대북 확성기 방송의 역사와 영향
Following North Korea's announcement of having tested a hydrogen bomb early this week, South Korea has restarted broadcasting propaganda messages over loudspeakers at the inter-Korean border at noon on Friday. The measure is resumed in less than half a year after it was last suspended following the August 25th agreement last year.
With public opinion in favour AND against this measure, we take a deeper look at the reason of reactivating the broadcasts as well as their possible implications.
Our News Feature tonight, with Lee Ji-won.
Starting Friday noon, South Korea's loudspeaker propaganda broadcasts resumed in 11 locations along the border.
This comes in response to North Korea's alleged hydrogen-bomb test on Wednesday... and the countermeasure has triggered diverse opinions from the public.
"I agree with the government's decision. We must firmly respond to any possible pre-emptive strike from North Korea. I actually think the response was a bit late. We should've done it right away."
"I agree with the loudspeaker propaganda broadcasts. North Korea broke the agreement first. So it is only right for us to retaliate."
"I don't think it is a good idea. I think this will only provoke North Korea to threaten the safety of South Koreans. Also, instead of working together with the U.S. and Japan, I think we should wait and see how the situation develops."
The loudspeaker propaganda broadcasts first started in 1962 as a response to the North's use of loudspeakers to propagandize its regime.
The two sides continued blasting their speakers for the next 10 years, until the joint communique of July 4 was signed in 1972. But in less than a decade, the broadcasts resumed again when the North restarted its broadcasts in 1980.
The two Koreas reached then an agreement in 2004, halting all broadcasting from both sides.
In 2010, the South Korean government considered resuming the broadcasts after the sinking of its warship Cheonan, which killed 46 sailors... but the measure was never executed.
But in August of 2015, Seoul resumed loudspeaker broadcasts for the first time in 11 years as a retaliation to North Korea's DMZ land mine blasts.
Yet again, the broadcasts stopped after 15 days with the inter-Korean agreement of August 25th.
Pyongyang's alleged H-bomb test early this week was deemed an "unusual event", prompting Seoul to resume its loudspeaker broadcast.
"North Korea's nuclear test clearly violates UN Security Council Resolutions and the August 25th inter-Korean agreement. Thus, the South Korean government decided to resume loudspeaker propaganda broadcasts starting at noon of Friday, January 8."
But there are other understandings of the 'unusual events'.
"In my opinion, if we classify nuclear tests and firing of missiles as 'unusual events', there will never be peace in the Korean peninsula and we can never have inter-Korean talks."
North Korea has always been extremely sensitive to South Korea's loudspeaker propaganda broadcasts.
South Korea's loudspeakers can be heard 24 kilometers away at night and 10 kilometers away during the day.
This means that not only the frontline soldiers can hear them, but also local residents living near the demilitarized zone.
The broadcasts include, among others, internal news on North Korea that are not easily accessible in the North, news around the world, and content depicting the economic advantages that South Korea has over North Korea.
"Dear North Koreans, it is normal to have secrets and personal thoughts. But a dictatorship like yours will try to control even your most personal thoughts."
Speakers also broadcast weather updates and even K-pop music.
"When North Koreans hear the truth about South Korea and how the South is nothing like they have been trained to believe in, they will be very confused... probably causing great commotion in the state."
The media played a crucial role in Germany's reunification.
East Germany was completely isolated from the rest of the world after Germany's division, but the broadcasts from the west caused East Germans to seek freedom.
As powerful as loudspeaker propaganda broadcasts can be, they are also dangerous.
The broadcasts may also provoke North Korea to engage in military actions as it did last year in August when the regime fired projectiles towards the speakers.
"It is true that our loudspeaker propaganda broadcasts can provoke the North. But with the U.S. forces in alliance with the South, the North cannot easily attack us."
With tensions in the Korean Peninsula heightening,
the South has put its military readiness to its highest level, attentive of any further provocations. Lee Ji-won, Arirang News.

wn.com/History And Impact Of South Korea's Loudspeaker Propaganda Broadcasts

South Korea is writing its own history textbook for secondary school children as the government says the subject is being taught with factual errors.
Critics say it is trying to portray the president's father, the 1960s and 70s dictator, Park Chung-hee, in a better light.
Al Jazeera's Harry Fawcett reports from Seoul.
At Al Jazeera English, we focus on people and events that affect people's lives. We bring topics to light that often go under-reported, listening to all sides of the story and giving a 'voice to the voiceless.'

The history of South Korea formally begins with its establishment on 15 August 1948, although Syngman Rhee had officially declared independence two days prior.
In the aftermath of the Japanese occupation of Korea which ended with Japan's defeat in World War II in 1945, Korea was divided at the 38th parallel north in accordance with a United Nations arrangement, to be administered by the Soviet Union in the north and the United States in the south. The Soviets and Americans were unable to agree on the implementation of Joint Trusteeship over Korea. This led in 1948 to the establishment of two separate governments, each claiming to be the legitimate government of all of Korea. Eventually, following the Korean War, the two separate governments stabilized into the existing political entities of North and South Korea.

Through thrift, hard work and discipline, Japan and later South Korea enjoy economic miracles that bring growth, prosperity and confidence to their once war-ravaged and impoverished people. In Japan the Korean War kickstarts manufacturing, and growth is sustained through export-orientated industries using Western technologies and production methods, and assisted by a dedicated, highly educated labour force strongly committed to improving their country. In the 1960s President Park Chung Hee largely followed Japan 's economic policies in steering South Korea's stellar economic development, but was far more ruthless to dissent and labour movements. The peoples of both countries eventually enjoy the consumer items as the fruits of their efforts, and their personal attitudes change as a result. The introductory scene shows the end of US occupation in Japan.

How North and South Korea Split: History, Conflict, Relations, Economy (1998)

North Korea–South Korea relations (Korean: 남북관계, Nambukkwan'gye, hanja:南北關係) are the political, diplomatic, and military interactions between North Korea and South Korea, from the division of Korea in 1945 following World War II to today.
According to a 2013 BBC World Service Poll, 4% of South Koreans view North Korea's influence positively, with 90% expressing a negative view. However a 2014 government funded survey found only 13% of South Koreans viewed North Korea as hostile, and 58% of South Koreans believed North Korea was a country they should cooperate with.
The Korean peninsula had been occupied by Japan from 1910 to 1945. After the defeat of Japan in World War II, the Korean peninsula was occupied by the Soviet Union in the North and the United States in the South. The dividing line was the 38th parallel north.
August 15, 1945 - Japan surrenders in World War II and relinquished power in countries that were taken by force, marking the end of Korea under Japanese rule
August 22, 1945 - The Soviet Union enters Pyongyang
September 8, 1945 - The United States enters Seoul
1946 - A US–USSR Joint-Commission on the formation of a Korean Government is dissolved
1947 - The United Nations establishes the UN Temporary Commission on Korea
May 10, 1948 - UN sponsored elections are held in South Korea.
August 15, 1948 - The Republic of Korea (South Korea) is established
September 9, 1948 - The Democratic People's Republic of Korea (North Korea) is established
South Korean history begins with the division of the Korean Peninsula in 1945. A civilian government was established in 1948, beginning the First Republic. Syngman Rhee becomes the first president.
North Korea was proclaimed on September 11 in 1948, under the supervision of the occupying Soviet forces. The Soviets preferred Korean Communists who had spent the war years in the Soviet Union in power, rather than the Communist Party of Korea. Kim Il-sung is named head of the North Korean Provisional People's Committee in February 1946. Kim then became Prime Minister, a post which he held until 1972, before becoming President.
June 25, 1950 - the Korean War begins.
July 1950 - UN Forces are formed. UN Forces are driven back to the Pusan Perimeter
September 1950 - UN Troops make an amphibious Landing at Incheon. UN Forces soon reach the Manchurian border
November 1950 - Chinese forces enter the war and UN Forces are pushed back to the 38th Parallel
July 27, 1953 - The Korean Armistice Agreement is signed by UN Forces, North Korea and China, but not by South Korea

North Korea (About this sound listen), officially the Democratic People's Republic of Korea (DPRK; Chosŏn'gŭl: 조선민주주의인민공화국; hancha: 朝鮮民主主義人民共和國; RR: Chosŏn Minjujuŭi Inmin Konghwaguk), is a country in East Asia, in the northern part of the Korean Peninsula. The capital and largest city is Pyongyang. North Korea shares a land border with China to the north and north-west, along the Amnok (Yalu) and Tumen rivers. A small section of the Tumen River also forms North Korea's border with Russia to the northeast.[6] The Korean Demilitarized Zone marks the boundary between North Korea and South Korea. The legitimacy of this border is not accepted by either side, as both states claim to be the legitimate government of the entire peninsula.
The Empire of Japan annexed Korea in 1910. After the Japanese surrender at the end of World War II in 1945, Korea was divided into two zones by the United States and Soviet Union, with the north occupied by the Soviets and the south by the Americans. Negotiations on reunification failed, and in 1948 two separate governments were formed: the Democratic People's Republic of Korea in the north, and the Republic of Korea in the south. The conflicting claims of sovereignty led to the Korean War in 1950. The Korean Armistice Agreement in 1953 led to a ceasefire, but no peace treaty was ever signed.[7] Both states were accepted into the United Nations in 1991.[8]

____________
After his success at Myeongnyang, Yi began rebuilding the Korean navy and strengthening his partnership with the Chinese. But then, Toyotomi Hideyoshi died. Japan's new leaders had no interest in continuing the war, but although they sued for peace, Korea now held the upper hand and was determined to punish the people who had committed so many massacres against their people. Yi and the Chinese fleet bottled up the Japanese at the fort in Suncheon. When the Japanese called for reinforcements, Yi interrupted them in Noryang Strait. Again they were outnumbered, 500 to 150, but the Chinese commander did not yet understand Yi's long range style of warfare and immediately closed for close combat. Yi ordered his flagship to rescue their allies, and as soon as the Japanese recognized him, they focused fire on him. This allowed the Chinese, suddenly forgotten, to fire freely on them. The Japanese realized their error and tried to flee, but Yi would have none of it. Beating the war drum himself, he urged his ships to chase the Japanese - to punish them for all the slaughter they brought to Korea. It was then that he was struck by a fatal gunshot. Before he died, he ordered his son and nephew to command the battle for him. They dressed in his armor to hide his death from the troops and continued beating the dream. Together, they carried the day - only for Yi's tragic death to be revealed at the moment of victory. But although Yi did not live to see it, 300 Japanese ships were captured and destroyed that day and the rest of their invading force was rounded up soon after. For his tireless service, his brilliant leadership, and his unwavering devotion to Korea, Yi was given the posthumous title of Chungmugong, the Martial Lord of Loyalty.
