Fighting to reconstitute the historical Khorasan into the so-called 'Caliphate' of Abu Bakr al-Baghdadi, the group says it has grand plans for the region, starting with uprooting the Taliban and the government of President Ashraf Ghani.
Causing friction with the regional and overall leadership of the Taliban, armed battles have increased over the past few months with dozens of Taliban fighters killed in the clashes, most notably in the Taliban stronghold of Nangarhar province.
ISIL's local chapter has also managed to attract dozens of fighters from the Taliban's ranks into its fold, while foreign fighters unable to make it to Syria and Iraq have thronged to the group's territory.
In ISIL and the Taliban we look at the group's growing popularity, how it made steady inroads into the country and the threat it poses for the future of Afghanistan.

He said "the most powerful tool" Americans can use against ISIL is not to give them more credit than they're due: "[I]n addition to hunting down terrorists, in addition to effective intelligence, and in addition to missile strikes, and in addition to cutting off financing and all the other things that we're doing, the most powerful tool we have to fight ISIL is to say that we're not afraid; to not elevate them; to somehow buy into their fantasy that they're doing something important. "They're a bunch of killers. And there have been people throughout human history who can find an excuse to kill people because they don't think like them or look like them. And we fight them, and we beat them, and we don't change our institutions and our culture and our values because of them.
"I want to be very clear about this. I am not afraid that ISIL will beat us because of their operations. When I see a headline that says this individual who designed this plot in Paris is a mastermind -- he's not a mastermind. He found a few other vicious people, got hands on some fairly conventional weapons, and, sadly, it turns out that if you're willing to die, you can kill a lot of people." Obama said his message is that he will "do everything we can to destroy this particular network." "Once this network is destroyed -- and it will be -- there may be others that pop up in different parts of the world, and so we're going to have to continue to take seriously how we maintain the infrastructure that we've built to prevent this."

Dianne Feinstein (D-Calif.), the ranking Democrat on the Senate Intelligence Committee, described the group as "enormously strong" and "a quasi-state." Feinstein also admitted that she is skeptical of the Obama administration's efforts to degrade and destroy ISIL: "I don't think the approach is sufficient to (do) the job," she told CBS's "Face the Nation" with John Dickerson. "I think there are general principles, and the general principles in terms of the administration strategy, too, but I'm concerned that we don't have the time, and we don't have years. We need to be aggressive now, because ISIL is a quasi-state. "ISIL has 30,000 fighters. It's got a civil infrastructure. It's got funding. It's spreading in other countries. And it's a big, big problem. And now what you see, I think, in other places is a competition developing from other terrorist organizations. "But ISIL is something apart. It's enormously strong. And it has to be dealt with in a very strong manner." Feinstein wants to send more Special Operations forces into Iraq and Syria, and she also wants the U.S. to concentrate on removing ISIL from its headquarters in northern Syrians city of Raqqa.

"So, I think we need a specific, larger, Special Operations plan. One -- a group of 50 is fine for what they're doing so far, but it's not going to solve the problem. In addition to sending more Special Ops forces, Feinstein said moving ISIL out of the Syrian city of Raqqa is critical: "That where the head of the snake, so to speak, has to be cut off," she said.

"I would bring it back, yes. I would bring it back. I think waterboarding is peanuts compared to what they'd do to us," he said.
Later in the same show, Dr Carson was asked if he would bring back the controversial interrogation technique.
He said: “I agree that there’s no such thing as political correctness when you are fighting an enemy who wants to destroy you.”
The first reference to a database came in a Trump interview with Yahoo News published Thursday when he was asked about requiring Muslims to register in a database or carry a form of special identification noting their religion.

Asked if there should be a database system for tracking Muslims in the United States, Trump said, "There should be a lot of systems, beyond databases." On Sunday, Mr Trump was asked if he ruled out a database on all Muslims in the US.
"No, not at all," he answered. "I definitely want a database and other checks and balances. We want to go with watch lists. We want to go with databases."

Donald Trump on Sunday advocated bringing back waterboarding of terrorism suspects and dug in on creating a database to track Muslims in the United States.
The billionaire real estate mogul and former reality TV star is leading the race for the Republican nomination for the fourth straight month, with Republican establishment candidates such as Jeb Bush, former Florida governor, and Marco Rubio, the Florida senator, far behind.
Mr Trump's standing in national Republican presidential polls has only solidified since the strikes on Paris that killed at least 130 people and wounded hundreds of others. The Islamic State of Iraq and the Levant (Isil) has claimed responsibility for the Paris attacks. The upsurge in violence has put pressure on the candidates who are political outsiders, primarily Mr Trump and Ben Carson, who have little foreign policy or national security experience.

A former religious advisor to Osama bin Laden, Abu Hafs al-Mauritani has joined a chorus of Muslims in condemning the Islamic State of Iraq and the Levant (ISIL) group, denouncing its recent attacks in Paris as going against the tenets of Islam.
In his first interview to an English-TV audience, Mauritani tells Al Jazeera's Sami Zeidan that ISIL has "misunderstood" Islam, just as people in the West might "misunderstand Christianity".
"Islam forbids the killing of innocent people, regardless of whether they are Muslims or non Muslims," he says. "Killing civilians and innocent people ... is unacceptable and has nothing to do with jihad."
A former al-Qaeda ideologue who served on the group's Shura Council, Mauritani left al-Qaeda in August 2001 after disagreeing with bin Laden's decision to target civilians.
After the September 11 attacks, he fled to Iran where he spent 10 years in prison before being extradited to Mauritania.
Speaking from the Mauritanian capital Nouakchott, he accuses ISIL's recruitment methods, citing political and not religious grievances for the group's rise.
He blames the West's support for Israel, "corrupt Arab regimes" and "counter revolutions after the Arab Spring" for the spread of the armed group.
"Why else would they have hit France and not hit the Vatican?" he says. "The Vatican represents western Christianity, why didn’t they attack a church?"
France has been bombing ISIL targets in Syria since late September, and since the Paris attacks has carried out a wave of air strikes on the Syrian city of Raqqa, the de-facto capital of the "Islamic State".
Mauritani, who rejects Baghdadi's claim to be the leader of all Muslims, says ISIL fails to meet the conditions and requirements of a caliphate and is a "fruit" of the US-led occuptaion of Iraq.
Mauritani also talks to Al Jazeera about why he joined - and left - al-Qaeda and what drives people to join the ranks of ISIL and other armed groups.

The Dáesh (Islamic State of Iraq and the Levant) (ISIL; Arabic: الدولة الإسلامية في العراق والشام), also known as the Islamic State of Iraq and Syria (ISIS, /ˈaɪsɨs/), the Islamic State of Iraq and ash-Sham,[28] or simply Islamic State (IS),[29] is a Wahhabi/Salafi jihadist extremist militant group, self-proclaimed to be a caliphate and Islamic state. It is led by and mainly composed of Sunni Arabs from Iraq and Syria. As of March 2015, it has control over territory occupied by 10 million people in Iraq and Syria, and through loyal local groups, has control over small areas of Libya, Nigeria and Afghanistan. The group also operates or has affiliates in other parts of the world, including North Africa and South Asia.[30][31][32][33][34][35]
The group is known in Arabic as ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām, leading to the acronym Da'ish or Daesh (داعش, Arabic pronunciation: [ˈdaːʕiʃ]),[36][37] the Arabic equivalent of "ISIL". On 29 June 2014, the group proclaimed itself to be a worldwide caliphate, with Abu Bakr al-Baghdadi being named its caliph, and renamed itself ad-Dawlah al-Islāmiyah (الدولة الإسلامية, "Islamic State" (IS)). As a caliphate, it claims religious, political and military authority over all Muslims worldwide, and that "the legality of all emirates, groups, states, and organisations, becomes null by the expansion of the khilāfah's [caliphate's] authority and arrival of its troops to their areas".[28][38][39][40] The United Nations has held ISIL responsible for human rights abuses and war crimes, and Amnesty International has reported ethnic cleansing by the group on a "historic scale". The group has been designated a terrorist organisation by the United Nations, the European Union and member states, the United States, India, Indonesia, Israel, Turkey, Saudi Arabia, Syria and other countries. Over 60 countries are directly or indirectly waging war against ISIL.
The group originated as Jama'at al-Tawhid wal-Jihad in 1999, which pledged allegiance to al-Qaeda in 2004. The group participated in the Iraqi insurgency that followed the March 2003 invasion of Iraq by Western forces. In January 2006, it joined other Sunni insurgent groups to form the Mujahideen Shura Council, which proclaimed the formation of the Islamic State of Iraq (ISI) in October 2006. After the Syrian Civil War began in March 2011, the ISI, under the leadership of al-Baghdadi, sent delegates into Syria in August 2011. These fighters named themselves Jabhat an-Nuṣrah li-Ahli ash-Shām—al-Nusra Front—and established a large presence in Sunni-majority areas of Syria, within the governorates of Ar-Raqqah, Idlib, Deir ez-Zor, and Aleppo. In April 2013, al-Baghdadi announced the merger of the ISI with al-Nusra Front and that the name of the reunited group was now the Islamic State of Iraq and the Levant (ISIL). However, Abu Mohammad al-Julani and Ayman al-Zawahiri, the leaders of al-Nusra and al-Qaeda respectively, rejected the merger. After an eight-month power struggle, al-Qaeda cut all ties with ISIL on 3 February 2014, citing its failure to consult and "notorious intransigence". In Syria, the group has conducted ground attacks on both government forces and rebel factions in the Syrian Civil War. The group gained prominence after it drove Iraqi government forces out of key cities in western Iraq in an offensive initiated in early 2014. Iraq's territorial loss almost caused a collapse of the Iraqi government and prompted a renewal of US military action in Iraq

The Dáesh (Islamic State of Iraq and the Levant) (ISIL; Arabic: الدولة الإسلامية في العراق والشام), also known as the Islamic State of Iraq and Syria (ISIS, /ˈaɪsɨs/), the Islamic State of Iraq and ash-Sham,[28] or simply Islamic State (IS),[29] is a Wahhabi/Salafi jihadist extremist militant group, self-proclaimed to be a caliphate and Islamic state. It is led by and mainly composed of Sunni Arabs from Iraq and Syria. As of March 2015, it has control over territory occupied by 10 million people in Iraq and Syria, and through loyal local groups, has control over small areas of Libya, Nigeria and Afghanistan. The group also operates or has affiliates in other parts of the world, including North Africa and South Asia.[30][31][32][33][34][35]
The group is known in Arabic as ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām, leading to the acronym Da'ish or Daesh (داعش, Arabic pronunciation: [ˈdaːʕiʃ]),[36][37] the Arabic equivalent of "ISIL". On 29 June 2014, the group proclaimed itself to be a worldwide caliphate, with Abu Bakr al-Baghdadi being named its caliph, and renamed itself ad-Dawlah al-Islāmiyah (الدولة الإسلامية, "Islamic State" (IS)). As a caliphate, it claims religious, political and military authority over all Muslims worldwide, and that "the legality of all emirates, groups, states, and organisations, becomes null by the expansion of the khilāfah's [caliphate's] authority and arrival of its troops to their areas".[28][38][39][40] The United Nations has held ISIL responsible for human rights abuses and war crimes, and Amnesty International has reported ethnic cleansing by the group on a "historic scale". The group has been designated a terrorist organisation by the United Nations, the European Union and member states, the United States, India, Indonesia, Israel, Turkey, Saudi Arabia, Syria and other countries. Over 60 countries are directly or indirectly waging war against ISIL.
The group originated as Jama'at al-Tawhid wal-Jihad in 1999, which pledged allegiance to al-Qaeda in 2004. The group participated in the Iraqi insurgency that followed the March 2003 invasion of Iraq by Western forces. In January 2006, it joined other Sunni insurgent groups to form the Mujahideen Shura Council, which proclaimed the formation of the Islamic State of Iraq (ISI) in October 2006. After the Syrian Civil War began in March 2011, the ISI, under the leadership of al-Baghdadi, sent delegates into Syria in August 2011. These fighters named themselves Jabhat an-Nuṣrah li-Ahli ash-Shām—al-Nusra Front—and established a large presence in Sunni-majority areas of Syria, within the governorates of Ar-Raqqah, Idlib, Deir ez-Zor, and Aleppo. In April 2013, al-Baghdadi announced the merger of the ISI with al-Nusra Front and that the name of the reunited group was now the Islamic State of Iraq and the Levant (ISIL). However, Abu Mohammad al-Julani and Ayman al-Zawahiri, the leaders of al-Nusra and al-Qaeda respectively, rejected the merger. After an eight-month power struggle, al-Qaeda cut all ties with ISIL on 3 February 2014, citing its failure to consult and "notorious intransigence". In Syria, the group has conducted ground attacks on both government forces and rebel factions in the Syrian Civil War. The group gained prominence after it drove Iraqi government forces out of key cities in western Iraq in an offensive initiated in early 2014. Iraq's territorial loss almost caused a collapse of the Iraqi government and prompted a renewal of US military action in Iraq

The latest site ISIL fighters have destroyed is the ancient temple of Baal Shamin in the Syrian city of Palmyra. The armed group seized Palmyra from government forces in May, fuelling fears that it might destroy its priceless heritage.
That was not the first time the group targeted a cultural site. Back in February, its fighters destroyed the Mosul museum after they seized the Iraqi city last year.

Then in Tunisia, European tourists were targeted in their resort. A gunman randomly opening fire among the beach umbrellas and continuing in a hotel.
The message, for many, is clear: ISIL is expanding its activities beyond areas already seized in Iraq and Syria.
