The Roman magistrates were elected officials in Ancient Rome. During the period of the Roman Kingdom, the King of Rome was the principal executive magistrate. His power, in practice, was absolute. He was the chief priest, lawgiver, judge, and the sole commander of the army. When the king died, his power reverted to the Roman Senate, which then chose an Interrex to facilitate the election of a new king. During the transition from monarchy to republic, the constitutional balance of power shifted from the executive (the Roman king) to the Roman Senate. When the Roman Republic was founded in 509 BC, the powers that had been held by the king were transferred to the Roman consuls, of which two were to be elected each year. Magistrates of the republic were elected by the people of Rome, and were each vested with a degree of power, called "major powers" (maior potestas).Dictators had more "major powers" than any other magistrate, and after the Dictator was the censor, and then the consul, and then the praetor, and then the curule aedile, and then the quaestor. Any magistrate could obstruct ("veto") an action that was being taken by a magistrate with an equal or lower degree of magisterial powers. By definition, plebeian tribunes and plebeian aediles were technically not magistrates since they were elected only by the plebeians, and as such, they were independent of all other powerful magistrates.

The Roman Republic (Latin: Res publica Romana; Classical Latin: [ˈreːs ˈpuːb.lɪ.ka roːˈmaː.na]) was the period of ancient Roman civilization beginning with the overthrow of the Roman Kingdom, traditionally dated to 509 BC, and ending in 27 BC with the establishment of the Roman Empire. It was during this period that Rome's control expanded from the city's immediate surroundings to hegemony over the entire Mediterranean world. During the first two centuries of its existence the Roman Republic expanded through a combination of conquest and alliance, from central Italy to the entire Italian peninsula. By the following century it included North Africa, Spain, and what is now southern France. Two centuries after that, towards the end of the 1st century BC, it included the rest of modern France, Greece, and much of the eastern Mediterranean. By this time, internal tensions led to a series of civil wars, culminating with the assassination of Julius Caesar, which led to the transition from republic to empire. The exact date of transition can be a matter of interpretation. Historians have variously proposed Julius Caesar's crossing of the Rubicon River in 49 BC, Caesar's appointment as dictator for life in 44 BC, and the defeat of Mark Antony and Cleopatra at the Battle of Actium in 31 BC. However, most use the same date as did the ancient Romans themselves, the Roman Senate's grant of extraordinary powers to Octavian and his adopting the title Augustus in 27 BC, as the defining event ending the Republic.
The Roman Empire (Latin: Imperium Rōmānum; Classical Latin: [ɪmˈpɛ.ri.ũː roːˈmaː.nũː] Ancient and Medieval Greek: Βασιλεία τῶν Ῥωμαίων, tr. Basileia tōn Rhōmaiōn) was the post-Roman Republic period of the ancient Roman civilization, characterized by government headed by emperors and large territorial holdings around the Mediterranean Sea in Europe, Africa and Asia. The extended city of Rome was the largest city in the world c. 100 BC – c. 400 AD, with Constantinople (New Rome) becoming the largest around 500 AD, and the Empire's populace grew to an estimated 50 to 90 million inhabitants (roughly 20% of the world's population at the time). The 500-year-old republic which preceded it was severely destabilized in a series of civil wars and political conflict, during which Julius Caesar was appointed as perpetual dictator and then assassinated in 44 BC. Civil wars and executions continued, culminating in the victory of Octavian, Caesar's adopted son, over Mark Antony and Cleopatra at the Battle of Actium in 31 BC and the annexation of Egypt. Octavian's power was now unassailable and in 27 BC the Roman Senate formally granted him overarching power and the new title Augustus, effectively marking the end of the Roman Republic.

They had arrested and beat him without a trial which was illegal to do to a Roman citizen. The magistrates came and apologized to Paul and asked him to leave town.
