Volker Perthes is the executive chairman and director of Stiftung Wissenschaft und Politik (SWP), German Institute for International and Security Affairs, Berlin. He received his doctorate from the University of Duisburg in 1990 and his habilitation in 1999. From 1991 to 1993, Perthes was an assistant professor at the American University of Beirut; he joined SWP in 1992 and headed the Research Group "Middle East and Africa" for several years. His previous teaching positions include the universities of Duisburg, Münster, and Munich; currently, Perthes is a professor at Humboldt University Berlin and Free University of Berlin. Across the planet, two fundamental human needs --- energy and water --- often find themselves on a collision course. A new documentary looks at one such choke point in India, where coal mining and its negative environmental impact on water is the source of a regulatory battle with significant implications. We spoke with the filmmaker to learn more about this complex clash of needs. That’s the focus of this edition of Wilson Center NOW.
Sean Peoples is a multimedia producer and program associate for the Wilson Center’s Environmental Change and Security Program. Through documentaries, interviews, and podcasts, Sean explores the intersection of conservation and health in the developing world. The short documentary, Healthy People, Healthy Environment: Integrated Development in Tanzania, was the recipient of a 2012 Silver Telly Award, and Scaling the Mountain: Protecting Forests for Families in Nepal won a 2013 Bronze Telly. His newest film is titled, Broken Landscape: Confronting India’s Water-Energy Choke Point. Prior to his position at the Wilson Center, he worked as associate director for Congressional Programs at the Population Resource Center. Sean has a BA from American University in political science with a focus on environmental policy issues.

Shihoko Goto is the senior Northeast Asia associate at the Woodrow Wilson Center's Asia Program, where she is responsible for research, programming, and publications on Japan, South Korea, and Taiwan. She is also a contributing editor to The Globalist, and a fellow of the Mansfield Foundation/Japan Foundation U.S.-Japan Network for the Future for 2014 to 2016. Prior to joining the Wilson Center, she spent over ten years as a journalist writing about the international political economy with an emphasis on Asian markets. As a correspondent for Dow Jones News Service and United Press International based in Tokyo and Washington, she has reported extensively on policies impacting the global financial system as well as international trade. She currently provides analysis for a number of media organizations. She was also formerly a donor country relations officer at the World Bank. Shihoko Goto is the senior Northeast Asia associate at the Woodrow Wilson Center's Asia Program, where she is responsible for research, programming, and publications on Japan, South Korea, and Taiwan. She is also a contributing editor to The Globalist, and a fellow of the Mansfield Foundation/Japan Foundation U.S.-Japan Network for the Future for 2014 to 2016. Prior to joining the Wilson Center, she spent over ten years as a journalist writing about the international political economy with an emphasis on Asian markets. He is also an Adjunct Professor at Georgetown University's School of Foreign Service and a Consultant to the Los Alamos National Laboratory. Dr. Litwak served on the National Security Council staff as Director for Nonproliferation in the first Clinton administration. His most recent books are Outlier States: American Strategies to Contain, Engage, or Change Regimes; Regime Change: U.S. Strategy through the Prism of 9/11; and Rogue States and U.S. Foreign Policy: Containment after the Cold War. Dr. Litwak has held visiting fellowships at Harvard University's Center for International Affairs, the International Institute for Strategic Studies, the Russian Academy of Sciences, Oxford University, and the United States Institute of Peace. He is a member of the Council on Foreign Relations, and received a doctorate in international relations from the London School of Economics.

This collection of essays responds to current works asserting that the income from natural resources is the end and not just a means for warring rebel groups. The study puts greed in its place and restores the importance of deprivation and discrimination as the primary causes of armed conflict within states. Countries studied include Lebanon, Sierra Leone, Angola, the Republic of the Congo, Colombia, and Afghanistan.

Kent H. Hughes, currently a Public Policy Fellow with the Global Europe Program, is the former Director of the Program on America and the Global Economy (PAGE) at the Woodrow Wilson International Center for Scholars. As part of the PAGE agenda, he published a book, Building the Next American Century: The Past and Future of American Economic Competitiveness (Wilson Center Press 2005), which emphasizes the importance of innovation and education to America’s future. Prior to joining the Center, Dr. Hughes served as Associate Deputy Secretary at the U.S. Department of Commerce, president of the private sector Council on Competitiveness, and in a number of senior positions with the U.S. Congress. Prior to his congressional service, Dr. Hughes served as a staff attorney for the Urban Law Institute. He was also an International Legal Center Fellow and Latin American Teaching Fellow in Brazil where he worked on a reform of Brazilian legal education.

In this edition of TRENDING, Eric Olson, Associate Director of the Latin American Program at the Wilson Center,discusses the significance of this historic day in Havana for U.S.-Cuba relations.
Eric L. Olson is the Associate Director of the Latin American Program at the Woodrow Wilson International Center for Scholars in Washington, DC. His research and writing has focused primarily on security issues and the impacts of crime, organized crime, and violence on democracies. He has also written about police reform and judicial institutions as a vehicle for addressing the problem of rapidly expanding crime in the Americas. He has traveled extensively in Mexico, Central America and the Andes. Prior to joining the Wilson Center he was a Senior Specialist in the Department for Promotion of Good Governance at the Organization of American States from 2006-2007. He served as the Interim-Director for Government Relations at Amnesty International USA, and was Amnesty's Advocacy Director for the Americas from 2002-2006. Prior to Amnesty, he was the Senior Associate for Mexico, and Economic Policy at the Washington Office on Latin America for eight years. He worked at Augsburg College's Center for Global Education in Cuernavaca, Mexico from 1989-1993 where he was the program director. From 1986-1988, he worked in Honduras, Central America as a development specialist for several local non-governmental organizations. He has testified before the United States Congress on several occasions, appeared in numerous press stories as an expert commentator on human rights, drug policy and organized crime.

Since 2012, a commission led by Ernest J. Wilson III, dean of the University of Southern California Annenberg School for Communication and Journalism, and Wang Jisi, then dean of the Peking University School for International Studies, have led a distinguished bi-national commission of scholars, former officials, and businesspeople in an investigation of how to best improve U.S.-China understanding. Such understanding is essential if we are to reduce our differences and work together to address pressing problems.
The commission's report draws on major public opinion surveys, extensive meetings and interviews with leading policy-makers, business people, and organization chiefs, and the deep experience and expertise of our distinguished commissioners. The commission found that as interaction and interdependence between the U.S. and China has grown, favorable attitudes towards the other country and trust in the other country has fallen. This is unacceptable and potentially even dangerous. The U.S.-China relationship is too important for our two peoples and for the world and the need for cooperation is too great for us to let suspicion and distrust to harden. At present, leaders and the media tend to focus almost exclusively on what separates the U.S. and China, paying insufficient attention to the many ways people in the two countries work together every day to deepen understanding and resolve shared problems. We need to act now to strengthen those effective collaborations and make them better known and we need to create new programs which utilize new technologies and involve a greater array of people. The report offers principles to guide such efforts and includes examples of effective programs.
The report presentations also introduced a new website, US-China Exchange (uschinaexchange.usc.edu), which offers a unique database of past and present exchange programs and will be the go-to reference for all those interested in U.S.-China affairs and, especially, for those eager to link up with standard-bearers in U.S.-China exchanges and to learn from the best practices of others.
