Talks among congressional leaders on a $1.15 trillion bill to keep the U.S. government funded were being held up by a dispute over energy policy with Republicans seeking to end an oil export ban and Democrats saying any such action must be coupled with clean energy incentives, Democrats said on Tuesday.
Republican leaders said an agreement being negotiated by leaders of both parties would be unveiled later on Tuesday. But Senate Democratic Leader Harry Reid cautioned that disagreement continued over the energy provisions.
Reid said Democrats would be willing to move ahead with the spending legislation and a separate tax package without the energy proposals. "It's decision time," Reid said.
U.S. House of Representatives Speaker Paul Ryan said earlier that Republicans would unveil a deal for a $1.15 trillion spending bill on Tuesday, but would need to pass another short-term funding extension to allow for a vote on the measure on Thursday.
The next short-term measure could last until Friday or Saturday, said Steny Hoyer, the second-ranking House Democrat.
Ryan, speaking to a breakfast sponsored by the news organization Politico, said lawmakers were putting finishing touches on the massive spending bill and affirmed his view that there would be no government shutdown at the current midnight Wednesday deadline.
"We'll be posting sometime today," Ryan said.
Senate Majority Leader Mitch McConnell, a Republican, also said he expected legislation to be filed on Tuesday.
A senior Democratic aide, speaking on condition of anonymity, said negotiators have not yet resolved Democrats' demand for a five-year tax credit for solar and wind power in exchange for lifting the 40-year-old crude oil export ban.
Democrats want the tax credit to take effect with the start of solar and wind construction projects instead of their completion, the aide said.
Ryan said both sides had given ground on their initial demands, but full details were not yet available.
McConnell said Republicans still hoped to make some of the tax breaks permanent rather than renew them every year, as Congress has been doing.

As we're swimming in speculation about Trump, Cruz, Rubio, Carson, Jeb and company on the eve of Tuesday’s Las Vegas debate, this question arises:
Whatever happened to the Democratic race?
The Republican contest is so absorbing, between Trump mania and Cruz surging and this pointless early talk about a brokered convention that Hillary Clinton and her two rivals have faded from the media radar.
Now this isn’t hard to grasp. The pundits, in their infinite wisdom, have decided that the Democratic race is over. Hillary Clinton is the nominee-in-waiting, Bernie Sanders is an entertaining Larry David, and Martin O’Malley is an asterisk.
A new Wall Street Journal/NBC poll gives Hillary 56 percent among Democrats, with Sanders at 37 percent and O’Malley at 4. In Iowa, the Des Moines Register poll gives the former secretary of State a 9-point edge over the Vermont senator. The press just isn’t seeing much of a horse race.
The paucity of coverage prompted a blast from Sanders’ campaign manager, Jeff Weaver: “The corporately-owned media may not like Bernie’s anti-establishment views but for the sake of American democracy they must allow for a fair debate in this presidential campaign. Bernie must receive the same level of coverage on the nightly news as other leading candidates.”
The Sanders camp has some numbers on its side, saying ABC’s “World News Tonight” has devoted 81 minutes to Trump through the end of November, compared to 20 seconds on Sanders. He didn’t fare much better on “NBC Nightly News” (2.9 minutes) or the “CBS Evening News” (6.4 minutes).
That’s a huge imbalance, given that the socialist lawmaker is drawing huge crowds and grass-roots excitement. But the media refuse to believe he has a real shot at the nomination.
By the way, Sen. Sanders, you’re welcome on “Media Buzz.” I put in a request months ago. But you don’t seem terribly interested in appearing on Fox.
Sanders has fared better in print, landing on the cover of Time. But if you had to pick one moment when the media collectively switched him off, it would be during the first debate when he said he was sick and tired of hearing about Hillary’s “damn emails.” By taking that issue off the table, Sanders—who often chides the media for insisting that he attack Clinton personally—signaled that he would not try to take her down.
But what about the coverage of Hillary? That same WSJ/NBC poll says she would beat Donald Trump in a general election, 50 to 40 percent. By contrast, she would barely eke out a win against Ted Cruz, 48 to 45 percent. But she would lose 48-45 against Marco Rubio, and lose 47-46 to Ben Carson (a statistical tie), despite the doctor’s fade in the GOP polls.
By any measure, though, Clinton has a strong shot at becoming the next president. So why is she barely in the news? Even her latest attack on Trump, with Seth Meyers agreeing with her on “Late Night,” generated few headlines.
The New York Times did run a front-page piece on how many Democratic moms are for Hillary but their daughters don’t feel the same gender pull and favor Bernie. And there are allegations that Clinton gave special State Department access to someone connected to her son-in-law.
But these sorts of stories have been unusual lately.
Some of you have written to me about why we’re not seeing more coverage of Hillary’s e-mail mess, which was broken by the New York Times and once drew heavy media attention. But even the best investigative story runs out of gas eventually unless there is new fuel to keep it burning.
The last document dump of nearly 8,000 pages didn’t produce a bombshell and so barely lasted a news cycle. There is an FBI investigation into Hillary’s private server, but in some ways that has frozen the story in place.
Now of course I believe that Clinton, as a potential president, needs more scrutiny on a wide range of issues, and eventually it will return with a vengeance. But for now, the Republican race is sucking up nearly all the media oxygen.
Case in point: Interest in the Republican debate on CNN is surging, especially with Cruz coming up in the polls. But I’ve barely heard anything about this week’s Democratic debate.

As we're swimming in speculation about Trump, Cruz, Rubio, Carson, Jeb and company on the eve of Tuesday’s Las Vegas debate, this question arises:
Whatever happened to the Democratic race?
The Republican contest is so absorbing, between Trump mania and Cruz surging and this pointless early talk about a brokered convention that Hillary Clinton and her two rivals have faded from the media radar.
Now this isn’t hard to grasp. The pundits, in their infinite wisdom, have decided that the Democratic race is over. Hillary Clinton is the nominee-in-waiting, Bernie Sanders is an entertaining Larry David, and Martin O’Malley is an asterisk.
A new Wall Street Journal/NBC poll gives Hillary 56 percent among Democrats, with Sanders at 37 percent and O’Malley at 4. In Iowa, the Des Moines Register poll gives the former secretary of State a 9-point edge over the Vermont senator. The press just isn’t seeing much of a horse race.
The paucity of coverage prompted a blast from Sanders’ campaign manager, Jeff Weaver: “The corporately-owned media may not like Bernie’s anti-establishment views but for the sake of American democracy they must allow for a fair debate in this presidential campaign. Bernie must receive the same level of coverage on the nightly news as other leading candidates.”
The Sanders camp has some numbers on its side, saying ABC’s “World News Tonight” has devoted 81 minutes to Trump through the end of November, compared to 20 seconds on Sanders. He didn’t fare much better on “NBC Nightly News” (2.9 minutes) or the “CBS Evening News” (6.4 minutes).
That’s a huge imbalance, given that the socialist lawmaker is drawing huge crowds and grass-roots excitement. But the media refuse to believe he has a real shot at the nomination.
By the way, Sen. Sanders, you’re welcome on “Media Buzz.” I put in a request months ago. But you don’t seem terribly interested in appearing on Fox.
Sanders has fared better in print, landing on the cover of Time. But if you had to pick one moment when the media collectively switched him off, it would be during the first debate when he said he was sick and tired of hearing about Hillary’s “damn emails.” By taking that issue off the table, Sanders—who often chides the media for insisting that he attack Clinton personally—signaled that he would not try to take her down.
But what about the coverage of Hillary? That same WSJ/NBC poll says she would beat Donald Trump in a general election, 50 to 40 percent. By contrast, she would barely eke out a win against Ted Cruz, 48 to 45 percent. But she would lose 48-45 against Marco Rubio, and lose 47-46 to Ben Carson (a statistical tie), despite the doctor’s fade in the GOP polls.
By any measure, though, Clinton has a strong shot at becoming the next president. So why is she barely in the news? Even her latest attack on Trump, with Seth Meyers agreeing with her on “Late Night,” generated few headlines.
The New York Times did run a front-page piece on how many Democratic moms are for Hillary but their daughters don’t feel the same gender pull and favor Bernie. And there are allegations that Clinton gave special State Department access to someone connected to her son-in-law.
But these sorts of stories have been unusual lately.
Some of you have written to me about why we’re not seeing more coverage of Hillary’s e-mail mess, which was broken by the New York Times and once drew heavy media attention. But even the best investigative story runs out of gas eventually unless there is new fuel to keep it burning.
The last document dump of nearly 8,000 pages didn’t produce a bombshell and so barely lasted a news cycle. There is an FBI investigation into Hillary’s private server, but in some ways that has frozen the story in place.
Now of course I believe that Clinton, as a potential president, needs more scrutiny on a wide range of issues, and eventually it will return with a vengeance. But for now, the Republican race is sucking up nearly all the media oxygen.
Case in point: Interest in the Republican debate on CNN is surging, especially with Cruz coming up in the polls. But I’ve barely heard anything about this week’s Democratic debate.

here are a lot of differences between the GOP debate and the Democratic debate, but the major one is that there were significantly less spin and nonsense in Saturday night’s democratic debate on CBS.
Here are the top 8 things you’d never hear come out of a republican candidate’s mouth during a debate:
1. “Climate change is directly related to the growth of terrorism. And if we do not get our act together and listen to what the scientists say … you’re going to see all kinds of international conflict.” — Bernie Sanders
Let’s be realistic, after five debates only a few times republican candidates addressed climate change. In the first three-hour debate, there was merely a single question about the future of our planet and the dangers we face. Senator Marco Rubio, New Jersey Gov. Chris Christie and Wisconsin Gov. Scott Walker (who isn’t even running anymore) were the only candidates who answered and all three argued nothing should be done by the American government to fix the problem.
2. “I’m not that much of a socialist compared to Eisenhower.” – Bernie Sanders
One of the most tweeted remarks of the night came from Sanders’ claim that the tax rate when Eisenhower was President was higher than what the tax rate would be under a Sanders administration. “We haven’t come up with an exact number yet,” Sanders said. “But it will not be as high as the number under Dwight D. Eisenhower which was 90 percent.”
A factcheck of that proves Sanders is correct. In Eisenhower’s first term, the tax rate for incomes over $400,000 was 92 percent. It was the second highest tax rate in history. First was under FDR during World War II when the tax rate was 94 percent.
No way a republican would raise taxes on anyone over $400,000.
3. “Let’s say it in our debate because you’ll never hear this from that immigration-bashing carnival barker Donald Trump: the truth.” – Martin O’Malley
Trump’s stance on immigration reform is remarkably similar to a carnival in that it is both a distorted fun house mirror as well as a joke like a washed-up freak show clown. He would deport all undocumented immigrations, which would cost the country far more than we could afford. He also says he would build a wall that he would make Mexico pay for, a policy that the spokesperson for Mexican President Pena Nieto said is ridiculous.
“Of course it’s false,” Eduardo Sanchez, Nieto’s spokesman, said in a telephone interview with Bloomberg. “It reflects an enormous ignorance for what Mexico represents, and also the irresponsibility of the candidate who’s saying it.”
4. “Hardworking middle-class families need a raise—not a tax increase.” – Hillary Clinton
A July 2014 study found that states that raised their minimum wage from ballot initiatives on January 1, 2014, had a much stronger employment growth than those that didn’t raise the wage. “A recent study by the Center for Economic and Policy Research attempts to undercut the argument that raising the minimum wage kills jobs. The study, which updates a Goldman Sachs analysis to include data from April and May, shows that the 13 states that increased their minimum wages on Jan. 1 have had stronger employment growth than the 37 states that didn’t. The study compared average employment during the first five months of 2014 with the last five months of 2013.”
By contrast, Jeb Bush opposed raising the wage, Marco Rubio said it would be “a disaster” in the last Fox Business News debate, Rand Paul has already voted against it and Trump refused to do it because he thinks every problem will be solved by closing the borders.
5. “Here’s my promise: Wall Street representatives will not be in my Cabinet.” – Bernie Sanders
You’d never hear a promise like this from a republican candidate, particularly Wall Street’s latest lap dog Marco Rubio who scored a major endorsement recently from Wall Street hedge fund billionaire Paul Singer. Singer is well known for having strings attached to his money.
6. “I don’t think taxpayers should be paying to send Donald Trump’s kids to college.” – Hillary Clinton.
7. “Why do they make millions of dollars of campaign contributions? They expect to get something.” – Bernie Sanders
8. “All of us support funding Planned Parenthood. All of us believe climate change is real. All of us want equal pay for equal work.” – Hillary Clinton

In American politics, the Southern strategy refers to a Republican Party strategy of gaining political support for certain candidates in the Southern United States by appealing to racism against African Americans.
Though the "Solid South" had been a longtime Democratic Party stronghold due to the Democratic Party's defense of slavery before the American Civil War and segregation for a century thereafter, many white Southern Democrats stopped supporting the party following the civil rights plank of the Democratic campaign in 1948 (triggering the Dixiecrats), the African-American Civil Rights Movement, the passage of the Civil Rights Act of 1964 and Voting Rights Act of 1965, and desegregation.
The strategy was first adopted under future Republican President Richard Nixon and Republican Senator Barry Goldwater in the late 1960s. The strategy was successful in winning 5 formerly Confederate states in both the 1964 and 1968 presidential elections. It contributed to the electoral realignment of some Southern states to the Republican Party, but at the expense of losing more than 90 percent of black voters to the Democratic Party. As the twentieth century came to a close, the Republican Party began attempting to appeal to black voters again, though with little success.
Huey P. Newton, Shirley Chisholm, Andrew Young, and Senator Edward Brooke of Massachusetts had replaced Martin Luther King Jr. as some of the most prominent black leaders. By this point, King had won the Nobel Peace Prize and founded the Southern Christian Leadership Conference. His death was followed by rioting by African Americans in inner-city areas in major cities throughout the country. King’s policy of non-violence had already been challenged by other African-American leaders such as John Lewis and Stokely Carmichael of the Student Nonviolent Coordinating Committee (SNCC). The notion of Black Power advocated by SNCC leaders was quite effective in altering the mood of African-Americans. This attitude did much to raise the expectations of African Americans and also raised racial tensions.[25] Journalists reporting about the demonstrations against the Vietnam War often featured young people engaging in violence or burning draft cards and American flags.[26] There were also many young adults engaged in the drug culture and "free love" (sexual promiscuity), in what was called the "hippie" counter-culture. These actions scandalized many Americans and created a concern about law and order.
With the aid of Harry Dent and South Carolina Senator Strom Thurmond, who had switched parties in 1964, Richard Nixon ran his 1968 campaign on states' rights and "law and order." Progressives accused Nixon of pandering to Southern whites, especially with regard to his "states' rights" and "law and order" stands.[27]
The independent candidacy of George Wallace, former Democratic governor of Alabama, partially negated the Southern strategy.[28] With a much more explicit attack on integration and black civil rights, Wallace won all of Goldwater's states (except South Carolina), as well as Arkansas and one of North Carolina's electoral votes. Nixon picked up Virginia, Tennessee, North Carolina, South Carolina and Florida, while Democratic nominee Hubert Humphrey's only southern state was Texas. Writer Jeffrey Hart who worked on the Nixon campaign as a speechwriter says that Nixon did not have a "Southern Strategy" but "Border State Strategy" as the campaign ceded the Deep South to George Wallace and that the press merely call it a "Southern Strategy" as they are "very lazy".
In 2005, Republican National Committee chairman Ken Mehlman formally apologized to the NAACP for ignoring the black vote. However, two days after his address to the NAACP he characterized this as a general strategy, not particularly Southern: "It always interests me when people say it was a Southern strategy. The fact is that folks in the North, the South, the East and the West sometimes did this." [47]
Some commentators considered the decisive victory of Democratic Senator Barack Obama in the 2008 presidential election and subsequent re-election in 2012 to represent the lessened influence of Southernization in national politics:
Wayne Parent, a political scientist at Louisiana State University, said that "The region’s absence from Mr. Obama’s winning formula means it's becoming distinctly less important,... The South has moved from being the center of the political universe to being an outside player in presidential politics."[41]
Thomas Schaller, a political scientist at the University of Maryland, Baltimore County, stated that the Republicans had become "a Southernized party.... They have completely marginalized themselves to a mostly regional party," noting that he believed Southernization was over and that the South was no longer needed to win national elections.
