NRK TV newsreader: "Convicted Palestinian terrorists in Israeli prisons receive salaries from their government, an Israeli organization [PMW] claims..."
NRK TV narrator: "A bomb was placed in the cafeteria at the Hebrew University in Jerusalem. Nine civilians were killed that day in July 2002. The man behind [the attack] was Ibrahim Hamed, convicted of the murder of a total of 46 Israelis. Ibrahim Hamed is one of the approximately 4,600 Palestinian prisoners in Israeli jails, who, according to the Israeli organization Palestinian Media Watch (PMW), receive salaries from the PA while they are in prison."
PMW Director Itamar Marcus: "Every Palestinian prisoner in an Israeli jail who is there for security offenses, who is there for - that includes any terrorist offense, including murder, receives a monthly salary from the Palestinian Authority. This includes people who've murdered 50-60 people in suicide bombings that they organized."
NRK TV narrator: "Since 2008, Norway has given over 300 million [Norwegian] kroner annually in direct budget support to the PA in the West Bank. This is the same PA that according to PMW's last report, gives salaries to Palestinian prisoners, among them several hundred inmates convicted of terror-related actions. The Norwegian Foreign Ministry several times has rejected such complaints. Last year in Parliament, [then Foreign Minister] Jonas Gahr Stoere said that 'this is not salaries, it is support for the prisoners' families and canteen money for the prisoners.' The Norwegian Foreign Ministry gave the same answer to NRK TV two weeks ago. But NRK was not satisfied with this answer. We asked for supplementary information from the Foreign Ministry, which we have now received. The Foreign Ministry now says that a separate aid program for Palestinian prisoners who are convicted in Israeli military court does exist."
Norwegian Foreign Ministry State Secretary Torgeir Larsen: "First of all, I would like to say that rewarding terror is not acceptable. Social aid is given, we have been informed by the PA, to different categories of Palestinian prisoners. One of those categories is those 5000 Palestinians who are imprisoned after conviction in military court in Israel."

State Secretary Larsen: "It's everything from stone throwing youths to Hamas MPs to long term prisoners who are imprisoned for serious terror attacks." [...]
NRK TV newsreader: "[MP] Peter Gitmark (Conservative Party), how seriously do you view this?"
MP Peter Gitmark: "This is very serious and especially the fact that it almost seems to be an aid program to terror-convicted prisoners in Israel, not to mention that it increases according to the length of the sentence."
NRK TV newsreader: "But is it not fair that people receive support to provide for the family if its breadwinner is imprisoned?"
MP Peter Gitmark: "Yes, absolutely, and canteen money and also simple payments to the family is okay, but having large amounts like 18,000 [Norwegian] kroner a month [paid], whether it is for the family or the individual prisoner, because he has committed a terrorist act, is unacceptable."
NRK TV newsreader: "Do you think that Norwegian tax money is being used to fund terrorism?"
MP Peter Gitmark: "Yes, this is an indirect form of that. However, it is also important to emphasize that the Norwegian support to the Palestinian areas is vital in order to create an opportunity to reach a two-state solution, and that is what is needed for peace." [...]

MP Peter Gitmark: "Far too badly. Parliament has been informed on several occasions by then Foreign Minister Jonas Gahr Støre. The National Security Authority cites security concerns over the company photographing military buildings in Oslo. The Norwegian government has denied a request from Apple to do a 3D mapping of the capital city of Oslo because of security concerns, according to news reports Monday.

While the country has a very healthy economy and government support for games as a growing industry, Norway's population is too small to support a game industry by itself. The Norwegian government placed ads in Afghanistan newspapers warning that
"immigration to Norway is strictly regulated."
And that
"all single Afghan men who cross over via Russia will be given a one-way ticket to Kabul."
The ad campaign that started on Monday will continue throughout this week. The ads read:
Persons who do not qualify for a permit in Norway and whose applications are denied must return to their country of origin or country habitual residence. If you do not leave voluntarily, you will be returned by force. People from safe areas of Afghanistan or who have been granted residence in another country will have their application rejected and will be deported. People from areas that are not considered safe may be returned to other parts of Afghanistan.
More than 30,000 asylum seekers have arrived in Norway in 2015 alone, with most of them crossing the border during the last 2 months. Last week, Norwegian border patrol introduced a new systematic identity checks on ferries arriving from Germany, Denmark and Sweden.
Justice Minister Anders Anundsen told Aftenposten that the ads were meant to combat “misperceptions”.
It is often a challenge that people base their travel plans upon misperceptions of a country’s asylum policies. There are many people who believe, for example, that they can travel to Norway and create a new life.

Earlier this year, Danish government had run a similar campaign in Lebanese newspapers dissuading potential Syrian asylum seekers.The ad received international attention and prompted counter-campaigns welcoming refugees to Denmark.

Hong Kong (CNN)Beijing has vowed to bring ISIS to justice after the group said it had executed two hostages, a Chinese and a Norwegian.
ISIS said it had killed the two men, identified as Chinese national Fan Jinghui and Norwegian citizen Ole Johan Grimsgaard-Ofstad in its English-language online magazine Dabiq.
President Xi Jinping "strongly condemned" ISIS for the killing of Fan, the first known Chinese national to be killed by the group, and the country's foreign ministry said the Chinese government would "definitely hold the perpetrators accountable."
But how to respond to Fan's "cold-blooded and violent" death presents a dilemma for China, which has stayed on the sidelines in the fight against ISIS and has a long-held principle of noninterference in other countries' affairs.
To date, Beijing has been vague on the question of what it will contribute to the global fight against ISIS and has declined to explicitly offer its support for airstrikes being conducted against the group in Syria.
Norway also condemned the killings.
"We have no grounds to doubt the contents of the photos that have been published," Foreign Minister Boerge Brende said, according to Reuters.
Teacher turned drifter
It's not known how Fan was captured by ISIS or whether he was abducted in Iraq, Syria or elsewhere.
Fan doesn't appear to have a military background and worked as a high school teacher before switching to a career in advertising, according to Chinese state media.
In 2001, according to Chinese magazine Caijing, he told a Chinese radio program that he was a "drifter" but he hoped to win awards for his advertising work.
When news of Fan's capture first spread in September, neighbors near his last known address told Reuters that he hadn't lived at the home in many years, and that they didn't know if he had any family."The Chinese government and people have been very concerned about Fan Jinghui's safety since he was kidnapped," Foreign Ministry spokesman Hong Lei said in a statement Thursday.
He added the government had made "all-out" efforts to rescue him.

China hasn't been an active participant in the fight against ISIS, but, in the wake of the killing, pledged to "enhance its counter-terrorism cooperation with the international community."
But experts say the chances of Chinese aircraft flying alongside Russian and U.S. planes in Syria and Iraq are slim to none.
"It seems most likely that the Chinese government will continue to stay on the sidelines," said Xie Tao, a professor at Beijing Foreign Studies University.
Xie said there are multiple reasons for that. First, he said by officially declaring war on ISIS, Chinese officials fear that could draw further scrutiny from the group, and perhaps increase the chances of a Paris-style attack in China.
He also pointed to the notion of precedent.

Hong Kong (CNN)Beijing has vowed to bring ISIS to justice after the group said it had executed two hostages, a Chinese and a Norwegian.
ISIS said it had killed the two men, identified as Chinese national Fan Jinghui and Norwegian citizen Ole Johan Grimsgaard-Ofstad in its English-language online magazine Dabiq.
President Xi Jinping "strongly condemned" ISIS for the killing of Fan, the first known Chinese national to be killed by the group, and the country's foreign ministry said the Chinese government would "definitely hold the perpetrators accountable."
But how to respond to Fan's "cold-blooded and violent" death presents a dilemma for China, which has stayed on the sidelines in the fight against ISIS and has a long-held principle of noninterference in other countries' affairs.
To date, Beijing has been vague on the question of what it will contribute to the global fight against ISIS and has declined to explicitly offer its support for airstrikes being conducted against the group in Syria.
Norway also condemned the killings.
"We have no grounds to doubt the contents of the photos that have been published," Foreign Minister Boerge Brende said, according to Reuters.
Teacher turned drifter
It's not known how Fan was captured by ISIS or whether he was abducted in Iraq, Syria or elsewhere.
Fan doesn't appear to have a military background and worked as a high school teacher before switching to a career in advertising, according to Chinese state media.
In 2001, according to Chinese magazine Caijing, he told a Chinese radio program that he was a "drifter" but he hoped to win awards for his advertising work.
When news of Fan's capture first spread in September, neighbors near his last known address told Reuters that he hadn't lived at the home in many years, and that they didn't know if he had any family."The Chinese government and people have been very concerned about Fan Jinghui's safety since he was kidnapped," Foreign Ministry spokesman Hong Lei said in a statement Thursday.
He added the government had made "all-out" efforts to rescue him.

The first U.S. citizen to be killed by ISIS, <a href="http://cnn.com/2014/08/20/us/james-foley-life/">James Foley</a> was taken hostage in Syria in November 2012 and beheaded in August 2014. The 40-year old from Rochester, New Hampshire was an experienced war journalist who contributed videos to major media outlets including Agence France-Presse and GlobalPost.

China hasn't been an active participant in the fight against ISIS, but, in the wake of the killing, pledged to "enhance its counter-terrorism cooperation with the international community."
But experts say the chances of Chinese aircraft flying alongside Russian and U.S. planes in Syria and Iraq are slim to none.
"It seems most likely that the Chinese government will continue to stay on the sidelines," said Xie Tao, a professor at Beijing Foreign Studies University.
Xie said there are multiple reasons for that. First, he said by officially declaring war on ISIS, Chinese officials fear that could draw further scrutiny from the group, and perhaps increase the chances of a Paris-style attack in China.
He also pointed to the notion of precedent.

Very little is known publicly about FSK, since the Norwegian government denied their existence and participation in any military operations for a long time. Some details have however emerged after FSK's participation in Operation Enduring Freedom in Afghanistan.
The establishment of FSK was briefly mentioned in an article in the Norwegian newspaper, Aftenposten, in 1983. During a hijacking in Norway in 1985, it was reported that FSK operatives had been put on alert in their base at Trandum, but not requested to assist in any action. A proposal to disband the FSK in 1988, as a financial measure, was met with protests, especially from the oil industry and the military. The plan was shelved after much media attention. Aftenposten reported on the unit as a "special military command composed of highly trained operators from Hærens Jegerkommando at Trandum and Marinejegerkommandoen, in addition to other specialists. The operators are very experienced and have served in the military for several years before joining."[citation needed]
The first time FSK was publicly mentioned by a representative of the armed forces, was in connection with the hijacking of SAS Flight 347 at Gardemoen Airport in September 1993. The following year, the magazine Vi Menn published an article about the FSK. In 1990 the FSK was also mentioned in a research paper: "The Armed Forces' Special Command (FSK) is specially trained to be used in the event of terrorist attacks against oil installations - especially hijacking situations." FSK's existence was only publicly acknowledged by the Norwegian Armed Forces for the first time in 1999, when a piece about the unit appeared in the Armed Forces Magazine Forsvarets Forum (The Defence Forum).[4]
FSK cooperate with special operations forces from several other countries, including the Special Air Services (SAS) and Special Boat Service (SBS) of the United Kingdom, Delta Force and Navy SEALs / DEVGRU of the United States, and KSK and GSG-9 of Germany.

The Norwegian government said Thursday its economy, as measured by gross domestic product, was weakened because of the depressed oil market.
"According to seasonally-adjusted figures, gross domestic product for mainland Norway rose by 0.2 per cent in the second quarter of 2015, after three quarters of weak development," Statistics Norway said in its latest report. "The weak trend is particularly seen in industries supplying the petroleum industry."
Norway is a key oil exporter to European economies, which are emerging only slowly from the last global financial crisis.
The Norwegian Petroleum Directorate, the nation's energy regulator, said oil production in July was 1.56 million barrels per day on average, above 1.4 percent above July 2014 and 6.6 percent higher than NPD expected.
Despite a general growth in crude oil output, most energy companies across the global market are spending less on exploration and related activities in an effort to conserve capital. Statistics Norway said the mining and manufacturing sector declined during the second quarter by 1.5 percent.
"This decline is largely linked to reduced production within oil and gas-related industries," it said. "Value added in petroleum activities and ocean transport declined 1 percent in the second quarter, which contributed to a slight decline in total GDP compared with the previous quarter."
NPD set a goal of adding 5 billion barrels of oil to national reserves. By 2019, operators expect to start production at the Johan Sverdrup field, the fifth largest discovery ever made on the Norwegian continental shelf.
Statistics Norway last month said total investment in the energy sector for 2016 is estimated at $23.6 billion, a 1.4 percent increase from the estimate for 2015.

Armed Forces realized that the battle endurance would increase if it was fought from pre-engineered positions, this resulted in a defense plan called "Njord"
In this plan it was planned around 40 bunkers on the west side of the Oslo fjord and just as many on the other side.
It was in these areas an enemy that advanced north from the ports of sydnorge should be stopped.
When security in the late 80's changed significantly in Europe, this plan was not put fully into practice.
Only a few positions were constructed in Vestfold, and this you see here is one of these.

A Norwegian peace envoy met with Sri Lanka''s top government ministers on Wednesday in a bid to save a faltering cease-fire with separatist Tamil Tiger rebels, while two sailors and three others including a South Korean were wounded in two separate mine blasts, officials said.
Meanwhile, the bodies of five Tamil civilians were found dead with gun shot wounds in the northern town of Jaffna on Wednesday, said police officer W.G. Ranasinghe.
The identity of the assailants and the motive behind the killings was not immediately known.
Norwegian peace envoy Jon Hanssen-Bauer met Prime Minister Ratnasiri Wickramanayake and Foreign Minister Mangala Samaraweera ahead of talks scheduled for Thursday with rebel leaders, who have threatened to walk away from forthcoming peace talks.
Government spokesman Keheliya Rambukwella said Hanssen-Bauer was told the government was ready for the April 24-25 talks.

The April 19-21 talks in Geneva had been in doubt after Tamil Tiger rebels accused the government of failing to honour its pledge made at the last round of peace talks in February to disarm paramilitary groups.
Erik Solheim, who is heading Norway''s efforts to end Sri Lanka''s nearly two decade-long civil war, said he had urged both sides to stick to the cease-fire agreement and work toward strengthening their peace efforts.
"Both sides have agreed to meet in Geneva,'''' Solheim told reporters after meeting with President Mahinda Rajapakse.
Solheim was accompanied by his aide, Jon Hanssen-Bauer.
Meanwhile, two members of a breakaway Tamil Tiger rebel faction were wounded in fighting Wednesday in the hamlet of Panichchankern, a rebel-controlled area in eastern Sri Lanka, according to the TamilNet Web site, which backs the mainstream Tiger rebels.
The rebel faction based in eastern Sri Lanka broke away from the mainstream Liberation Tigers of Tamil Eelam (LTTE) in 2004.
The LTTE accuses the military of backing the renegade faction - a charge the government denies.
There was no independent confirmation of the TamilNet report, as Sri Lankan police and army forces do not enter areas under rebel control.
The government accuses the separatist rebels of continuing to recruit underage combatants and attacking government troops.
Continuing violence has left at least 166 people dead since December in the north and east, home to the majority of Sri Lanka''s 3.2 (m) million Tamils.
The rebel group has fought since 1983 for a separate state for minority Tamils, claiming discrimination by the country''s Sinhalese majority.
The ensuing conflict has cost an estimated 65,000 lives.

In Kyiv, on May 20, 2015, the Norwegian-Ukrainian Chamber of Commerce (NUCC) organized a business conference, called “Ukrainian-Norwegian business opportunities...
In Kyiv, on May 20, 2015, the Norwegian-Ukrainian Chamber of Commerce (NUCC) organized a business conference, called “Ukrainian-Norwegian business opportunities: Focus on Agriculture” in partnership with Ukrainian Chamber of Commerce and Industry (UCCI), with Law Firm Sofiya, UkrAgroConsult and the Ministry of Agrarian Policy as partners.
More than 200 participants from different entities attended the conference, representing both small, medium and big market players.
The main topic of discussion at the conference became a bilateral agricultural agreement between Ukraine and Norway under the EFTA-agreement, which needs to be revised and updated in order to include more relevant products. Norway is not a member of the European Union, and this is why Ukraine and Norway have a separate free trade agreement to regulate the bilateral relations in trade.

Serial killer (mass murderer) - Anders Breivik
Anders Behring Breivik (born 13 February 1979) is the perpetrator of the 2011 Norway attacks. In a sequential bombing and mass shooting on 22 July 2011, he bombed government buildings in Oslo, resulting in eight deaths, then carried out a mass shooting at a camp of the Workers' Youth League (AUF) of the Labour Party on the island of Utøya, where he killed 69 people, mostly teenagers. He was convicted of mass murder, causing a fatal explosion, and terrorism in August 2012.
Breivik described his far-right militant ideology in a compendium of texts entitled 2083: A European Declaration of Independence, which he distributed electronically on the day of the attacks. In it he lays out his worldview, which includes Islamophobia, support of Zionism and opposition to feminism. It regards Islam and "cultural Marxism" as "the enemy", and argues for the violent annihilation of "Eurabia" and multiculturalism, and the deportation of all Muslims from Europe based on the model of the Beneš decrees. Breivik wrote that his main motive for the atrocities was to market his manifesto. Breivik had been active on several anti-Islamic and nationalist blogs, including document.no, and was a regular reader of Gates of Vienna, the Brussels Journal and Jihad Watch.
Two teams of court-appointed psychiatrists examined Breivik prior to his trial; in the first report Breivik was diagnosed with paranoid schizophrenia, and a second evaluation was commissioned following widespread criticism of the first report. The second psychiatric evaluation was published one week before the trial, concluding that Breivik was not psychotic during the attacks nor during the evaluation; he was diagnosed with narcissistic personality disorder. His trial began on 16 April 2012, and closing arguments were held on 22 June.

The Research and Innovation team was inspired by the Norwegian government’s National Transport plan to move more transport from land to sea, facilitate short sea shipping and build maritime infrastructure.
ReVolt has already been built in the form of a 1:20 scale model and DNV GL is currently testing its capabilities in open water in Norway.
In the future many of the concepts and technologies in the ReVolt design could also be used in trading vessels. We hope that ReVolt can serve as inspiration for ship owners and yards in their efforts to develop new solutions for a safe and sustainable future.

Norway Universally Designed by 2025 - Since 2008, this has been the Norwegian government’s vision, which adopts Universal Design as a strategy for overall society planning. What originated this? What are the tools for implementing UD, and what is the status for the UD strategy today?
On a micro-level, Universal Design has become a practical tool in many areas. The project “Universal Design – License to Learn” is an Erasmus+ funded partnership between AHEAD in Ireland, SIHO in Belgium coordinated by Universell in Norway.

Communities and governments hold diverse expectations regarding corporate social responsibility (CSR) for Arctic oil and gas. This seminar features two presentations adrressing this topic.
The project 'Sustainability and Petroleum Extraction: Corporate and Community Perspectives in Northern Norway and the Russian Arctic' (funded by the Research Council of Norway) interviewed petroleum stakeholders in northern Norway and the Russian Arctic: Hammerfest, Murmansk, the Komi Republic, and Nenets Autonomous Okrug (NAO).
What different expectations do these communities and the companies have for petroleum-related CSR? Can we identify best practices for CSR cutting across the Barents region's international boundaries, especially with the volatility of oil and gas prices? What are our expectations of CSR and the companies carrying it out within broader Arctic international governance?

In this episode of In Focus, we tackle sovereign wealth funds with with Mr. Knut Kjaer, the founding CEO of Norges Bank Investment Management (NBIM), in-charge of managing Norway’s sovereign wealth fund and foreign exchange reserves. He discusses about the importance of sovereign wealth funds to countries in Africa and the world with rich natural resources who share a vision of saving and investing in future generations.
Mr. Kjaer is co-founding partner and Chairman of Trient Asset Management in Oslo. Prior to establishing Trient, Mr. Kjaer was President of RiskMetrics Group in New York, with direct responsibility for the firm’s global risk management and corporate governance advisory businesses. In 1998, Mr. Kjaer became founding Chief Executive Officer of NBIM, which was established by the Norwegian government to manage its sovereign wealth fund and foreign exchange reserves. Over his 10 year career at NBIM (1998-2008), Mr. Kjaer implemented a successful investment program and built an asset management team that grew NBIM’s reserves from $25 billion to approximately $400 billion USD.
Mr. Kjaer is a member of ABP’s investment committee, the largest pension fund in Europe, and serves on the International Advisory Board of China Investment Corporation. He is member of the Investment Strategies Committee and International Advisory Board of Government of Singapore Investment Corporation, and he is member of the Investment and Risk Advisory Panel of the Monetary Authority of Singapore. He is also a member of the commission that manages the Irish National Pensions Reserve Fund.
In 2008, Mr. Kjaer was appointed a Knight Class 1 of the Royal Order of St. Olav by His Majesty King Harald of Norway for his management of the Norwegian sovereign wealth fund and his contribution to the Norwegian economy and the future financing of its pensions.
Mr. Kjaer holds a master’s degree in Economics and a degree in political science from the University of Oslo (1982). He attended the Advanced Management Program at Harvard Business School (2003).
