The International Atomic Energy Agency has released its final assessment report on the so-called possible military dimensions of Iran’s past nuclear activities. It says there’s no credible indication of diversion of nuclear material related to the P-M-D.
The report says the agency believes Iran worked on nuclear weapons until 2003 but it highlights that such activities didn’t go past planning and basic component experiments. The agency’s probe was based on intelligence provided by Israel, the U-S and other adversaries of Iran. Iran’s Deputy Foreign Minister Abbas Araqchi has welcomed the report, saying it proves the peaceful nature of the country’s nuclear program. He also said the P5+1 group of countries must now close the case. The agency’s board of governors is set to hold a meeting on December 15 to make a final decision on the P-M-D case. Tehran says it will implement the nuclear deal once that the file is completely closed.

The agency says Iran has neither installed any major components at Arak heavy-water reactor nor produced nuclear fuel assemblies at the Fuel Manufacturing Plant in Isfahan since the July nuclear agreement. IAEA Director General Yukia Amano said in a report that Iran has started removing centrifuges from Natanz and Fordow nuclear facilities under the Agency's verification and monitoring. He stressed that the activities set out in the roadmap signed by Iran and the I-A-E-A in July have been completed as scheduled for the period to mid-October. Meanwhile, Iran’s ambassador to the IAEA says the removal of the centrifuges, which have been inactive for years, is being carried out as preliminary measures. Reza Najafi stressed these measures are reversible. He said other measures including re-designing of Arak reactor and exchanging of enriched material will only take place when the case of Iran's past and present issues is closed by the agency's board of governors. STORYLINE
Members of the 35-nation International Atomic Energy Agency (IAEA) gathered in the Austrian capital Vienna on Wednesday, hours before an expected vote at the UN Security Council on new sanctions against Iran.
The Security Council is to vote on widespread targeted sanctions against Iranian agencies, companies and individuals in an attempted clampdown over Iran's nuclear developments.
A resolution will seek to target 40 new Iranian entities, including 15 linked to Iran's powerful Revolutionary Guard.
It would also add one individual to the previous list of 40 Iranians subject to an asset freeze, Javad Rahiqi, who heads the Atomic Energy Organisation of Iran's Esfahan Nuclear Technology Centre.
It includes 22 entities involved in nuclear or ballistic missile activities and three entities linked to the Islamic Republic of Iran Shipping Lines.
Iran insists its nuclear programme is purely peaceful, aimed at producing nuclear energy and medical isotopes, but the United States and its Western allies believe Tehran's real goal is to build atomic weapons.
For the first time on Monday, the head of the IAEA, Yukiya Amano, singled out Iran as a "special case" because of suspicions it may be trying to make nuclear weapons.
It was in keeping with the generally tougher line taken by Amano on Iran compared to his predecessor, Mohamed ElBaradei, who was occasionally criticised by the US and other Western nations for his perceived reluctance to take Iran to task.
Iran is stonewalling IAEA attempts to follow up on intelligence from the US and other nations that suggests Tehran has hidden nuclear weapons experiments from the world.
The planned fourth set of UN sanctions reflects concerns about such programmes, plus Tehran's refusal to freeze uranium enrichment.
Iran says it wants to develop enriched uranium as a fuel source, but it can also be used to make nuclear warheads.
Iran - and Syria, which is also suspected of hiding weapons-related nuclear activities - have for years taken up prime time at IAEA board meetings.
But that attention may be blunted this time by another agenda item - this one critical of Israel, which is universally assumed to have nuclear arms.
Israel is widely believed to have a sizable nuclear arsenal. Israel refuses to confirm or deny the suspicions.
Israel's so-called policy of nuclear ambiguity is a cornerstone of its military deterrence. It has long said that a comprehensive Arab-Israeli peace must precede such weapons bans.
Israel has never signed the non-proliferation treaty, which requires members to open nuclear facilities to inspection and to disarm.
The IAEA item, listed as "Israeli nuclear capabilities," marks the first time in 19 years that the board has been asked to formally discuss the issue.
Elevating Israel to the same status as Iran and Syria on the board's agenda in some ways detracts from Western attempts to keep the heat on Tehran and Damascus and could split the board even further - developing nations at board meetings are generally supportive of Iran and Syria and hostile to Israel.
The latest pressure is putting the Jewish state in an uncomfortable position.

It includes 22 entities involved in nuclear or ballistic missile activities and three entities linked to the Islamic Republic of Iran Shipping Lines.
Iran insists its nuclear programme is purely peaceful, aimed at producing nuclear energy and medical isotopes, but the United States and its Western allies believe Tehran's real goal is to build atomic weapons.
For the first time on Monday, the head of the IAEA, Yukiya Amano, singled out Iran as a "special case" because of suspicions it may be trying to make nuclear weapons.
It was in keeping with the generally tougher line taken by Amano on Iran compared to his predecessor, Mohamed ElBaradei, who was occasionally criticised by the US and other Western nations for his perceived reluctance to take Iran to task.
Iran is stonewalling IAEA attempts to follow up on intelligence from the US and other nations that suggests Tehran has hidden nuclear weapons experiments from the world.
The planned fourth set of UN sanctions reflects concerns about such programmes, plus Tehran's refusal to freeze uranium enrichment.
Iran says it wants to develop enriched uranium as a fuel source, but it can also be used to make nuclear warheads.
Iran - and Syria, which is also suspected of hiding weapons-related nuclear activities - have for years taken up prime time at IAEA board meetings.
But that attention may be blunted this time by another agenda item - this one critical of Israel, which is universally assumed to have nuclear arms.
Israel is widely believed to have a sizable nuclear arsenal. Israel refuses to confirm or deny the suspicions.
Israel's so-called policy of nuclear ambiguity is a cornerstone of its military deterrence. It has long said that a comprehensive Arab-Israeli peace must precede such weapons bans.
Israel has never signed the non-proliferation treaty, which requires members to open nuclear facilities to inspection and to disarm.
The IAEA item, listed as "Israeli nuclear capabilities," marks the first time in 19 years that the board has been asked to formally discuss the issue.
Elevating Israel to the same status as Iran and Syria on the board's agenda in some ways detracts from Western attempts to keep the heat on Tehran and Damascus and could split the board even further - developing nations at board meetings are generally supportive of Iran and Syria and hostile to Israel.
The latest pressure is putting the Jewish state in an uncomfortable position.

Iran's foreign minister said on Tuesday his country is ready to work more closely with the International Atomic Energy Agency but only if it cancels its probe into allegations that Iran has secretly worked on a nuclear weapons program - a condition rejected by the head of the UN nuclear watchdog.
The agency already has accused Iran of stalling the investigation and that has become a major source of international tension over Iran's nuclear program.
Foreign Minister Ali Akbar Salehi said that Iran is ready to work "closer than even before" with the UN nuclear agency, if it first ends the investigation.
He spoke after meeting with IAEA Director General Yukiya Amano, who has been accused by Tehran of pro-US bias in his pursuit of allegations that Tehran appears to have worked on secret experiments designed to be components of a nuclear weapons program.
The agency says its investigation is part of a work plan agreed to by Iran four years ago and complains that it has been stonewalled for nearly three years.
Tehran, in turn, says the probe goes beyond the conditions set by the work plan. It argues that it has cooperated and answered all questions mandated by the plan.
For years, it has demanded that the IAEA say so and declare its weapons-related investigation is closed.
Salehi on Tuesday suggested that his country is ready to discuss new terms - but only if the agency agrees to terminate the probe by declaring that Iran has fully cooperated and met its obligations to be open and forthcoming about the alleged work on a weapons program.
Amano rejected the overture, however.
"The director general indicated that he is not in a position at this stage to consider the work plan to be completed," said an IAEA statement on the meeting.
It said that Amano also "reiterated the agency's position on issues where Iran is not meeting its obligations" - an allusion to Iran's refusal to cooperate with IAEA experts on the probe and provide other answers the agency is seeking in its efforts to ensure that Tehran's nuclear program is only geared toward peaceful purposes.
Iran insists its activities are meant only to produce nuclear fuel for a future network of reactors. But its uranium enrichment program can create both reactor fuel and fissile warhead material.
It has refused to cease enrichment, despite four sets of UN Security Council sanctions, and has recently conducted missile tests that the West says appear to be part of a developing nuclear weapons delivery system.

Iran''s Foreign Minister met with International Atomic Energy Agency Director General Yukiya Amano on the sidelines of the Munich Security Conference on Saturday to discuss Tehran''s nuclear programme.
After the closed door meeting, Manouchehr Mottaki told reporters the two had discussed "some general issues regarding the idea of fuel exchange."
Earlier on Saturday, Western officials said Iran''s claims to be close to an agreement on its nuclear programme had yet to be backed up by any concrete actions.
US and European officials at the gathering of the world''s top defence officials in Munich have rejected statements from Mottaki late on Friday that Tehran was "approaching a final agreement."
Mottaki however has pointed out that Iranian President Mahmoud Ahmadinejad earlier this week suggested he would at last agree to export a significant amount of low-enriched uranium for processing, to be returned as refined fuel rods that can power reactors but cannot be readily turned into weapons-grade material.
The Obama administration has said Iran appears bent on developing nuclear weapons, although Iran claims its nuclear work is peaceful.

The United States National Security Agency reportedly bugged the United Nations' New York Headquarters according to Germany's weekly news magazine Der Spiegel.
In the article released on Sunday it said experts from the NSA cracked the U.N. video conferencing system in the summer of 2012.
U.S. documents obtained by fugitive former intelligence contractor Edward Snowden state how the European Union and the United Nations Vienna-based watchdog, the International Atomic Energy Agency were also targeted.
The report in Der Spiegel also told how the United States had a surveillance programme in 80 of its embassies and consulates around the world.

STORYLINE:
International Atomic Energy Agency Director-General Mohamed el Baradei says Iran is so far cooperating with the body in revealing the extent of its hidden nuclear program.
The IAEA has identified Russia, China and Pakistan as probable suppliers of some of the technology Iran used to enrich uranium in its suspect nuclear programs, diplomats told The Associated Press on Thursday.
The diplomats spoke on condition of anonymity as a key IAEA board meeting on how to react to Iran's nuclear activities adjourned until Friday.
Opening Thursday's meeting of the agency's 35-nation board of governors, el Baradei characterised Iran's recent cooperation as "very encouraging" and said inspectors were getting full access, under new agreements with Tehran.
But el Baradei said he expected the agency's board to address "the bad news and the good news" in a resolution being drafted to hold Tehran accountable for its past nuclear activities.
The bad news was that there had been failures and breaches he said, while the good news was that there had been a new chapter in cooperation, he added.
There is an intensive discussion right now on the draft resolution.
While Iran has acknowledged nearly two decades of concealment, it has recently begun cooperating with the agency in response to international pressure.
The session's adjournment just hours after it started let delegates consult on the wording of a resolution that would satisfy both US calls for strong condemnation of Iran's past cover-ups and European desires to keep Iran cooperating by focusing on its recent openness.
On Wednesday, Washington rejected a proposed European draft resolution that would urge Iran to continue cooperation with the agency but refrain from harshly condemning it for concealing parts of its nuclear program, saying it
was prepared to opt for no resolution rather than a toothless one.
As part of Iran's cooperation, it has suspended uranium enrichment - an activity that the United States had linked to what it says was Iran's nuclear weapons agenda. Iran insists it enriched uranium only to produce electricity.
While acknowledging that some of its equipment had traces of weapons-grade highly enriched uranium, it insists those traces were inadvertently imported on material it purchased abroad.

국제원자력기구, IAEA가 오스트리아 빈에서 특별 집행이사회를 열어 이란이 2009년 이후 핵무기 개발을 중단한 것으로 보고 이란 핵 조사를 13년 만에 종료하기로 공식 결정했습니다.
유키아 야마노 IAEA 사무총장은 "사찰 결과 이란이 2009년 이후로는 핵무기를 개발했다는 신뢰할 만한 징후를 발견할 수 없었다"고 밝혔습니다.
또 "핵무기를 만들 수 있도록 획득한 핵물질을 변환한 어떤 징후도 발견하지 못했다"고 덧붙였습니다.
IAEA 집행이사회에서 이란 핵 조사를 공식 종료하기로 결정함에 따라 이란은 지난 7월 핵 합의안에서 제시된 조건을 이행하게 됩니다.

이에 대한 IAEA의 검증이 끝난 뒤 대 이란 경제·금융 제재가 풀리는 '이행일'이 결정됩니다.

국제원자력기구, IAEA가 이란이 2009년 이후 핵무기 개발을 중단한 것으로 보고 이란 핵 조사를 13년 만에 종료하기로 공식 결정했습니다.
이에 따라 이란에 대한 국제사회의 제재가 해제 수순에 들어가면 이란은 경제난 극복을 위해 본격적인 원유 증산에 나설 것으로 보입니다.

IAEA는 사찰 결과, 이란이 2009년 이후 핵무기 개발을 중단했다고 설명했습니다.

유키아 야마노 IAEA 사무총장은 "사찰 결과 이란이 2009년 이후로는 핵무기를 개발했다는 신뢰할 만한 징후를 발견할 수 없었다"고 밝혔습니다.
또 "핵무기를 만들 수 있도록 획득한 핵물질을 변환한 어떤 징후도 발견하지 못했다"고 덧붙였습니다.

In one of the biggest steps yet toward ending sanctions on Iran,... the United Nations′ nuclear body has decided to close its investigation of Tehran′s past nuclear activities.
In a report Tuesday,... the International Atomic Energy Agency said there was no credible indications of activities in Iran relevant to the development of a nuclear explosive device after 2009.
It also found that many allegations on Iran′s nuclear history are baseless.
Experts say the report essentially means Western countries have no good reason to delay the lifting of sanctions on Iran,... in line with the landmark agreement reached in Vienna earlier this year.
Given that investigations into Iran′s past are now closed,... the IAEA′s key responsibility now is to verify Tehran′s current and future nuclear activity.

Part 5: “The corium will be in 3 parts, there is a solid crust formation in the bottom of the pool, then there’s a pool of oxidic materials… The metals and oxides are not soluble with each other and the metals will be separated… which is bad news in the sense that the heat transfer to the vessel is much higher, and it’s much more difficult to guarantee the integrity of the [containment] vessel in that case.”
Part 6: “Molten corium on the containment floor, it’s eroding the concrete and going partially downward. Actually it will never go to China, because it also erodes sideways… The final size of the pooling maximum case is 10 to 15 meters in diameter, and 6-7 meters [20-23 ft or 2 stories] deep — or even deeper.”
