We talk about public lands a lot on this show. There is a reason of course, because the decisions made on that land has a direct impact on the local governments and citizens who live there, particularly when you look beyond the Wasatch Front.
It's not an issue that stands out here along the Wasatch Front. Weber (18.2%), Davis (22.9%) , Salt Lake (21.4%) and Utah Counties (46.7%) all have a smaller percentage of public lands within their boundaries relative to other Counties in Utah that can be as much as 90% public lands.

A great example of the disconnect between the Wasatch Front and the rest of the state can be seen in Salt Lake City's resolution opposing the Transfer of Public Lands to State Control that was signed this week.
This week on the program we will bring you an update on the
Public Lands Initiative, AKA 'Grand Bargain'
an effort that Congressman Rob Bishop and his office have been working on for about 2 years now. The effort will involve land planning in 8 counties in Eastern Utah. The goal is to create some certainty for planning efforts. The story will give you a brief overview of the process and look at some changes that have taken place in Grand County since the last election.
Chad Booth will sit down with Lynn Jackson, the former chair of the Grand County Council; Colin Fryer, a local outfitter; and Marion DeLay, the executive director of the Moab Area Travel Council; to discuss the opportunities that are available to the citizens of the county through this effort. I think you will be surprised by what you will learn about the strong tourism economy that has been built up in Moab since the last mining bust.
The Public Lands Initiative has involved some 120 stakeholders, 500 meetings, and 18 field trips. There are a lot of issues to take into account and everyone has a slightly different lens which they observe the highest and best use of public lands in UTAH. I can only imagine that is is like being between a rock and a hard place for the elected officials who are right there in the thick of it.

This week on the program we will bring you an update on the
Public Lands Initiative, AKA 'Grand Bargain'
an effort that Congressman Rob Bishop and his office have been working on for about 2 years now. The effort will involve land planning in 8 counties in Eastern Utah. The goal is to create some certainty for planning efforts. The story will give you a brief overview of the process and look at some changes that have taken place in Grand County since the last election.
Chad Booth will sit down with Lynn Jackson, the former chair of the Grand County Council; Colin Fryer, a local outfitter; and Marion DeLay, the executive director of the Moab Area Travel Council; to discuss the opportunities that are available to the citizens of the county through this effort. I think you will be surprised by what you will learn about the strong tourism economy that has been built up in Moab since the last mining bust.
The Public Lands Initiative has involved some 120 stakeholders, 500 meetings, and 18 field trips. There are a lot of issues to take into account and everyone has a slightly different lens which they observe the highest and best use of public lands in UTAH. I can only imagine that is is like being between a rock and a hard place for the elected officials who are right there in the thick of it.

This weekend on the County Seat, Derek Dowsett visits with an individual who is an example of true preparedness. It may seem like a lot of work to keep a week's worth of food stocked in your office, having an extra set of hiking boots in the car trunk, or keeping a 72 hour bug out bag in your bed room door; but after talking to someone who has lived through a 7.7 earthquake it become very clear that there are a number of daily essentials we take for granted.
Our panel discussion will look into how local governments prepare for coming disasters, and what we should expect in the aftermath of a major event.

A connection to the internet has become a necessity of life for many of us. That access allows people to connect their ideas, products, and services but requires infrastructure that can be challenging to install in the more rural areas of the state, prompting the question: What is needed to bring broadband to rural Utah.
The Utah Broadband Project was established in 2011 to map available services and plan for future expansion of services. The goal of expanding the availability of broadband internet service is to create a level playing field for communities and businesses across the state.
The County Seat attended a recent conference in Delta, Utah that discussed the benefits and potential hurdles to expanding broadband internet coverage in rural communities across the state.

The last two weeks have been busy with two energy related trips that we have attended. Last week was the Uintah Basin Energy Summit and there was also the site tour that took legislators into Carbon, Emery, Grand, and San Pete Counties. Both events were good opportunities to find out just how important our rural economies are to the entire state (we'll cover that tour next week).
Utah has a diverse energy portfolio but when you talk about energy resources in the eastern portion of the state it is impossible to avoid talking about fossil fuels.
The show will focus on the Uintah Basin Energy Summit and talk to some of the key players about the economic impacts that the recent drop in oil prices have had on the region.
Thomas Edison once said, "There's a better way to do it better - find it." I think this is relevant to the fossil fuel vs. renewable energy debate. There is a better way to tackle each challenge offered up by both the carbon based fuels as well as the greener options. Let's not give up on any of our options; let's work to make them better.
I think this starts with having honest conversations about energy. The County Seat will get it started with a discussion about oil, gas, and coal this Sunday at 8:30am on ABC4UTAH (KTVX ch4) or click here to watch on YouTube (later next week, because the episode has not been uploaded yet).
Tune in next week as we continue our energy series and look into the relevance of coal. While some people make it out to be an industry that is dying we will talk to a gentleman that suggests it is still an important and relevant form of energy if we are going to keep the lights on.

The County Seat Transfer Of Public Lands Report
George and Martha have 13 children in their family and when each child was ready to move out of the house they were given their own piece of the family property...
George and Martha have 13 children in their family and when each child was ready to move out of the house they were given their own piece of the family property to build their home. Today all 13 of the children have moved out and have their own homes, but the three youngest in the family didn’t get the same deal as their older siblings.
When the 3 youngest siblings received their homes they were only given half of the lot and told that their parents would hold onto the rest of the lot until they had children of their own. When that time came and the children asked for the rest of their land the parents insisted that they help take care of the property that they said they would give to their children. The youngest siblings went along with the plan because their parents promised that they would be able to have input on future decisions.
As time went on it became harder and harder for the 3 youngest siblings to do anything in their own backyards without having to ask their parents for approval. In the meantime the older brothers and sisters had enjoyed great prosperity afforded to them from the ability to use their entire property. As such they were able to give their own children a better education and offer more opportunities for success.
The youngest children in this family are by no means children they are in their 30’s yet every decision they tried to make had to come under the scrutiny of Mom and Dad.
Now nobody is perfect, but had the other 10 siblings really made such big mistakes that the last three children just couldn’t be trusted to create their own success?
Finally one day the 3 children sat down with their Mom, Dad and 10 Brothers and Sisters and said,” Look we appreciate that you helped us get a home Mom and Dad, but we know that we can make our own decisions within the boundaries of our home. What might you do if this was your State?
This is a true story (to an extent), just with a slightly larger and more diverse family of 50 United States.
Western States are evaluating the significant difference between public lands within their boundaries and public lands in the Eastern States. The issue is more complex than our story about the family can convey but there is an impact to the states and counties that has led to a debate on the Transfer of Public Lands from management by the Federal Government to management by the States.
The debate on the Transfer of Public Lands has been a hot topic for the last couple of years (but it is not a new debate by any means). We will look at just one aspect of the conversation on the next County Seat Program.
One of the decisions that the Utah Legislature made in 2013 was to look at what the public lands actually cost the Federal Government to maintain, the Revenue Sources on that land, and whether the state could afford to take over management (HB142). Our panel discussion will look into some of the findings of the 780 page report that looks at the Economic Feasibility of Transferring Public Lands.

George and Martha have 13 children in their family and when each child was ready to move out of the house they were given their own piece of the family property to build their home. Today all 13 of the children have moved out and have their own homes, but the three youngest in the family didn’t get the same deal as their older siblings.
When the 3 youngest siblings received their homes they were only given half of the lot and told that their parents would hold onto the rest of the lot until they had children of their own. When that time came and the children asked for the rest of their land the parents insisted that they help take care of the property that they said they would give to their children. The youngest siblings went along with the plan because their parents promised that they would be able to have input on future decisions.
As time went on it became harder and harder for the 3 youngest siblings to do anything in their own backyards without having to ask their parents for approval. In the meantime the older brothers and sisters had enjoyed great prosperity afforded to them from the ability to use their entire property. As such they were able to give their own children a better education and offer more opportunities for success.
The youngest children in this family are by no means children they are in their 30’s yet every decision they tried to make had to come under the scrutiny of Mom and Dad.
Now nobody is perfect, but had the other 10 siblings really made such big mistakes that the last three children just couldn’t be trusted to create their own success?
Finally one day the 3 children sat down with their Mom, Dad and 10 Brothers and Sisters and said,” Look we appreciate that you helped us get a home Mom and Dad, but we know that we can make our own decisions within the boundaries of our home.
