Skopje is the capital of Macedonia and is located in the Vardar River Valley. It has a dramatic history that spans many thousands of years and forms the junction of two trading routes in southeast Europe that unite both western and eastern civilisation. The legacy of Ottoman times is omnipresent in Skopje. One of the city’s most well-preserved mosques is that of the Gazi-Isisa-Bey Djamia and in the seventeenth century it is believed that there were up to a hundred and twenty mosques in the city. Ottoman rule began in 1392 and lasted for more than five hundred years. Near the village of Glumovo is the Bogorodica Monastery that was founded in the fourteenth century and is active again today. The mediaeval frescos on the walls and ceilings are well preserved after five centuries. Southwest of Prilep is the ancient city of Stibera that is also known as Macedonian Pompeii. It is in a good location on an important road. The last Macedonian king, Perseus, had his military headquarters in Stibera during his struggles with Rome. In the south, just a few kilometres from the Greek border, is Bitola, at the foot of Pelister Mountain and on the edge of the fertile Pelagonija Plains. Buildings with Neo-Baroque and Renaissance facades, huge mosques and splendid diplomatic residences indicate the city’s importance. Macedonia is a wild land full of natural splendour and with a long and dramatic history that is well worth more than just a flying visit. Indeed, this visit also features a Galička wedding that is a fine example of colourful tradition and local culture.

Tikveš (Macedonian: Тиквеш) is a plain situated in central Republic of Macedonia which is known for an artificial lake. It is home to the towns of Kavadarci and Negotino. Famous for its wine, Tikveš is the center of the Macedonian wine production which has been cultivated for more than 120 years. The region is also very famous f Wine industry A large fertile plain of about 2,000 square kilometers makes up the Tikveš district (part of Povardarie region), located in central Macedonia and enclosed by mountain highlands on three sides. It consists of gentle undulating hills at an average of 300 meters above sea-level. Its climate is characterized by long, hot summers and mild and rainy sub-mediterranean winters with an average of 460 mm of rainfall each year. Spring is shorter, some say fresher here and autumn is a bit longer and warmer. Its altitude varies between 110 and 650 meters. The Vardar River, the country’s principal river, cuts the valley into western and eastern sections. These two sections are very different in their relief, climate, surface waters, soil quality and flora and fauna. The valley’s eastern section is arid and sparsely populated, while the western section is fertile and, compared to that of the east, much more densely populated. This area is also rich in forests, minerals and pastureland and resembles an oasis with a virtual Valhalla of vineyards and orchards. As wine consumers' preferences change globally, the region keep paces with current trends and adjusts its vine varieties accordingly. It is one of the successor states of the former Yugoslavia, from which it declared independence in 1991. It became a member of the United Nations in 1993 but, as a result of a dispute with Greece over its name, it was admitted under the provisional reference of the former Yugoslav Republic of Macedonia, sometimes abbreviated as FYROM. A landlocked country, the Republic of Macedonia is bordered by Kosovo to the northwest, Serbia to the north, Bulgaria to the east, Greece to the south and Albania to the west. It constitutes approximately the northwestern half of the larger geographical region of Macedonia, which also comprises parts of Greece and Bulgaria. The country's capital is Skopje, with 506,926 inhabitants according to the 2002 census. Other cities include Bitola, Kumanovo, Prilep, Tetovo, Ohrid, Veles, Štip, Kočani, Gostivar, Kavadarci and Strumica. It has more than 50 lakes and sixteen mountains higher than 2,000 m (6,562 ft). Macedonia is a member of the UN and the Council of Europe. Since December 2005 it has also been a candidate for joining the European Union and has applied for NATO membership.

But the country, which used to be one of the frontrunners in the Euro-Atlantic integrations, has been marred with deep political conflicts, scandals and democratic regression for several years. What happened? What role did and do the international community have in these events? Is it partly to blame or is it the only stabilizing force for the fragile political, economic and ethnic set-up of the country? Andreja Bogdanovski will give an analysis of the recent events and the evolution leading up to it. With the fall of Yugoslavia in the early 1990's, a name dispute erupted between the Macedonia and Greece, which continues today. The country was accepted into the United Nations under the temporary name of The Former Yugoslav Republic of Macedonia and will remain as such until this dispute is resolved. There has been no significant progress in two decades. Makedonka Trajkovska, EMPA Candidate and native of the Republic of Macedonia, will look at this complex and widely impactful situation: the history, negotiations, its desired integration into the EU and NATO and the effects on the Republic of Macedonia. She'll also offer recommendations and conclusions for policy actions for resolve this dispute. About the speaker: Makedonka Trajkovska Ivanova joins the EMPA program with a focus in women advancement, leadership of international organizations, and development. She hopes to create solutions to improve the gender equality in Macedonia by addressing issues like the political participation of women, economic empowerment, and reproductive health and education. She has 15 years working experience in development and non-profit sector. She earned a BA in political science and an MA in political management.

Climbing Information Macedonia is a small country with big opportunities. Land with beautiful mountains, forest, lakes and rivers, located in hard of Balkans. Beside gorges’ natural beauties, including fantastic limestone crags, you will find a special blend of history and culture. The Land of Alexander de grade is a place where you will find climbing locality, located on different side of the country. Somewhere you will climb above the mountain, somewhere in canons, somewhere on the Lake coast, but after all you will go home with god satisfaction because you had climb on very well bolted sport climbing routes, marked and easy trail coming. There has been sport climbing in Macedonia since the 1980’s and the first competition in which Macedonian climbers competed was held in Split in Croatia in 1986. In 1990 the first sport route was bolted in Macedonia in Matka, named Jumbo Jet (7a). Now, there are around 300 sport climbers and the numbers of routes you should reed in this edition. Besides the sport climbing is one bouldering is that has an enormous potential for the future. Around town Prilep there is an area of some 7000 square meters packed with granite boulders. In this edition of climbing guide are described all climbing areas in Macedonia. All climbing areas are with big opportunities and year by year new sport climbing routes are opened. Due to limited agricultural ability, there were relatively few areas that could support large communities, so fighting was common. Weapons and armor, designed to be sturdy, tended to last longer than other artifacts, and thus a great deal of surviving artifacts recovered tend to fall in this category as they are more likely to survive. Weapons and armor were also mass-produced to a scale that makes them quite plentiful throughout history, and thus more likely to be found in archaeological digs.

STORYLINE United Nations (UN) Secretary General Ban Ki-moon called the lingering name dispute between Macedonia and Greece "regrettable" and pledged UN support to overcome the issue, after meeting the Macedonian president on Wednesday. Macedonia and Greece have been mired in a 20-year-long name dispute, since the former Yugoslav republic gained independence in 1991. Athens claims that the name of Macedonia suggests its northern neighbour harbours territorial ambitions towards its northern province bearing the same name. "I feel it regrettable that two neighbouring countries over this name issue have not been able to fully expand their potential for regional cooperation, reconciliation and development," Ban said. "I sincerely hope that the leaders will continue to engage, and the United Nations will do whatever necessary we can to facilitate this process." Greece has been asking its northern neighbour to change its name, saying otherwise it will continue to block its way to join the European Union and NATO, as it has already done. More than 130 nations recognise the country as Macedonia, but it is still listed at the UN under its provisional name, Former Yugoslav Republic of Macedonia (FYROM). President George Ivanov urged Greece to come to terms with the new reality. "Our future is blocked by a question that comes from the past," Ivanov said at a news conference after meeting Ban. "On behalf of the people of Macedonia we want all prejudices from the past to be gone. All we ask is that, in the same way as Macedonian tourists travel freely to Greece and Greek businesses invest in Macedonia, this new reality is acknowledged by the Greek leadership. This is all we ask," he added. Ban arrived on Tuesday evening in Macedonia, kicking off his two-day visit to the country. He met Ivanov in Ohrid, a lakeside town about 190 kilometres south of the capital city Skopje. He is to meet the country's Prime Minister Nikola Gruevski and the parliament Speaker Trajko Veljanoski later. Ban said he would send his envoy to Greece immediately on Tuesday to inform the Greek authorities about his talks with Macedonia's leaders. Macedonia: Party: Launch of a new ethnic Albanian political party

Albanian/Nat XFA About 500 people gathered at Skopje's Ethnic Minorities Theatre on Sunday, to launch a new ethnic Albanian political party whose organizers said would press for political changes to benefit the country's large Albanian- speaking minority. Some of the goals of the National Democratic Party are similar to demands by ethnic Albanian rebels who launched several attacks last week against Macedonian government forces in the north of the country. Party leader Fadil Bajrami said the group will campaign for decentralized government to grant local and municipal administrations broader powers. This would benefit the ethnic Albanian community, which lives mostly in the west of the country. Bajrami said his party's goals are generally similar to those of the existing ethnic Albanian parties, one of which is in the government. They include demands for changes in Macedonia's constitution to redefine the country as the state of 'Macedonians and Albanians,' in order to give broader rights to the minority population, including state funding for an Albanian-language university. Introduction of Albanian as the second official language is also among the demands. Bajrami denied that the new party intends to serve as a political wing for armed ethnic Albanians who have clashed with Macedonian security forces in the north of the country. The National Liberation Army has also called for constitutional changes to give greater political power to the Albanian community, which makes up an estimated 25 percent of Macedonia's 2 million (m) people. The co-founder of the party, Kastriot Haxhirexha, said they would also press for what he called 'a referendum on political and cultural autonomy' for the ethnic Albanians, and the right for ethnic Albanians to use their own national symbols. The EU warned Macedonia over its problems with corruption. It said reforms must go faster, if wants to get a starting date for membership talks. Macedonia has been given candidate status. People the streets of the Macedonian capital, Skopje, on Wednesday, appeared keen to move quickly towards full membership. "We all need to work better and faster", said one resident, "Europe is waiting", said another. Macedonian Prime Minister Nikola Gruevski, addressing the media on Wednesday alongside Britain's minister for Europe Geoff Hoon, acknowledged that reforms had stalled. "The most important part is that during next year will make everything to fulfil and speed the reforms" he said at a media conference in Skopje. But Hoon expressed support for the country's bid to join the EU. "We want to see Macedonia in the European Union, and it is clear that the sooner the pace of reform is completed, the sooner Macedonia can join the EU", Hoon said after talks with Gruevski. Hoon is on a three-day Balkan trip, with stops in Bosnia, Kosovo and Montenegro. Macedonia applied for EU membership in March 2004 and was accepted as a candidate last year, after the European Commission praised institutional reforms following an ethnic Albanian insurgency in 2001. The tiny Balkan country hopes to be invited to start entry talks next year and fulfil membership conditions by 2012. EU Enlargement Commissioner Olli Rehn on Wednesday presented a report hoping to reinvigorate the bloc's expansion. The process has met with increasingly fierce opposition as the EU seeks to incorporate poorer nations from the east and the Mediterranean. MACEDONIA: ETHNIC ALBANIANS ACCUSE GOVERNMENT OF REPRESSION

Serbo-Croat/Nat Ethnic Albanians in the Former Yugoslav Republic of Macedonia have accused the government of repression, following violent clashes last month over the closure of an Albanian language university. The incident, which left one dead and dozens wounded, sparked fears that ethnic conflicts may erupt in the former Yugoslav republic. Around half a million ethnic Albanians live in Macedonia, mostly in the western region. They account for almost a quarter of the country's 2.2 (m) million population. The town of Tetovo, 30 kilometres west of Skopje, is the region's political capital and the scene of recent unrest between police and ethnic Albanians. The dispute centres on the opening of an independent Albanian-language university. It was banned by the Macedonian government which claims it's unconstitutional for higher education to be taught in a minority language. But the Albanians went ahead and tried to open the university despite the official ban. One Albanian man was killed and many others were wounded in clashes with the police outside the university. The increased tensions of the last few weeks have triggered further accusations of repression from ethnic Albanian politicians. SOUNDBITE: In Serbo-Croat (Translation: "All these phenomena that occurred during the past few weeks are in fact a test of the standards of Macedonian society. I think that these standards did not pass the test and the Macedonian Government failed this exam, since its response to social tensions and political requests is repression". The Macedonian government dismissed claims that the ban on the Albanian-language University was motivated by fundamentalist beliefs. MACEDONIA: NATO TROOPS READY TO PROTECT VERIFIERS IF NECESSARY

English/Nat NATO ground troops stationed in Macedonia are ready to step in to rescue O-S-C-E civilian verifiers in Kosovo, should they come under threat. With the threat of military action ever present, the international community continues to issue ultimatums to try to force parties to reach a political solution to the crisis in the stricken province. To increase pressure on the parties, NATO has authorised Secretary-General Javier Solana to launch military action in Yugoslavia if the diplomatic initiative fails to produce negotiations in a week, and a settlement two weeks after that. To safeguard the Organisation for Security and Cooperation in Europe (O-S-C-E) verifiers if talks fail and the military option is embarked on, NATO has mobilised its extraction force. Called Joint Guarantor, the force is "on standby" in neighbouring Macedonia and consists of 2-thousand French, British, Italian, Dutch and German troops, along with tanks and helicopters SOUNDBITE: (English) "We are here on a very specific mission: The extraction of the Kosovo (KVM) verifiers. We hope very much that this will be with the agreement of all the parties should we have to go. We are operating very much without an agenda against any particular group . However, should anything interfere with our mission, we are prepared to use any necessary measures to ensure the safety of the verifiers." English/Nat Rebel leaders in Kosovo are reportedly close to agreeing a peace deal for the breakaway province. But earlier optimism that an agreement would be signed on Sunday has begun to fade. Despite the cautious optimism, Nato troops in neighbouring Macedonia have been out on exercise with live ammunition - preparing for all eventualities. The weekend for these British troops has been spent in the most realistic preparations for the task ahead. While few believe that Nato troops will ever have to fight their way into Kosovo, the firepower they carry will be a vital guarantee of any future peace. Officers are careful to avoid speculation - stressing that they are still part of an extraction force that would help in the evacuation of peace monitors. At the moment we are still part of the extraction force and are ready to do whatever we are asked to. Fearing for its fragile economy, Macedonia on Saturday said it could no longer accept any more refugees. The country's government called on its neighbours and the European Union to pick up the burden for sheltering the massive numbers of ethnic Albanians who've fled Kosovo. Freezing cold and rains in Macedonia are adding to the misery of more than 30-thousand refugees crowded into a small area in Blace. With little or no food and water and no sanitary facilities, Red Cross tents have been filling up with the sick. Ethnic Albanian refugees filled up Red Cross tents early on Saturday, as a lack of sanitation and basic provisions at this Blace camp begins to take its toll. Freezing cold and rains that extinguished small camp fires add to the misery of the more than 30-thousand refugees crowded into an area about the size of three football fields. Trains have been unloading thousands more refugees in a small field straddling the border with Yugoslavia. With more expected here later on Saturday, the Balkan refugee crisis seemed set to worsen. SOUNDBITE: (Albanian) - ROUGH TRANSLATION - "People are dying, dying of cold or sickness. The situation is not under control." SUPER CAPTION: Aid worker for Albanian aid agency Elhilal The refugees are receiving only a token gesture of aid - some bread and blankets from a local Albanian humanitarian group. The International Committee of the Red Cross has announced an initial appeal calling for more than 67 (m) million dollars to help refugees and civilians left behind. Meanwhile, the threat of disease is ever present. SOUNDBITE: (English) "Imagine the whole population, what you are going to see, it is everything, it's the whole the population coming here. You see everything, diarrhoea, polyemitus suspicion, suspected meningitis - there are a lot of infections going on here. We have people collapsing from fatigue, mentally and physically they are collapsing, they are not eating enough, they are ill in this weather." SUPER CAPTION: International Medical Corps official, Henia Dakkak Fearing for its fragile economy, the Macedonian government on Saturday announced it could no longer accept any more refugees. With a population which is about 40 per cent Albanian, authorities also fear the presence of the ethnic Albanian refugees could heighten ethnic tensions. Macedonia called on its neighbours and the E-U to pick up the burden for sheltering the massive numbers who've fled Kosovo. But it fell short of saying that it would fully close its borders or turn away asylum seekers, indicating the authorities would allow refugees to be housed on or near the border until they could be shipped elsewhere. Macedonia has blamed Western European countries for failing to accept some of the refugees and has criticised humanitarian agencies for responding too slowly. English/Nat U-N- officials and Western diplomats have said that China's plans to veto a U-N- resolution, renewing the mandate of the U-N- peacekeeping force in Macedonia, would be a severe setback for stability in a volatile region. China has taken its stance in retaliation for Skopje's diplomatic recognition of Taiwan. The United Nations first deployed troops in the country in 1993 to help stabilise the newborn state. Numbers have been reinforced to stem any spillover of the Kosovo crisis across the border. Despite the uncertainty ahead, troops from the 1st Squadron, 4th U-S Cavalry, serving with the U-N- Preventive Deployment Force (U-N-P-R-E-D-E-P-) are standing by at the ready. U-S troops serving with (U-N-P-R-E-D-E-P-) continue to maintain their readiness in order to prevent clashes in Kosovo from spreading into Macedonia. This base, "Camp Able Sentry", situated at Skopje Airport, is one of 16 U-N-P-R-E-D-E-P- observation posts scattered along the border of Macedonia and Kosovo. The United Nations deployed troops in Macedonia in 1993, their mission to maintain order in that country and prevent hostilities from spilling over from the former Yugoslavia. As of today their future remains uncertain. China plans to use its veto in the Security council to end the mandate of the 1,100-strong force. Zhang Qiyue, The Chinese Foreign Ministry spokeswoman replied,"In the past, China took Macedonia's request into consideration. We adopted a very flexible and cooperative attitude on the Macedonian issue. Now, for reasons known to all, China is reconsidering the Macedonia issue and there is no more need for China to yield to the request of the Macedonia side. China's decision is based on the merits of this case itself. That is to say, proceeding from the reality here (of the situation)." Beijing's move was made in response to last month's decision by Macedonia to open diplomatic relations with Taiwan. China has severed diplomatic ties with Skopje. Eng/Macedo/Nat Hundreds of NATO troops in Macedonia are standing by to remove international monitors from nearby Kosovo should the peace talks in Rambouillet collapse. The Nato allies have set a new deadline for Serbs and ethnic Albanians to accept a peace agreement after the two sides failed to do so by noon on Saturday. Meanwhile the Macedonian people are watching the talks anxiously, hoping they will not be drawn into the conflict. NATO forces are gathering in Macedonia in anticipation of military intervention in the conflict in neighbouring Kosovo. An 18-hundred-member NATO force is on hand in case talks in Rambouillet, France fail to find a peaceful resolution to the conflict in the troubled province. If diplomatic efforts collapse and NATO decides to launch airstrikes, the first sign of that decision is likely to be the departure of the O-S-C-E monitors. That will be overseen by this NATO extraction force. The force has been in place since mid-December, two months after President Slobodan Milosevic and U-S envoy Richard Holbrooke struck a deal to end seven months of fighting in Kosovo. It is under French command and includes about 700 French, 350 British and 200 soldiers each from Italy, Germany and the Netherlands. But the soldiers can only wait for a decision from the talks on how to resolve calls by ethnic Albanians in Kosovo for autonomy from Serbia. An estimated 2-thousand people have been killed in the last year since Serb President Slobodan Milosevic launched a campaign to stamp out resistance in the renegade province. A further 10-thousand have been left homeless. Diplomatic discussions in Rambouillet were seen as the final attempt to avoid military intervention by NATO. An outcome to the often acrimonious talks had been expected by noon on Saturday. But with all sides still locked in debate over Serb refusals to accept a NATO ground force in Kosovo, the deadline for a decision was put back to Tuesday afternoon. The massed troops watched the news from their hotel in the Macedonian capital Skopje. But despite the delays in resolving the conflict, the soldiers say they are ready to go into Kosovo if needed. SOUNDBITE: (English) "Well we've been training extremely hard over the last few months as the extraction force so we're ready to go into Kosovo at very short notice. We're well equipped; a lot of training. So we're ready to confront almost anything that may occur if we cross the border." While the deadline for a resolution draws nearer and the threat of punitive strikes on Serb positions across the border grows, British and Macedonian troops find ways of passing the time. But Mark Dickinson, the British Ambassador to Macedonia sees it as more than just a game of football. He says it is a way of safeguarding an atmosphere of normality in a troubled region. SOUNDBITE: (English) "The Balkans is a pretty abnormal region at the moment but it doesn't have to be like that. Macedonia is a fairly normal country in it. And in the end our troops are here to bring normality to the region. So I think it's pretty symbolic they're doing something normal like playing football." Serbo-Croat/Nat Thousands of Serbs have staged a demonstration in Macedonia to protest against the massing of foreign troops in the country. The Macedonia-based Serbs fear the troops will be used to launch attacks on Yugoslavia. The demonstration took place in Kumanovo, 40 kilometres from the Macedonian capital of Skopje, on Thursday. About five-thousand Serbs took part in the demonstration in the town of Kumanovo. They are concerned about the massing of foreign troops in Macedonia which they fear could be used to launch attacks on Yugoslavia. The demonstrators gathered in Kumanovo's main square, 40 kilometres from the Macedonian capital of Skopje. Many of them waved Yugoslavian flags and chanted anti-NATO slogans. The president of the Democratic Party of Serbs in Macedonia was there to address the crowd. In a meeting with a delegation of Macedonia-based Serbs on Wednesday, Macedonian President Kiro Gligorov vowed that no foreign troops would be allowed to use the country to launch attacks on Yugoslavia. A spokesman for the Serb delegation expressed concern about the political situation in Macedonia and the implied cooperation between Macedonians and ethnic Albanians. The delegation's statement said Macedonia's Serbs and Montenegrins had been forced into isolation and marginalised, which had been made possible by the lack of reference to them in the Macedonian constitution. But Gligorov said he would help to resolve the Serb community's constitutional status. In Kumanovo, the president of the Democratic Party of Serbs in Macedonia said NATO was not welcome in Macedonia. We don't want to give NATO (the opportunity to carry out) any kind of attack on our brothers from the Federation of the Republic of Yugoslavia." English/Nat With the Kosovo peace process at an apparent impasse, the large NATO force that has been building up in the neighbouring country of Macedonia remains on standby. More troops and equipment were arriving as the 1400gmt deadlined approached. The troops are ready to intervene whatever the outcome of the talks in Rambouillet: bombing the Serbs if they reject the agreement for autonomy in Kosovo or deploying in the province to police its implementation. SUGGESTED VOICE-OVER: It is still uncertain if NATO will carry out bombing missions against Serbia. But if it does decide to, the first sign is likely to be the departure of the K-V-M (Kosovo Verification Mission) monitors. It may well fall to these British troops to get them out safely. They say they are ready if called upon. [SOUNDBITE: (English) "Basically it's to get the lads up to scratch on the training to be as ready as we can be to deploy if we have to." German/Eng/Nat German Foreign Minister Joshka Fischer has been visiting German troops in the NATO force in Macedonia, where peace-keepers are being prepared to enter Kosovo. He also met with Macedonian president Kiro Gligorov. The visit came after a trip to the Federal Republic of Yugoslavia, where he met President Slobodan Milosevic in Belgrade and held talks with the leaders of the Kosovo Albanians in Pristina. Milosevic is coming under heavy pressure to sign a peace deal accepting a peacekeeping force, or face a NATO attack. The ethnic Albanians have already accepted the peace proposal. The Foreign minister was in Macedonia to rally his country's troops as NATO waits for Serbia to sign their part of the peace agreement. Keeping firmly to the international line, Joschka Fischer said there could be no compromise when it comes to a NATO peace-keeping force going into Kosovo. He described the second round of negotiations on Kosovo, which are to begin in France on Sunday, as the last chance to settle the crisis by peaceful means. SOUNDBITE: (English) " They are preparing the KFOR mission for when the peace treaty is signed by both sides, and I think this is (as) important as the implementation of a Peace Treaty and I therefore hope that diplomacy will be successful and we will get the signatures of both sides, especially of the Government in Belgrade. SUPER CAPTION: Joschka Fischer, German Foreign Minister Asked whether the peace deal thrashed out in France was realistic, Joschka Fischer said he thought it was a good start. SOUNDBITE: (English) "What means realistic in the Balkans? Realistic means make sure from pressure and a peace strategy, and I think we are on the right track but in the end it will be the decision of the Government in Belgrade and President Milosevic. He is the responsible decision maker and he must know that now the time has come to sign the treaty." Macedonia plays an important role in the implementation of peace in Kosovo, as NATO troops are stationed there. At a news conference after his meeting with Gliogorov, Fischer once again appealed to the two sides in the conflict to put down their weapons and sign the peace deal as soon as possible. SOUNDBITE:(German) "With regard to yesterday's new round of fighting, I would like to appeal to the two warring sides to stop their violence. The international community is ready to take action to enforce the Rambouillet agreement, to back up the agreement with military action. What we now need is the signatures of both sides in the conflict to the Rambouillet agreement. I see no alternative to this agreement. Laying down of weapons and the signing of the agreement are preconditions to any positive development, and with this in mind I call on both sides to sign the agreement". TAIWAN: MACEDONIA'S FOREIGN MINISTER SIGNS DIPLOMATIC ACCORD

Mandarin/Nat The President of Macedonia has revealed that the decision to give diplomatic recognition to Taiwan - rather than China - was taken without his knowledge. The country's foreign minister, Aleksandr Dimitrov, signed the diplomatic accord in Taipei while President Gligorov was meeting with officials from Beijing. But it appears that the decision will stand - giving the island state a much needed boost in its rivalry with mainland China. Foreign Minister Dimitrov signed the deal with his Taiwanese counterpart Jason Hu at a ceremony in Taipei on Wednesday. Shortly after the news broke, Macedonian President Kiro Gligorov called the pact a "surprise." He had met on Wednesday with China's ambassador in the capital Skopje and came out saying Macedonia still recognized Beijing as "the only legitimate representative of the Chinese people." But despite the remarks which were later withdrawn - Taiwan's Ministry of Foreign Affairs said that ties with Macedonia are "stable and will endure." According to Taiwanese officials Kiro was kept in the dark throughout a year of talks between Taiwan and members of the three centre-right parties that defeated the president's former communist allies in parliamentary elections last November. Taipei's Ministry of Foreign Affairs said under Macedonia's constitution, the president is a figure head who has no power to decide foreign policy, making Kiro's denial of the agreement with Taiwan meaningless. Macedonia is the latest country caught up in 50-year old tit-for-tat struggle for diplomatic recognition between Taiwan and Beijing, heirs to a civil war that divided them in 1949. Establishment of ties was a small but significant victory in Taiwan's campaign to buck the diplomatic isolation Beijing seeks to impose on it. Macedonia became Taiwan's 28th diplomatic ally, and only the second country in Europe to have ties with Taiwan, after the Vatican. Jason Hu said his nation hoped relations would improve. SOUNDBITE: (English) "I hope there will be a better atmosphere, I think this is the wish of my colleagues too between mainland China and Taiwan too and better communications and better dialogue better relationships. But at the same time we have to do what we have to do and not to relax or let go, let loose what is our responsibility." SUPER CAPTION: Jason Hu, Foreign Minister of Taiwan After signing an agreement on ties with the Macedonian Foreign Minister, Jason Hu declared a "breakthrough for pragmatic diplomacy in Europe," where high-level Taiwanese leaders are usually refused permission to visit. Foreign Minister of Macedonia, Aleksandar Dimitrov said signing the agreement was a step in the right direction. We want the Republic of Macedonia to become a miracle too in South eastern Europe or better say the Balkans. So we decide to promote some kind of confidence building between each people of the two countries. So looking at that, it was then easier to sign this agreement and other possible cooperation." MACEDONIA: KOSOVO CRISIS: AID ARRIVES FOR REFUGEES

English/Nat The first shipment of American aid arrived in the Macedonian capital, Skopje, on Thursday. Seventeen (t) tons of medicine and relief supplies are being provided for the tens of thousands of refugees streaming into Macedonia. The refugee crisis in the country is worsening by the hour. The first aid shipment arrives in Macedonia, a country struggling to cope with an influx of refugees. The much needed supplies will be used to help some of the tens of thousands of people who have flooded into the country to escape the violence in Kosovo. More than 156-thousand Kosovars have crossed into Albania, Macedonia and Montenegro in the past nine days. The latest estimate from the United Nations High Commission for Refugees (U-N-H-C-R) suggests almost 30-thousand people have fled to Macedonia alone. Shocked and exhausted, the refugees are in need of food, clothing, housing and medical attention. The Clinton administration is sending 50 (m) million U-S dollars in food and supplies to aid the refugees. Other allied countries have announced they are increasing their aid contributions. The British administration has pledged to provide a cargo plane for additional supplies. Christopher Gordon from the American relief organisation CARE says the aid is vital. SOUNDBITE: (English) "This is the first international relief humanitarian aid to fly in here. We have 17 (t) tons of medicine and relief supplies. The medicines are very basic for primary care in the local clinics where we are seeing most of the refugees arrive. We have antibiotics, NLG-6, anti-inflamatories, we have syringes and the relief supplies would be summarised by, I would say, personal hygiene, some clothing for these refugees who have been burnt out of their home and lost everthing. I think America is very happy to be supporting the Macedonian government, the Macedonian ministry of health as they are struggling with the number of refugees that are coming across the border." SUPER CAPTION: Christopher Gordon, CARE Macedonia is one of the poorest countries in Europe and the refugees crisis has already stretched its resources to the limit.
