STORYLINE:
United States President George W. Bush welcomed seven former Soviet-dominated nations into the North Atlantic Treaty Organisation (NATO) as full and equal partners on Monday and said the Western alliance was stronger because of their presence.
Under a bright sun on the White House South Lawn, Bush stood with the prime ministers of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia
and Slovenia.
Hundreds of people cheered during the induction of the new members. Some waved flags of the new member nations, whose addition expands the alliance to 26 countries.
A military guard of honour carried the flags of the NATO countries.
Fifty-five years after NATO''s birth, Bush recalled that the seven new members were captives to an empire when the alliance was formed. At the time the Soviet Union and most Eastern European nations formed the Warsaw Pact, NATO''s communist equivalent.
President Bush told the audience that the door to NATO will remain open until the whole of Europe is united in freedom and in peace.
He added that seven new member countries, all of whom were involved in the Second World War, were witnesses to the great crimes of the 20th century and therefore brought moral clarity to the purposes of NATO.
Bush said they understood the cause in Afghanistan and in Iraq, "because tyranny for them is still a fresh memory."
The new members will take part in their first meeting Friday in Brussels, Belgium.
Three other countries in Europe - Albania, Croatia and Macedonia - still hope to join NATO in the near future.

The three appeared in court accused by federal prosecutors of running an espionage operation that began in 1972.
They were arrested on Saturday after an F-B-I sting operation in which they allegedly turned over documents to undercover agents posing as spies for South Africa.
At the United States Attorney's office in Arlington, Virginia, on Monday - the trial of three U-S citizens at the centre of an undercover espionage ring.
The husband and wife team were code-named "Ken" and "Tina" by their East German handlers in Berlin.
It's alleged they used miniature cameras to photograph secret documents and shortwave radios to receive coded messages from their spy masters.

"When the Berlin Wall came down in October 1990 Kurt Stand, Theresa Squillacote and Jim Clark did not surrender or lay down the tools of the espionage trade. They looked to other countries to sell their allegiance to. They wanted to sell their expertise in document photography, radio messages, and the smuggling of information outside of the United States. First they tried to sell it to Russia then to South Africa. But finally they were successful in selling their secrets to an undercover agent of the F-B-I"

Prosecutors say they have evidence that Clark attempted to sell classified information about lethal chemical weapons to the East Germans.

They were described in court papers as Communist Party sympathizers who met at the University of Wisconsin in Milwaukee during their student days in the 1970s.
A 200-page affidavit filed in federal court makes clear that the alleged espionage ring extended beyond the three defendants.
After the unification of Germany in 1990, the three worked with their East German handlers "to create an espionage relationship" with the Soviet Union and later with Russia, the documents said.
All three were charged with conspiracy to commit espionage on behalf of East Germany, the Soviet Union, Russia and South Africa.
If convicted, they face a maximum sentence of life in prison and a 250-thousand U-S dollars fine. If certain statutory criteria are met, they could face the death penalty.

Hundreds of military personnel from NATO and ex-Soviet bloc nations are in Armenia for a NATO-organised training exercise.
US Lieutenant General John Gardner says the drill is focusing a theoretical humanitarian crisis and is designed to help NATO members better work with non-alliance countries.
He said the exercise is "centred around a UN-mandated crisis response operation".
The three-week drill involving 17 countries comes weeks after neighbouring Georgia fought a brief war with Russia over the status of two Georgian breakaway regions.
The war rattled the entire South Caucasus region, which straddles East-West trading corridors.
Neither Russia nor Georgia sent representatives to the drill, which began on Monday.
Nor did Turkey or Azerbaijan, against whom Armenia fought a war in the 1990s over Nagorno-Karabakh.

It was then that the buildings were abandoned, and Christian began to visit them.
Thanks to a digital camera in later years, he recorded what he saw on his travels.

They are very peaceful places because no-one ever goes there," he told BBC Magazine.
"The way they deteriorate, when nature starts to take over, reminds me that everything is transient.
"There's a feeling that it is the end of time and you don't find that kind of atmosphere anywhere else."
Over the past few years, Christian estimates he has visited 1,000 buildings in Germany, France, Belgium, Italy and Poland.
He shares the atmospheric images on his Instagram page and on Facebook, where he is followed by more than 265,700 people .
He says that it's not a foregone conclusion that the buildings he visits will make arresting images just because they're abandoned, and reveals that it can be difficult to get inside, having to crawl through tunnels or climb in windows.
He says he's investigated doctors surgeries, crematoria, five-star hotels, public baths and factories.
But he always keeps the locations secret, so people can't get in and "tear down the banisters or spray graffiti tags on the walls".
He adds: "When I see an old building in this state I can imagine its former glory, but it's always sad that it's falling apart and not being used."

A restaurant that has newly opened in Havana aims to highlight the nostalgia for former Cuban-Soviet ties during the Cold War, when Moscow was the island's main source of trade.
It evokes a time when hundreds of thousands of Cubans travelled to the Soviet bloc as diplomats, artists and students.
At "Nazdarovie", named for the popular Russian toast, there's no rice, beans or fried plantain -- common staples of Cuban cuisine
The owners say the restaurant, which opened Friday, is an homage to the old country serving minty mojitos mixed with vodka instead of the traditional white rum, bowls of blood-red borscht and stuffed Ukrainian varenyky dumplings, among others.
"What we want to do with Nazdarovie is really celebrate a unique social and cultural link that existed and to a same degree still exists today between Cuba of 2014 and what was once the Soviet Union," said restaurant co-founder Gregory Biniowsky.
Biniowsky, a 45-year-old Canadian of Ukrainian descent has lived in Havana for two decades and launched Nazdarovie with three Cuban partners.
He added that most of the ingredients can be found on the island, with some exceptions such as flour for black bread, and caviar, for which they'll rely on tins imported in the personal luggage of friends and family.
The waiters speak Russian and clients are expected to order in that language if they want to get served.
The menus at this retro-Soviet restaurant come with translations and pronunciation guides for the non-initiated.
Behind the bar, Russian nesting dolls and a bust of Soviet Union founder Vladimir Lenin perch next to bottles of high-end vodka.
Reproductions of Soviet propaganda posters line one wall in an attempt to spark conversation among customers sitting at a long communal table.
The menu also includes pelmeni, dumplings filled with meat, sour cream and dill; golubtsy, stuffed cabbage rolls slow-cooked in a tomato sauce; pork Stroganoff (beef is often scarce in Cuba); and for dessert, savoury-sweet blintzes, called "blinchiki" in Russian.
One of the cooks, Irina Butorina, moved to Cuba in 1984 after falling in love, from her native Kyrgyz Soviet Socialist Republic, now Kyrgyzstan.
"For the comrades, it's been a dream for years to start this restaurant. It was good for us too, since they called us to work here. It became our dream too," she said.
Authorities say of the estimated 3,000-4,000 islanders who were born in the Soviet Union or descended from them, most are cases of Soviet women who married Cuban university students and moved to the Caribbean nation.

A heated debate began in the U-S Senate on Tuesday on whether to admit Poland, Hungary and the Czech Republic to the NATO alliance.
Opponents of the move are worried that expanding NATO to include the three former Soviet bloc countries might offend Russia and put paid to further arms reductions.
Some senators are also concerned about the cost of the eastwards enlargement - which some experts say could reach as much as 125 (b) billion dollars.
But there is still considerable support in the Senate in favour of the NATO resolution.
NATO gave approval for Poland, the Czech Republic and Hungary to join the alliance last December.
However, before that agreement can be formally implemented, the parliaments of the 16 NATO member states must formally ratify the accord.
The proposal has already been passed by the Danish and Canadian parliaments.
On Tuesday, the same process began in the United States.
There is considerable support for the NATO resolution in the U-S Senate, and probably enough to approve the bill.
The Republican Senator Jesse Helms was among those who firmly backed Tuesday's motion.

"In 1949 when the alliance was founded, the decision entailed some risk and the same is true today. That I acknowledge. But those of us who have supported an expanded NATO are convinced that the collective defence of democratic nations in Europe and North America, serves the interests of this nation, the United States of America."

Helms added that joining NATO would help bolster the fledgling democracies in the three former Soviet bloc countries.

In the early 1970s, the Council for Mutual Economic Assistance (CMEA) began to revise its trade policy towards the outside world. It needed to counter the European Community’s bid to implement its Common Commercial Policy and thereby change East-West trade practices. Foreign trade priorities became at once a crucial issue on the socialist countries’ political agenda. The key question was whether they would have to open their system to the global economy - and bear the consequent pressures and competition that this decision entailed. Based on newly declassified archival sources, this study shows how the East European states were able to lobby their positions towards the USSR within the CMEA. The pressure from its allies forced the Soviet leadership to accept the CMEA’s opening towards the EC.

In the early 1970s, the Council for Mutual Economic Assistance (CMEA) began to revise its trade policy towards the outside world. It needed to counter the European Community’s bid to implement its Common Commercial Policy and thereby change East-West trade practices. Foreign trade priorities became at once a crucial issue on the socialist countries’ political agenda. The key question was whether they would have to open their system to the global economy - and bear the consequent pressures and competition that this decision entailed. Based on newly declassified archival sources, this study shows how the East European states were able to lobby their positions towards the USSR within the CMEA. The pressure from its allies forced the Soviet leadership to accept the CMEA’s opening towards the EC.

Vłœdømÿęr was born in Kiev the son of a Prussian-Georgian Dirt farmer named Lǖǖtz Pųpįn and paraplegic Ukranian prostetute Irina. Vłœdømÿęr grew up a typical upbringing in communist soviet bloc Ukrain. From the age of 18-24 served in the KGB as a body double for several low ranking politboro members before being discharged for accidentally shooting one of his own charges. From the age of 21-25 Vłœdømÿęr was also a low level international arms trader as mandated by soviet law at the time.

The Cold War period of 1985--1991 began with the rise of Mikhail Gorbachev as leader of the Soviet Union. Gorbachev was a revolutionary leader for the USSR, as he was the first to promote liberalization of the political landscape (Glasnost) and capitalist elements into the economy (Perestroika); prior to this, the USSR had been strictly prohibiting liberal reform and maintained an inefficient centralized economy. The USSR, facing massive economic difficulties, was also greatly interested in reducing the costly arms race with the U.S. President Ronald Reagan, although peaceful confrontation and arms buildups throughout much of his term prevented the USSR from cutting back its military spending as much as it might have liked. Regardless, the USSR began to crumble as liberal reforms proved difficult to handle and capitalist changes to the centralized economy were badly transitioned and caused major problems. After a series of revolutions in Soviet Bloc states, the Soviet Union collapsed in 1991.
Russia and the other Soviet successor states have faced a chaotic and harsh transition from a command economy to free market capitalism following the dissolution of the Soviet Union. A large percentage of the population currently lives in poverty. GDP growth also declined, and life expectancy dropped sharply. Living conditions have also declined in other parts of the former 'Eastern bloc'.
In addition, the poverty and desperation of the Russians, Ukrainians and allies of post--Cold War have led to the sale of many advanced Cold War-developed weapons systems, especially very capable modern upgraded versions, around the globe. World-class tanks (T-80/T-84), jet fighters (MiG-29 and Su-27/30/33), surface-to-air missile systems (S-300P, S-300V, 9K332 and Igla) and others have been placed on the market in order to obtain some much-needed cash. This poses a possible problem for western powers in coming decades as they increasingly find hostile countries equipped with weapons which were designed by the Soviets to defeat them. The post--Cold War era saw a period of unprecedented prosperity in the West, especially in the United States, and a wave of democratization throughout Latin America, Africa, and Central, South-East and Eastern Europe.
Sociologist Immanuel Wallerstein expresses a less triumphalist view, arguing that the end of the Cold War is a prelude to the breakdown of Pax Americana. In his essay "Pax Americana is Over," Wallerstein argues, "The collapse of communism in effect signified the collapse of liberalism, removing the only ideological justification behind US hegemony, a justification tacitly supported by liberalism's ostensible ideological opponent."[5]
The space exploration has petered out in both the United States and Russia without the competitive pressure of the space race. Military decorations have become more common, as they were created, and bestowed, by the major powers during the near 50 years of undeclared hostilities.
