VO The most recent survey data show that Laos still ranks high in terms of child mortality INTRO: The most recent survey data show that Laos has achieved the previously set national MDG target for under-five mortality rate of 80 per 1,000 live births and can now set a more ambitious target for 2015. However, Laos still ranks amongst those countries with the highest under-five mortality rate in the region, STORY: According to the recent survey, to achieve the child mortality targets that are more ambitious, Laos needs to continue its current reduction rate of more than 4 percentage points a years. This will require tackling significant challenges. The health expert explained that most child deaths in Laos are due to preventable and treatable conditions. An increasing number of children in Laos now have access to high impact child survival interventions (such as immunisation and oral rehydration therapy) known to be effective in reducing child deaths and childhood diseases. Implementing these high impact, low-cost interventions could reduce two-thirds of child deaths. Laos shows good progress on some interventions but overall, the coverage is still low. The greatest challenge will be to ensure sustainable and predicable financing for maternal, neonatal and child health services. Another challenge will be to strengthen clinical and management capacity and develop better supply and logistics management systems. There are several opportunities for accelerating progress towards national targets for the under-five mortality rate and infant mortality rate. First, Laos has good overall policies that aim at expanding child survival interventions and reducing inequities in health services utilisation among different groups. Second, the health reforms prioritise the expansion of high impact, low-cost interventions to reach the MDGs. Large scale implementation will be needed so that these interventions reach high levels of population coverage. Finally, Laos’ steady economic growth provides growing fiscal space, which would allow an increase in the national budget allocation for recent costs. This should be sufficient to cover vaccines, other essential supplies and the functioning of primary health care facilities, including health outreach services. However, to achieve the target by 2015, under-five mortality rate should be 70 per 1,000 live births and the infant mortality rate should be 45 per 1,000 live births.

According to Founder of the Ministry of Silk Pany Saiyavongs, the aims of the fashion event was created to exchange experiences between Lao and foreign designers as they highlighted their collections as well as to strengthen the local industry. STORY: Lao Fashion Week 2015 runs from September 8-11 with Settha Palace Hotel hosting the Main Stage Fashion Show with various support events held around the ca pital. The first day of the event featured the four designers, Quoc Binh, Ministry of Silk, Phaeng Mai and Amarda- Asia, presented their designs to officials including Deputy Minister of Information Culture and Tourism Savankhone Ratsamontry, foreign diplomats and guests after the founder and CEO of Lao Fashion Week 2015 Pany Xayngavong and French Ambassador to Laos and chairman of the Lao Young Designer Development Fund, Yves Carmona, gave speeches on stage about the purpose of Lao Fashion Week this year. The first evening of the fashion show featured the Spring and Summer collections of Quoc Binh, a famous fashion designer from Ho Chi Minh City in Vietnam, followed by collections from Ministry of Silk the International Brand in Vientiane, Amarda- Asia from Cambodia with a winter collection from Phaeng Mai of Laos to round it out. Quoc Binh brought a bright and cheerful collection that used flower shapes as its main theme on easy to wear clothing styles that conveyed the luxury look of their light textures, followed by the collection from the Ministry of Silk which centred around the colours of the rainbow and showed off to perfection the vibrancy of Lao silk in simple and elegant styles, often involving the use of delicate embroidery. Amarda-Asia from Cambodia brought a collection which featured flower and insect designs mainly in blue and black shades that used the light texture of the fabrics to identify them as a spring and summer collection. Phaeng Mai ended the first night with a winter collection full of warm colours but using organsa silk that has a light, thin texture and is their signature design which they include in many of the silk outfits that the owner and her daughter co-design. A single window allows trading partners to declare imports and exports when transiting to and from their countries at only one service point. Laos and Vietnam have set an ambitious target to increase Vietnamese investment in Laos to US$5.8 billion in 2015, an increase on the current total value of about US$5 billion.

VO A recent report from the Ministry of Energy and Mines reveals Lao mining sector eyes larger output INTRO: A recent report from the Ministry of Energy and Mines reveals that production in the mining sector is expected to increase in value this fiscal year, though the slump in the global ore price is still reflected in Laos' mining output. STORY: The ministry's report states that production in the mining sector is expected to increase in value to about 14.785 trillion kip in fiscal year 2014-15. The growth rate will be about 12.66 percent more than last fiscal year, the report noted. To achieve this goal, the ministry reported that the sector will have to produce larger quantities of important ores. Target figures include include 24.88 tonnes of mixed gold and silver ore, 91,600 tonnes of copper ingot, 350,000 tonnes of copper ore, 470,000 tonnes of potash ore, 1,200 tonnes of lead ore, and 600,000 tonnes of gypsum. But a current downturn in the world ore price caused the output value of the Lao mining sector to drop by almost 9 percent in the 2013-14 fiscal year compared to the previous year. The ministry reported, output in the mining sector fell by 8.88 percent. The sharp drop in production value in the mining sector in 2013-14 was largely caused by the cessation of gold mining at the MMG LXML Sepon gold and copper plant, when it was impacted by the falling global ore price. Another significant factor was the stoppage of production at the Viengphoukha coal mine in Luang Namtha province when the concession agreement ended. The slump in ore prices affected gold, potash and copper, and no new mining ventures replaced the lost production. The gold price began falling in the third and fourth quarters of fiscal year 2012-13, dropping to US$1,200 - US$1,300 per ounce, and significantly impacted gold production in Laos. The mining sector produced about 30.01 tonnes of gold and silver in 2013-14 – an increase of 36.8 percent on 2012-13, but the market price dropped by about 29.15 percent. Both local companies and overseas investors operate mines in Laos, including investors from Asean countries. As of September this year, there were 69 companies operating 107 mining projects on a total area of 274,663 hectares in Laos, the ministry's report noted. Mining operations fall into two main groups: one group excavates ore and processes it. This group comprises 50 companies operating gold, copper, coal, lead, potassium and gypsum mines. Companies in the other group are preparing to begin excavation and the construction of processing factories. This group comprises 19 companies who will operate gold mines in Vientiane, Attapeu and Borikhamxay provinces.

According to Director of Lao New Wave Cinema Production Anixay Keola, he was well satisfied with the audience reaction as they obviously enjoyed it very much judging by the laughter and comments being made during the 90-minute showing. STORY: The initial screening took place last Friday at the Lao-ITECC theatre where attended by celebrities and media people Before the film started some of the singers and bands, and others that are featured in the movie, performed their songs live for the audience to build up the atmosphere in the theatre. The producers of the film and its actors then gave an introduction to it explaining the nature of the different love stories the audience was about to watch. The varied stories and aspects of love depicted in the film were well received by the audience who applauded vigorously after the screening. According to Director of Lao New Wave Cinema Production , Anixay Keola, there are five love stories featured in the film which he said took him and his team almost a year to produce as they tried to illustrate the different types of love that the script called for. These are the pure love of young people, the love that can exist between co-workers, straightforward love within a family, the love a person can feel towards their country and work and the completely unselfish love of a person who gives it without expecting anything in return. The film included performances from well-known and up and coming stars, Ms Phailinda Phailavan (Miss Laos 2009), Tee Oudalay , Bobby Atsavin, DJ Taiy, comedian Xiengnhan and Mr To of Khao Niew Theatre Group amongst others. “ The public premiere of Vientiane in Love will be on February 13 with the film being shown each evening until February 22 at Lao ITECC, and Mr Anixay hopes that each showing will be graced by a good attendance. The film will then be shown in theatres in Savannakhet and Pakxe district of Champassak province to spread its message to a wider audience. The cast and crew are keen to get as many people as possible to see this film as they know that everyone who sees it will go away happy.

STORY: The new office is a joint venture between Lao Airlines and the Hunnan Xiangfeng International Aviation Agency Service Company Limited. Flights are expected to begin on August 31 with two flights weekly on Mondays and Fridays. Deputy Minister of Information Culture and Tourism, Chaleun Warinthrasak, who attended the opening of the Lao Airlines office, said the event was another step closer to the start of flights between Vientiane and Changsha. The new route would make it easier for people to travel between the two cities and would boost cooperation in trade and investment as well as promoting tourism in Laos and China. Laos and China share a border of 504 kilometres with three international checkpoints and five air routes: Chengdu-Vientiane, Kunming-Vientiane, Changzhou-Vientiane, Luang Prabang-Jinghong, and the planned Vientiane-Changsha sector. The new sector would bring more tourists from China to Laos. According to statistics, in 2012 some 119,000 Chinese nationals visited Laos, rising to 245,000 visitors in 2013 and 422,000 in 2014 - a 72 percent increase on 2013. Apart from tourism, China is ranked as the top investor in Laos with interests in special economic zones, hydropower, mining, agriculture and tourism. Lao Airlines' current network includes international routes to Bangkok and Chiang Mai in Thailand; Ho Chi Minh in Vietnam; Kunming, Quangzhou, Chengdu and Jinghong in China; Siem Reap in Cambodia; Singapore; and Seoul and Busan in the Republic of Korea.

VO XPC evaluates whether Mekong fish would be able to use a fish pass at the run-of-river Xayaboury hydropower dam INTRO: Xayaboury Power Co Ltd is currently studying fish swimming ability to evaluate the effectiveness of a demonstration fish passage facility at the Xayaboury hydropower project in northern Laos. According to Xayaboury Power Company Deputy Managing Director, Rewat Suwanakitti, the Xayaboury dam will be equipped with a number of fish passage facilities, not just one as in other dams, so it is confident that fish will be able to swim up and down the river after the dam is built. STORY: Deputy Minister of Energy and Mines, Viraphonh Viravong visited the site on Monday the 9th of June, accompanied by officials and members of the media. In response to concerns raised by Mekong Commission Committee stakeholders and experts, the initial design of the Xayaboury scheme was modified to incorporate sustainable solutions for local Mekong fish populations to pass through the hydropower dam. An experimental facility with a 24 metres long flume has been built at the construction site to investigate the specific swimming abilities of different species of fish. Three different experimental techniques are being applied to 'lead' species including Pa Pak Ta Leuang (Hypsibarbus Pierrei), Pa Tep (Paralaubuca Typus), Pa Dok Ngieu (Cycloheilichthys Repasson), Pa Nyon Nuat (Clupisoma Sinense), Pa Soi Hua Po (Henicorhynchus Siamensis) and Pa Nyon Thong Kom (Pseudolais Pleurotaenia). Interview: Guillaume Morier-Genoud, Project Engineer Hydraulic Poyry According to Xayaboury Power Co Ltd, Engineering consultancy firm Poyry Energy was hired to work on the project. Poyry Energy then contracted Fishtek Consulting to evaluate whether Mekong fish would be able to use a fish pass at the run-of-river Xayaboury hydropower dam. The tests being performed include the velocity barrier test, the burst swimming test and the 'umax' method. Tests will be completed in the next few weeks and conclusions about the design will then be made. Fishtek is a specialised international fishery consultancy based in Devon, UK. They are a leading British consultancy in evaluating the interaction between hydropower projects and fish. Interview: Tobias Coe, Director Fishtek Consulting' technical Fishtek Consulting' technical director, Tobias Coe said the fish pass design was based on the best practice principles of taking the swimming abilities of fish into consideration when designing fish pass systems, tailoring them to specific species. Interview: Tobias Coe, Director Fishtek Consulting' technical Fishtek Consulting' technical director, Tobias Coe said "what that means is we are not taking generic principles of fish pass design. This fish pass will be designed for the species that are present in the river Mekong." He said, different tests were underway in the stream looking into the behaviour of the key fish species at different water velocities and how they react to obstructions, as well as the pure physiology of the fish and their swimming capabilities. Interim conclusions confirm that a design velocity of about 1.2 metres per second can be used in the main slots of the fish pass. At this speed most of the fish species require several attempts to enter the flume during the velocity barrier tests. Construction of the US$3.5-billion 1,285 MW Xayaboury hydropower plant began at the end of 2012 and is now 30 percent complete. Interview: Rewat Suwanakitti,DMG, Xayaboury Power Company According to Xayaboury Power Company Deputy Managing Director, Rewat Suwanakitti, These passages are designed with a natural setting in order to facilitate fish passing of all sizes and species across the width of the river in both upstream and downstream directions. Rewat said, One approach is a land-based "fish ladder" that goes around the barrage at an appropriate gradient or slope. Interview: Viraphonh Viravong, DM of Energy and Mines The DM said, Fish swimming ability tests began in May this year and are ongoing. They will allow scientists to understand the behaviour of fish species and allow for the optimum design of the structures to allow all key fish species to pass through the hydropower dam. The current fish pass design proposes four vertical slots of different sizes controlling the water flow between pools 20 metres wide and 8 metres long. Fish have to burst-swim through the slots before traveling the pool upstream to the next set of slots. The dam is set for completion in 2019. Once the dam is operational, it will generate a large amount of revenue for the Lao government, which will be used to reduce poverty. The government expects to generate nearly US$4 billion in the form of royalties, dividends and taxes throughout the 29 year concession period. Commercial operation is slated to begin in 2019. The dam's operational phase covers 29 years of the concession agreement from 2019 to 2048, before ownership is transferred to the Lao government.

VO Four die in shooting in Savannakhet province on Sunday that shocked the local community. INTRO: The fatal combination of a jealous husband and drug abuse are believed to be behind a murder-suicide in Savannakhet province on Sunday that shocked the local community. STORY: According to the country’s leading English Newspaper Vientiane times which published on Tuesday the 7th of July. Police authorities reported that Mr Noy, a former convict, used a newly obtained pistol to shoot his wife, her new lover and three other people he believed were connected with a love affair. After the multiple shooting, soldiers and military reservists surrounded the concrete house where Mr Noy was located but he took his own life at around 4pm on the Sunday afternoon. The daylight shooting incident has created fear among people in the village and raised concerns about gun control, especially in relation to tragic cases such as this, which admittedly are rare. Because Mr Noy took his own life at the scene, the police were unable to determine where Mr Noy obtained the brand new pistol used in the multiple killing. The tragic incident unfolded in Xaybouly district of Savannakhet after a recently released prisoner went on a rampage that took the lives of three people including a fourteen year old girl before killing himself in a standoff with police.

Details with our news team Manivanh Douangphachanh STORY: ADB Laos Office Country Director, Sandra Nicoll at Tuesday the 24th of March 's press conference that, Growth is expected to moderate to about 7.0 percent in 2015 due to continued weakening domestic demand in some sectors, before picking up to 7.2 percent in 2016. According to the ADB's flagship annual economic publication, the Asian Development Outlook 2015 released on Tuesday, it is forecast that developing Asia will have a combined GDP growth of 6.3 percent in both 2015 and 2016. The region also grew by 6.3 percent last year. ADB Laos Office Country Director, Sandra Nicoll said, the outlook for 2015 for the Lao economy remains solid as the services and industrial sectors continue to contribute strongly. However the main challenges are to reduce expenditure to drive the fiscal deficit down to a more sustainable 3 percent of GDP and to rebuild the foreign reserves which are currently low, leaving the country vulnerable to adverse shocks ADB Senior Country Specialist Shunsuke Bando added “Falling oil prices will present opportunities for the governments of oil importing countries to eliminate subsidy policies or increase consumer taxes with minimal effect to households and business budgets. He said, the lower price of oil will also support economic growth in Asia, especially that of the industrialised countries. It will also lower inflation pressure and improve current account deficits. Meanwhile, ADB Senior Economics Officer, Soulinthone Leuangkhamsing also spoke about the predictions for the Lao economy, noting the forecast for continuous growth. Asean Economic Community integration will be a boon for economic growth in the Lao tourism sector,” he said, adding that improvements in services and other facilities will encourage foreign visitors to stay in Laos for longer and spend more money while they are here. According to the report, economic growth in 2014 was 7.4 percent, down from 7.9 percent in 2013. Lower oil prices and slowing economic growth are forecast to trim year-average inflation to 3.5 percent for 2015. In 2016, the ADB forecasts that inflation will be slightly higher at 4.0 percent as domestic pick-ups and prices of imported oil and foodstuffs trend higher again. Electricity exports are also forecast to rise, although the prices of metals and some other export commodities will likely stay soft, according to the ADB.

The event was part of activities during the Vietnamese Premiere along with high-ranking officials paying working visit to Laos from 13-14 September 2015. STORY: On September 13, Prime Minister Thongsing Thammavong and his Vietnamese counterpart Nguyen Tan Dung launched the exploitation and processing of potash salt mines, one of Vietnam ’s largest projects overseas, during a ground-breaking ceremony in Nongbok district, Khammouane province of Laos Addressing the ceremony, Lao Premiere Thongsing Thammavong believed that on the back of Vietnam ’s expertise, the work will become operational in the near future, generating jobs for local workers and thus contributing to fostering Laos ’ economic development. The Vietnamese leader, for his part, said the key project is part of a master plan to develop Vietnam’s chemical industry, adding that it will not only develop the local economy but also create a new driver for the bilateral economic ties. He also took the occasion to ask Vinachem to work harder to meet schedule and deliver guaranteed quality. It is highlighted that, invested by the Vietnam National Chemical Group (Vinachem), the project spans as far as 10sq.km and is designed to turn out 320,000 tonner per year. It costs a total US$522 million, US$105 million of which is from the investor and the remaining from Vietnam ’s commercial banks. The project is meant to ease the two countries’ reliance on imported potash fertilisers. The same day, Vietnamse Premiere visited a memorial dedicated to President Ho Chi Minh in Sieng Vang village where he lived and worked from 1929-1931. He also met Vietnamese nationals in the village and urged them to contribute to the local socio-economic development. Vietnam and Laos have maintained the sound traditional, special friendship, solidarity and comprehensive cooperation across a variety of fields, notably in economics Last year's two-way trade climbed 24.5% to US$1.4 billion and the signing of a new trade agreement between the two nations will help elevate bilateral trade to US$2 billion this year. Vietnam is currently one of the biggest investors in Laos, pouring a total investment of US$5.22 billion. Prime Minister of the Socialist Republic of Vietnam, Nguyen Tan Dung along with high-ranking officials paid working visit to the Lao People’s Democratic Republic on 13-14 September 2015. The visit was in response to an invitation from the Prime Minister of the Lao PDR, Thongsing Thammavong. Aiming to further strengthen the special friendship relation and all round co-operation between the two parties, states and people of Laos and Vietnam. Viet Nam and Laos have been enjoying the sound traditional, special friendship, solidarity and comprehensive cooperation across the fields, particularly in the economy, with two-way trade increasing 24.5% to 1.4 billion USD in 2014. The signing of a new trade agreement between the two countries is expected to raise the bilateral trade to 2 billion USD in 2015.
