STORYLINE:
Italian Premier Mario Monti said in Tokyo on Wednesday that contagion from Europe's debt crisis must be avoided by building a financial "firewall" as soon as possible.
Monti was speaking at an event organised by Japan's largest economic daily, the Nikkei newspaper, on Italy's crucial role in shaping the eurozone debt crisis, which could have huge consequences worldwide.
The Italian leader, who is also an economist, said the Greek crisis was "almost over" and welcomed efforts by the European Union to introduce tighter fiscal discipline rules and strengthening the bailout system to prevent the crisis from spreading across Europe.
He said there was still uncertainty as to what extent the resurgence of tension may rise in Greece again, and promised that Italy wouldn't be the cause of a deeper financial crisis in Europe.
"It is my firm commitment that Italy should not be one of the sources of such a flame," said Monti.
Italy predicts it will experience less recession than it has now, thanks to Monti's tough recipe of austerity, new taxes and investment aimed at growth.
Monti's government has already won over the support of European partners and helped persuade investors that Italy will get is heavy debt load under control.
That's most evident in the country's borrowing costs, which have fallen sharply over the past few months. Late last year, the yield on Italy's ten-year bonds was over seven percent, widely considered to be unsustainable over the long term.
Though much of the credit for the improvement has been given to a big long-term liquidity operation from the European Central Bank, there is growing confidence in the Monti government to deliver on the austerity and reform package, especially when compared to the government of his predecessor Silvio Berlusconi.
Monti's government has already passed austerity measures as well as a package of liberalisation reforms, which won final approval in the lower house.
Europe is at serious risk if Italy's financial system - with vastly larger economy and debt loads - is forced to take a bailout.
At stake would be the very survival of the euro - the currency shared by 17 countries known as the eurozone.
Spain and Italy suffer many of the same kinds of problems that inspired creditors to flee Greece, Portugal and Ireland.
At the height of the debt crisis last winter, borrowing costs for Italy on bond markets hit highs that would have been unsustainable without a bailout.
New austerity-minded governments in Rome have helped calm fears, but of far greater significance was the European Central Bank's decision to provide banks more than one (t) trillion euros (1.3 trillion US dollars) in bargain-basement loans.

STORYLINE
Japanese Prime Minister Yoshihiko Noda reached out on Sunday for China's help in dealing with North Korea and promoting stability in the closed country after the death of longtime leader Kim Jong-Il.
Noda's first official visit to Beijing would normally have centred on bilateral issues, such as their dispute over islands claimed by both countries, but the death of Kim on December 17 and the announcement of his son Kim Jong Un as the country's leader has shifted the focus.
Noda, the first foreign leader to meet China's leaders since Kim's death, emphasised the need to get stalled six-party talks on North Korea's nuclear program back on track.
"We are currently facing a new situation in East Asia," Noda said.
"On this issue, it is very timely to exchange views with the host of the six-party talks and the country with the most influence on North Korea," he said, referring to China. "Safeguarding the peace and stability of the Korean peninsula is in the common interest of our two countries."
Noda was speaking at a meeting with his counterpart, Wen Jiabao, and other officials.
Noda and Wen noted that 2012 marks the 40th anniversary of the establishment of diplomatic ties between their countries, and said both nations wanted to improve relations to mark that occasion.
Officials from both countries also signed memorandums of understanding on youth exchanges and setting up a clean energy and environmental protection investment fund.
Noda is due to meet President Hu Jintao on Monday before returning home. His visit to China was planned before Kim's death was announced on December 19.

STORYLINE
Japanese Prime Minister Yoshihiko Noda reached out on Sunday for China's help in dealing with North Korea and promoting stability in the closed country after the death of longtime leader Kim Jong-Il.
Noda's first official visit to Beijing would normally have centred on bilateral issues, such as their dispute over islands claimed by both countries, but the death of Kim on December 17 and the announcement of his son Kim Jong Un as the country's leader has shifted the focus.
Noda, the first foreign leader to meet China's leaders since Kim's death, emphasised the need to get stalled six-party talks on North Korea's nuclear program back on track.
"We are currently facing a new situation in East Asia," Noda said.
"On this issue, it is very timely to exchange views with the host of the six-party talks and the country with the most influence on North Korea," he said, referring to China. "Safeguarding the peace and stability of the Korean peninsula is in the common interest of our two countries."
Noda was speaking at a meeting with his counterpart, Wen Jiabao, and other officials.

And I think there's a lot of conflict between some of the local people who want places built back as they were, local authorities who want to merge some of these smaller hamlets which were pretty much totally wiped off the map. So difficult decisions ahead, I think."

One the eve of the anniversary of the March 11 tsunami that killed nearly 20,000 people in northeastern Japan and set off the worst nuclear crisis since Chernobyl, Japan's prime minister said that the "responsibility must be shared" for the failure to protect residents from the disaster.
Yoshihiko Noda acknowledged the government's failure in its response to last year's earthquake and tsunami.

Placing high hopes on the economic power of Pacific rim nations, US President Barack Obama on Saturday declared the Asia-Pacific region the heart of explosive growth for years to come.
Obama was in Hawaii courting Asian powers as he sought to improve the beleaguered American jobs outlook.
His move comes as his administration has poured attention and capital into deepening relations with Asia as a source of trade, jobs and security ties.
For the U.S., Obama's outreach also reflects worries about Europe's economic troubles and the need for the United States to tap the enormous base of potential consumers in the emerging nations of Asia.
"I think that we're not going to see massive growth out of Europe until the problem's resolved (eurozone crisis), and that will have a dampening effect on the overall global economy. But, if we can at least contain the crisis, then one of the great opportunities we have is to see the Asia-Pacific region as an extraordinary engine for growth," Obama said.
Underscoring the region's importance to the U.S., Obama on Saturday, as expected, announced the broad outlines of an agreement to create a Trans-Pacific Partnership trade zone, encompassing the United States and eight other nations.
The eight countries joining would be Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam.
That pact and its potential payoff for US jobs and business will allow Obama to cast his far-flung travels as crucial to American voters with an election year approaching and concerns of domestic voters centred on the dragging economy.
Obama was also due to meet with US business leaders on Saturday to highlight the importance for interests back home of the Asia-Pacific region.
Japan's interest in also joining the Trans-Pacific Partnership will be a central topic for Obama and Prime Minister Yoshihiko Noda, and the president spoke of the credibility that Japan would contribute should it join the alliance.

JCC arrived in the Philippine capital of Manila International Airport, the aircraft belonging to the Japanese Coast Guard Eleventh District of Naha headquarters will stay until February 1. Japan''s new prime minister promised to focus on the nuclear decontamination effort and recovering the economy as he officially stepped into his new role on Friday.
Yoshihiko Noda, a surprise choice for prime minister, selected close allies for key positions in his Cabinet as he tries to steer his troubled nation through disaster recovery, a nuclear crisis and a lengthy economic slump.
He is bringing along some fresh faces to the Cabinet, including 47-year-old Koichiro Gemba as foreign minister and 49-year-old Jun Azumi as finance minister.
Both are relatively young in a Japanese political world normally dominated by elder statesmen, and both are closely allied with Noda.
In comments shortly after his full Cabinet was approved by the emperor, Noda struck a confident tone, saying he would do his utmost to improve disaster relief efforts and bring the nuclear crisis in Fukushima under control.
He also said that he and his Cabinet would work to jump-start an economy battered by the surging yen.
A strong yen hurts Japan''s top exporters like Toyota Motor Corporation and Sony Corporation by reducing the value of their overseas businesses.
Noda, who was finance minister in the previous Cabinet, said more needed to be done to prop up the US dollar, acknowledging that he was worried about a hollowing out of the Japanese economy if companies move their operations abroad because of the high yen.
He noted that Japanese companies should take advantage of a strong yen by buying up foreign businesses.

Sept. 12 (Bloomberg) -- Japan Prime Minister Yoshihiko Noda's effort to win public support for restarting nuclear reactors faces a setback after his minister in charge of the industry was forced to resign just nine days into the job.
Yoshio Hachiro stepped down as head of the Ministry of Economy, Trade and Industry on Sept. 10, under fire for using "towns of death" to describe the evacuation zone around the Fukushima Dai-Ichi nuclear plant and joking about radiation.
