The passage of the Residence Act in 1790 created a new federal district that would become the capital of the United States. Formed from land donated by the states of Maryland and Virginia, the capital territory already included two large settlements at its creation: the port of Georgetown, Maryland and the town of Alexandria, Virginia. A new capital city named in honor of President George Washington was founded to the east of Georgetown in 1791.
Shortly after establishing operations in the new capital, Congress passed the Organic Act of 1801, which organized the federal territory. Congress allowed the cities of Washington and Georgetown to each maintain their own municipal governments. The remainder of the unincorporated territory within the federal district formed the new County of Washington, which was governed by a levy court consisting of three Justices of the Peace appointed by the President. The City of Alexandria and adjacent Alexandria County also maintained their own local governments but were returned by Congress to the state of Virginia in 1846.
The outbreak of the American Civil War in 1861 led to notable growth in the capital's population due to the expansion of the federal government and a large influx of freed slaves.[2] By 1870, the District's population had grown 75% to nearly 132,000 residents.[3] Growth was even more dramatic within County of Washington, where the population more than doubled as people escaped the crowded city.
The individual local governments within the District were insufficient to handle the population growth. Living conditions were poor throughout the capital, which still had dirt roads and lacked basic sanitation. The situation was so bad that some lawmakers in Congress even suggested moving the capital out further west, but President Ulysses S. Grant refused to consider the proposals.
Instead, Congress passed the Organic Act of 1871, which revoked the individual charters of the cities of Washington and Georgetown and combined them with Washington County to create a unified territorial government for the entire District of Columbia.
The new government consisted of an appointed governor and 11-member council, a locally elected 22-member assembly, and a board of public works charged with modernizing the city.
The Seal of the District of Columbia features the date 1871, recognizing the year the District's government was incorporated.
In 1873, President Grant appointed an influential member of the board of public works, Alexander Robey Shepherd, to the post of governor. Shepherd authorized large-scale municipal projects, which greatly modernized Washington. In doing so, however, the governor spent three times the money that had been budgeted for capital improvements, bankrupting the city. In 1874, Congress replaced the District's quasi-elected territorial government with an appointed three-member Board of Commissioners. Direct rule by Congress would continue for nearly a century until the passage of the District of Columbia Home Rule Act in 1973.

The District of Columbia's city council voted on Tuesday (February 4) to decriminalize marijuana in a move that would make smoking a joint in the U.S. capital a violation comparable to a parking ticket. The proposal would eliminate criminal penalties for marijuana possession. The proposed $25 fine for having less than an ounce of pot is smaller than most city parking tickets. People smoking in public would be fined $100, and minors would have a letter sent to their parents. The bill passed 11-1 in the first of two council votes. The second vote could take place as soon as February 18, or at the next scheduled hearing on March 4, a spokesman for Councilmember Tommy Wells said.
To become law, the bill must also be approved by Democratic Mayor Vincent Gray, who has voiced support for the measure. Supporters have portrayed decriminalization in Washington as a way to cut law enforcement costs and increase fairness. A study by the American Civil Liberties Union has shown that eight times more black people are arrested for pot possession in the nation's capital than people of other races.
"We've had a long period of social and racial injustice related to the war on drugs, especially when it comes to marijuana. Ninety-one percent of the arrests in D.C. related to small amounts of marijuana are African Americans. And you can't tell me with six universities, not to stereotype, that the only people smoking pot are African American youth," City Councilmember Tommy Wells, who sponsored the bill, said.
Possession of marijuana in Washington is now a misdemeanor carrying up to six months in jail and a $1,000 fine, except for the handful of patients who use medical marijuana. The starting price for medical marijuana in the District is about $300 an ounce. If the proposed measure gets final approval, Washington would join 15 U.S. states and a handful of cities that have removed the threat of arrest for possession of small amounts of marijuana Spencera Simpkins said she was humiliated when she was arrested for possession of marijuana. "The undercovers just jumped out and just told me to get up against the car and when they searched me, and upon searching me, they found a marijuana J. And then I was arrested and I was taken to First District, where I was processed," Simpkins said in an interview outside the hearing room.
Stuart Anderson, who heads an organization called Family and Friends of Incarcerated people, gathered with other activists outside the D.C. government building before the vote. He said the real problem with being arrested for possession of small amounts of marijuana is that it can easily change the course of a young person's life.
"The average kid is going to have a joint. Two or three of them are going to get together and buy a bag, a five dollar bag. And if the police run down on them, they're going to lock those kids up, they're going to get a record, that's their first possession. They're going to lock them up again, that's their second possession, and then their third possession, depending on their age, they're going to some juvenile facility or they're going to jail," Anderson said.
While applauding the council vote, Adam Eidinger, of the D.C. Cannibis Campaign, said it doesn't go far enough. "This is long overdue. It's a shame it's 2014 and we're finally getting decrim. We need legalization. That's what we need," Eidinger said. Marijuana is illegal under federal law, but 20 U.S. states and the District of Columbia allow medical marijuana use. Colorado and Washington state have legalized recreational use. President Barack Obama said in a New Yorker magazine interview last month that smoking marijuana was a "bad habit," but thought penalties fell disproportionately on minorities. States legalizing pot should go ahead with their plans, he said.

It was February 21, 1871 that the 41st US Congress sold out the Republic. On this date, Congress passed an Act titled: "An Act To Provide A Government for the District of Columbia." Also known as the "Act of 1871."
Congress, illegally acting on it's own behalf, created a separate form of government for the District of Columbia.
Congress realizing that our country was in severe financial difficulty, cut a deal with the international bankers, in the process incurring a debt to those bankers.
The international bankers were not about to lend our floundering nation any money without some serious stipulations. So, they devised a brilliant way of getting their foot in the door of the United States and thus, the Act of 1871 was passed.

Welcome to the Spring Semester 2012! Students have begun moving into the Archstone Van Ness apartments across the street from the main UDC campus. On Friday, resident assistants Amanda Porter and Daniel Young helped some of the more than 100 students who are living in near-campus housing get settled. Students are arriving from all over the region and country to attend UDC. This year, students are finding a nearly-completed renovation of the plaza deck into a beautiful green campus. This is the law that makes you an extremist for knowing if you aren't a judge who is taught the USA is a foreign country to the US in the 2000 edition Judges Bluebook on pgs 311 & 314. It's in the US Code also. The Supreme Court also says the FBI and IRS aren't even government agencies. This is how you get on the DOJ and DHS's priority list. Or you can stand up to their racket. Burns is like a catch and release program. A honey trap. The IMF has already planned for violence. They were at the armory yesterday. Fire chief resigned because of it. And Bundy isn't backing down. A staged event will be planned to justify violence by the IMF privateers undoubtedly. The end will justify the means. If so, this problem will become bigger from blowback. This is why the protestors haven't been slaughtered or rounded up. Because the privateers can be arrested by militia. For assuming jurisdiction when there is none. An officer who acts in violation of the Constitution ceases to represent government. This means denying somebody a 7th Amendment common law trial. Or denying them due process. Which is a loss of jurisdiction.

Hello, I’m Sabine O’Hara, Dean of the University of the District of Columbia’s College of Agriculture, Urban Sustainability and Environmental Sciences…Welcome to CAUSES
The topic of this program is Agricultural Research: Specifically, the agricultural research conducted by our United States Department of Agriculture. Agriculture is the science behind our entire food system, examining questions like: How do we grow food? How can we grow more of it to feed a growing world population? How can we grow it in ways that are sustainable, ensuring safe water, and maintaining healthy soils? How can we grow food in cities?
With me today to talk about the agricultural research of the United States Department of Agriculture are Dr. Chavonda Jacobs-Young, Administrator of the U.S. Department of Agriculture’s chief scientific research agency; she oversees the USDA’s in-house research activities. Previously, Dr. Jacobs-Young had served as ARS Associate Administrator for National Programs, where she led the Office of National Programs, which manages the research objectives of the Agency, and the Office of International Research Programs, which is responsible for ARS’ liaison with its international partners. Dr. Jacobs-Young has also served as a senior policy analyst for agriculture in the White House Office of Science and Technology Policy and held other prestigious agricultural science related positions.
Joining her is Dr. Gene Lester, who serves as a National Program Leader for two important research programs of the US Department of Agriculture, namely product quality and biofuels.

Hello, I’m Sabine O’Hara, Dean of the University of the District of Columbia’s College of Agriculture, Urban Sustainability and Environmental Sciences… Welcome to CAUSES
As a public land grant university, the University of the District of Columbia conducts research and provides community outreach programs to expand knowledge about urban agriculture and urban sustainability, here in the District of Columbia and at our research farm in Beltsville Maryland. One of our neighbors at the farm is the Beltsville Agricultural Research Center – BARC for short.
Over these past several months we have been working with researchers from BARC on various projects to build knowledge and information to benefit residents of the District of Columbia. BARC sponsored a conference on Urban Agriculture that we held a few weeks ago at the University’s Van Ness campus; and recently BARC donated 22 tons of compost for the Urban Farm we are building with a coalition of partners at East Capitol Street.
Joining me on this program is the Director of the Beltsville Agricultural Research Center Dr. Ellen Harris. Dr. Harris’s own research is in the field of nutrition and nutritional health. Dr. Harris, welcome to CAUSES.

Hello, I'm Dr. Sislena Grocer-Ledbetter, Associate Vice President of Student Development at the University of the District of Columbia and your host for A Healthy Mind.
The purpose of this television series is to educate and inform our community about mental health; from public policy and environmental factors to the various disorders that affect healthy minds.
In the wake of so much violence in communities around the country and particularly the violence imposed on African American males by local police, the conversation on females and violence is often lost. On this show, we take a look at the issues of women and violence and specific strategies for intervention.
My guest is Dr. Shareefah Al'Uqdah. Dr. Al’Uqdah received her PhD in Counseling Psychology from Howard University where she is an assistant professor in the Department of counseling psychology and is the Executive Director of Your Neighborhood Clinic here in Washington, DC.

In recognition of Human Trafficking Awareness Day, Mayor Muriel Bowser and Maria Odom of the US Department of Homeland Security’s Blue Campaign announce a new partnership to increase efforts to combat human trafficking, as well as new anti-trafficking initiatives by the District of Columbia Department of Motor Vehicles (DMV). The partnership with the Blue Campaign – which works with law enforcement, government, non-governmental and private organizations to prevent human trafficking – will include a public awareness campaign and workplace posters to help the public identify and report suspected trafficking.
“Since 2007, there have been 486 reported cases of human trafficking in the District. This is unacceptable,” said Mayor Bowser. “Our city is better than this, and we do not stand for any abuse of human rights. This new partnership builds on the District’s longstanding commitment to combat and prevent this atrocious crime.”
The Blue Campaign public awareness materials, which urge the public to recognize and report human trafficking, will be placed throughout the Metro system by District government. The workplace posters with the National Human Trafficking Resource Center hotline number will be posted at relevant District agencies, and interested businesses will be encouraged to post them as well. The materials will be made available to the public later this month.
In addition to the partnership-related initiatives, the DMV joined the DC Human Trafficking Task Force, which works to increase the prosecution of traffickers while identifying and serving victims. DMV is partnering with Truckers Against Trafficking to distribute anti-trafficking materials to residents with a commercial driving license, and will train all of its Service Center staff on human trafficking awareness. A Blue Campaign public service announcement will also be shown on televisions at the Service Centers. As with any crime, when residents see something, we want you to say something. You can report information or provide anonymous tips by calling: 1-888-373-7888. The more information we have, the quicker we can act to get perpetrators off the streets, and victims back in safe hands.
The announcement was made at the District of Columbia Office of Human Rights (OHR) Open House. OHR is the District’s civil rights enforcement agency and works to proactively prevent discrimination against vulnerable populations, including those communities frequently targeted for human trafficking.

Mayor Muriel Bowser announces a groundbreaking new Open Data initiative and announces Archana Vemulapalli as the new Chief Technology Officer for the District of Columbia.
“The District has become a mecca for social innovation and technology – and the Office of Chief Technology Officer is instrumental in building that capacity within our government,” said Mayor Bowser. “Archana Vemulapalli is the person to keep the District on the cutting edge of technology and enhance the service delivery for District agencies and residents.”
The District’s Open Data push delivers on the Mayor’s commitment to utilize technology to innovate, increase transparency and improve accountability across government. As part of the push, the Office of the Chief Technology Officer (OCTO) has created...
https://drafts.dc.gov
...which includes a draft Open Data Policy that the public, tech activists and government officials can provide their feedback on for the next four weeks. The policy will be updated yearly.
The new draft policy calls for:
- Hiring a new Chief Data Officer at OCTO
- Partnering with the community to launch an Independent, Regional Data Catalog
- Launching an Open Source Program
- Reviving the Open Government Advisory Board
Once adopted, the Data Policy will modernize and significantly expand the District’s central data catalog allowing the public, media, entrepreneurs and academics greater access data, from information on traffic patterns to invaluable health statistics. For the first time, DC Government will also have a centralized home where agencies can share code openly and proactively encourage public participation in the development of its technology, paving that new path for collaboration and innovation.
“The information we gather collectively with the input from residents and stakeholders helps us learn from our successes and shortcomings, and plan for the future,” said Mayor Bowser. “When we share our knowledge with District residents, we are more effective – and more powerful. With this policy, we will make the District one of the most open jurisdictions in the country.”
At today’s announcement, Mayor Bowser revived the DC Open Government Advisory Group, which will be a forum for direct feedback from stakeholders. Advisory committee will include representatives from eight District agencies and eight Public Members, which are Robert Becker, Kathryn Pettit, Justin Grimes, Shannon Turner, Aliya Rahman, Joshua Tauberer, Clarence Wardell and Sandra Moscoso.
Today’s announcement is part of a Bowser Administration effort to expand the use and accessibility of data throughout government. This week, the Metropolitan Police Department began publishing topline crime stats every business day. Last week, Deputy Mayor for Planning and Economic Development launched an Economic Intelligence Dashboard, an open-source economic data tool to drive positive change and build good government for DC residents, particularly on DC’s economic development priorities.
