches her new thriller and shares how her CIA career including assignments in counterproliferation operations enables her to create a fast-paced and believable version of the global wilderness of mirrors.

Join Plame as she launches her new thriller and shares how her CIA career including assignments in counterproliferation operations enables her to create a fast-paced and believable version of the global wilderness of mirrors.

http://www.LanceScurv.com/ - Prison Life in America has been for many a fascination as well as a curiosity that has spawned many urban legends and tales that push the limits of all things logic.
Regardless of the actual facility, the life of those incarcerated have much in common aside from the minor differences in local policy and procedures that cause the slight differences in the lockdown experience.
We see the television shows that thrive on the sensationalism that attract the viewers but give a false measure of what it's really like to wake up each and every day knowing that you will be right there for the next several years depending on the sentence.
But what is it really like to be incarcerated?
What does one do to pass the time along?
Is it really like those intense prison movies that seem to contain the rapid fire succession of action that keeps us glued to the couch observing the murders, rapes and scandals that prison life is supposed to contain?
Listen in as I share a very informative conversation with Carlos - a very near and dear life long friend of 44 years who I consider my Brother - as he shares many of the tales that he's experienced as a resident of the New York State Department Of Corruptions!
