    • 12 November, 2015 – Dushanbe, Tajikistan The unusually warm weather and flooding earlier in 2015 highlight the threat that climate-relate disasters pose to Tajikistan. Recognizing this threat, the Committee for Environmental Protection (CoEP), Government of the Republic of Tajikistan, with the support of the United Nations Development Programme (UNDP), held a workshop on the integration of climate change adaptation into policies and activities to reduce disaster risk in Tajikistan on 12 November 2015. The Deputy Chair, Committee for Environmental Protection, Ms. Oihon Sharipova opened the workshop and underlined that “in comparison with other countries of the Eurasian region, Tajikistan is one of the most vulnerable to climate change effects and recent research findings which predict intense temperature rising increases the risk of natural disasters such as flooding and mudflows”. For his part, the UNDP Country Director, Mr. Ghulam Isaczai, underlined that scientists predict an intensification of the climate change impacts and that developing a National Adaptation Plan (NAP) focused on disaster risk reduction is the first step to creating the conditions for a safer, more prosperous Tajikistan resilient to climate change. The workshop involved the participation of 55 representatives from the Government, national and international NGOs, and international agencies and development organizations. The workshop focused on identifying priority areas, gaps and needs for a DRR-focused national adaptation planning process, with a priority placed on addressing mudflows, floods and similar climate hazards. The sector-specific NAP focusing on flood risk reduction and other climate-related hazards will complement the broader National Climate Change Adaptation Strategy being developed by Tajikistan with support from Asian Development Bank. Olofinskaya and B. Tonkonogy, UNDP. During the workshop, the following key points emerged: Reducing vulnerability to climate change is important to Tajikistan’s development. A National Adaptation Planning process will support this outcome by focusing on integration of adaptation into disaster risk reduction policies, programmes, and activities in the medium to long term. Data collection, accessibility and quality on climate-related hazards and effects of disasters on livelihoods need to be improved to better inform strategy and projects. Several strategies at the national level will help inform the work of the National Adaptation Plan, including National Disaster Risk Management Strategy 2010-2015, National Climate Change Adaptation Strategy, and National Development Strategy. It will be important to determine a coordination mechanism for a National Adaptation Planning process. Several were suggested at the workshop, including the National Platform on Disaster Risk Reduction. Many participants noted the importance of focusing on the role of women in climate change adaptation and disaster risk reduction, particularly given labor migration. Financial resources, including from new sources such as the Green Climate Fund, should have a focus on reducing the risk of climate-related hazards.     • Meeting of the National Platform for Disaster Risk Reduction in Tajikistan

      A regular meeting of the National Platform for Disaster Risk Reduction was held on 4 December 2015, with participation of 19 representatives of ministries and 12 international agencies and donors. The First Deputy Chairman of the National Platform for Disaster Risk Reduction, Mr. Khayriddin Abdurahimov, Chairman of the Committee of Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan chaired the meeting. During the meeting participants mainly discussed: designation of the National focal point for implementing the Sendai Framework for Disaster Risk Reduction for 2015-2030; “Guidelines for conducting exercises at the community level” proposed by Red Crescent Society of Tajikistan; introduction of the “National Recovery Guide”; review and approval of the National Platform Action Plan for 2016.

    • UNDP’s EU Border Management in Northern Afghanistan (BOMNAF) planned project activities require that coordination meetings and events involving Afghanistan, Tajikistan and other Central Asian border officials are organized, implemented and hosted by the Project. Therefore, UNDP’s EU-BOMNAF Project hosted a conference and workshop in Dushanbe, Tajikistan, during 24-25 November 2015 to discuss Regional Cooperation, Capacity Building, and Trade, Commerce & Investment. The meeting was attended by over one hundred and twenty representatives from border and customs, trade and transport agencies of Afghanistan and Tajikistan, ministerial representation from both sides of the border, as well as EU donors from the EU Delegations in Kabul and Dushanbe, experts and representatives from the international community working in the areas of trade and commerce, customs issues, border management and associated areas. The overall aim of the event is to promote international and regional cooperation among border agencies, by assisting participants to understand the importance of cooperation and information sharing with authorities on both sides of international borders. Issues discussed at the event include: • Regional Cooperation. • Capacity Building. • Trade, Commerce and Investment. This event provides a platform for practitioners and experts to discuss the challenges and opportunities for cross border trade and exchange, and regional cooperation at the ground level and come up with suggestions and recommendations to be fed in to the policy and decision making level meetings and events. Capacity building and training for beneficiaries is a vital element in BOMNAF activities. To ensure harmony and efficiency, close links with partner organisations in the region are continually developing. By cooperating in training activities, duplication is minimized and a greater disposition of joint capability is achieved. The overall objective of the European Union's assistance to Afghanistan is to foster regional cooperation and enable Afghanistan to facilitate secure trade links within its neighbourhood, especially Central Asia. The BOMNAF project is a component of a larger Regional Cooperation Programme of assistance agreed between the European Union and the Government of Afghanistan, and complements other programmes in Afghanistan, in Tajikistan and in Central Asia.     • Sarhadchi Medical Center Rehabilitation Completed 8 September 2015, Chubek Jamoat, Hamadoni District, Taikistan The Sarhadchi Medical Center in Hayoti Nav village is back in full operation thanks to UNDP Tajikistan’s Flood Recovery to Resilience (R2R) project. Mud flows and heavy rain in 2014 together with a lack of maintenance led to serious damage of the Center. Before the rehabilitation work, the Center had only one usable room, the dentist office, which itself had only a temporary roof. The Sarhadchi Medical Center was designed as an 8 room facility to serve 9,000 clients in five villages - Tudaboyon (2,812 residents), Joilobkamar (536 residents), Yangi-yul (943 residents), Chubek (2,148 residents) and Hayoti Nav (2,558 residents). Patients had to travel 5 km to Hamadoni center district for medical care when the Sarhadchi Medical Center was not in full operation. The rehabilitation cost $US 42,011 with $US 37,220 coming from UNDP DRMP and $US 4,771 contribution from the Government of Japan through “Project for Livelihood Improvement in Tajik-Afghan Cross-border Areas” (LITACA). The funds covered installation of a new roof, new flooring, new power, water, sewage and energy efficiency heating systems, weather-resistant windows and doors, and painting inside and out. The rehabilitation also provided 4 tables, 12 chairs, 4 medical couches, 2 benches, 3 bookcases, 1 gynecological seat, 1 refrigerator and 1 air conditioner.     • On 2 October, 2015 UNDP Disaster Risk Management Programme completed the distribution of 101 dairy cows and 45,000 kg of mixed cattle feed to 101 families which were affected by floods and mudflows, occurred in April 2014 in Sarichashma Jamoat of Shurobod district. . Provided assistance will support the livelihood recovery of disaster-affected households. On 12 and 13 April 2014, heavy rains and hailstorms led to flash floods and mudslides in six districts of South East Khatlon Province of Tajikistan. The resulting disaster caused significant damage to households and local infrastructure. The disaster seriously damaged the livelihoods of the affected population, including when a mudslide killed more than 1,000 head of cattle. The livelihoods support provided by UNDP DRMP was funded through Bureau for Policy and Programme Support as part of the post-disaster Recovery to Resilience (R2R) Programme being implemented in collaboration with local Government authorities. The R2R programme reflects the promotion of a livelihoods-based recovery approach, which incorporates risk reduction and leads to resilience. The programme takes the innovative approach of using recovery activities to both reduce current risk but also provide a starting point for an extended effort to build resilience in one of the poorest areas of Tajikistan. One of the beneficiaries, Dodarova Gulniso, a mother of four kids said: “I feel very fortunate to receive a dairy cow which will support my family with milk and the rest of milk I can sell to neighbors to provide for other needs of my children”. Another beneficiary, Aliev Dilovar, whose house was destroyed by the disaster said: “I’m thankful for this assistance provided by UNDP which will now provide my family with milk. I’m very happy and excited because the dairy cow that we received is pregnant so I’m looking forward to increasing our livestock”. To avoid potential conflicts between beneficiaries, UNDP followed the developed Conflict Prevention Framework and chose a lottery approach for fair distribution process. All dairy cows were individually numbered. Beneficiaries pulled out a number from the lottery bag and took possession of the cow with the matching number. Sarichashma Jamoat and Shuroobod District authorities supported the assistance provided by UNDP DRMP and distribution of dairy cows.

    • 1 December 2015, - the inauguration ceremony of rehabilitated irrigation pumping station in Zamini Nav village within the framework of UNDP “Project for Livelihood Improvement in Tajik-Afghan Cross-border Areas (LITACA)” was held in Qumsangir district of Khatlon Region. The ceremony was attended by Mr. Gulam M. Isaczai, UNDP Country Director a.i. in Tajikistan, Mr. Aminzoda Foteh, Chairman of Qumsangir district, and the representatives of local community. “This project was reflected as one of the priorities in the district from the District Development Programme and UNDP supported to implement it. Now 35 dekhkan farms of the area have access to irrigation water, which will positively impact on increasing productivity of crops and improving livelihoods of local population”, mentioned Mr. Aminzoda Foteh in his speech. The irrigation pumping station was built in 1975 and consists of three pumps out of which only one operated before rehabilitation. The station irrigated 550 hectares of land in the past, but because of the failure of two pumps, was able to feed water to 150 hectares only. Last renovation in the pumping station was conducted 12 years ago and during that time many electrical appliances, as well as the premises and facilities were out of order. Now, this pumping station gives an opportunity for 35 dekhkan farms and their members to improve access to irrigation water and get it timely during irrigation period. If before only small part of dekhkan farms had access to water, now the capability of it has been increased and all of them have it. This will positively affect the productivity of local crops and improve livelihoods of 3,446 residents (49% female) of Zamini Nav, Fathobod and Rudaki villages. “Residents of the nearly located villages are very happy to have the irrigation water and thankful to the local administration, UNDP and JICA for rehabilitation of this pumping station. We will be responsible for proper use and sustainability of it in the future”, said representative of the village. As such, the rehabilitation project has in the short run, contributed to livelihood improvement of local communities by enhancing access to irrigation water this year, but in the long run is also expected to support on ending poverty rate, increase sustainability of water user association capacity. It must be mentioned that irrigation pumping station was handed over to the Water Users Association “Bahoriston-2013”. This entity takes the responsibility for further maintenance of the irrigation pumping station, provides capable financing and staff. The LITACA project is a three-year initiative financed by the Government of Japan through JICA. The Project is implemented in both sides of the border covering eight cross-border districts of Khatlon Province of Tajikistan and three cross-border districts of Kunduz and Takhar Provinces of Afghanistan. The ceremony was attended by Mr. Gulam M. Isaczai, UNDP Country Director a.i. in Tajikistan, Mr. Aminzoda Foteh, Chairman of Qumsangir district, and the representatives of local community.
