Costa Rica is a fascinating country in Central America bordered by Nicaragua and Panama, a natural paradise between the Caribbean and the Pacific.Located at more than a thousand metres above sea level, San José, Costa Rica’s capital city, not only boasts an idyllic location in the heart of Central America’s coffee country, but also an enviable climate. The extent to which Costa Rica joins with European tradition can be seen in the Teatro Nacional. The coffee barons, to whom the glorious development of San José is owed, created taxes for the export of coffee beans and thus funded the construction of the magnificent building. In a fertile mountain valley at the foot of a volcano, is Turrialba, a town that radiates a serene calm but once was an important station on the route of the Jungle Train from San José to the Atlantic coast. The crater of the Poas Volcano is surrounded by the dense green of a rainforest and overlooks the north western Meseta Central. Although it is one of the country’s most active volcanoes, it is the most visited, as visitors can go by car almost to the edge of the crater. The Rain Forest Aerial Tram is Costa Rica’s most popular tourist attraction, a ride on an open gondola through the jungle. A journey of discovery amid a canopy of trees, hovering at treetop level through the solitude of nature. Fascinating nature, joie de vivre and colonial history are omnipresent on this land bridge between North and South America, Costa Rica is surely one of the most beautiful countries in the world.

Costa Rican President Laura Chinchilla has said she wants the United States to offer an anti-drug aid programme just for Central America.
The region currently gets some aid to fight organised crime through the Merida Initiative, a 1.4 (b) billion US dollars aid program pledged by then US President George W. Bush in 2007, but the bulk of the help goes to Mexico.
Chinchilla said in an interview with The Associated Press that she wanted Washington to review Costa Rica's cooperation in anti-drug efforts and heed its concerns.
She said she had a proposal asking for more funds and for the US to view Costa Rica as a "more mature partner" in the fight against drugs.
"We don't want them to keep treating us as appendixes of the plan Merida, we want a plan for Central America, a plan that is fit for the conditions of the problems with the organised crime in the region," she said.
Last year, the U.S. Congress approved 300 (m) million US dollars for Mexico under the Merida program, and 110 (m) million US dollars for all of Central America as well as the Dominican Republic and Haiti in the Caribbean.
Costa Rican officials say powerful Mexican drug cartels are increasingly using the Central American country as a trans-shipment point for cocaine heading north from Colombia.
Last February, Costa Rican police seized more than a ton of cocaine at a house in a rural area outside the capital and detained two Mexican men allegedly working for the Juarez cartel.
Chinchilla acknowledged Costa Rica doesn't have the capacity to patrol its waters.
She said the country's only alternative is cooperation with friendly countries but he added that the United States should work in tandem with Costa Rica, not replace it.
Costa Rica recently renewed a bilateral agreement with the US to jointly patrol the country's coastline for drug shipments.
The accord, which has been in place for a decade, was sharply criticised this year by the opposition because for the first time it would allow US troops to enter Costa Rica, which doesn't have an army.
Chinchilla said she will always insist the anti-drug cooperation be "civil but not military."
"I'm the first one to guarantee that the fight against drug trafficking in Costa Rica will not be militarised," she said.
She said she is pushing for Costa Rica's Congress to approve new taxes on businesses and casinos that would generate about 200 (m) million US dollars a year for anti-drug efforts.
The money would be used to hire more police officers, build jails and upgrade police equipment, she said.

Geneva, 8 June 2015 – President Luis Guillermo Solís Rivera of Costa Rica was inaugurated today as ITU Patron for Youth and ICT at a special ceremony in Geneva.
This builds on the BYND2015 Youth Summit organized by ITU in San José, Costa Rica in 2013 where young participants from around the world called on governments to provide more flexible, dynamic and open means of governance to reach more people more easily than presently possible. They emphasized that the key to a successful development paradigm will be innovation and asked for education systems that equip students with not just theoretical knowledge, but with a practical mix of marketable, innovative and relevant skills needed to compete in the global digital economy.
Youth has become a priority issue for Member States within the UN system. Almost half the world's population is under age 25. The International Labour Organization (ILO) estimates some 72-73 million young people (defined as those younger than age 25) are out of work, accounting for 40 per cent of total global unemployment.
The ICT sector offers many opportunities for young people worldwide. According to ITU data, 45 per cent of Internet users around the world are under age 25.
Mainstream economic sectors from agriculture to trade and healthcare are witnessing an explosion of new ICT-enabled applications, raising the bar in terms of minimum ICT skills needed to perform tasks as well as generating new opportunities for entrepreneurs to develop ICT products and services. Digital trade, crowdsourcing, microwork, app development, and others owe their existence to global Internet expansion that increasingly connects people around the world while driving socio-economic growth and development.
“There is no doubt that youth are the earliest adopters and most intensive users of ICT devices and applications,” said ITU Secretary-General Houlin Zhao. “Youth are leading, not in terms of usage, but also as developers, helping build the next generation of services and applications, which will have profound implications for socio-economic development.”
Mr Zhao added that President Solís, in his role as ITU Patron for Youth and ICT, would be a source of inspiration for young people around the world as well as for governments, the private sector, academia, civil society and the UN in recognizing, encouraging and supporting the accelerated use of ICTs for positive social change. “Information and communication technologies are key tools to empower young people,” Mr Zhao said.
President Luis Guillermo Solís Rivera, historian and former diplomat, was elected President of Costa Rica in 2014. President Solís has published numerous essays and books about national and international affairs. He has been published by Foreign Affairs Latinoamérica, Frontera Norte, Espacios and Global Governance. His writing has focused on civil society, international relations, and trade.
