The United States has proposed six rival commanders from South Sudan be the first people blacklisted by the United Nations Security Council for threatening the peace and stability of the world's newest state.

South Sudan became the world's newest state when it seceded from Sudan in 2011 but by December 2013 President Salva Kiir had sacked his entire cabinet and accused his former vice-president Riek Machar of instigating a coup, which sparked off violent clashes in the capital Juba.
The initial conflict may have been based on a power struggle between two of the top members of the Sudan People's Liberation Movement but the divisions between two of the largest ethnic groups, the Dinka and the Nuer, soon became the driving force of tit-for-tat attacks across the country.
The UN Mission in South Sudan (UNMISS) has warned that they need greater military force to protect civilians in the country and aid agencies are predicting food, water and medical supply shortages. With a humanitarian disaster seemingly on the way, we look at the background to what's going on in South Sudan.

Warring sides in restive South Sudan had ordered fighting to stop after a peace deal under the threat of international sanctions was signed on Wednesday. The accord gave a 72-hour deadline for a permanent ceasefire, due to come into effect around sunset on Saturday.

After decades of conflict with its neighbour Sudan, long-sought autonomy in 2011 was meant to be a dream come true, but the country has been wracked by violence ever since.
Thousands of people have been killed, and over a million displaced, as President Salva Kiir battles his rival, rebel leader and former vice president, Riek Machar.
Amid the chaos, rising inflation and poverty has left 3.8 million people without enough food - raising the spectre of famine.
Despite its vast oil reserves, the country is producing at only one-third of its oil capacity, compared with levels from 2011, and the government is earning only $10 per barrel compared to the international price of $60.

The war in South Sudan began in murky circumstances in mid-December, when tribal factions within the country's army, the SPLA, began fighting each other in the center of the capital, Juba. The SPLA quickly fractured into two camps: an insurgency drawn from members of former vice president Riek Machar's Nuer tribe and troops who remained loyal to President Salva Kiir, of the Dinka tribe. Both sides have been accused of committing gross human rights abuses during the conflict. VICE News arrived in Juba and found the army desperate to dispel rumors that rebels were advancing on the capital. Soldiers were keen to take our correspondents on a trip with them into the bush to recapture the strategic city of Bor from the rebels... only the raid didn't turn out quite as they had expected.

Reports say fierce fighting is raging inside the town which situated in the oil-rich north. The attack began just before darkness on Friday, with rebels crossing the White Nile River on boats. It appears to be a major counter-attack against a several-weeks old offensive by government troops who have so far managed to repulse attempts by rebels to capture the town. Fighters loyal to opposition leader Riek Macher have been seeking to overthrow President Salva Kiir since December 20-13.

A plane has crashed near the international airport in South Sudan's capital Juba, reportedly killing up to 40 people.
Around 40 bodies were counted at the plane wreck site by a reporter for Juba station Radio Miraya.
It is unclear how many of those were on the plane and how were on the ground.
Radio Miraya said it was a cargo plane heading to Paloch in Upper Nile State and crashed just 800 metres (yards) from the runway.
The plane came down on the east bank of the nearby River Nile.

South Sudan had become East Africa’s most active trading partner in the region, importing food stuffs and manufactured products before the civil war settled in the country in 2013. In particular, Uganda’s earning was about Ush271 billion on a monthly basis before the war but this declined tremendously as a result of reduced trade volumes during the war.
After signing the Peace Deal last month, Trademark East Africa, a company that supports the growth of trade, both regional and international, to ensure that gains from east African trade results are tangible, is optimistic that, if respected, the deal is likely to spur economic growth of the EAC.
It is however unfortunate that EAC partner states still cling on their sovereignty to put in place protectionism policies that are believed to protect their local produce. This return has affected the sole objective of the EAC which is to make the region a single and united trade entity.
Allen the Trade Mark East Africa representative in Uganda says there is need to think as a team so as to compete in the global open markets.
Allen expressed disappointment in Uganda’s private sector which has kept on complaining about the EAC operations instead of strategizing to gab the opportunities therein.
It is important to note that Uganda Export promotion board, Uganda’s main export partners are S.Sudan consuming 15 percent of exports, followed by Kenya, 10 percent, DR Congo, Netherlands, Germany, South Africa and UAE.

Wiper Democratic Movement leader Hon Kalonzo Musyoka last evening said corruption is crippling the economy of this country as indicated by the Auditor general’s report release recently.
Kalonzo said the rate at which corruption has thrived in this country sends shivers down the spine of patriots who love this country and seems to be tolerated by the executive.
Speaking to Law students under the Kenya law Students Society umbrella at the University of Nairobi law campus in parklands, Kalonzo said the failure to implement chapter six of the constitution which stipulates issues of integrity has encouraged the vice to spread in the Government.
Kalonzo said as opposition they will not relent in their quest to hold leaders accountable to the public on issues pertaining public resources.
On President Obama visit, Kalonzo said it is quite unfortunate that the US president did not address the Kenyan parliament as is the norm for a visiting head of state of his caliber whenever he visits a foreign country.
He said this might have been contributed by the fact that our parliament has not shown highest of integrity in their conduct of business and failure by the leadership of houses to tame the behaviors.
“We have seen members of parliament going about brandishing Pangas, is this what the chapter six of our constitution stipulate of us leaders?” posed Kalonzo
The Wiper Leader said this was a missed opportunity by our legislative arm of Government and the Kenyans in general for a visiting president to address the 11th parliament.
He said as a nation time has come to deeply reflect on our future and make deliberate attempts to correct our past mistakes for Kenya to go forward.
On matters south Sudan, Kalonzo regretted the relocation of the peace negotiations from Kenya to Ethiopia saying that although Ethiopia has the will do see to peace in South Sudan, Kenya has the institutional memory which is key to this negotiation.
The Wiper leader said Kenya is the custodian of the CPA and thus her capacity to handle this peace process would be of great impact to the whole process.
He said sanction against the party’s involved in the negotiations would not work but rather engagement and negotiation which would give a lasting solution to the civil unrest in South Sudan.
“Sanctions never work, sanctions never worked in Cuba; the best way for the people of south Sudan is to engage and I am personally involved in helping then out” said Kalonzo
Kalonzo said although in Opposition he is constantly in touch with both President Salva Kiir and former Vice president Dr. Riek Machar encouraging them to put an end to the hostility.
Kalonzo was addressing the law student on “Ethnic strife, Social exclusion and Corruption in East Africa: lessons from South Sudan”.
Other panelist present included Prof. Peter Adwok of SPLA/SPLM leader and senator Malakal County in South Sudan who said the current negotiations in Ethiopia might not give rise to a lasting solution because the terms and conditions are being imposed; Madam Florence Jaoko Lecturer at the University and Former Chairperson of KNCHR also addressed the students.

Speaking to Law students under the Kenya law Students Society umbrella at the University of Nairobi law campus in parklands, Kalonzo said the failure to implement chapter six of the constitution which stipulates issues of integrity has encouraged the vice to spread in the Government.
Kalonzo said as opposition they will not relent in their quest to hold leaders accountable to the public on issues pertaining public resources.
On President Obama visit, Kalonzo said it is quite unfortunate that the US president did not address the Kenyan parliament as is the norm for a visiting head of state of his caliber whenever he visits a foreign country.
He said this might have been contributed by the fact that our parliament has not shown highest of integrity in their conduct of business and failure by the leadership of houses to tame the behaviors.
“We have seen members of parliament going about brandishing Pangas, is this what the chapter six of our constitution stipulate of us leaders?” posed Kalonzo
The Wiper Leader said this was a missed opportunity by our legislative arm of Government and the Kenyans in general for a visiting president to address the 11th parliament.
He said as a nation time has come to deeply reflect on our future and make deliberate attempts to correct our past mistakes for Kenya to go forward.
On matters south Sudan, Kalonzo regretted the relocation of the peace negotiations from Kenya to Ethiopia saying that although Ethiopia has the will do see to peace in South Sudan, Kenya has the institutional memory which is key to this negotiation.
The Wiper leader said Kenya is the custodian of the CPA and thus her capacity to handle this peace process would be of great impact to the whole process.
He said sanction against the party’s involved in the negotiations would not work but rather engagement and negotiation which would give a lasting solution to the civil unrest in South Sudan.
“Sanctions never work, sanctions never worked in Cuba; the best way for the people of south Sudan is to engage and I am personally involved in helping then out” said Kalonzo
Kalonzo said although in Opposition he is constantly in touch with both President Salva Kiir and former Vice president Dr. Riek Machar encouraging them to put an end to the hostility.
Kalonzo was addressing the law student on “Ethnic strife, Social exclusion and Corruption in East Africa: lessons from South Sudan”.
Other panelist present included Prof. Peter Adwok of SPLA/SPLM leader and senator Malakal County in South Sudan who said the current negotiations in Ethiopia might not give rise to a lasting solution because the terms and conditions are being imposed; Madam Florence Jaoko Lecturer at the University and Former Chairperson of KNCHR also addressed the students.

Today, after two weeks of fighting in South Sudan that is believed to have killed more than 1,000 people, representatives from both the government and rebel forces met in Ethiopia to discuss the possibility of peace.
But back in South Sudan, the fighting continued.
Both sides hope to gain territory to strengthen their position at the bargaining table. Rebels captured the city of Bor days ago; now the Sudan People's Liberation Army (SPLA) is trying to win it back. Bor is 125 slow, painful miles from the capital city of Juba—a trip made far quicker by helicopter. And so VICE flew to the front lines with the SPLA.

The plane came down on the east bank of the River Nile
A cargo plane has crashed on take-off near the international airport in South Sudan's capital Juba, with at least 25 killed.
Some reports put the death toll as high as 40.
It is unclear how many of the victims were on the plane and how many were on the ground.
Juba's Radio Miraya says the Antonov plane was heading to Paloch in Upper Nile State and crashed just 800m (half a mile) from the runway.
Presidential spokesman Ateny Wek Ateny told Reuters news agency that there were at least two survivors, a crew member and a child.
A spokesman for Russia's diplomatic mission in Uganda said they were in contact with South Sudanese officials over the plane crash, following reports that the dead included the five-member Russian crew, AFP news agency reported.

Late last year, South Sudan's president, Salva Kiir, accused his former vice president, Riek Machar, of attempting a coup d'état amid accusations of rampant corruption within the government. Infighting immediately broke out within the presidential guard, sparking what has now become a brutal tribal and civil war that has pitted Machar's ethnic Nuer loyalists against the majority Dinka, who have sided with Kiir. Machar narrowly escaped assassination, fleeing to the deep bush as Kiir's troops razed his home and killed his bodyguards. And now the world's newest sovereign nation is in imminent danger of becoming a failed state.
In February, journalists and filmmakers Robert Young Pelton and Tim Freccia set out on a grueling mission to locate Machar in his secret hideout in Akobo and get his side of the story. Accompanying was Machot Lat Thiep, a former child soldier and Lost Boy who had advised on South Sudan's constitution and now works as a manager of a Costco in Seattle. Machot acted as a guide of sorts, arranging Pelton and Freccia's rendezvous with Machar through a series of endless satellite-phone calls to old contacts and rebel platoons, who would eventually guide the group to the deposed vice president.
After spending a couple days with Machar, he granted Pelton and Freccia unprecedented access to the front lines of a battle in Malakal, where for the first time in history the pair documented the heretofore mythical White Army as they looted, murdered, and pillaged their way to some twisted interpretation of "victory."
Saving South Sudan is a multi-platform exploration of the horrors of the country's newest civil war. We devoted an entire issue of the magazine to Robert Young Pelton and Tim Freccia's sprawling 35,000-plus word epic exploration of the crisis in South Sudan. It's a companion piece of sorts; watch the documentary and read the issue or vice versa. But you won't get a full scope of the situation without doing both.

Now the situation in South Sudan is the subject of a new documentary, "We Come as Friends," by Austrian director Hubert Sauper that provides an aerial view of the conflict in Sudan from a shaky, handmade two-seater plane. The film depicts American investors, Chinese oilmen, United Nations officials and Christian missionaries struggling to shape Sudan according to their own visions, while simultaneously applauding the alleged "independence" of the world’s newest state. What emerges is a devastating critique of the consequences of cultural and economic imperialism. We speak with Hauper and feature excerpts from the film, which debuts this week in theaters.

South Sudan's government refused to sign a peace deal with rebels Monday despite the threat of international sanctions, but will return to finalise an agreement within 15 days, mediators said. Rebel chief Riek Machar however said he had signed a deal, and called on President Salva Kiir to join. The world's newest nation is in the throes of a dire humanitarian crisis, with more than 2.5 million people facing severe food shortages and two million driven from their homes.VIDEOGRAPHIC

This video was shot over a ten day period during September 2014 in Juba South Sudan. All images and audio tracks were recorded on location. Many of the women that "work the streets" come from various countries of the East African region. (Kenya, Ethiopia, Uganda, and Rwanda).

This was a true joint effort. John's journalistic insights concerning South Sudan were indispensable. He is a South Sudan native who lives and works in Juba. His cousin being our common link prior to this effort. Considering we only had a short period of time to work together under difficult conditions, it went well. Without his ability to be a social and cultural bridge, nothing would have happened. I am thankful to have had the opportunity to work with him. It was a pleasure.
