NBC News Speaking to reporters from the White House Briefing Room, Obama said the Green Berets would be focused on training Iraqi troops to fight back against the Islamic State of Iraq and Greater Syria (ISIS), the Sunni, al-Qaeda inspired extremist group that has captured several cities and has its sights set on Baghdad. He emphasized that the U.S. was not returning to a fight it waged for eight years before a 2011 withdrawal, but was focused on training and helping foster a diplomatic solution to the current crisis. "But we will help Iraqis as they take the fight to terrorists who threaten the Iraqi people, the region and American interests as well." Obama said that if conditions warrant, "we will be prepared to take targeted and precise military action," noting that he has already ordered the pre-positioning of U.S. assets in the region and "significantly increased" intelligence, surveillance and reconnaissance presence. A senior Administration official did not rule out air strikes against ISIS militants in Syria, where they are engaged in a long-running civil war against the regime of Bashar Assad. "We don't restrict potential U.S. action to a specific geographic space," the official said. Focusing on the need for political reconciliation between Sunnis and Prime Minister Nouri al-Maliki's Shi'ite government, Obama said he would dispatch Secretary of State John Kerry to the region this weekend. But he left the onus on Iraqis to come together, declining to say whether al-Maliki should remain as the head of government but saying American help may flow more smoothly once Iraq forms a new government following April's parliamentary election. "It's not the place for the United States to choose Iraq's leaders," Obama said. "American combat troops are not going to be fighting in Iraq again," he added. "We do not have the ability to simply solve this problem by sending in tens of thousands of troops." Twelve-man teams of special operators will help create joint operation centers in Baghdad and northern Iraq and embed with Iraqi military leadership to assess and share intelligence with Iraqi forces, officials said. Obama's comments came after a long meeting with his national security team in the Situation Room. Many congressional Republicans have urged him to do more to stem the violence in Iraq, and Iraqi leaders themselves have asked for U.S. air strikes. Despite the options he put on the table Thursday, Obama did his best to keep the focus on Iraqi leaders. "Above all, Iraqi leaders must rise above their differences and come together around a political plan for Iraq's future," he said. "Shia, Sunni, Kurds, all Iraqis must have confidence that they can advance their interests and aspirations through the political process rather than through violence." On a conference call with reporters following Obama's remarks, a senior Administration official said both manned and unmanned flights are already providing "round-the-clock coverage over Iraq." And even as Obama said he was mindful of avoiding "mission creep" in Iraq, one official said the military has "more than 30,000 troops at sea and shore, including fixed and rotary wing aircraft" in the region. "We are not at the stage where we are prepared for air strikes, obviously, the President hasn't asked us to do that," the official added. Obama had appeared to be weighing air strikes on Iraq since last week, but at first officials ruled out any ground presence in Iraq. "We're not considering boots on ground," a senior Administration official said Thursday. "We are not contemplating ground troops," White House press secretary Jay Carney said later Thursday. But by Friday morning, the White House position was already more nuanced. On Sunday, Obama ordered 170 American troops into Iraq to bolster security at the American embassy in Baghdad, with another 100 ready to enter the country to secure airfields if needed.

In the run-up to the address, Obama dispatched Secretary of State John Kerry to Baghdad to speak with the leaders of Iraq's newly formed government. The administration is counting on that new government to help train Iraqi security forces to fight the Islamic State. The president, who has authorized a string of airstrikes in Iraq, may discuss the potential of similar strikes down the line in Syria. U.S. aircraft are conducting surveillance flights over potential targets in Syria. Obama has said he will not dispatch American combat troops to Iraq and Syria, and that the emphasis is on training local forces to carry the fight against insurgents. Islamic State militants have seized control of parts of Syria and Iraq, and U.S. officials say they may use a declared "caliphate" to launch attacks on the United States and allies.

Obama adamantly ruled out the prospect of putting American troops in combat roles on the ground in Iraq or Syria. "President Obama is trying to send a message to the public that this is not another full-blown war. US officials are making a concerted effort to say 'this is like Yemen and Somalia'," Al Jazeera's Patty Culhane, reporting from the White House, said. "Whether in fact it will be like Yemen and Somalia remains to be seen. In those countries, there have been mostly unpublicised, targeted, very occasional drone strikes," she said. "What the president is talking about now is a constant series of air strikes and a much deeper involvement with Iraq and Syria." The Islamic State group has taken control of large parts of Iraq and Syria. The group's brutal campaign has included beheadings of rivals and killings of hundreds of members of Iraq's minorities. In recent weeks, the Islamic State group has released videos depicting the beheading of two American journalists in Syria. The violent images appear to have had an impact on a formerly war-weary public, with multiple polls in recent days showing that the majority of Americans support air strikes in both Iraq and Syria. Using 'force authorisation' The US began launching limited air strikes against Islamic State targets in Iraq earlier this summer. But officials said Obama was waiting for Iraq to form a new government - a step it took on Tuesday - before broadening the effort. Officials said strikes in Iraq would now be wide-ranging and extend into Syria. Obama plans to proceed with those actions without seeking new authorisation from Congress. Instead, officials said Obama will act under a use of force authorisation Congress passed in the days after 9/11 to give President George W Bush the ability to go after those who perpetrated the attacks. Obama has previously called for that authorisation to be repealed, he has also used the measure as a rationale to take strikes against terrorist targets in Yemen and Somalia. Earlier on Wednesday, John Kerry, US secretary of state, said the international community will not sit and watch the Islamic State grow. Transcript: President Obama delivered the following remarks at the White House on Sept. 10 outlining his strategy to defeat Islamic State militants in Iraq and Syria. PRESIDENT OBAMA: My fellow Americans, tonight I want to speak to you about what the United States will do with our friends and allies to degrade and ultimately destroy the terrorist group known as ISIL. As commander in chief, my highest priority is the security of the American people. Over the last several years, we have consistently taken the fight to terrorists who threaten our country. We took out Osama bin Laden and much of al-Qaida’s leadership in Afghanistan and Pakistan. We’ve targeted al-Qaida’s affiliate in Yemen and recently eliminated the top commander of its affiliate in Somalia. We’ve done so while bringing more than 140,000 American troops home from Iraq and drawing down our forces in Afghanistan, where our combat mission will end later this year. Thanks to our military and counterterrorism professionals, America is safer. Still, we continue to face a terrorist threat. We can’t erase every trace of evil from the world and small groups of killers have the capacity to do great harm. That was the case before 9/11, and that remains true today. And that’s why we must remain vigilant as threats emerge. At this moment the greatest threats come from the Middle East and North Africa, where radical groups exploit grievances for their own gain. And one of those groups is ISIL -- which calls itself the Islamic State. In a region that has known so much bloodshed, these terrorists are unique in their brutality. They execute captured prisoners. They kill children. They enslave, rape and force women into marriage. They threatened a religious minority with genocide. And in acts of barbarism, they took the lives of two American journalists -- Jim Foley and Steven Sotloff. So ISIL poses a threat to the people of Iraq and Syria and the broader Middle East, including American citizens, personnel and facilities. If left unchecked, these terrorists could pose a growing threat beyond that region, including to the United States. While we have not yet detected specific plotting against our homeland, ISIL leaders have threatened America and our allies. Our intelligence community believes that thousands of foreigners, including Europeans and some Americans, have joined them in Syria and Iraq. Trained and battle-hardened, these fighters could try to return to their home countries and carry out deadly attacks. I know many Americans are concerned about these threats. Tonight I want you to know that the United States of America is meeting them with strength and resolve. Last month I ordered our military to take targeted action against ISIL to stop its advances. Since then we’ve conducted more than 150 successful airstrikes in Iraq. These strikes have protected American personnel and facilities, killed ISIL fighters, destroyed weapons and given space for Iraqi and Kurdish forces to reclaim key territory. These strikes have also helped save the lives of thousands of innocent men, women and children. May God bless our troops and may God bless the United States of America.

Obama's comments came on a refreshed Meet the Press President Barack Obama will outline his plans to tackle the threat of the Islamic State of Iraq and Greater Syria (ISIS) in an address Wednesday, but indicated he will likely not seek congressional action for expanding the American campaign against the extremist group. In an interview with NBC’s Meet The Press airing Sunday, Obama said he would “make a speech and describe what our game-plan is going forward” the day before the 13th anniversary of the attacks of September 11, 2001. “I just want the American people to understand the nature of the threat and how we’re going to deal with it,” Obama told moderator Chuck Todd, saying the United States is preparing to go “on some offense” against the group.
In a major reversal, President Barack Obama ordered the United States into a broad military campaign Wednesday night to "degrade and ultimately destroy" Islamic State militants in two volatile Middle East nations authorizing airstrikes inside Syria for the first time as well as an expansion of strikes in Iraq. The president added that the U.S. will send 475 more U.S. troops into Iraq to supplement an existing American military presence that is helping Iraqi security forces battle Islamic State militants and secure diplomatic facilities. Obama announced the additional forces Wednesday in a prime-time speech to the nation. The new troops would join more than 1,000 U.S. military personnel in Iraq and would be embedded with Iraqi security forces and help identify targets for U.S. military airstrikes against the extremist group. The U.S. already has more than 750 U.S. military personnel supporting diplomatic security at facilities in Baghdad and nearly 300 at joint operating centers in Baghdad and Irbil. Foreign ministers from the main European states, the five permanent members of the U.N. Security Council, Iraq's neighbours and Gulf Arab states Qatar, Saudi Arabia, Kuwait and the UAE, gathered in Paris on Monday (September 15) to discuss political, security and humanitarian aspects of tackling Islamic State. French President Francois Hollande called on Monday for united international action to tackle the threat from Islamic State militants as he opened a conference on Iraq bringing together members of a U.S.-led coalition. The United States this week unveiled an outline plan to fight the Islamist militants simultaneously in Iraq and Syria. It believes it can forge a solid alliance despite hesitancy among some partners and questions over the legality of action, notably in Syria where the militant group has a power base. Iraqi President Fuad Masum said he hoped the Paris meeting would bring a "quick response" to jihadists who have declared a caliphate or Islamic state ruled under Sharia law in the heart of the Middle East. Iran, which is highly influential in its neighbour Iraq, is not attending the conference. France has said it is ready to join U.S. air strikes in Iraq but says legal and military limitations make it more difficult in Syria, where Islamic State's main powerbase lies. Earlier on Monday, Foreign Minister Laurent Fabius said French aircraft would begin reconnaissance flights over Iraq. A French official confirmed two Rafale fighter jets and a refuelling aircraft had taken off on Monday for Iraq. The idea of a coalition has been accepted in Western capitals and 10 Arab states, including regional rivals Saudi Arabia and Qatar. But U.S. Secretary of State John Kerry said on Friday it was too early to say what tasks individual partners would take. U.S. officials said several Arab countries have offered to join the United States in air strikes against Islamic State targets, but declined to say which countries made the offers. There is the option to reach to Kurdistan by flying to Turkey: - Purchase a ticket to Diyarbakir (the nearest large city to the Turkish / Iraqi Kurdistan border). What I learned there was how to attract the publics attention, generate and, increase interest, and assimilate information. All this I use as tools to describe, explain and deepen the interest in the sites that we visit. From my experience, I have learned that in this way, the Holy Land becomes more than just history, and that the large stones that we see scattered about in dissaray, join together one by one until they become - a Byzantine Church. This also happens when I lead a group of Pilgrims in the Steps of Jesus. We climb to the peak of Mount Precipice, "glide" over the land to the Sea of Galilee, land on the water and "see" the miracle which enfolds before us. This is a many faceted experience. Not only history which you will remember and cherish, but an experience which I hope will be inplanted in your hearts and minds, and will accompany you all the days of your life.

Aside from its partnership with federal agencies, the NSA-led surveillance involves extensive cooperation with foreign governments and intelligence agencies of Australia, Canada, New Zealand, the United Kingdom and Germany, the latter classified in NSA documents as being both a partner and a target. Data collected in foreign countries by XKeyscore, for example, have landed directly on "President Obama's desk". Although disclosures of the general scope of the program were made in 2006,[2] a series of articles attracted significant public attention on 6 June 2013, when documents made public by Edward Snowden were first published simultaneously by The Washington Post and The Guardian. These documents included operational details of the "scale of domestic surveillance", according to journalist Glenn Greenwald.[3] Several days later, President Obama reassured the American public that stringent controls placed by the United States Congress and the FISA Court have ensured that "nobody" is listening to the phone calls of U.S. citizens.[4] On 14 June 2013, the main source of these disclosures, Edward Snowden, was formally charged by U.S. federal prosecutors for violating the Espionage Act of 1917 due to his unauthorized communication and theft of government property. Several weeks later, Snowden, who subsequently fled to Russia via Hong Kong, was granted temporary asylum by the Russian government. Israeli strategists viewed Iraq as their biggest strategic challenge from an Arab state. This is why Iraq was outlined as the centerpiece to the balkanization of the Middle East and the Arab World. In Iraq, on the basis of the concepts of the Yinon Plan, Israeli strategists have called for the division of Iraq into a Kurdish state and two Arab states, one for Shiite Muslims and the other for Sunni Muslims. The first step towards establishing this was a war between Iraq and Iran, which the Yinon Plan discusses. The Atlantic, in 2008, and the U.S. military’s Armed Forces Journal, in 2006, both published widely circulated maps that closely followed the outline of the Yinon Plan. Aside from a divided Iraq, which the Biden Plan also calls for, the Yinon Plan calls for a divided Lebanon, Egypt, and Syria. The partitioning of Iran, Turkey, Somalia, and Pakistan also all fall into line with these views. Abu Bakr al-Baghdadi was seen leading prayers at the Grand Mosque in Mosul in the video, believed to have been taken on Friday 4th July 2014. The elusive leader has previously been pictured in few photographs and was thought to have gone into hiding. According to AFP, he told worshippers at the mosque: "I am the wali (leader) who presides over you, though I am not the best of you, so if you see that I am right, assist me. "If you see that I am wrong, advise me and put me on the right track, and obey me as long as I obey God in you." The mosque was packed with men of all ages - some in traditional dress, some wearing football shirts and tracksuit bottoms. Mosul, one of Iraq's largest cities, has been under Isis control since June and the terrorist group now controls an area larger than Great Britain, straddling Iraq and Syria. Isis wants to be known just as the "Islamic State" and claims Baghdadi as the only legitimate successor to the Prophet Mohammed. He became head of al-Qa'ida in Iraq in 2010 after its former leaders were killed in an attack by US and Iraqi troops and is believed to be well-educated, with degrees in Islamic Studies. The Iraqi army has failed to slow the advance of Isis from northern Iraq, prompting the Prime Minister, Nouri al-Maliki, to shake up the security forces. The chief of the army's ground forces and head of the federal police were removed from their posts on Saturday but no replacements have been named. Iraqi soldiers in the city of Mosul and across much of the country's north melted away in the face of the Isis, leaving Shia volunteers to attempt to defend their towns. The Prime Minister has already retired several senior army figures and vowed to bring the full weight of military law, including the execution of deserters, on anyone found to have fled battles. Isis extremists have destroyed at least 10 ancient shrines and Shia mosques in territory they have seized in northern Iraq, according images posted online and witnesses. The death toll of the group's bloody campaign cannot be counted but atrocities including summary killings, beheadings, crucifixions and massacres have been reported. The movement ascribes violently to Sunni Islam and considers Shias heretics, and the veneration of saints apostasy.

They consistently stand for the Labour Party - that is, social democracy. That is the essence of their program "the British Road to Socialism" (BRS). Nor are they alone in holding up the Labour party as the party of the working class (SWP, et al.) They support British Imperialism with a 'workerist' veneer. Except that since 'bomber Blair' took over the Labour party (and abolished clause IV, invaded Yugoslavia, Sierra Leone, Afghanistan and Iraq, enforced anti-trade union legislation, etc., etc.,) even the veneer is gone! Reuters 2015-04-07Iraq (/ɪˈræk/ or i/ɪˈrɑːk/; Arabic: العراق al-‘Irāq); officially the Republic of Iraq (Arabic: جمهورية العراق (help·info) Jumhūriyyat al-‘Irāq), is a country in Western Asia spanning most of the northwestern end of the Zagros mountain range, the eastern part of the Syrian Desert and the northern part of the Arabian Desert.
Iraq borders Syria to the northwest, Turkey to the north, Iran to the east, Jordan to the southwest and Kuwait and Saudi Arabia to the south. Iraq has a narrow section of coastline measuring 58 km (36 mi) on the northern Persian Gulf. The capital city, Baghdad is in the center-east of the country.
Two major rivers, the Tigris and Euphrates, run through the center of Iraq, flowing from northwest to southeast. These provide Iraq with agriculturally capable land and contrast with the steppe and desert landscape that covers most of Western Asia.
Historically, Iraq was the center of the Abbasid Arabic Islamic Empire. Iraq has been known to the west by the Greek toponym 'Mesopotamia' (Land between the rivers) and has been home to continuous successive civilizations since the 6th millennium BC. The region between the Tigris and Euphrates rivers is often referred to as the cradle of civilization and the birthplace of writing, law and the wheel. At different periods in its history, Iraq was the center of the indigenous Akkadian, Sumerian, Assyrian, Babylonian, and Abbasid empires. It was also part of the Achaemenid, Hellenistic, Parthian, Sassanid, Roman, Rashidun, Umayyad, Mongol, Safavid, Afsharid, and Ottoman empires, and under British control as a League of Nations mandate.
Anthony Charles Lynton Blair (born 6 May 1953) is a British Labour Party politician who served as the Prime Minister of the United Kingdom from 2 May 1997 to 27 June 2007.
