"Cyprus Still Divided" finally reveals the web of domestic politics, the realpolitik of Henry Kissinger, and repeated refusal of successive U.S. presidents to demand that the rule of law and fundamental human rights be upheld in Cyprus. For example, the documentary presents a recently declassified 1974 State Department memorandum that clearly indicts Secretary of State Kissinger, who wrote, "There is no American reason why the Turks should not have one-third of Cyprus."
"Newly-released information about U.S. policy toward Cyprus, such as the declassified State Department memorandum written by Secretary Kissinger, sheds new light on the 36-year-old issue and the public must be made aware," said Executive Director Nick Larigakis. "The documentary accomplishes this task by presenting the facts in a clear and concise manner."
"Cyprus Still Divided" also looks to the future of the divided island in the context of the ongoing settlement negotiations between the Republic of Cyprus and the Turkish Cypriot community that began in September 2008. The documentary says: "By abandoning the rule of law and its principles, the United States had a role in causing the present division of Cyprus. It remains to be seen whether the U.S. can perform a role in reunifying Cyprus."

The Cyprus dispute or Cyprus issue is an ongoing issue centred on the Mediterranean island of Cyprus and dating back to at least the end of the 19th century. Ever since, it has been present under different forms. In its current phase, it is primarily an issue of military invasion and continuing Turkish occupation of the northern third of the island, a situation described and deplored in multiple UN reports and resolutions. Although the Republic of Cyprus is the sole legitimate state, sovereign over all the island, the north is de facto under the administration of the self-declared Turkish Republic of Northern Cyprus, which is under Turkish Cypriots and Turkish army control.
Initially, with the annexation of the island by the British Empire from the Ottoman Empire, the "Cyprus dispute" was identified as the conflict between the people of Cyprus and the British Crown regarding the Cypriots' demand for self determination. The dispute, however, was finally shifted, under the British administration, from a colonial dispute to an ethnic dispute between the Turkish and the Greek islanders. The international complications of the dispute stretch far beyond the boundaries of the island of Cyprus itself and involve the guarantor powers, the United Nations and the European Union, along with the United States .

Kerry says Cyprus dispute begging for a solution

US Secretary of State John Kerry said on Tuesday that the division of Cyprus was begging for an international solution and progress in peace talks was possible this year.
Speaking before a meeting with Turkish Foreign Minister Mevlüt Çavuşoğlu at the State Department, Kerry said the dispute over ethnically split Cyprus had gone on for too long.
"It is begging for international efforts to try to help bring about a resolution, a lasting settlement," Kerry said.
"We believe that the parties can make real and lasting progress in the year 2015," he said.
Çavuşoğlu said the United States had a role in helping to resolve the dispute.
"We want to reach a lasting solution in Cyprus," he said. "We are hoping to reach a solution within 2015. ... We are waiting at the negotiating table," he said, adding that talks should resume after presidential elections in Turkish Cyprus.
Cyprus was split by a Turkish military intervention in 1974 which followed a brief Greek-inspired coup.
Turkish Cypriot leader Derviş Eroğlu failed to win the election in Turkish Cyprus on Sunday, paving the way for a runoff in late April.
Greek Cypriots suspended their participation in peace talks last October, furious at moves by Turkey to send research ships into areas Nicosia had licensed for offshore oil and gas exploration.
Only Turkey recognizes the self-proclaimed Turkish Republic of Northern Cyprus (KKTC). The international community regards the Greek Cypriot administration in southern Cyprus as the sole legitimate representative of the whole island.

Cyprus dispute has best opportunity with Akıncı and Anastasiades: UN envoy

The United Nations senior official on Cyprus has expressed he was more “optimistic and hopeful” for ongoing talks between the Turkish and Greek Cypriot leaders compared to previous negotiations between the two parties.
The Cypriot people are aware of the opportunity and the cost of having no solution on the Island, and they know both sides’ economies will be better and invulnerable against geopolitical crises as a united country, U.N. Special Advisor on Cyprus Espen Barth Eide said on Aug. 14, as quoted by Anadolu Agency.
Eide said the circumstances surrounding Cyprus were very different. “There is the Syria security crisis in the neighborhood and there is also an economic crisis which affects Greece and also Cyprus,” he said, adding many Cypriots were tired of the crisis.
Turkish Cypriot leader Mustafa Akıncı and his Greek counterpart, Nicos Anastasiades, both came to power with strong support from their voters, he said.
They have negotiated in a positive and constructive way on basic issues such as property, political solutions, the economy and the role of the European Union.
The peace process has no official timetable, but the talks should end in months, not years, he added.
There was a deep disagreement on how to deal with the island’s natural resources at the present, but now there is already an agreement about how to deal with it in the future in case of a settlement, he stated.
On May 28, Akıncı and Anastasiades came together for a meeting hosted by Eide at the U.N.’s Good Office on the island. The Turkish Cypriot and Greek Cypriot leaders had agreed on a five-step plan to resolve the Cyprus issue.
