Raising its black flag over the rugged mountainous regions of Afghanistan, the Islamic State of Iraq and the Levant (ISIL) has emerged as a new threat to the war-ravaged country as it battles the Taliban for supremacy.
Employing violence and brutality used by the group in Syria and Iraq, Wilayat Khorasan, (the ancient name ISIL has chosen for the region made up of Afghanistan, Pakistan and parts of neighbouring countries), has emerged in seven different areas and vowed to step up operations, where the veteran fighters, the Taliban, once held sway.
Fighting to reconstitute the historical Khorasan into the so-called 'Caliphate' of Abu Bakr al-Baghdadi, the group says it has grand plans for the region, starting with uprooting the Taliban and the government of President Ashraf Ghani.
Causing friction with the regional and overall leadership of the Taliban, armed battles have increased over the past few months with dozens of Taliban fighters killed in the clashes, most notably in the Taliban stronghold of Nangarhar province.
ISIL's local chapter has also managed to attract dozens of fighters from the Taliban's ranks into its fold, while foreign fighters unable to make it to Syria and Iraq have thronged to the group's territory.
In ISIL and the Taliban we look at the group's growing popularity, how it made steady inroads into the country and the threat it poses for the future of Afghanistan.
We gain exclusive access to ISIL's central leadership, and meet children as young as 5-years-old being trained to fight and dedicate their lives to the 'Caliphate'.

In late September, the Taliban launched an offensive against Kunduz, a provincial capital in northern Afghanistan, capturing key buildings and freeing hundreds of prisoners from the city’s jail.
The offensive sparked a fierce battle between the militants and government forces, supported by US airstrikes. After several days of fighting, Afghan troops recaptured the city, and took down the Taliban's flag from the central square.
American planes targeted Taliban positions, but at the beginning of October, a hospital run by medical charity Doctors Without Borders (Médecins Sans Frontières) was hit, killing 22 hospital staff and patients, with many seriously injured. The Pentagon later admitted that the strike was a mistake.
Gaining exclusive access to the Taliban, VICE News filmmaker Nagieb Khaja spoke to fighters that briefly took control of Kunduz — the first major city to fall to the group since it was ousted from power in 2001.

The recent online video of the Taliban executing a 22-year-old woman in front of a crowd of cheering men shocked the world. As Taliban aggression intensifies, how much has actually changed in Afghanistan?
At the height of the Taliban's rule in Afghanistan in 1999, a burqa-clad woman was executed in Kabul's main football stadium. Footage of the killing shocked the world and galvanised international opposition to the Taliban's brutal rule. Yet just two months ago, 22-year-old Najiba was mercilessly killed by the Taliban, just one hour's drive from Kabul. The Taliban created a fake court and once they decided she was guilty, executed her within an hour. "It was tyrannical and barbaric - it is impossible that the law would allow what they did", says Mullah Badam, who witnessed the killing. Speaking to Afghan women it's evident that violent abuse is still commonplace. 18-year-old Mumtaz had acid thrown on her face by her would-be husband, who she had refused to marry. "They would not let me look in the mirror. I cried a lot", she says. But there are women who are fighting back, including MP Fawzia Koofi, who plans to take on Hamid Karzai for the presidency. An outspoken champion of women's rights, she has faced assassination attempts and numerous death threats. She argues that for her male political opposition, "women's rights are a matter of sacrifice". With the Allied forces set to withdraw by 2014, this disturbing report highlights just how precarious the situation remains for the future of Afghan society.

We went to Pakistan to invesitage why suicide bombings, IED use, and the Taliban are all growing at alarming rates.
In a recent trip to Pakistan to report on the recent spike in the region's violence and bloodshed, Suroosh Alvi heard over and over the same sentiment from people on the ground: America's war on terror is falling flat on its face. The military conflict in neighboring Afghanistan, repeatedly cited by locals, sends a constant flood of guns, refugees, militants, and heroin flowing into Pakistan. Heroin is now actually cheaper than hashish in cities like Lahore, and the Kalashnikov culture, the foundation of which was laid 30 years ago when the CIA financed the mujahideen, is all-consuming. According to the Pakistanis he spoke to, it's all taken a devastating toll on the country and is creating the next generation of militants.

In a military hospital in Islamabad, hundreds of "profoundly damaged and disabled" soldiers are being treated. They've come from the western tribal belt, where for the last nine years Pakistan has been waging a largely hidden war against extremists. "There has been this double game that has gone on for many years, of Pakistan supporting the NATO presence in Afghanistan and at the same time allowing the Afghan Taliban to operate against the NATO forces", explains Pakistan's foremost expert on Islamists in the region, Ahmed Rashid. He claims the government's duplicity has radicalised a local variant of the Taliban. "There is now a full-scale extremist movement in Pakistan that is trying to overthrow the State." The agents of some of the worst acts of global terrorism inhabit this remote frontier. Yet many local villagers claim life under the Taliban "was normal" and "nobody was afraid". They argue the army intervention in the region has only been destructive. In an attempt to win hearts and minds, the army has opened a high school for girls, which aid workers argue is "critical for countering extremism". However Pakistan's Taliban vow they're determined "to escalate the war".

Afghanistan's security deteriorated in the second half of 2015, with an increasing number of Taliban attacks and higher casualties among Afghan forces, according to a Pentagon report. The document also says Islamic State is becoming a greater threat.
"Insurgents are improving in their ability to find and exploit [Afghan forces'] vulnerabilities, making the security situation still fragile in key areas and at risk of deterioration in other places," says the document, which was presented to Congress on Tuesday.
The semiannual report goes on to state that the “Taliban have remained active in their traditional strongholds, namely in Helmand in the south and Logar and Wardak in the east, and also created a sense of instability for brief periods of time in other parts of the country, such as in Kunduz in northern Afghanistan.”
The September capture of Kunduz was deemed one of the Taliban's biggest victories in 15 years, although Afghan forces backed by US aircraft and NATO soldiers were eventually able to drive the insurgents out of the city. Although the Pentagon praised Afghan forces for regaining territory and becoming capable of staging large-scale operations, it called their overall performance “uneven and mixed.”
The report mentions that casualties among Afghan national defense and security forces, or ANDSF, rose 27 percent from January 1 to November 15, compared with the same period last year.
It cites recent surveys showing public confidence among Afghans in the security forces remains high, at 70 percent, but is down from 78 percent in March.
The document also acknowledges a threat from Islamic State (IS, formerly ISIS/ISIL) in Afghanistan, noting that the militant group has seized areas from the Taliban in Nangarhar province – despite being far away from the group's strongholds in Iraq and Syria.
"The group [IS] continues to recruit disaffected Taliban and formerly Taliban-aligned fighters, most notably the Islamic Movement of Uzbekistan," the report states.
The Pentagon acknowledged steps by Afghan President Ashraf Ghani's government to address leadership challenges within the military, including moves to replace ineffective officers.
This month marks one year since the US- and NATO-led mission in Afghanistan transitioned into an Afghan-led operation.
US President Barack Obama reversed his policy on Afghanistan in October, saying he would prolong American military engagement in Afghanistan by maintaining a force of 9,800 through most of 2016.
Obama had previously aimed to withdraw all but a small force based at the US embassy in Kabul before leaving office in January 2017. The new plan will see troops drawn down to 5,500, beginning sometime in 2017.
Criticizing Obama's change of plan, Sara Founders of the International Action Centre told RT that the president is simply “passing this problem onto the next administration.”
Those thoughts were echoed by political analyst Chris Bambery, who called the move a “failure for the Obama administration.”
“We should remember that President Obama was first elected with a promise to withdraw American troops from Afghanistan. This announcement - American troops are likely to remain in Afghanistan when he has left the White House - so this represents a failure for the Obama administration,” Bambery told RT.
US troops have fought in Afghanistan since the 2001 invasion, with more than 2,300 American soldiers losing their lives on Afghan soil.

The question of whether governments should engage with talks with terrorist groups is presently at the center of international controversy due to attempts to negotiate with the Taliban movement in Afghanistan and Pakistan. In spite of heavy criticism, both the US, Afghanistan and Pakistan have been reaching out to elements of the Taliban movements in Pakistan or Afghanistan, albeit with distinct agendas. While in public opinion, the attempts towards talks or negotiations are often framed as surrender or knee fall to terrorism, there are nevertheless convincing arguments to apply the instrument of diplomacy rather than hard power to deal with insurgent movements like the Taliban. This talk focused on the case of Pakistan and draw out the counterinsurgency rationale behind talks with insurgent groups as well as the potential conflict de-escalating effects of meeting with the militants. Dr. Sheikh drew on her own experiences from meeting militants in Pakistan, and what she learned from her interviews with Taliban activists and leaders.
Dr. Mona Kanwal Sheikh has a PhD in Political Science from the University of Copenhagen. She works for the Danish Institute for International Studies, but was a visiting scholar at the Orfalea Center for Global and International studies at UC Santa Barbara and the Institute for South Asia Studies at UC Berkeley. She is a leading expert on the Pakistani Taliban movement, and is presently working on a book describing her personal encounter with Taliban militants in Pakistan. The question of whether governments should engage with talks with terrorist groups is presently at the center of international controversy due to attempts to negotiate with the Taliban movement in Afghanistan and Pakistan. In spite of heavy criticism, both the US, Afghanistan and Pakistan have been reaching out to elements of the Taliban movements in Pakistan or Afghanistan, albeit with distinct agendas. While in public opinion, the attempts towards talks or negotiations are often framed as surrender or knee fall to terrorism, there are nevertheless convincing arguments to apply the instrument of diplomacy rather than hard power to deal with insurgent movements like the Taliban. This talk focused on the case of Pakistan and draw out the counterinsurgency rationale behind talks with insurgent groups as well as the potential conflict de-escalating effects of meeting with the militants. Dr. Sheikh drew on her own experiences from meeting militants in Pakistan, and what she learned from her interviews with Taliban activists and leaders.
Dr. Mona Kanwal Sheikh has a PhD in Political Science from the University of Copenhagen. She works for the Danish Institute for International Studies, but was a visiting scholar at the Orfalea Center for Global and International studies at UC Santa Barbara and the Institute for South Asia Studies at UC Berkeley. She is a leading expert on the Pakistani Taliban movement, and is presently working on a book describing her personal encounter with Taliban militants in Pakistan. As NATO prepares to pull out of Afghanistan, they leave behind a country at the mercy of a resurgent Taliban. Vulnerable children are easy prey, many of whom have known nothing but war. The next generation aren't simply witnesses to the ongoing fighting; some of them have also become participants.
"The Taliban are good. The Taliban are building our country", a young boy tells the camera, head on. This is Afghanistan's terrorist generation. "It was one of these vests. They told me to blow myself up at a checkpoint". 10-year-old Neaz was offered 50 Afghanis (60p) for his young life. He was seized by the Taliban after the death of his family and prized for this special mission. As well as suicide mission preparations, their crimes include the laying of improvised explosive devices and ambush.
From the unrepentant to the lucky ones who got away, the willing and the reluctant, Taliban Child Fighters documents the experiences of captured child fighters. With unprecedented access, in and out of jails, it provides a unique perspective on an ongoing conflict, raising key questions about the legacy of western intervention in Afghanistan.

Afghanistan was supposed to get a new start one year ago. After 13 years in power, President Hamid Karzai, who had led the country since the Taliban government was defeated after the 9/11 attacks, finally stood down.
After a contentious election in 2014, with widespread claims of ballot rigging, the two main candidates were persuaded to share power. Dr Ashraf Ghani became president and his opponent, Dr Abdullah Abdullah, the chief executive.
All this happened to coinicide with the departure of many of the international forces in the country, leaving the Afghan army and police in charge of security.
At the peak of the US-led Afghanistan combat mission there had been about 130,000 US and NATO troops in the country. Now there are about 16,000.
This has led to an increase in insecurity and a very negative effect on the country's economy. Corruption is rife and jobs are few and far between.
Civilian casualties have soared to a record high in the first half of 2015 according to a UN report, and many Afghans are leaving the country to escape increasing violence. Afghans are the second-largest group of refugees seeking asylum in Europe.
"The current security situation is challenging. Perhaps people don't have confidence in the future of security.That is the main issue [why people are leaving Afghanistan] and it is something we have to address.... It has turned into a crisis for Europe," says Abdullah Abdullah.
So how are the two rivals managing working together? How will they cope with the country's deteriorating security situation? How do they deal with the Taliban? And what is Pakistan's role in Afghanistan?
Abdullah Abdullah joins Talk to Al Jazeera to discuss the political and economic challenges facing Afghanistan; the threat of ISIL and the Taliban; and why so many Afghans are fleeing to Europe.

Males must hide in a booth when women are in the room. The Ashraf-ul Madares madrassa for girls and young women has an ideology even more extreme than the Taliban.
Based in Kunduz, the madrassa already has 6,000 female students, and there are plans to open more branches throughout Afghanistan. As NATO prepares to scale down its military operations this year, is this is the legacy of the West’s intervention for thousands of young Afghan women Najibullah Quraishi discusses his incredible documentary on this matter "The Girls of the Taliban".
Najibullah is an Afghan-British Journalist. His professional career began in Afghanistan, where he worked as producer, reporter and presenter for a weekly television social program “Shahr-e ma, Khana-e ma (Our City, Our Home) for 10 years before moving to the UK.
In 2002 after successfully collaborating on the film ‘Afghan Massacre: Convoy of Death’, in the same year he won The Rory Peck Impact and Sony International Award for a film about the SAS in Afghanistan.
Since he moved to the UK in 2002, he works as director, reporter and cameraman as well as chief investigator for documentary films in Asia and Arab countries for Clover Films.
In 2009 Najibullah Quraishi setup his own company “Quraishi Films”. Pakistan faces many security challenges, both within and along its borders. The Taliban maintains a stronghold along the border with Afghanistan; the conflict with India over control of Kashmir has worsened in recent months; and in December Pakistan suffered the deadliest terrorist attack in its history when Pakistani Taliban attacked a school in Peshawar, killing over 100 students.
However, some positive signs of change have emerged. The Pakistani army has ramped up efforts to combat the Taliban and other militants. Relations with Afghanistan have improved since Ashraf Ghani was elected president, promising greater security cooperation along the border. And US Secretary of State John Kerry is working to help India and Pakistan mend relations. Will these efforts be enough to ensure future stability? Pakistan expert Christine Fair will discuss Pakistan’s security concerns and the outlook for this complex region.
