The United Nations formally kicked off the race for the next secretary-general on Tuesday and the world body's 193 members were encouraged to consider putting forward a woman for the top job that has been held by a man for the past 70 years.
U.N. Secretary-General Ban Ki-moon, a former South Korean foreign minister, is due to step down at the end of 2016 after serving two five-year terms. The job customarily rotates between regions, with Eastern Europe next on the list.
The 15-member Security Council, including veto powers China, Russia, the United States, Britain and France, traditionally considers an undisclosed list behind closed doors and recommends a candidate to be elected by the General Assembly.
In a bid to boost transparency, the presidents of the Security Council and the General Assembly - U.S. Ambassador Samantha Power and Mogens Lykketoft of Denmark - sent a letter on Tuesday to U.N. member states to begin the search for Ban's replacement by outlining the process and soliciting candidates.
"Convinced of the need to guarantee equal opportunities for women and men in gaining access to senior decision-making positions, Member States are encouraged to consider presenting women, as well as men, as candidates," they wrote.
The General Assembly requested such a letter be sent when it adopted a resolution on the issue in September.
"This fires the starting gun for the race to be the next secretary-general," said British U.N. Ambassador Matthew Rycroft, who helped draft the letter, adding that it brought gender equality, transparency and clarity to the process.
The letter simply notes "the regional diversity in the selection of previous Secretaries-General."
U.N. officials say they hope a list of candidates will be completed by March. The letter said contenders will have the opportunity to meet informally with member states and that the Security Council will begin its selection process in July.
Lykketoft said so far two candidates had been put forward for selection - former U.N. General Assembly President Srgjan Kerim of Macedonia and Croatian Foreign Minister Vesna Pusic.
"We invite candidates to be presented with proven leadership and managerial abilities, extensive experience in international relations and strong diplomatic, communication and multilingual skills," said Power and Lykketoft in the letter.
They asked states to present candidates to them in a letter, which would then be circulated to the 193 U.N. members.

China and Russia are unable to prevent United Nations Security Council, chaired by the United States in December, from holding its second meeting on human rights in North Korea.
SHOWS: UNITED NATIONS (DECEMBER 10, 2015) (UNTV-ACCESS ALL)
China, Russia, Venezuela and Angola failed on Thursday to stop the United Nations Security Council from holding its second meeting on human rights in North Korea, which has been accused by a U.N. inquiry of abuses comparable to Nazi-era atrocities.
China called a vote to stop the meeting, but lost nine to four. Nigeria and Chad abstained. Nine votes are needed to win a procedural vote and the five permanent members - China, Russia, the United States, Britain and France - cannot use their vetoes.
It was the first time a procedural vote has been held on an item already on the council's agenda, according to think-tank Security Council Report. The United States, France, Jordan, Lithuania, Malaysia, New Zealand, Chile, Spain and Britain voted to hold the meeting.
"The Security Council is not the place to address human rights, nor should it politicize the issue," said China's Deputy U.N. Ambassador Wang Min, adding that the situation in North Korea did not constitute a threat to international peace and security.
The 15-member council added the situation in North Korea - including human rights - to its agenda and held its first meeting on the issue a year ago, despite objections at the time by China, a firm ally of North Korea, and Russia.
Previously, the council's discussion of North Korea was limited to its nuclear weapons program. North Korean leader Kim Jong Un on Thursday claimed his country had developed a hydrogen bomb, but outside experts were skeptical.
North Korean diplomats did not attend Thursday's Security Council meeting.
"The international community has a collective responsibility to protect the population of the DPRK, and to consider the wider implications of the reported grave human rights situation for the stability of the region," Jeffrey Feltman, U.N. political affairs chief, told the council.
The 193-member U.N. General Assembly has urged the U.N. Security Council to consider referring North Korea to the International Criminal Court after a U.N. Commission of Inquiry detailed wide-ranging abuses in the impoverished Asian state.
China is likely to veto such a move, diplomats said.
"Gross violations continue, the institutional nature and severity of which pose a threat to international peace and security," U.N. Human Rights Commissioner Zeid Ra'ad Al Hussein told the Security Council.
"The continuing violations and systemic failings simply heighten international anxieties over the possibility of a precipitous turn, an event of great centrifugal consequence which could rapidly engulf the region," he said.

U.N. experts have issued a report saying Iran's firing of a ballistic missile in October violated U.N. sanctions banning the Islamic Republic from launches capable of delivering nuclear weapons.
The report submitted to the U.N. Security Council and seen by The Associated Press on Tuesday said the launch used banned ballistic missile technology. The missile had a range of at least 1,000 kilometers (620 miles) and a payload of at least 1,000 kilograms (2,200 pounds).
The United States, France, Britain and Germany asked the Security Council on Oct. 21 to investigate and take "appropriate action" against Iran for the Oct. 10 missile launch.
The report by experts from the council committee monitoring sanctions against Iran supports the contention of the four countries that the firing violated U.N. sanctions.

TURKEY, US FAILED TO NOTIFY UN SECURITY COUNCIL OF ISIS OIL SMUGGLING: Russian UN envoy Churkin - 14 Dec - Ankara and Washington contravened the UN resolution on financing terrorism by failing to inform the Security Council about Islamic State illegally trafficking stolen oil, Russia’s UN envoy has said.
“We’ve got serious complaints about the implementation of [UN] resolution (# 2199, banning financing of the terrorist organization),” Vitaly Churkin told RIA Novosti news agency.
“Under Resolution 2199, adopted on our initiative in February, countries are obliged to provide information (about financing terrorists) to the Security Council - if they have such information. That means the Americans had to provide such information, and of course Turkey, which should have reported any illegal [oil] trade going on there. They didn't do it,” Churkin said.

U.S. FINALLY ADMITS THAT TURKEY ALLOWS THE ISIS TO TRANSPORT STOLEN OIL ACROSS BORDER - 14 DEC - Two separate U.S government officials have conceded to Turkey’s role in the Islamic State’s illegal oil trade, with one admitting that the terrorist group has earned more than $500 million from the oil trade so far, while at the same time attempting to deflect attention away from the complicity of the Turkish government.
On Thursday, U.S. Treasury Department official Adam Szubin admitted that the Islamic State is moving the contraband oil into Turkey, but attempted to rationalize these actions by claiming that the majority of the stolen oil is being sold to the Assad government.
“Some is coming across the border into Turkey,” admitted Szubin.
The terrorists make as much as $40 million per month selling oil and have earned more than $500 million from the oil trade so far, according to Szubin, who then attempted to place responsibility on the Assad government.
“ISIL is selling a great deal of oil to the Assad regime,” Szubin said, claiming that in spite of being at war, the two sides are “still engaged in millions and millions of dollars of trade,” which to some degree is probably true out of necessity, but in no way excuses a NATO member state from financing a global terrorist organization.
Szubin failed to provide any evidence to back up his assertions made against the Assad government. It seems the U.S. is attempting to forward the false narrative first put forth by the Turkish government after being exposed by Russia, as to prove that massive amounts of Islamic State oil was being illegally transported from Iraq and Syria, into Turkey.
Only the day before, at press conference on Wednesday, U.S. State Department spokesman John Kirby admitted that ISIS was being allowed to transport stolen oil across the Turkish border, and stated that the U.S. wanted Turkish government to close its border with Syria
Kirby referred to a “98-kilometer stretch” of the Syrian-Turkish border, “which still needs to be closed off because it provides avenues of sustenance for ISIL,” allowing supplies, weapons, fighters, and oil to cross the border virtually unfettered.

Russia has criticized Turkey and the United States for their failure to inform the UN Security Council about oil smuggling by the ISIL terrorists in Iraq and Syria.
Russia’s UN envoy Vitaly Churkin says both Ankara and Washington are obliged to notify the UN about the illegal trafficking of stolen oil by Daesh. In an interview with a Russian news agency, Churkin said the two states' silence on the matter is against the UN resolution on financing terrorism. Churkin said how could American generals not know about such trade despite operating in the area for more than a year. The Russian diplomat revealed that a new UN resolution on illegal oil trade is currently being prepared. Last week, the Russian Defense Ministry presented evidence of oil being transported from the ISIL-held territories to Turkey. But Washington stepped in for Ankara, saying there’s no solid proof linking the Turkish government to the illicit oil trade.
