The U-S Defence Secretary and the commander of U-S forces in the Gulf continued their morale-boosting pre-Christmas tour of the Gulf by visiting Camp Doha in Kuwait.
Thousands of U-S troops are stationed there to provide security for the Gulf state along its border with Iraq.
They marched to the concert in their hundreds - in true military style - singing all the way.
They've had one of the least enviable tasks in recent weeks - providing security for Kuwait against any potential attack from Saddam Hussein in retaliation for Operation Desert Fox.
It was Saddam's invasion of Kuwait that sparked the Gulf War in 1990 and the oil-rich country has relied on American troops for protection ever since.
So it was a welcome relief for them to have something to cheer about when the U-S Defence Secretary decided to make a surprise pre-Christmas visit .
In his speech, William Cohen told them that their presence meant Saddam had been unable to strike out at any of his neighbours during the bombing campaign.

Thanks to you he is still in his box. You are the muscle behind America's will and as we say, you are also the steel and the sword of freedom. U-S Defense Secretary William Cohen warned Indonesia on Monday that it could face diplomatic isolation and lose crucial economic aid if it does not end militia violence on the divided island of Timor.
Cohen told Indonesian officials, including President Abdurrahman Wahid, to disband the militia gangs that have killed aid workers and peacekeepers in East and West Timor.
U-S Defense Secretary William Cohen was greeted by President Abdurrahman Wahid at the presidential palace in Jakarta.
The Defense Secretary is on a six-nation tour throughout Asia.
Cohen warned President Wahid and other Indonesian officials that the country could face losing economic assistance if they did not disband the militia gangs in Timor.
On September the sixth the attack by the militiamen resulted in the death of aid workers and peacekeepers in the Indonesian-controlled West Timor and the U-N--administered East Timor.
Cohen urged the President to deal with the militias and to repatriate all remaining East Timorese refugees from camps in West Timor.

"The militia must be disarmed. It must be disbanded. It must be held accountable. Until that happens, then that certainly will impede a much fuller relationship on the part of the international community with Indonesia including that of the United States. "

Cohen did not specify what aid might be withdrawn.
But Indonesia is battling its worst economic crisis in three decades and is reliant of billions of dollars from the International Monetary Fund and other foreign donors.

Cohen also went to the Defence Ministry to meet with the Indonesian Defence Minister, Mahfud M.D.
According to Mahfud, President Wahid has said that while attempts have been made to disarm the militias, many conceal their weapons in jungles and mountains where it is difficult for the security forces to find them.
Wahid maintains that the Timor attacks were orchestrated by hard-line commanders, loyal to former dictator General Suharto, who are trying to humiliate Wahid's reformist government.
Mahfud said that Indonesia could only take the action the Cohen wanted if the United States lifted its arms embargo.

Cohen continued his visit to Jakarta with a meeting between Megawati Sukarnoputri, Indonesia's Vice President, and the U-S Ambassador Robert Gelbard.
The Defence Secretary has said U-S President Bill Clinton was "disappointed" Indonesia had done little to clamp down on the militiamen.
A U-N force is keeping the peace in East Timor and shepherding the half-island territory to nationhood.
The United Nations has warned that the militias' aim is to destabilize the province in the hope that the resulting chaos could spark calls for the return of Indonesian rule.

U-S Defense Secretary William Cohen warned Indonesia on Monday that it could face diplomatic isolation and lose crucial economic aid if it does not end militia violence on the divided island of Timor.
Cohen told Indonesian officials, including President Abdurrahman Wahid, to disband the militia gangs that have killed aid workers and peacekeepers in East and West Timor.
U-S Defense Secretary William Cohen was greeted by President Abdurrahman Wahid at the presidential palace in Jakarta.
The Defense Secretary is on a six-nation tour throughout Asia.
Cohen warned President Wahid and other Indonesian officials that the country could face losing economic assistance if they did not disband the militia gangs in Timor.
On September the sixth the attack by the militiamen resulted in the death of aid workers and peacekeepers in the Indonesian-controlled West Timor and the U-N--administered East Timor.
Cohen urged the President to deal with the militias and to repatriate all remaining East Timorese refugees from camps in West Timor.

"The militia must be disarmed. It must be disbanded. It must be held accountable. Until that happens, then that certainly will impede a much fuller relationship on the part of the international community with Indonesia including that of the United States. "

Cohen did not specify what aid might be withdrawn.
But Indonesia is battling its worst economic crisis in three decades and is reliant of billions of dollars from the International Monetary Fund and other foreign donors.

Cohen also went to the Defence Ministry to meet with the Indonesian Defence Minister, Mahfud M.D.
According to Mahfud, President Wahid has said that while attempts have been made to disarm the militias, many conceal their weapons in jungles and mountains where it is difficult for the security forces to find them.
Wahid maintains that the Timor attacks were orchestrated by hard-line commanders, loyal to former dictator General Suharto, who are trying to humiliate Wahid's reformist government.
Mahfud said that Indonesia could only take the action the Cohen wanted if the United States lifted its arms embargo.

A U-N force is keeping the peace in East Timor and shepherding the half-island territory to nationhood.
The United Nations has warned that the militias' aim is to destabilize the province in the hope that the resulting chaos could spark calls for the return of Indonesian rule.

The U-S Defence Secretary, William Cohen, said on Tuesday that America's policy toward Moscow will not be altered by the mass sacking of Russia's government.
Cohen's comments came during a meeting with the Georgian Defence Minister in Washington D.C.
Officially, the subject at hand was closer ties between the military forces of the former Soviet state of Georgia and the U-S.
Cohen met at the Pentagon with the minister of defence of the Republic of Georgia, General Lt. Vardiko Nadibaidze.
The men signed a co-operation agreement.
Washington hopes to maintain its link with the government of Georgian President Victor Shevardnadze, at a time when instability threatens the Georgian leader's hold on power.
But there are also concerns for stability in Moscow.
On that, the U-S defence chief signalled continued support by the Clinton administration for Boris Yeltsin.
And he spoke of his confidence that some of the sacked officials, including Foreign Minister Primakov, will be part of a new Yeltsin regime - and that the ratification of the START-2 strategic arms reduction treaty by the Russian government will go ahead.

Lieberman is a member of the Senate Armed Services Committee and Gejdenson is the top Democrat on the House International Relations Committee.
The Clinton administration is trying to solidify support in Congress of its most extensive military campaign since the 1991 Gulf War.
Their meeting with NATO Secretary General Javier Solana will give them an opportunity to assess the alliance's strengths and weaknesses in the conflict.
On Tuesday, NATO Secretary General Solana reiterated the conditions for NATO to halt its military campaign against Yugoslavia.
He asked Yugoslav President Slobodan Milosevic to withdraw Serb security forces from Kosovo and help return all refugees to their homes in the province.
NATO wants Milosevic to allow international peacekeeping forces to be deployed in the region to monitor the proposed peace plan based on the Rambouillet accord.
The Western backed peace plan, which was accepted by the ethnic Albanians, calls for self-government by the Albanians, but stops short of allowing full independence.
NATO started air strikes on Yugoslavia on March 24 in a bid to force Belgrade to accept a peace agreement with ethnic Albanians in Kosovo.
The campaign, however, has so far resulted in the mass exodus of refugees from the Serbian province.
After meetings at NATO headquarters on Wednesday, the American delegation is to travel to a NATO air force base in Aviano, Italy, the main staging area for the air campaign against Yugoslavia.
The group also intends to visit refugee relief operations at a U-S military base in Germany.
Secretary of State Madeleine Albright and NATO foreign ministers will meet in Brussels early next week to assess the offensive against the Serbs and to reaffirm their determination to forge a settlement for Kosovo.

U-S Defence Secretary William Cohen unveiled a Pentagon blueprint on Monday designed to cut costs without weakening the U-S military's punch.
The review leaves the core military force intact - which the Pentagon says is enough to win two regional wars simultaneously.
But with budget pressures weighing heavily, it also recommends a small reduction in personnel and the closure of bases.
Defence Secretary William Cohen unveiled a Pentagon blueprint on Monday, declaring that the military "must shed weight".
His defence review recommends trimming major weapons modernisation programmes, holding at least two major rounds of base closures and thinning the military's support systems.
It leaves intact the core military force of ten active Army divisions, a dozen aircraft carrier battle groups and 20 Air Force fighter wings.

"The balanced approach was to make some modest reductions in our force structure, also some modest reductions in some of the programmes that we have underway, in order to carry out what we believe to be the appropriate strategy. To be able to shape the environment as we're currently doing, be able to respond to the types of crisis that we are likely to face in the near term and mid-term, and hopefully long-term. And also be able to prepare for the future."

The savings made on the cuts will be used to modernise weaponry and training.

U-S Defence Secretary William Cohen unveiled a Pentagon blueprint on Monday designed to cut costs without weakening the U-S military's punch.
The review leaves the core military force intact - which the Pentagon says is enough to win two regional wars simultaneously.
But with budget pressures weighing heavily, it also recommends a small reduction in personnel and the closure of bases.
Defence Secretary William Cohen unveiled a Pentagon blueprint on Monday, declaring that the military "must shed weight".
His defence review recommends trimming major weapons modernisation programmes, holding at least two major rounds of base closures and thinning the military's support systems.
It leaves intact the core military force of ten active Army divisions, a dozen aircraft carrier battle groups and 20 Air Force fighter wings.

"The balanced approach was to make some modest reductions in our force structure, also some modest reductions in some of the programmes that we have underway, in order to carry out what we believe to be the appropriate strategy. To be able to shape the environment as we're currently doing, be able to respond to the types of crisis that we are likely to face in the near term and mid-term, and hopefully long-term. And also be able to prepare for the future."

The savings made on the cuts will be used to modernise weaponry and training.

By largely sparing front-line forces and saving major weapons programmes, the defence review represents a partial victory for senior officers at the Pentagon.

U-S Secretary of Defence William Cohen has said Washington is not planning to send peacekeeping forces to troubled East Timor.
His comments come as Jose Ramos Horta, a prominent East Timorese opposition leader, said in Washington that unless the post-referendum violence in East Timor stops, there could be a major humanitarian catastrophe in the next few days.
The Nobel Peace Prize winner made the comments at a news conference during his visit.
Speaking to reporters, the U-S secretary of defence said it's up to the Indonesian government and the international community to respond to the growing violence in East Timor.
Anti-independence militia groups have been on a rampage since the province voted for independence from Indonesia last week.
Cohen says economic sanctions might pressure Indonesia's government to stop the violence, but he said the United States cannot be the world's policeman.
He says America has to be selective about where it commits troops and is not planning to contribute to any peacekeeping mission.

"The United States, like other nations, is calling upon Indonesia to deal with this problem as swiftly and effectively as possible. We're calling upon the government of Indonesia to bring the East Timorese militia under control. That responsibility is theirs. Meanwhile, East Timorese activist Jose Ramos Horta, co-winner of the 1996 Nobel Peace Prize, told a news conference in Washington on Wednesday that the Timorese people
need an unequivocal commitment from the international community that a peace enforcement mission will be sent.
He appealed to the United Nations, the United States and Australia to send armed peacekeepers to the troubled province.
He said a U-N peacekeeping force is the only way to protect civilians and to ensure that their overwhelming vote for independence will be respected.
And Horta predicted that even greater troubles may await the province if such action is not taken.

Defence Secretary William Cohen met his Romanian counterpart at the Pentagon on Monday.
They signed an agreement against proliferation of weapons of mass destruction.
As Romania's Defence Minister Constantin Ionescu arrived at the Pentagon on Monday morning, back in Bucharest the country's premier was about to step down.
Bowing to months of pressure, Prime Minister Victor Ciorbea submitted his resignation, in a move to end a prolonged political and economic crisis.
U-S Secretary of Defence William Cohen and his Romanian counterpart met to sign an agreement against the proliferation of weapons of mass destruction.
The pact outlines new ways that the two countries will cooperate to stop the trafficking in weapons.
As part of the new agreement the U-S will provide Romanian border authorities with equipment, training and services.
The move is designed to increase the country's capacity to intercept transfers of weapons of mass destruction.

"Romania and the United States realise that we have to do all we can to prevent terrorists or rogue nations from acquiring and using such weapons and this agreement is going to make us partners in that campaign."

The administration does not believe that we need to have any artificial delineation or a hiatus that would be determined by NATO itself and the countries that are seeking accession. But Romania enjoys, I think, strong support from many countries. It will be a strong contender for future membership."

Ionescu, meanwhile, vowed that all would be done to remain on track for entry into NATO.

The U-S Defence Secretary, William Cohen, on Thursday said Washington was ready to continue a sustained bombing campaign in Yugoslavia, but that it could end at any time if Yugoslav President Slobodan Milosevic returned to the peace table.
Cohen warned the NATO airstrikes on Yugoslavia looked like being a long effort.
He said all NATO planes had returned safely from the first day's assault on Serb targets, discounting reports that Yugoslav air defences had hit a U-S fighter plane.
Cohen said the military operation on Yugoslavia would continue until Milosevic relented in his campaign of violence and repression against the ethnic Albanians in the Serb province of Kosovo.
If NATO failed to achieve that, Cohen said, it wanted to make sure it had reduced the capacity of the Yugoslav army to cause further suffering among the ethnic Albanians in the future.
There has been no confirmed damage assessment from the bombs but the U-S Defence Secretary confirmed that two Yugoslav MiG planes had been shot down by NATO planes in air-to-air combat.
The airstrikes are expected to resume later on Thursday.

'We are proceeding according to our military plan. This is just the first day that we have witnessed. There'll be more to follow unless Mr Milosevic chooses peace and stops waging war against innocent civilians. ... I haven't seen any indication yet. That is the reason why we are continuing according to plan - again to deter him from moving against the Kosovo Albanians and slaughtering people. Failure to achieve that - to continue to reduce his capacity in waging that kind of assault in the future. .....

...... I resist any temptation to use any adjectives. I am satisfied that we are progressing as we planned and beyond that it would premature and I don't want to get into the business of expressing any kind of euphoria or disappointment. This is going to be a long effort unless Milosevic understands that the best opportunity for him is to come to the peace table and embrace the principles of Rambouillet - that is open at any time -we hope he will choose that.....

He said all NATO planes had returned safely from the first day's assault on Serb targets, discounting reports that Yugoslav air defences had hit a U-S fighter plane.
Cohen said the military operation on Yugoslavia would continue until Milosevic relented in his campaign of violence and repression against the ethnic Albanians in the Serb province of Kosovo.
If NATO failed to achieve that, Cohen said, it wanted to make sure it had reduced the capacity of the Yugoslav army to cause further suffering among the ethnic Albanians in the future.
There has been no confirmed damage assessment from the bombs but the U-S Defence Secretary confirmed that two Yugoslav MiG planes had been shot down by NATO planes in air-to-air combat.
The airstrikes are expected to resume later on Thursday.

'We are proceeding according to our military plan. This is just the first day that we have witnessed. There'll be more to follow unless Mr Milosevic chooses peace and stops waging war against innocent civilians. It has to be made very clear that this is not a U-S operation but a NATO operation in which all 19 countries are joined in support. So this is Mr Milosevic carrying on a war against innocent people within Kosovo contrary to all of the nations which have joined in denouncing him......
QUESTION: What is the latest - have you seen any indication that he is backing down whatsoever?
... I haven't seen any indication yet. That is the reason why we are continuing according to plan - again to deter him from moving against the Kosovo Albanians and slaughtering people. Failure to achieve that - to continue to reduce his capacity in waging that kind of assault in the future. .....
QUESTION: What is the latest in terms of the Yugoslav migs that may have been shot down?
....We have had confirmed reports that there are two aircraft - Yugoslavian aircraft that have been shot down. There may be more but we'll have to wait further confirmation of that......
QUESTION: Can you give an adjective on how this campaign is going?
...... I resist any temptation to use any adjectives. I am satisfied that we are progressing as we planned and beyond that it would premature and I don't want to get into the business of expressing any kind of euphoria or disappointment. This is going to be a long effort unless Milosevic understands that the best opportunity for him is to come to the peace table and embrace the principles of Rambouillet - that is open at any time -we hope he will choose that.....
QUESTION: News of extra resources?

QUESTION: What about a final warning to Milosevic?
....There is no need for any final warning - that is the reason why Holbrooke went to Belgrade to meet with him - that this is the last chance to avoid a military confrontation. There is every opportunity at any time for Mr Milosevic to say he is prepared to stop the slaughter, to pull his forces back and to embrace Rambouillet's principles and to agree to a peaceful settlement to this conflict......
QUESTION: Is there any nightmare that you've had?
.... I don't think anyone ever sleeps peacefully when we talk of putting our men into harms way or of the risk of unintended casualties within the parts of Yugoslavia and Kosovo.. I don't think anyone sleeps well.'

U-S Defence Secretary William Cohen says differences over the Iraq crisis will not harm Russian-American relations.
In an exclusive interview with Associated Press Television on Thursday morning in Moscow, Cohen said he would be talking about a number of other defence issues during his visit.
William Cohen made an early start Thursday from his hotel in the centre of Moscow.
It's his first visit to the Russian capital as U-S Defence Secretary, and it comes at a crucial time not only for U-S-Russian relations but also for international politics.
In an exclusive interview with Associated Press Television, Cohen outlined what he would be discussing with his Russian counterpart Marshal Igor Sergeyev.
SOUNDBITE: (English)
"We're going to take up a variety of issues on our efforts to co-operate in the field of military technology. We're going to talk about the need for ratification of START 2, moving on to START 3. We're going to talk about defence reform, how we are going to be of assistance in sharing our experience with how we have reformed the military. There are a variety of issues which we think will be very productive - stopping the technology going to Iran for the weapons of mass destruction. Those will be the series of issues we will be taking up."
(Q What about Iraq?)
"I'm sure that will come up as part of our conversation. My trip is focusing on the strategic relationship that we have in terms of reducing nuclear weapons, finding ways in which we can share information and work cooperatively."
(Q And do you think Russian-American relations will be spoilt by U-S policy on Iraq?)
"The basis of our relationship is very strong and obviously there will always be differences that we will have in the future, but the strength of the underlying relationship is paramount. Where we have differences, we will work out our differences, but essentially we intend to forge a strong partnership with Russia."
