The Church Committee was the United States Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities, a U.S. Senate committee chaired by Senator Frank Church (D-ID) in 1975. A precursor to the U.S. Senate Select Committee on Intelligence, the committee investigated intelligence gathering for illegality by the Central Intelligence Agency (CIA), National Security Agency (NSA) and Federal Bureau of Investigation (FBI) after certain activities had been revealed by the Watergate affair.
By the early years of the 1970s, a series of troubling revelations started to appear in the press concerning intelligence activities. First came the revelations of Christopher Pyle in January 1970 of the U.S. Army's spying on the civilian population[1][2] and Sam Ervin's Senate investigations produced more revelations.[3] Then on December 22, 1974, The New York Times published a lengthy article by Seymour Hersh detailing operations engaged in by the CIA over the years that had been dubbed the "family jewels". Covert action programs involving assassination attempts against foreign leaders and covert attempts to subvert foreign governments were reported for the first time. In addition, the article discussed efforts by intelligence agencies to collect information on the political activities of US citizens.[4]
In 1975 and 1976, the Church Committee published fourteen reports on various U.S. intelligence agencies', formation, operations, and the alleged abuses of law and of power that they had committed, with recommendations for reform, some of which were later put in place.
Among the matters investigated were attempts to assassinate foreign leaders, including Patrice Lumumba of the Democratic Republic of the Congo, Rafael Trujillo of the Dominican Republic, the Diem brothers of Vietnam, Gen. René Schneider of Chile and Director of Central Intelligence Allen Welsh Dulles's plan (approved by President Dwight D. Eisenhower) to use the Sicilian Mafia to kill Fidel Castro of Cuba.
Under recommendations and pressure by this committee, President Gerald Ford issued Executive Order 11905 (ultimately replaced in 1981 by President Reagan's Executive Order 12333) to ban U.S. sanctioned assassinations of foreign leaders.
Together, the Church Committee's reports have been said to constitute the most extensive review of intelligence activities ever made available to the public. Much of the contents were classified, but over 50,000 pages were declassified under the President John F. Kennedy Assassination Records Collection Act of 1992.
The Church Committee learned that beginning in the 1950s, the CIA and Federal Bureau of Investigation intercepted, opened and photographed more than 215,000 pieces of mail by the time the program called "HTLINGUAL" was shut down in 1973. This program was all done under the "mail covers" program. A mail cover is when the government records without a warrant or notification all information on the outside of an envelope or package, including the name of the sender and the recipient. The Church report found that the CIA was zealous about keeping the United States Postal Service from learning that mail was being opened by government agents. CIA agents moved mail to a private room to open the mail or in some cases opened envelopes at night after stuffing them in briefcases or coat pockets to deceive postal officials.

"CIA personnel improperly accessed computers used by the Senate Intelligence Committee to compile a report on the agency’s use of harsh interrogation methods , according to an internal CIA investigation, contradicting denials of such intrusions by spy chief John Brennan.
Findings of the investigation by the CIA Inspector General’s Office “include a judgment that some CIA employees acted in a manner inconsistent with the common understanding reached between SSCI (Senate Select Committee on Intelligence) and the CIA in 2009,” CIA spokesman Dean Boyd said in a statement.
The statement represented an admission to charges by the panel’s chairwoman, Sen. Dianne Feinstein, D-Calif., that the CIA intruded into the computers her staff used to compile the soon-to-be released report on the agency’s use of harsh interrogation methods on suspected terrorists in secret overseas prisons during the George W. When the Senate Select Committee on Intelligence's Executive Summary of the Committee Study of the Central Intelligence Agency's Detention and Interrogation Program was released in December 2014, the assumption from most media venues was that nobody would read it. So they summarized it for us in various ways, and we got to hear interpretations of it from different (parts) of the political spectrum. The simple premise behind "this land is your land this land is my land" is that that we will read the executive summary aloud, in its entirety, in a central and public place on the campus of Ramapo College. To read it aloud, unfortunately perhaps in the contemporary world of short attention spans and mediation, is in itself a political act, one which claims that we will not in this case let others decide for us what we read or perceive but at least in this instance we try to read and understand it for ourselves.
Because this is an important document in the life and legacy of our nation. It details what the Central Intelligence Agency and the Executive Administration of our nation continues to call "Enhanced Interrogation Techniques," many of which, such as waterboarding, anal feeding, and sexual humiliation and intimidation, are recognized by many of us, and by the rest of the world, as torture. These things were done secretly and without the consent of the nation, even as they were done with our silent approval as a part of the "War on Terror." The title of this piece "this land is ---- land this --- is my land," refers to the complicity that we all have as members of a nation whose representatives have used these "techniques" and continue to argue for their efficacy in keeping our nation safe despite abundant and compelling contrary evidence. Those making the argument that torture woks have been very successful, as a good section of our nation believes the intuitively attractive idea that violence leads to truth.
We believe it is important to read and hear about the events and actions described in this document. We believe that we are ultimately responsible for the actions committed in our name. We believe that we need to stand up and rake responsibility for them.

Sen. Diane Feinstein — the vice chair of the U.S. Senate Select Committee on Intelligence — told "Meet the Press" there was a "strong probability" that a bomb caused the Airbus A321 to crash on Oct. 31 shortly after takeoff from Egypt's Sharm el-Sheikh airport.
Her comments echoed previous statements from U.S. and U.K. officials about the likelihood explosives played a role in the crash — though Egyptian authorities have pushed back and warned against jumping to conclusions.

Her comments echoed previous statements from U.S. and U.K. officials about the likelihood explosives played a role in the crash — though Egyptian authorities have pushed back and warned against jumping to conclusions.
Samples of debris from the plane have been flown to Moscow for analysis.

The Post reports that the Committee has interviewed more than one-hundred people and pored over volumes of classified material in reaching its conclusion.
The Post also reports that the committee staff was surprised by the amount of circumstantial evidence and disputed information used in intelligence documents, especially an October 2002 National Intelligence Estimate requested by Democratic senators as Congress prepared to vote to authorise going to war.
Democrats are pressing to widen the inquiry to look at whether the White House and Defence Department knowingly exaggerated the threat posed by Saddam to bolster the administration's case for war.
In testimony on Friday before the Senate Democratic Policy Committee, three former CIA officers claimed the Bush administration used "pressure and intimidation" to persuade analysts to report intelligence that matched the administration's objectives.

When the Senate Select Committee on Intelligence's Executive Summary of the Committee Study of the Central Intelligence Agency's Detention and Interrogation Program was released in December 2014, the assumption from most media venues was that nobody would read it. So they summarized it for us in various ways, and we got to hear interpretations of it from different (parts) of the political spectrum. The simple premise behind "this land is your land this land is my land" is that that we will read the executive summary aloud, in its entirety, in a central and public place on the campus of Ramapo College. To read it aloud, unfortunately perhaps in the contemporary world of short attention spans and mediation, is in itself a political act, one which claims that we will not in this case let others decide for us what we read or perceive but at least in this instance we try to read and understand it for ourselves.
Because this is an important document in the life and legacy of our nation. It details what the Central Intelligence Agency and the Executive Administration of our nation continues to call "Enhanced Interrogation Techniques," many of which, such as waterboarding, anal feeding, and sexual humiliation and intimidation, are recognized by many of us, and by the rest of the world, as torture. When the Senate Select Committee on Intelligence's Executive Summary of the Committee Study of the Central Intelligence Agency's Detention and Interrogation Program was released in December 2014, the assumption from most media venues was that nobody would read it. So they summarized it for us in various ways, and we got to hear interpretations of it from different (parts) of the political spectrum. The simple premise behind "this land is your land this land is my land" is that that we will read the executive summary aloud, in its entirety, in a central and public place on the campus of Ramapo College. To read it aloud, unfortunately perhaps in the contemporary world of short attention spans and mediation, is in itself a political act, one which claims that we will not in this case let others decide for us what we read or perceive but at least in this instance we try to read and understand it for ourselves.
Because this is an important document in the life and legacy of our nation. It details what the Central Intelligence Agency and the Executive Administration of our nation continues to call "Enhanced Interrogation Techniques," many of which, such as waterboarding, anal feeding, and sexual humiliation and intimidation, are recognized by many of us, and by the rest of the world, as torture. Rizzo served as acting general counsel during much of the George W. Bush administration and was a key legal architect of the U.S. interrogation and detention program after the Sept. 11 attacks. He recently published a book titled, "Company Man: Thirty Years of Controversy and Crisis in the CIA." Attorney Scott Horton is contributing editor at Harper's Magazine and author of the forthcoming book, "The Lords of Secrecy: The National Security Elite and America's Stealth Foreign Policy."

In a report to the Senate Select Committee on Intelligence, the Central Intelligence Agency has revealed that it used simulated drowning and other harsh interrogation techniques, but the methods did not improve intelligence gathering. The report also revealed that many of the legal justifications for the interrogation (authored by former BYU law student Jay Bybee) were based on bad information.
On Wednesday at 12:15 p.m., attorney and former Army brigadier general David Irvine, University of Utah law professor Wayne McCormack and Tribune reporter Nate Carlisle join Jennifer Napier-Pearce to discuss the CIA disclosures and the implications for U.S. standing in the world.

On April 3, 2014, the Senate Select Committee onIntelligence voted to send the
Findings and Conclusions and the Executive Summary ofits final Study on the
CIA's Detention and Interrogation Program to thePresident fordeclassification
and subsequent public release.
This action marked the culmination of amonumental effort that officially began
with the Committee's decision to initiate the Study in March 2009, but which had
its roots in an investigation into the CIA's destruction of videotapes of CIA
detainee interrogations that began in December 2007.
The full Committee Study, which totals more than 6,700 pages, remains classified
but is now an official Senate report. The full report has been provided to the White
House, the CIA, the Department of Justice, the Department of Defense, the
Department of State, and the Office ofthe Director of National Intelligence in the
hopes that it will prevent future coercive interrogation practices and inform the
management of other covert action programs.
As the Chairman of the Committee since 2009,1 write to offer some additional
views, context, and history.
I began my service on the Senate Intelligence Committee in January 2001. I
remember testimony that summer from George Tenet, the Director of Central
Intelligence, that warned of a possible major terrorist event against the United
States, but without specifics on the time, location, or method of attack. On
September 11, 2001, the world learned the answers to those questions that had
consumed the CIA and other parts of the U.S. Intelligence Community.^
I recall vividly watching the horror of that day, to includethe television footage of
innocent men and women jumping out of the World Trade Center towers to escape
the fire. The images, and the sounds as their bodies hit the pavement far below,
will remain with me for the rest of my life.
It is against that backdrop - the largest attack against the American homeland in
our history - that the events described in this report were undertaken.
