William D. Ruckelshaus served as the first Administrator of the newly created US Environmental Protection Agency (EPA) by then President Richard Nixon from Dec. 4, 1970 -- April 30, 1973. By 1970, many Americans had been convinced of the need for federal environmental protection, thanks to a fire on the polluted Cuyahoga River, a big oil spill along the Santa Barbara coastline, and Rachel Carson's 1962 book Silent Spring. This film was widely used in hazardous waste worker safety and health training classes conducted by the EPA in the 1980s. The film shows the April 1980 US EPA initial hazardous waste site investigation at a farm ("Denny Farm") near Verona, Missouri. This was before the Superfund Law, which Congress passed later that year in response to problems like this site, Love Canal near Buffalo NY and many others. The farm had been leased by a chemical company for waste disposal and contaminated with various chemicals, including dioxin. The worker health and safety precautions taken by the EPA investigating team would later become incorporated into OSHA's Hazardous Waste Operations and Emergency Response Standard in 1986.
