In 2013, the group claimed responsibility for the Westgate Mall attacks in Nairobi, Kenya, where 67 people were killed. This signaled a shift in the scope of al Shabaab's tactics, which until this point had been focused within Somalia, where the group was in control of much of the country. Over the past few years, with help from the African Union Mission in Somalia (AMISOM), many cities that were once al Shabaab strongholds were taken back by Somali forces. VICE News correspondent Simon Ostrovsky traveled to Somalia in the wake of AMISOM taking back the coastal city of Barawe — where Ikrima, the man believed to be behind the Westgate attacks, resided — to investigate how al Shabaab evolved from a localized threat to a regional one. We have had indications from several countries during the African Union summit which took place two weeks ago in Addis Ababa, and President Ping (African Union Commission Chairman Jean Ping), who is the chairperson of the commission, has had meetings with several heads of state who have indicated their commitment to contribute additional troops." 6. Wide of news conference STORYLINE: The African Union's envoy to Somalia said on Monday that the organisation would increase its troops in the country to 8,000 from the current 3,500, despite Sunday's attack on an AU base in Mogadishu which killed 11 Burundian soldiers. Nicolas Bwakira told a news conference at the AU HQ in Nairobi, Kenya, that several countries "have indicated their commitment to contribute additional troops". Bwakira said Somali President Sheik Sharif Sheik Ahmed had asked the African Union to continue to support his government and boost the number of peacekeeping troops. An extremist Islamist group called al-Shabab claimed responsibility for Sunday's attack, the deadliest on African Union forces during the two-year deployment in Somalia. An African Union official said on Monday that the suicide bomber was a Somali contractor who delivered supplies and had easy access to the base. Bwakira said 22 soldiers have been killed in Somalia to date. The AU's Peace and Security Council met in the Ethiopian capital in an emergency session for three hours on Monday but its deliberations were closed to reporters. The AU peacekeeping force has a restricted mandate to guard key government installations in Mogadishu. It has not been involved in fighting Islamist militants in the capital, battles that have killed thousands of civilians over the past two years. But hardline groups still view the peacekeepers as an occupying force. Al-Shabab has threatened to focus attacks on African Union troops, now that Ethiopian forces have left Mogadishu after two years. The US State Department considers al-Shabab a "terrorist" organisation linked to al-Qaida, something the group has denied. The Somali government controls virtually no territory. Seminar 27/01/2015 News media, political reconfiguration and the continued relevance of ethno-nationalist discourses in Somalia" Peter Chonka (Centre of African Studies, University of Edinburgh). Despite extreme political fragmentation across Somalia and an ongoing insurgency waged against the foreign-backed Somali Federal Government based primarily in Mogadishu, discourses of Somali ethno-nationalism continue to be relevant in the ‘public spheres’ of news media and propaganda, and influence the way in which conflicts or processes of political reconfiguration are framed by actors and observers. Perceptions of cultural, linguistic and religious homogeneity across Somalia remain important and ideas of what it means to be ‘a Somali’ are constantly reproduced through a variety of media by political actors of different ideological or geographic power bases. This identity – or different forms of it – in turn condition conceptions of Somali nationalism, itself a product of shared culture, post-independence statehood and a history of interaction and conflict with neighbours perceived as invaders or allies. This PhD project (which is currently in the fieldwork stage) looks to examine why discourses of Somali nationalism remain important for current political reconfiguration, even in the face of legacies of civil war, state collapse, extreme fragmentation of power and an ongoing Islamist insurgency drawing some of its legitimacy from transnational Jihadist narratives. This question will be addressed through an analysis of the contemporary Somali public sphere of news media and political communication and will examine the relationship between the technological development of this media environment and the continued relevance of (contested and evolving) discourses of Somali nationalism. Peter Chonka has been working in and around Somalia since 2009, first for the University of Hargeisa in Somaliland, and then as an interpreter for the International Committee of the Red Cross (ICRC) in South/Central Somalia and Puntland. For the ICRC he was involved in visiting detainees held in relation to the conflict and meeting with political/judicial/military authorities for the purposes of improving humanitarian conditions in places of detention and promoting respect for International Humanitarian Law amongst arms carriers. As an interpreter he became increasingly interested in how ideas of Somali identity and nationalism are employed by political actors in Somalia, especially in regards to the propaganda war being waged between the Somali Federal Government and Harakat Al Shabaab al Mujahideen, as well as in the communications surrounding other regional power-holders or quasi-independent political entities. He has recently left the ICRC to concentrate on the fieldwork for this doctoral research project which he is undertaking at the Centre of African Studies at the University of Edinburgh. The worst drought in 60 years has thrown some 13 million people across the Horn of Africa into crisis. In Somalia, ravaged by two decades of conflict, the consequences have been disastrous. For over six months, aid agencies on the ground sounded the alarm that a major drought and famine was on the horizon. Then in July and August, the world watched and international aid agencies scrambled as tens of thousands of Somalis fled famine and fighting in the devastated Southern part of the country, controlled by the armed group al-Shabab. And they continued to flee - to the Somali capital of Mogadishu, and refugee camps in Kenya and Ethiopia - in the following months, when the world seemed to lose interest. Tens of thousands of Somalis have died and the UN has warned that three quarters of a million more are at risk of dying before the end of the year. Somalia's weak Transitional Federal Government, the Obama administration, and the United Nations have all blamed the anti-government group al-Shabab for restricting international aid operations in the areas they control. But is al-Shabab the only reason a drought and food crisis has turned into a deadly famine? In the first of a two-part series examining the US response to drought and hunger in the Horn of Africa, Fault Lines travels to Mogadishu to meet refugees who have fled to the most war-ravaged city in the world to escape a worse fate, and the aid and medical workers struggling to help them. We examine the legacy of US engagement in Somalia and its efforts to address the current crisis. Has aid in this region of the world become politicised?
