Medicaid is the United Stateshealth program for certain people and families with low incomes and resources. It is a means-tested program that is jointly funded by the state and federal governments, and is managed by the states. People served by Medicaid are U.S. citizens or legal permanent residents, including low-income adults, their children, and people with certain disabilities. Poverty alone does not necessarily qualify someone for Medicaid. Medicaid is the largest source of funding for medical and health-related services for people with limited income in the United States.
Beginning in the 1990s, many states received waivers from the federal government to create Medicaid managed care programs. Under managed care, Medicaid recipients are enrolled in a private health plan, which receives a fixed monthly premium from the state. The health plan is then responsible for providing for all or most of the recipient's healthcare needs. Today, all but a few states use managed care to provide coverage to a significant proportion of Medicaid enrollees. Nationwide, roughly 60% of enrollees are enrolled in managed care plans. Core eligibility groups of poor children and parents are most likely to be enrolled in managed care, while the aged and disabled eligibility groups more often remain in traditional "fee for service" Medicaid.

ASHEVILLE, N.C. -- Doctors, patients and advocates met outside the Minnie Jones Health Center in Asheville to voice their concerns about those in North Carolina ineligible for insurance.
Medicaid expansion would allow an estimated 500,000 uninsured citizens to healthcare. Those citizens fall into what is known as the "Coverage Gap" in which they are not eligible for Medicaid due to financial means as well as unable to pay for healthcare through the Affordable Care Act.

What is the maximum period that Medicaid can penalize us?
We’re familiar, again, if you listen to our last answer, there’s a 5-year look back period so I qualify for Medicaid. I apply for Medicaid. They look back 5 years.
They total up all the gifts, divided by 5800 and the answer is the number of months going forward in time unpenalized.
The last example I used was $580,000 59 months ago. Let’s say I applied because I don’t really understand the law and I qualify. Then 580,000 divided by 5800 is 100. 100 months going forward in time. I’ve got to pay for the nursing home bill. People go, "that’s crazy!" I have a lawyer that say he can’t do that. There’s a 5-year maximum on the penalty. There’s no maximum. If you give away $5.8 million then I guess it would be, if my math is right, I got thousand months, what is that? I think that’s a lifetime. It’s a really long time regardless. There’s no maximum on the penalties so the key is in understanding the look back and understanding the penalty is controlling when do I apply for Medicaid assuming I’m qualified.
There are times when we’re qualified and we say I’m applying right now. I know a Medicaid looks back. They’ll see some gifts so they’re going to penalize me. That’s okay. I’ve taken that into account and I have a plan in place to pay for that because normally if somebody comes to us and mom or dad is already in the nursing home, if mom and dad are married, we can save usually 75, 85, maybe 90% of the assets. A single person, we can usually save about half the assets. We can definitely deal with this penalty period. Sometimes we do apply, we take the penalty. Other times we say, you know what, the penalty period would be so big,
we’re just going to continue to privately pay and then at the right time understanding the rules. When we apply and look back, we don’t see those gifts.
If Medicaid doesn’t see the gifts because they’re outside that 60-month penalty period or excuse me, 60-month, I’ll get it right, look back period then there’s no penalty. That is a real key point in understanding 60-month look back and then that be unlimited penalty period knowing when do you apply. If somebody comes to us before they’re in a crisis situation, they will say okay, here’s what we’re going to do with the assets because we know if we get in a situation where we’re in the nursing home how do we deal with that look back. ASHEVILLE, N.C. -- Doctors, patients and advocates met outside the Minnie Jones Health Center in Asheville to voice their concerns about those in North Carolina ineligible for insurance.
Medicaid expansion would allow an estimated 500,000 uninsured citizens to healthcare. Those citizens fall into what is known as the "Coverage Gap" in which they are not eligible for Medicaid due to financial means as well as unable to pay for healthcare through the Affordable Care Act.
Other rallies were held across the state in Raleigh, Charlotte, Fayetteville and Greensboro all with the hopes of getting the governor and legislatures to expand the service.

What is Medicaid, and why was it created? What benefits does the program cover? What do we know about enrollment and expenditures in Medicaid? How is the program financed and administered? What changes did the ACA make to Medicaid? What are the trends in delivery system and payment reform across states, and what are their policy implications? What are the key issues facing Medicaid? With CHIP funding set to expire on September 30, 2015, what does the future hold for children’s health coverage?
Robin Rudowitz, associate director, Kaiser Commission on Medicaid and the Uninsured, provided an overview of the Medicaid program, including program and financing structure, enrollment and expenditures, and changes made to the program by the ACA.
Thomas Betlach, president of the board, National Association of Medicaid Directors, and director, Arizona Health Care Cost Containment System, discussed how states administer Medicaid, including eligibility and enrollment, as well as delivery system innovations and payment reform. He will also highlight other key issues from the states’ perspective.
Anne Schwartz, executive director, Medicaid and CHIP Payment and Access Commission (MACPAC), discussed access and payment issues around Medicaid and CHIP, including the implications of funding for CHIP expiring on September 30, 2015.
Vikki Wachino, acting director, Center for Medicaid and CHIP Services, CMS, discussed federal priorities for Medicaid moving forward.
Ed Howard of the Alliance and Barbara Lyons of Kaiser moderated.

With some states grappling over whether to expand Medicaid, and Congress facing big decisions about the future of the Children’s Health Insurance Program (CHIP), this briefing reviewed the basics about both programs and discuss current issues.
Medicaid is a federal-state partnership that provides health coverage to low-income individuals, including families, people with disabilities, and seniors. Since the enactment of the Affordable Care Act (ACA), more adults can now qualify for Medicaid coverage in states that have expanded the program. According to the Centers for Medicare and Medicaid Services (CMS), approximately 69 million adults and children were enrolled in Medicaid and CHIP as of November 2014.
What is Medicaid, and why was it created? What benefits does the program cover? What do we know about enrollment and expenditures in Medicaid? How is the program financed and administered? What changes did the ACA make to Medicaid? What are the trends in delivery system and payment reform across states, and what are their policy implications? What are the key issues facing Medicaid? With CHIP funding set to expire on September 30, 2015, what does the future hold for children’s health coverage?
Robin Rudowitz, associate director, Kaiser Commission on Medicaid and the Uninsured, provided an overview of the Medicaid program, including program and financing structure, enrollment and expenditures, and changes made to the program by the ACA.
Thomas Betlach, president of the board, National Association of Medicaid Directors, and director, Arizona Health Care Cost Containment System, discussed how states administer Medicaid, including eligibility and enrollment, as well as delivery system innovations and payment reform. He will also highlight other key issues from the states’ perspective.
Anne Schwartz, executive director, Medicaid and CHIP Payment and Access Commission (MACPAC), discussed access and payment issues around Medicaid and CHIP, including the implications of funding for CHIP expiring on September 30, 2015.
Vikki Wachino, acting director, Center for Medicaid and CHIP Services, CMS, discussed federal priorities for Medicaid moving forward.
Ed Howard of the Alliance and Barbara Lyons of Kaiser moderated.

State Rep. Frank Garner has refused to sign a blanket pledge against expanding Medicaid under the Affordable Care Act, and Americans for Prosperity-Montana is campaigning against him and two other lawmakers — state Reps. Jeff Welborn and Tom Berry — who have done the same.
The Koch-sponsored group is blanketing their House districts with mailers that show each lawmaker’s face superimposed over a photograph of President Barack Obama.
About 100 people turned out for a town hall meeting Thursday in Kalispell that was promoted by AFP, and Garner traveled eight hours from Helena to speak with his constituents after a reporter told him about the event, reported the Flathead Beacon."

According to The Guardian, the US Justice Department told a federal judge that Governor Bobby Jindal’s decision to oust Planned Parenthood from Louisiana’s Medicaid program appears to violate federal law by denying Medicaid patients the right to choose their healthcare providers. In a court filing, the agency said the Jindal administration hasn’t offered “sufficient reasons” to keep Planned Parenthood Gulf coast’s clinics in New Orleans and Baton Rouge from receiving Medicaid payments. The Justice Department wrote, removing Planned Parenthood from the Medicaid program “without providing any justification related to [the organization’s] qualifications to provide medical services would violate Louisiana’s obligations under the Medicaid statute’s ‘free choice of provider’ provision."

TOPS, Medicaid in Louisiana hitting the bottom, the current Governor Bobby Jindal continuing the high cost of healthcare in Louisiana and pushing the problem off to the next administration—those were some of the topics discussed today in a WGSO radio interview with Treasurer John Kennedy.
Radio talk show host Jeff Crouere interviewed Kennedy Tuesday morning. The treasurer is running for re-election.
In part I of the radio interview, Kennedy discussed his desire to keep the TOPS program which he says is helping university students stay in Louisiana and assisting them to obtain a higher education degree. Kennedy said there are some in the legislature who want to change TOPS program but he would want them to leave it alone.
The topic turned to the substantial cost of Medicaid in Louisiana. The Treasurer said the costs are going to “eat us alive”, the Medicaid budget is skyrocketing and the state is having a difficult time paying for it. During the interview, Kennedy said the problem is that some recipients are abusing the program and the Louisiana taxpayers are absorbing the costs.
Closing out this segment of the radio broadcast, Kennedy expressed his frustration with the Jindal administration’s unwillingness to improve the healthcare situation and its willingness to pass the problem off to the next governor.

With some states grappling over whether to expand Medicaid, and Congress facing big decisions about the future of the Children’s Health Insurance Program (CHIP), this briefing reviewed the basics about both programs and discuss current issues.
Medicaid is a federal-state partnership that provides health coverage to low-income individuals, including families, people with disabilities, and seniors. Since the enactment of the Affordable Care Act (ACA), more adults can now qualify for Medicaid coverage in states that have expanded the program. According to the Centers for Medicare and Medicaid Services (CMS), approximately 69 million adults and children were enrolled in Medicaid and CHIP as of November 2014.
What is Medicaid, and why was it created? What benefits does the program cover? What do we know about enrollment and expenditures in Medicaid? How is the program financed and administered? What changes did the ACA make to Medicaid? What are the trends in delivery system and payment reform across states, and what are their policy implications? What are the key issues facing Medicaid? With CHIP funding set to expire on September 30, 2015, what does the future hold for children’s health coverage?
Robin Rudowitz, associate director, Kaiser Commission on Medicaid and the Uninsured, provided an overview of the Medicaid program, including program and financing structure, enrollment and expenditures, and changes made to the program by the ACA.
Thomas Betlach, president of the board, National Association of Medicaid Directors, and director, Arizona Health Care Cost Containment System, discussed how states administer Medicaid, including eligibility and enrollment, as well as delivery system innovations and payment reform. He will also highlight other key issues from the states’ perspective.
Anne Schwartz, executive director, Medicaid and CHIP Payment and Access Commission (MACPAC), discussed access and payment issues around Medicaid and CHIP, including the implications of funding for CHIP expiring on September 30, 2015.
Vikki Wachino, acting director, Center for Medicaid and CHIP Services, CMS, discussed federal priorities for Medicaid moving forward.
Ed Howard of the Alliance and Barbara Lyons of Kaiser moderated.
