A prosecutor's indictment over the murder of two police chiefs in the southeastern province of Bingöl has confirmed a police investigation that found that four outlawed Kurdistan Workers' Party (pkk) militants killed by police from special ops teams have no connection to the murder.
Bingöl Deputy Police Chief Atıf Şahin and police officer Hüseyin Hatipoğlu were gunned down by terrorists on Oct. 9, while Bingöl Police Chief Atalay Ülker was severely injured in the assault.
Shortly after the attack, Interior Minister Efkan Ala announced that four of the alleged assailants were killed in clashes after the assault. However, the unresolved aspects of the incident became more obvious when the PKK argued that the four individuals who were killed by the police from a special ops unit were not members of the terrorist group, prompting questions about the attack and its perpetrators.
Ala had said that the four terrorists who attacked the police forces were killed while trying to escape to Diyarbakır province. One of the terrorists, identified as Erhan Şenyuva, was a civil servant at the Bingöl Provincial Directorate of Education. The four terrorists were reported to have taken part in clashes with the Free Cause Party (Hüda-Par), a pro-Kurdish/radical Islamist party ideologically aligned with the Islamic State in Iraq and the Levant (ISIL). Şenyuva and Ali Kılıçgedik had been arrested and linked to the assault.
However, the police investigation of the incident has concluded that the four PKK militants who were killed were not responsible for the assault on the police chiefs and had no concrete connection to the incident.
An indictment prepared by Bingöl Chief Public Prosecutor Mehmet Demirağ found that the assault was not staged by the four terrorists who were killed: "An assault on the police team on the Bingöl-Genç highway was staged using a white vehicle with license plate number 12 AR 900. Terrorists Ali Bozan, Emre Ekinci, Ramazan Özmaskan and Ömer Toplan were killed in a clash with the terrorists after the assault. Erhan Şenyuva, the driver of the car, fled the area with injuries. During the search, two Kalashnikov rifles and a large number of cartridges as well as six clips were found in the car."
The indictment also noted that no link has been found between the incident and the four terrorists who were killed shortly after the attack on the police chiefs. Moreover, Kılıçgedik and Şenyuva, who are being charged with helping the four other terrorists in the assault, were released by the court pending trial on the grounds that no connection was found between them and the assault. However, the prosecutor demanded 12 years in prison for each, accusing them of being members of the outlawed PKK.
The first hearing of the trial of the two men will take place on March 12.
After the assassination of the two police officers, claims of negligence appeared in the media, noting that the court rejected the police unit's request for a search of the city following intelligence that a group of terrorists had entered the city to target the police force.
The assault on Ülker and his team, who were on their way to investigate violent incidents in the city, came shortly after the Kobani protests.
According to reports that appeared in several media outlets, the Bingöl Police Department's counterterrorism unit reportedly asked the penal court of peace in Bingöl for permission to search for terrorists who were thought to have entered the city. The court rejected the request on the grounds that there was no need for such a search.
The Bingöl Police Department then reportedly failed to track the terrorists, who entered the city despite warnings in intelligence reports.
The penal courts of peace were established in July after the Justice and Development Party (AK Party) approved a law that put penal judges of peace, popularly known as “super judges,” in charge of these courts. The role of these judges has been criticized due to the broad authority they have over investigations and other courts' rulings.
After these courts were established, more than 100 police officers were detained in a pre-dawn operation on charges of illegal wiretapping, espionage and plotting against the government.

http://timesofearth.com/Worldnews/?NT=0&nid;=18886 ANKARA, Turkey — An earthquake of 6.0 magnitude has rocked eastern Turkey, killing at least 57 people, and injuring 100 others.
The quake struck at 04:32am local time (02:32 GMT) on Monday, centred on the village of Basyurt in Elazig province, about 550km east of Ankara, the country's capital, and caught many people in their sleep.
The quake affected six villages near the town of Kovancilar, toppling stone or mud-brick homes and minarets of mosques, officials said.
The worst-hit area was the village of Okcular where some 17 people were reported killed.
CNN-Turk television said rescue teams dispatched to the area were working to save six people trapped under rubble.
The quake was followed by more than 30 aftershocks, the strongest measuring 4.1, according to Istanbul's Kandilli Observatory seismology centre.
At least four of the victims were young sisters, according to the private Dogan news agency.
Nursel Sengezer, a reporter for the agency in Karakocan, said two more children were buried under rubble in the village of Yukari Kanatli.
"Everything has been knocked down, there is not a stone in place," Yadin Apaydin, an administrator for the village of Yukari Kanatli, said.
Authorities blocked access to Okcular village, to facilitate the entry and exit of ambulances and rescue teams on the village's narrow roads.
"The village is totally flattened," Hasan Demirdag, Okcular's administrator, told NTV television.
The quake was felt in neighbouring provinces of Tunceli, Bingol and Diyarbakir where residents fled to the streets in panic and spent the night outdoors.
The epicentre was in eastern Turkey, 45km (28 miles) west of the town of Bingol, and 625km (388 miles) east of Ankara.
Deadly earthquakes are frequent in Turkey, which is crossed by several active fault-lines.
Two powerful quakes in the heavily populated northwest claimed about 20,000 lives in August and November 1999.
In 2003, an earthquake measuring 6.4 brought down a school dormitory in the neighbouring province of Bingol province, killing 83 children
In 2007, an earthquake measuring 5.7 damaged buildings in Elazig.

ANKARA, Turkey A strong earthquake, with a preliminary magnitude of 6, hit eastern Turkey on Monday, killing at least 41 people and knocking down houses in at least six small villages, the government said.
The quake affected villages near the town of Kovancilar, toppling stone or mud-brick homes and minarets of mosques, officials and media reports said. The worst-hit area was the village of Okcular where some 17 people were reported killed and homes crumbled into piles of dirt.
The government's crisis center said around 100 people were also injured in the quake, which occurred at 4:32 a.m. (0232 GMT, 9 p.m. EST Sunday) in Elazig province, about 550 kilometers (340 miles) east of Ankara, the capital.
It caught many people in their sleep. It was centered near the village of Basyurt, and was followed by more than 30 aftershocks, the strongest measuring 5.5, the Kandilli seismology center said.
Emergency workers were trying to rescue four people from debris, Gov. Muammer Erol said. CNN-Turk television said the dead included four young sisters trapped in the rubble.
"Everything has been knocked down, there is not a stone in place," said Yadin Apaydin, administrator for the village of Yukari Kanatli, where he said at least three villagers died.
Authorities blocked access to Okcular village, to facilitate the entry and exit of ambulances and rescue teams on the village's narrow roads. Relatives rushed to the village for news of their loved ones.
"The village is totally flattened," Okcular's administrator Hasan Demirdag told private NTV television.
The quake was felt in the neighboring provinces of Tunceli, Bingol and Diyarbakir where residents fled to the streets in panic and spent the night outdoors.
Some of the injuries occurred during the panic, when people jumped from windows or balconies. Dogan news agency footage showed people bringing in the injured to hospitals by cars and taxis.
Kandilli Observatory's director, Mustafa Erdik, urged residents not to enter damaged homes, warning that they could topple from the aftershocks, which could last for days.
Television footage showed rescue workers and soldiers at Okcular lifting debris as villagers looked on. Rescuers could be seen digging into dirt and then removing an elderly man. The man had died and his body was quickly covered with a sheet.
Two women sat on mattresses wrapped in blankets. Turkey's Red Crescent organization began setting up tents in the region.
Earthquakes are frequent in Turkey, much of which lies on top of the North Anatolian fault. In 1999, two powerful earthquakes struck northwestern Turkey, killing about 18,000 people.
In 2007, an earthquake measuring 5.7 damaged buildings in Elazig, briefly trapping a woman under debris. In 2003, an earthquake measuring 6.4 magnitude collapsed a school dormitory in the neighboring province of Bingol province, killing 83 children. The collapse was blamed on poor construction.

Turkish warplanes hit 17 Kurdish militant targets in the southeastern province of Hakkari on Monday and Tuesday, the military said, as it ratchets up an offensive against the insurgents.Turkey has been buffeted by increased fighting between its military and the outlawed Kurdistan People's Party (PKK), which has waged a three-decade insurgency for greater Kurdish autonomy.NATO member Turkey started what it called a "synchronized war on terror" last month, attacking PKK militants in northern Iraq and, less frequently, Islamic State insurgents in northern Syria. By largely focusing on the PKK - both in Iraq and at home - Ankara has raised suspicions among Kurds that its real agenda is to check Kurdish territorial ambitions rather than battle hardline Islamists. The air strikes in Hakkari followed operations on Sunday in the eastern Agri province, which killed seven PKK militants, according to the local governor's office. In ground fighting, security sources said the PKK attacked a military station in Sirnak, a province adjacent to Hakkari, and killed one soldier in a 20-minute battle. One PKK militant was killed in a clash in Bingol province, the local governor's office said.On Monday, at least nine people were killed in a wave of attacks on Turkish security forces, mostly in the largely Kurdish southeast.

STORYLINE
As Turkey celebrated its 84th anniversary as a republic with massive parades of tanks and other military machinery through the day and grand torchlight marches into the night on Monday, AP Television filmed Turkish Cobra attack helicopters firing rockets into suspected Kurdish rebel positions in mountains near the Iraq border.
"Republic Day" is celebrated every year on 29 October and commemorates the day in 1923 when Turkey became a republic under President Mustafa Kemal Ataturk.
This year's celebrations come as tension has been building on Turkey's border with northern Iraq.
On Monday, three Cobra attack helicopters fired on suspected rebel positions on Mount Cudi, in Sirnak province.
Later in the evening, AP Television filmed streaks from red tracer bullets crossing through the sky.
After the attack, military transport helicopters flew toward the area, apparently ferrying commandos to the fight.
AP Television also saw a convoy of some 40 military trucks approaching in the evening. It was not possible to confirm whether they were bringing in more troops.
One Turkish soldier was killed in the fighting, the private Dogan news agency reported without citing its sources.
To the east of Mount Cudi in neighbouring Hakkari province, government troops trapped a group of about 100 separatist Kurdish rebels after blocking all escape routes across the frontier, state-run news agency Anatolia reported.
The troops - who have been shelling mountain passages used by the rebels to escape to bases in Iraq - trapped the group of rebels in the Ikiyaka mountains, forcing them to hide in caves, Anatolia reported.
But a Kurdish rebel spokesman told the AP that the report was "baseless."
"There was no fighting in this area between the PKK and the Turkish army," Abdul-Rahman al-Chaderchi said by telephone. "Such allegations are part of the Turkish propaganda against the PKK."
To the northwest, away from the border, a Turkish soldier was killed in Tunceli province after stepping on a land mine believed to have been planted by the rebels, officials said.
The soldier was part of an operation that began Sunday, in which some 8,000 troops have been scouring a central area of the province in ground and helicopter patrols for PKK guerrillas, the private Dogan news agency reported.
Seventeen rebels have been killed in the operation, 15 on Sunday and two on Monday, Dogan reported.
Another clash erupted between PKK rebels and Turkish troops near the town of Genc in the neighbouring Bingol province but no casualties were reported, according to the Anatolia news agency.

PKK fighters have killed at least 44 people in the past month, according to government and media reports. Those casualties include about 30 Turkish soldiers in two ambushes that were the boldest attacks in years - increasing domestic pressure on Turkey's prime minister to act.
Turkey has demanded the extradition of PKK leaders, and has threatened otherwise to stage a cross-border military offensive in Iraq to hunt down the rebels itself.
Talks on Friday in Ankara between Turkish and Iraqi officials ended unsuccessfully after Turkey said that the Iraqi government's proposals were too long-term and that immediate action was needed.
But in Baghdad on Monday, Barham Saleh, Iraqi Prime Minister Nouri al-Maliki's Kurdish deputy, said that the proposals to resolve the crisis were "still on the table" and warned that any unilateral Turkish military action would violate Iraq's sovereignty and threaten stability in both countries.

Assailants fired on a campaign vehicle belonging to Turkey's pro-Kurdish party and killed its driver, officials said Thursday, in the latest violence against politicians or political parties ahead of Sunday's general election.
The governor's office for Bingol province said the 35-year-old driver was found shot dead near the hired minibus of the People's Democratic Party, or HDP, late Wednesday. It said an investigation had been launched.
The attack comes weeks after bomb explosions at two local HDP offices injured six people in southern Adana city and neighboring Mersin and days after officials said two supporters of a small Islamist party were killed in a fight with Kurdish party supporters in southeastern Turkey.
The motive for the latest attack was not known but the party is frequently accused by the ruling AKP party and by nationalists of links to Kurdish rebels fighting for autonomy in southeastern Turkey.
The HDP, which has expanded its appeal beyond Turkey's Kurdish regions and is attracting liberal and left-wing voters from the rest of Turkey, is playing a key role in the election. If the party reaches the threshold of 10 percent of total votes required to take seats in parliament, it could make it impossible for the ruling AKP to reach a supermajority in parliament. That would scuttle the AKP's ambitions to introduce a new constitution and change Turkey's parliamentary system into a presidential system that could give President Recep Tayyip Erdogan executive powers.
Meanwhile, the state-run Anadolu Agency said an independent candidate reported missing four days ago has been found alive on a highway in southern Gaziantep province. He had been kidnapped. His captors' motive was not disclosed.
In other election-related violence last month, an AKP candidate was stabbed while campaigning in Adana and an opposition party candidate was hospitalized after being shot in the knee in the same city.

POLICEMAN KIDNAPPED
A policeman has been kidnapped on the Diyarbakir-Bingol Highway. He had been travelling with his family from Erzurum to the province of Sanliurfa. His abductors allowed his family to go free. Four days ago another officer was kidnapped on the same highway. He was also with his family... but they weren’t taken. In the past week, several Turkish police officers and soldiers have been attacked and killed. The outlawed PKK claimed responsibility for killing a soldier on Monday. Since last week, police have detained over one thousand people with suspected links to ISIS or the PKK.
COMMISSION REJECTS VAROUFAKIS’ CLAIMS
The former finance minister of Greece, Yanis Varoufakis, has accused international creditors of having complete control of the Greek tax system. The European Commission strongly rejected the accusation, calling it ‘false and unfounded.’. It said it only provided technical assistance. Greek media has reported that Varoufakis was forced to hack into his own ministry’s computers to access tax data to prepare for a possible exit from the eurozone.
KERRY URGES CONGRESS TO PASS IRAN DEAL
US Secretary of State John Kerry has testified at another congressional hearing to rally support for the deal to limit Iran’s nuclear programme. House opposition has questioned whether Iran can be trusted. But Kerry countered that the deal is the last peaceful route to limiting Iran’s nuclear ambitions. Earlier this month, Iran and six world powers agreed to the deal in exchange for lifting sanctions. If Congress rejects the deal, President Barack Obama has promised to veto the decision.

Zimbabwean police have determined that an American dentist killed a famous lion named Cecil. Cecil was a major tourist attraction at the Hwange National Park. He was also part of an Oxford University research project. Because the lion was part of a study, he was wearing a GPS tracker. This allowed police to determine his final movements and find the hunter. The lion’s killer says that he had bought permits and had assumed his hunt was legal. Police say he could be charged with poaching.

Demonstrators protesting HDP rally clash with police in eastern Turkey

Clashes erupted in Turkey's eastern city of Erzurum on Thursday after protesters attempted to disrupt an election campaign rally by the pro-Kurdish Peoples' Democratic Party (HDP) in the city center. At least four HDP supporters were injured during the violent protests.
The tension in Erzurum comes just days before a parliamentary election slated for June 7 and follows the killing of the driver of a HDP campaign bus in the neighboring province of Bingöl on Wednesday.
The police used tear gas and water cannons to disperse the protesters, who started a march towards the rally venue at 10 a.m. Some protesters pushed down barriers before police forced them back with water cannon just meters from the rally. The HDP rally was held from 1 p.m. in Erzurum's İstasyon Square as scheduled.
Gendarmerie units were also dispatched to the scene after the police requested reinforcements to stop the crowd, who were waving Turkish flags and chanting “this is Erzurum, there is no escape from here,” and protect about 2,000 HDP supporters who arrived at the square to attend the rally.
A police officer was wounded during confrontation with protesters. Protesters attempted to block the way of an ambulance dispatched to retrieve the wounded officer, leading to clashes with the police that also left some of the protesters injured.
An HDP campaign minibus headed to the rally venue was attacked by protesters throwing stones. The minibus steered off the road and slammed into a metal pole. While it was being towed away by a police truck, protesters set the vehicle on fire. The driver wounded in the attack was hospitalized. Some reports said the driver was in the vehicle when it was set ablaze and that he sustained burns before fleeing.
The Doğan news agency said there were smaller crowds gathering in other parts of the Erzurum city center and that the police were taking measures to prevent them from marching to İstasyon Square.
Addressing the rally, HDP Co-Chairman Selahattin Demirtaş warned against provocations in the run up to the election. "There are only three days left. We will continue to work with patience, without allowing provocations [to succeed]," he told the gathered supporters.
In an apparent effort to prevent an encounter with anti-HDP protesters, Demirtaş also called on the supporters to take designated routes when leaving the rally venue.
Attacks on the HDP supporters continued, however, after the event ended. A group of HDP supporters leaving the rally was attacked by a crowd of protesters wielding clubs and throwing stones near the venue. Police used tear gas and water cannons to disperse the mob.
Three people were injured in a separate incident when their car was stoned by a group of protesters as their car was leaving Erzurum after the rally.
The Doğan agency reported that a group also attempted to march to a predominantly Kurdish neighborhood in Erzurum which also hosts the HDP's provincial headquarters but were stopped by the police.
Unidentified assailants fired on a HDP campaign minibus in Bingöl province's Karlıova district, about 100 kilometers to the south of Erzurum, late on Wednesday. The driver of the bus was found dead 200 meters ahead of the vehicle, according to the Dogan news agency. He was shot several times.
The HDP has been attacked several times in the run-up to the election. Six people were wounded in coordinated bomb attacks on two party offices in the southern provinces of Adana and Mersin in May, while party officials reported dozens of less severe assaults on HDP offices.
The HDP is hoping to pass a 10-percent election threshold to enter Parliament. If it does, the ruling Justice and Development Party (AK Party) is likely to lose a parliamentary majority strong enough to press for constitutional amendments that will clear the way for a transition from the current parliamentary system to the presidential one coveted by President Recep Tayyip Erdoğan.

The floating islands have become an important research subject lately. Turkey is considered as a heaven of floating islands. Almost all geographical regions in the country have floating islands. These islands are very important but have not been studied in detail. This study aims at introduce the floating islands and add these to the bibliography of World floating islands. It is also aimed to bring the subject to the attention of nature conservation people. The potential of the areas in terms of ecotourism has also been evaluated. These floating islands have been discovered recently and their use by humans has not been regulated. The sustainability issues related to these places are a cause of great concern and need a full attention. For this purpose it is proposed that a committee should be established to document these areas throughout Turkey and develop management plans for their sustainable use. The tourism development plans should be prepared for the floating islands on regional basis due to their high tourism potential and criteria set up to determine the nationally and internationally important areas.
