Richard Fowler pushed back and called it ridiculous to link the Laquan McDonald case to the White House, but Kelly insisted there’s “a difference in treatment” and a big “double standard” when it comes to “a friend of the president.”
Fowler called that “preposterous” while Jackson pointed out that the White House jumping the gun on Ferguson looks even worse in hindsight because they were wrong.

Chicago Mayor Rahm Emanuel on Wednesday fiercely resisted calls to follow his police superintendent in stepping down, even as the city continues to roil over the dashcam video released last week showing 17-year-old Laquan McDonald being shot by police.
Asked at a POLITICO Playbook event whether he planned to resign, the notoriously brazen Emanuel sneered and made light of the question. “No, because I really so much look forward to this interview and I wanted to have it. I just felt so good saying that to you,” Emanuel said, explaining that Chicago voters already put their faith in him.
“We have a process called the election. The voters spoke. I’ll be held accountable for the decisions and actions that I make,” he said.

CHICAGO -- A Chicago police officer responding to a domestic disturbance call Saturday accidentally shot and killed a 55-year-old woman, who was among two people fatally wounded, police said late Saturday.
Relatives said Bettie Jones lived downstairs from Quintonio LeGrier, the 19-year-old subject of the initial call to police, who also was killed by the officer.
Officers who responded to the call "were confronted by a combative subject resulting in the discharging of the officer's weapon," the Chicago Police Department said in a brief statement.
"The 55-year-old female victim was accidentally struck and tragically killed," reads the statement, which extends "deepest condolences to the victim's family and friends."
The families of the victims are accusing the police of overreacting.
The Cook County medical examiner identified the man killed as 19-year-old Quintonio Legrier and the woman as 55-year-old Bettie Jones. Both victims were black and from Chicago. Jones was described by her family as a mother of five.
Chicago Mayor Rahm Emanuel has issued a statement on the fatal police shooting.
In the statement on the early morning shooting issued late Saturday by the mayor, Emanuel says that "anytime an officer uses force the public deserves answers, and regardless of the circumstances, we all grieve anytime there is a loss of life in our city."
Police did not disclose the race of the officer or release the officer's current work status.
Jones was pronounced dead at 4:51 a.m. at Loretto Hospital. Legrier was pronounced dead at 5:14 a.m. at Stroger Hospital. Autopsies have not been scheduled, medical examiner's office spokeswoman Becky Schlikerman said.
The Chicago Police Department said in a statement that the shootings happened around 4:25 a.m. Saturday after officers who responded to the call "were confronted by a combative subject."
Legrier's mother, Janet Cooksey, who was not present at the time of the shooting, told the Chicago Tribune that her son had been dealing with mental issues, but said police didn't have to react the way they did.
"We're thinking the police are going to service us, take him to the hospital. They took his life," she said.
She said her son "didn't have a gun. He had a bat."
"If you are a police officer, you are supposed to be trained for situations," she said, according to CBS station WBBM. "Seven bullets were put in my son. Seven."
Jones, a neighbor of Legrier, lived in a first-floor apartment with her boyfriend. Jones' daughter said she was shot while opening the door, WBBM reports. Her brother, Melvin Jones, told the Chicago Tribune that more than a dozen family members celebrated Christmas with Jones on Friday. Jones said his sister "had an excellent Christmas."
Her children range in age from 19 to 38. They include 19-year-old twins.
"There are so many questions and no answers," Melvin Jones said. "I'm numb right now. Right now there's a whole lot of anger, a whole lot of tears. ... I don't have time to feel. I have a funeral to prepare."
Cooksey told the Chicago Tribune that Legrier was studying studying engineering at Northern Illinois University and "was going somewhere."
It is not clear from the police statement if either Legrier or Jones were armed or if there are any video recordings of the incident.
Jones' daughter, Latisha Jones, told the Sun-Times she woke up when she heard gunshots. She said she walked to the front door and saw her mother bleeding on the ground.
Police said the shooting is under investigation and the case has been referred to the city's main police oversight agency.
Independent Police Review Authority spokesman Larry Merritt confirmed Saturday that the agency was investigating an officer-involved shooting but had no further information.
Cooksey said she wants a personal apology from Mayor Rahm Emanuel for what happened to her only child.
"Are we gonna get protected or is the police just gonna keep taking lives?" Cooksey said. "I mean, whose gonna answer these questions?"
Emanuel's office didn't immediately respond to a request for comment from the AP.

Hundreds of angry protesters marched on Chicago's major shopping street Friday, demanding the resignation of city mayor and drawing attention to last year's police shooting of black teenager Laquan McDonald, one of the cases of police brutality in recent years.
The demonstration started in the city center. Hundreds of local residents occupied the northbound lane of Michigan Avenue and marched with signs reading "Stop Police's Violence" and "Appealing for Judicial Justice" while shouting the slogans of "firing 16 shots to cover the truth" and "there will be no peace without justice".
The parade condemned Chicago mayor Rahm Emanuel for intentionally covering the police violence and demanded his resignation. The protesters also showed the pictures of the dead black youths killed by police and imitated the way the victim was shot dead to express strong dissatisfaction at the violence.
"People stand together and make the new-found society to stop all of the police brutality that is going on in the society. There is for many years, police has been terrorizing African Americans. We stand together united to say that 'we had enough of this'," said a protester.
A number of police kept patrolling on the street and stopped some vehicles to avoid any accidents as the protests walked up the revenue. Many local residents braved the cold to join the protest though it was freezing cold outside. Some protesters said the frequent occurrences of such violence have made them feel uneasy.
"Police claim that they're in fear of their lives, but there was a lie. This is nothing new. This is nothing new. Now we had to be in fear at anytime. Some can play gun on me and say I would try to shoot them as they shoot me. This is why I am in fear of my life," said a protester.

Emanuel's political stock has tumbled after a racially divisive scandal that grew out of a fatal police shooting of a teenager in October 2014.
Sanders, a senator from Vermont, campaigned for Emanuel’s opponent in last spring’s mayoral race and called for changes in the U.S. policing strategies to ensure "lethal force should be a last option, not a first option."
His comments appeared to be a direct reference to the killing of 17-year-old Laquan McDonald, an African-American who was shot 16 times by Jason Van Dyke, a white Chicago police officer who has been charged with murder.
"If the question is whether I want or need Rahm Emanuel’s support for president, the answer – in all due respect to the mayor - (is) no, I don’t," Sanders told reporters.
While scorning support from Emanuel is no surprise, invoking his name and alluding obliquely to the mishandled McDonald video appeared to be a calculated political strategy aimed at mining votes.
Emanuel fought to keep a dash-cam video of the shooting out of the public eye during his re-election battle, releasing it only after a judge forced the city to do so last month.
The video's release triggered protests that are expected to resume in Chicago on Thursday. Calls for Emanuel's resignation continue, and the U.S. Justice Department is investigating complaints of abusive policing and a lack of accountability within Chicago's police force since the video's release.
Sanders appeared alongside Emanuel's vanquished 2015 mayoral opponent, Cook County Commissioner Jesus "Chuy" Garcia, and a Democratic state lawmaker, Representative La Shawn Ford, who has sponsored legislation in Illinois to permit voters to recall Chicago's mayor. A young person stood behind Sanders during his media conference wearing a t-shirt that said: "Rahm Failed Us."
Asked whether his vision of criminal justice reform matched that of Emanuel’s, Sanders said, “I suspect not.” He did not elaborate during a brief news conference.
Emanuel’s office declined to comment in response to Sanders’ comments, which followed a new listing by GQ magazine of its “Worst People of 2015.” Emanuel was included in that group.
SAVVY, CONFRONTATIONAL
Emanuel stood as one of the Democratic Party’s savviest, if not most confrontational, personalities before his political fortunes sagged. He helped elect the last two Democratic presidents, serving first as a fundraiser and political director under President Bill Clinton in the 1990s and later as White House chief of staff for President Barack Obama.
Between those jobs, Emanuel held a seat in the U.S. House of Representatives, helping engineer a Democratic takeover in 2006.
Sanders’ criticism also highlighted Hillary Clinton's dilemma over how to use her politically damaged ally. With his vast experience in Washington, Emanuel would normally campaign for her on Sunday morning television news programs and be a valuable conduit to Chicago’s historically fertile Democratic fundraising circuit.
However, some of Emanuel’s closest friends believe he must remain on the sidelines of the presidential campaign to focus instead on restoring public confidence in his mayorship and instituting a crackdown on the kind of police behavior seen in the McDonald video.
“The last thing he should be focusing on is presidential politicking,” longtime friend and former Obama adviser David Axelrod told Reuters.
“I think he feels now more than ever an obligation to try and fix this in a way that’s durable and lasting."
Hillary Clinton has expressed confidence in Emanuel but also publicly backed the Justice Department probe into Chicago’s police department, a stance that had her briefly at odds with Emanuel until he threw his support behind the investigation.
Clinton’s campaign did not respond to questions from Reuters about what role, if any, Emanuel might play.
Some veteran political observers have little doubt that Clinton has no choice but to downplay her ties with Emanuel as she courts some of the same African-American voters he has alienated in his handling of the McDonald case.
"Politics is a business, and loyalty is great, but at some point, if you’re too much of a liability, you get thrown under the bus,” said former political journalist David Yepsen, who is head of the Paul Simon Public Policy Institute at Southern Illinois University.
“And Rahm Emanuel understands that probably better than anybody else,” he said.

“I think he feels now more than ever an obligation to try and fix this in a way that’s durable and lasting."
Hillary Clinton has expressed confidence in Emanuel but also publicly backed the Justice Department probe into Chicago’s police department, a stance that had her briefly at odds with Emanuel until he threw his support behind the investigation.
Clinton’s campaign did not respond to questions from Reuters about what role, if any, Emanuel might play.
Some veteran political observers have little doubt that Clinton has no choice but to downplay her ties with Emanuel as she courts some of the same African-American voters he has alienated in his handling of the McDonald case.
"Politics is a business, and loyalty is great, but at some point, if you’re too much of a liability, you get thrown under the bus,” said former political journalist David Yepsen, who is head of the Paul Simon Public Policy Institute at Southern Illinois University.
“And Rahm Emanuel understands that probably better than anybody else,” he said.

'We need to end mandatory minimum sentencing and give judges the discretion to better tailor sentences to the specific facts of a given case '. bernie sanders said "We cannot jail our way out of health problems like drug addiction or social and economic problems like poverty". Sanders is expected to talk about police reform and the recent releases of videotaped police shootings, including of 17-year-old Laquan McDonald. Polls show him closing the gap in the democratic presidential race. Sanders trails Hillary Clinton in Iowa, which is where the first presidential caucus will be held in about seven weeks. But he's ahead in New Hampshire, which is much closer to his home state of Vermont. While much of the national conversation seems to have focused on Clinton and Donald Trump, Sanders is trying to make his mark. "I think Bernie Sanders is tapping into folks who are very frustrated by the establishment politics. And Hillary Clinton represents that front and center," said Laura Washington, an ABC7 political consultant. Earlier, the Vermont senator attended a community event. Former state Senator Jesus Chuy Garcia, who ran for mayor and is a long-time progressive, also attended the meeting. Washington said a Garcia endorsement would help Sanders make inroads with the potential voters he is trying to attract. "He wants to tap into the anger about police brutality, about taxes, about jobs and Chicago is a good place for him to do that," Washington said. Sanders is no stranger to Chicago despite being an East Coast native. He spent his formative college years at the University of Chicago in Hyde Park. Although, many consider the Chicago area to be Clinton country because she grew up in the suburban Park Ridge.

Chicago Mayor Rahm Emanuel says the city needs comprehensive solutions in the wake of the 2014 death of a black teenager who was shot 16 times by a white police officer. Emanuel says the police department's challenges go beyond one case and says he's making several reforms, including appointing a new leader for the Independent Police Review Authority, which investigates police-involved shootings. The authority's new chief, Sharon Fairley, appeared with Emanuel at a Monday news conference at City Hall. The previous head resigned Sunday. Emanuel spoke hours after the federal Department of Justice announced it'll investigate the Chicago Police Department for patterns of unconstitutional practices. Officer Jason Van Dyke faces first-degree murder in the shooting death of 17-year-old Laquan Johnson.

CHICAGO — The head of the Chicago Police Department was fired Tuesday amid widespread criticism over how authorities responded to the fatal shooting of a black teenager by a white police officer last year.
Mayor Rahm Emanuel (D) said he formally asked Garry F. McCarthy, the Chicago police superintendent, for his resignation on Tuesday morning, a week after video footage of the shooting was released and the officer was charged with murder.
“He has become an issue, rather than dealing with the issue, and a distraction,” Emanuel said. He added that while he is loyal to McCarthy, whom he praised for his leadership of the department, the needs of the city are more important.
Even as the embattled Emanuel dismissed his police superintendent and made other vows of increased police accountability, announcing a task force to review police oversight, another Illinois official suggested that federal intervention was needed for the Chicago police. Illinois Attorney General Lisa Madigan wrote a letter Tuesday asking the Justice Department to investigate possible civil rights violations by the Chicago Police Department.
