EU Foreign Policy Chief Federica Mgherini hails ties between the bloc and Iran. She says there will be major European investment in Iran once sanctions are lifted.
Mogherini said the nuclear agreement with Iran has opened a new chapter in the political field as well. She said the implementation of the Iran deal requires consistent and substantial work, and that Europe is ready to support the implementation. Mogherini also said the support by the Leader of Iran’s Islamic Revolution Ayatollah Seyyed Ali Khamenei and President Hassan Rouhani made the nuclear deal possible. She was speaking to reporters at a joint press conference with Iranian Foreign Minister Mohammad Javad Zarif in Tehran. The Iranian top diplomat, said Iran and the EU have decided to open high-level talks on various issues including Middle East Crises and ways to resolve them.

The government’s proposals for the 2017 Chief Executive elections have been defeated, so what next?
Some people, particularly among the young, believe it’s time to look again at the Basic Law, and what’s going to happen after 2047 when, as matters stand the “one country two systems” principle comes to an end. But first, it’s been a week of tears and recriminations for Beijing loyalists in Legco for whom the term “walk of shame” has a new meaning.
Some were even said to have received a dressing down from the Liaison Office after the bungled vote that gave the democrats a hands down victory in the constitutional reform debate. And this brings us back to the Basic Law which clearly states that the Central Government is not supposed to be directing the work of the legislature – a provision of the law that seems to have faded away. But it not only pro-establishment lawmakers who have been casualties this week.
In theory at least, the “Basic Law” underpins the ways in which Deng Xiaoping’s formulation of “one country two systems” is supposed to work. But opinion polls show that Hongkongers are growing more doubtful that this promise of tow systems is still being observed. Many – especially in the younger generation – are questioning both the Basic Law itself, and what is going to happen after 2047.

Don’t spill your popcorn in excitement, but as the government keeps reminding us, this year marks the 25th anniversary of the promulgation of the Basic Law. In part two of today’s show Elsie Leung, Deputy Director of the Basic Law Committee, will be here to talk about some of the controversies surrounding that, and a few other issues. Before that, the rolling poll on public acceptance of the political reform proposals for selecting the Chief Executive releases new figures weekly. According to this week’s figures, the gap between those supporting and opposing the proposal has widened just a bit … from the previous narrowest gap of 2% to 5.5%. With us in the studio is the Chairman of the Civic Party, Audrey Eu.
As we said earlier, it’s the 25th anniversary of the promulgation of the Basic Law, and the government wants us to love it. It’s particularly promoting the enterprise in schools, having attributed the dissatisfactions of Occupy Central to a lack of knowledge of the Basic Law and the People’s Republic of China among the young.
In part one we looked at the controversy over teaching materials on the Basic Law. With me in the studio is Elsie Leung, the Deputy Director of the Basic Law Committee who has been giving advice on these materials. We’ll end with a look at Indian Prime Minister Narendra Modi’s three-day visit to China, during which the leaders of the world's two most populous nations are expected to sign deals worth billions of dollars despite strained relations over a long-running border dispute.

This course focuses on the evolvement of energy policy and agendas in European institutions over the last six decades and the recent development of a comprehensive EU energy policy. The first part of the course identifies the broad lines in the development of energy policy in the European Community since its formation. It starts out with a description of how energy policy making as well as its institutional framework have evolved over time. It presents the descriptive results of a do¬cument analysis on the emergence and development of energy policy agendas in two European institutions (i.e. the Commission and the Council). In this context, particular emphasis is on tra¬cing agenda-shaping activities for policies on the generation and provision of energy. Based on this evidence, the course will illustrate how political attention for different sources of energy generation has changed over time and how it is linked to changing institutional and legal conditions.
The second part of the course summarises the results of an analysis on the patterns of agenda shaping with regard to the development of a comprehensive EU energy policy. This issue has been on the political agenda of the EU since the mid-2000s. The analysis addresses issues of energy mixes, energy security and energy infrastructure. The aim of the qualitative analysis is to assess the impact of situational factors (e.g. problem perception and framing) and institutional determinants (e.g. perceived authority) on the inter-institutional and internal energy policy agendas of different European institutions. The findings suggest that the idea to develop a comprehensive European energy policy has increasingly been on the political agendas of different EU institutions over a long period. The Commission and the Council have worked on general principles and overarching issues of energy policy since the 1970s. This has laid the groundwork for the subsequent development of a comprehensive energy policy, which started with the 2005 spring European Council.
The evidence presented in the course allows for different conclusions. First, it illustrates how the agendas of different institutions) relate to one another (e.g. through the transfer of attention and priorities). Second, changes in EU energy policy seem to be a consequence of technological de¬velopments, different priorities and changing policy problems. Third, the analyses show how dif¬ferent institutions tend to rely on specific framing strategies for perceived problems or policy issues. While the Commission considers the internal energy market as the main instrument to rea¬lise the stated targets of a comprehensive EU energy policy, agenda-shaping activities by members of the European Parliament repeatedly focus on the environmental and climate-change implications of energy policy. Fourth and finally, with energy policy becoming a priority matter for EU policy ma¬king (with the Treaty of Maastricht 1992 and more explicitly with the Treaty of Lisbon 2007), the foundations were laid for policy actors in the EU to move energy policy to the EU’s inter-institutional policy agenda. In this context, institutional factors have also shaped the framing opportunities for policy entrepreneurs (including the ability to link different issues).

European Union nations have reached a tentative deal on tougher emissions tests for diesel cars after the Volkswagen scandal showed previous methods were ineffective. The slow phase-in of the new standards, however, drew fire from environmentalists.
Emissions from cars on the road in the EU have been found to be four to five times above the official limits. That's largely because the current tests are done in labs, where carmakers are legally able to cut corners to pass the tests.
The EU's executive Commission said Wednesday that the new tests will more closely resemble real road conditions. The agreement still needs the backing from the European Parliament.
Sneaky work-arounds
Until now, car companies had legal ways to cheat on emissions tests. They used a single example of the car model - a so-called “golden vehicle” - that was outfitted especially to do well on the tests. The back seats might be pulled out to reduce weight, for example, or the doors taped over to reduce air drag.
In the U.S., which has also relied on lab tests of car emissions, Volkswagen went further, illegally using software in its diesel engines to make sure they passed the tests. It meant that the cars on the road emit far above the technical limits, which were imposed to protect people from hazardous exhausts.
The revelations about the testing methods have severely undermined confidence in the ability of European authorities to keep the automotive industry in line.
The EU plan will require carmakers to bring emissions in line over a period of years.
New models will be allowed to exceed more than twice the EU emissions limits until September 2017, while new vehicles will have until 2019.
The amount by which new models will be allowed to exceed the emissions limits will be reduced to 1.5 times by 2020 and by 2021 for all new vehicles.
Environmentalists up in arms
The leeway car producers will still get ran into immediate opposition from activitists.
“Allowing car manufacturers to completely disregard car standards for another five years is terrible news for our environment and for consumer trust in European car brands,” said Gerben-Jan Gerbrandy, a European Parliament member for the liberal ALDE group.
EU Commissioner Elzbieta Bienkowska said “the EU is the first and only region in the world to mandate these robust testing methods.”
Experts from the 28 EU nations approved the methods by a “large majority.”

BRUSSELS, Oct 29 (Reuters) - The European Union said on Thursday it will suspend its sanctions on Belarus for four months from Saturday, including those on authoritarian President Alexander Lukashenko, making good on its promise to reward a perceived opening up to Europe.
Lukashenko's pardoning of jailed political prisoners and a perceived lack of repression following the re-election this month of a man whom the United States once said runs Europe's last "dictatorship", had influenced the EU's approach, diplomats said.
In a statement confirming the decision, the European Union noted "the context of improving EU-Belarus relations".
EU governments have "suspended for four months the asset freeze and travel ban applying to 170 individuals and the asset freeze applying to three entities in Belarus," said the Council of the European Union, which is akin to an EU senate.
While Belarus, a close Russian ally, is still far short of carrying out democratic reforms, the EU's strategy marks a new approach to engage rather than isolate its neighbours in central and eastern Europe.

Campaigners for leaving the EU criticized Cameron's change of tack.
"It is disappointing that David Cameron is resorting to talking down Britain's chances of getting a good deal outside the EU," said Nigel Lawson, former finance minister under Margaret Thatcher and president of the "out" group Conservatives for Britain.
"The government is clearly worried because their EU negotiations do not seem to be going very well."
Eurosceptics were quick to highlight a European Parliament vote on Wednesday to increase EU spending plans, partly to deal with the migration crisis, as evidence of waste in Brussels.
Pro-Europe group Britain Stronger in Europe said, however, that the lack of alternatives showed Britain was better off in the bloc.

As a result, emissions during driving can currently exceed the technical limit by up to 400%.
New car models sold after September 2017 will not be allowed to exceed nitrogen oxide emission levels by more than twice the technical limit.
Car makers will have until 2019 to limit the emissions on all new vehicles to that level.
By 2020, the emissions from all new models must not be greater than 1.5 times the technical limit. The same rule will apply to all new vehicle from 2021.

The European Parliament largely rejected, on September 28, the European Commission’s proposal allowing member states to ban the import of genetically modified food and feed on their territories. The MEPs were of the opinion that any national ban would damage the EU internal market. The topic was covered during the weekly Euranet Plus “U Talking to Me?” debate.
577 out of 751 members of the European Parliament rejected the proposal of the European Commissioner for Health and Food safety Vytenis Andriukaitis.
The centre-right rapporteur Giovanni La Via welcomed that MEPs so massively followed his recommendations to oppose the opt-out of member states on the use of imported GMOs.
According to La Via, this would: "fragment the internal market and lead to a return to border controls between pro and anti GMOs countries".
German centre-right MEP Albert Dess pointed out that “we have enough discussions about border controls” with regards the pressure that the influx of refugees has put on the EU's internal borders.
Many EU lawmakers also believe that decisions on the import and use of GMOs should remain at the EU level and based first on scientific assessments from the European Food Safety Authority (EFSA), explained the Belgian Liberal Philippe De Baecker during the debate.
However, GMOs rules should not only be based on the scientific results of the EFSA, because fraud on several imports has been reported and the EFSA was not aware about it, explained the Green MEP Claude Turmes.

A British exit from the European Union in favour of a looser arrangement like Norway's would still mean handing over money to Brussels and do nothing to curb migration , Downing Street sources said.
The Prime Minister will fly to Iceland today for a meeting of northern European countries from inside and outside the EU, where he is expected to continue to push his case for changes to the UK's relationship with Brussels.
Both Iceland and Norway are outside the EU but are part of the European Economic Area, which gives them access to the single market.
But in return they have to abide by EU rules and contribute money to Brussels' coffers - around 600 million euro (£432 million) a year in Norway's case.
David Cameron is expected to have talks with the leaders of both Iceland and Norway at the Northern Future Forum, a grouping which also includes EU members Denmark, Estonia, Finland, Latvia, Lithuania and Sweden.
Norway is regarded by some eurosceptics as a model for the UK if it votes to leave the E U.
But a Number 10 source said Norway currently accepts around three-quarters of EU rules with little say in the decisions made in Brussels.
"Unlike the UK, Norway has no veto in the European Council, no votes in the EU's council of ministers, no MEPs or votes in the European Parliament, and no European commissioner to help," the source said.
Norway is also signed up to Europe's free movement rules, the source said, so a similar arrangement for the UK would do little to reduce the number of EU migrants heading to Britain.
Norway takes in "over twice as many EU migrants per head as the UK" but unlike Britain it has "no votes and negligible say" over the rules.
The source said: "So how would becoming like Norway in anyway help addressing public concerns over EU migration?
Number 10 highlighted comments from senior Norwegian politicians about the prospect of a looser relationship to Brussels.
In January last year Norwegian prime minister, Erna Solberg said: "I don't believe that Great Britain ... should consider becoming a member of an organisation which basically means that laws and rules which are made in other countries are implemented directly."
Mr Cameron will have a meeting with his Icelandic counterpart Sigmundur Gunnlaugsson this evening before the forum formally starts.

Europe's governments are sapping efforts to tackle the migration crisis by not honoring commitments on money and resources, EU chief executive Jean-Claude Juncker said on Tuesday in a biting attack on national leaders.
Despite a common recognition of the need to tighten checks on the bloc's external borders as Greek and Italian authorities have struggled to cope with arrivals by sea, Juncker said fewer than half the 775 border guards and 374 immigration officials requested by EU agencies have been offered for secondment.
"The member states ... are moving slowly. They should start to run," he said, warning of the hardship migrants will face from the weather. "Winter is approaching. Every day counts."
Following legal commitments reached in councils of the 28 member states to relocate up to 160,000 asylum-seekers from Italy and Greece over the next two years, only nine governments had so far made a total of just 700 places available.
Fewer than 100 people have actually been flown to other host countries -- all from Italy. Leaders have given Greece and Italy until the end of next month to have so-called "hotspots" for the registration and potential relocation of migrants fully working.
European Council President Donald Tusk, who chairs summits of leaders, echoed the urgings of the EU executive. He described the goal of having fully operational hotspots in Italy and Greece by end-November as "ambitious" and said it would need a "significant acceleration of manpower and assets" to the EU's Asylum Support Office (EASO) and its Frontex border agency.
"HUGE" FUNDING GAP
He appealed via the European lawmakers for governments to make good on promises before they arrive in Malta in two weeks time for a summit with African leaders on controlling migration.
Tusk, trying to forge consensus among national leaders with bitterly opposing views on how far to welcome refugees, said the EU was under threat and needed "extraordinary measures" but that not all governments were acting with the urgency required.
However, states had been generous to U.N. agencies helping refugees in difficult economic circumstances: "Let us also be fair," Tusk said, "This is not the easiest time for governments to spend fresh money. It is maybe the most difficult."
Lawmakers' responses ranged from calls to keep more people out of Europe to demands that Europe take more refugees in.
Several raised concerns about negotiations with Turkey, the main departure point, to stem the flow. But, acknowledging concerns over human rights and media freedom there, Juncker said: "Whether we like it or not, we have to work with Turkey."

In December 2015, a new global agreement to fight climate change is to be adopted at the 21st Conference of the Parties of the UN Framework Convention on Climate Change (UNFCCC) in Paris. Negotiations on this Paris agreement approach another major milestone at this year’s 20th Conference of the Parties in Lima in December when elements of a negotiating text should be agreed upon. A full negotiating text is then to appear during the first half of 2015, when countries are also expected to put forward their own “intended nationally determined contributions” to global climate protection.
