After twenty hours of interrogation, former President Roh Tae-woo emerged from the prosecutors' office.
He had just been issued an arrest warrant charging Roh with two counts of accepting bribes.
The first is 31 (m) million dollars from the Daewoo group in return for a major submarine depot and 300 (m) million from 30 top companies.
Prosecutors indicated that other people, including some top businessmen, could be arrested in connection with the scandal.
Roh has admitted taking money from businesses, claiming they were making donations. But prosecutors said they have evidence of bribery.
Roh is also suspected of having diverted some of his ill-gotten money to secret Swiss bank accounts.
It is the first time a former South Korean president has faced legal action for deeds committed while in office.

On trial for mutiny and treason, former South Korean President Chun Doo-hwan denied Monday he had staged a coup 16 years ago.

charges relating to the military coup and the brutal Kwangju massacre that followed.
Monday was the second session of the treason and mutiny trial of the former South Korean presidents Chun Doo-hwan and Roh Tae-woo.
The trial opened a week ago with Roh defending himself.
As the buses carried the two men to court protestors hurled eggs at the vehicles.
It's a trial that's incensed many South Koreans who say they've been waiting for 15 years to see the two men brought to justice.
Security is tight surrounding the trial.
Riot police chased down the egg-throwers.
Outside the courthouse, about 20 people were arrested for trying to march into the building, shouting for stern punishment.
The two ex-generals ruled South Korea from 1980 to 1993, a politically turbulent period.
Chun and Roh, face charges stemming from an alleged coup in 1979 and a military crackdown at Kwangju that killed or wounded hundreds of pro-democracy protesters the following year.
Queues outside the courtroom in Seoul are lengthy.
Those allocated a seat Monday heard Chun deny the charge that he had masterminded the 1979 coup.
He argued that "rebel" generals at the time who were planning an artillery attack to threaten the presidential palace had to be stopped.
He said their attack would have led to a civil war and given North Korea a good chance to attack the South.

On trial for mutiny and treason, former South Korean President Chun Doo-hwan denied Monday he had staged a coup 16 years ago.
During a seven-hour court session, Chun and prosecutors clashed - Chun claiming he seized power only to stop "rebel" generals and a possible North Korean attack.
Chun and his successor as president, Roh Tae-woo, both face
charges relating to the military coup and the brutal Kwangju massacre that followed.
Monday was the second session of the treason and mutiny trial of the former South Korean presidents Chun Doo-hwan and Roh Tae-woo.
The trial opened a week ago with Roh defending himself.
As the buses carried the two men to court protestors hurled eggs at the vehicles.
It's a trial that's incensed many South Koreans who say they've been waiting for 15 years to see the two men brought to justice.
Security is tight surrounding the trial.
Riot police chased down the egg-throwers.
Outside the courthouse, about 20 people were arrested for trying to march into the building, shouting for stern punishment.
The two ex-generals ruled South Korea from 1980 to 1993, a politically turbulent period.
Chun and Roh, face charges stemming from an alleged coup in 1979 and a military crackdown at Kwangju that killed or wounded hundreds of pro-democracy protesters the following year.
Queues outside the courtroom in Seoul are lengthy.
Those allocated a seat Monday heard Chun deny the charge that he had masterminded the 1979 coup.
He argued that "rebel" generals at the time who were planning an artillery attack to threaten the presidential palace had to be stopped.
He said their attack would have led to a civil war and given North Korea a good chance to attack the South.

The summons, the second since in just over two weeks, came earlier than expected and aroused speculation that it would lead to Roh's arrest.
If so, it would make him the first ex-president to be arrested for misdeeds while in office.
If Roh is found guilty, he faces a jail term of up to three years.
He denies the charge and says the slush fund was normal practice in Korean politics and a practice followed by all of his military-backed predecessors.
Opposition parties claim the money was also funnelled into current President Kim Young-sam's successful 1992 campaign.
Kim has denied the charges.

The trouble started when police blocked about 300 students trying to march on the homes of the former presidents.
Most of the students wore gas masks and bandannas over their faces to prevent being identified and were armed with rocks and metal pipes.

They left the street in front of Hongik University streaked with blazes.
The police charged the students and fired dozens of volleys of tear gas to try to disperse them.
It was the latest in a series of violent confrontations aimed at pressuring the National Assembly into passing a special law to punish the former presidents.
More than 200 people were killed and thousands more injured during the 10-day crackdown ordered by Chun and Roh, who had come to power six months earlier in a coup.
Earlier on Tuesday, the students, chanting "Punish the butchers", students burnt paper effigies of the ex-presidents and current President Kim Young-sa.
They also burned an effigy draped in a U-S flag.
Activists have accused the U-S military of having condoned the troop deployment - Washington has denied any involvement.
Move violence is expected on Friday when an opposition party's bill on the issue is to be voted on.
Students have also called for a two-day boycott of classes starting Friday, and said they will hold mass rally.

The trouble started when police blocked about 300 students trying to march on the homes of the former presidents.
Most of the students wore gas masks and bandannas over their faces to prevent being identified and were armed with rocks and metal pipes.
Some of the estimated 200 petrol bombs they had threw found their mark.
They left the street in front of Hongik University streaked with blazes.
The police charged the students and fired dozens of volleys of tear gas to try to disperse them.
It was the latest in a series of violent confrontations aimed at pressuring the National Assembly into passing a special law to punish the former presidents.
More than 200 people were killed and thousands more injured during the 10-day crackdown ordered by Chun and Roh, who had come to power six months earlier in a coup.
Earlier on Tuesday, the students, chanting "Punish the butchers", students burnt paper effigies of the ex-presidents and current President Kim Young-sa.
They also burned an effigy draped in a U-S flag.
Activists have accused the U-S military of having condoned the troop deployment - Washington has denied any involvement.
Move violence is expected on Friday when an opposition party's bill on the issue is to be voted on.
Students have also called for a two-day boycott of classes starting Friday, and said they will hold mass rally.

Some 16-thousand riot police were on hand after fears that the protest could turn into a repeat of Friday's violence.
Then students throwing firebombs were repeatedly pelted with tear-gas cannisters by Police in running battles.
Despite some clashes between police and students, no serious fighting was reported on Saturday.
The students are demanding that former Presidents Chun Doo-hwan and Roh Tae-woo be brought to trial for ordering a military crackdown on a pro-democracy uprising in 1980 which left 200 dead.
The students have little chance of persuading the ruling Democratic Liberal Party, but the opposition has sided with them.
Assemblyman Lee Bu-young is amongst those in the opposition party pushing for a trial.

"Under no circumstances can the overthrow of a government by violence be justified," the 13-judge panel said in its ruling, referring to the 1979 coup that launched Chun, a former army general, to power.
At their trial in August last year, Chun was sentenced to death and Roh to 22-and--half year's jail, but the sentences were reduced by an appeals court in December.
Chun was convicted of leading a 1979 military mutiny and an insurrection that led to the masscre of pro-democracy protestors in Kwangju in 1980. Roh was convicted of playing key roles in the mutiny and insurrection.

The two former South Korean presidents, Chun Doo-hwan and Roh Tae-woo are accused of mutiny and treason and their appearance in court provoked an angry demonstration outside.
Chun Doo-hwan and Roh Tae-woo wearing prisoners' uniforms and white rubber shoes were led into the packed courtroom.
The two former army generals had arrived at the court five minutes apart.
Surrounded by about a dozen court officials, they did not answer any questions by reporters.
Unlike most other prisoners, they were not handcuffed, apparently out of deference to their former positions.
It is the first time in South Korean history that two former presidents have faced trial together for alleged wrongdoing in office.
They are charged with mutiny and treason and are already on trial separately on charges of bribery.
The two ex-presidents, childhood friends and later military companions, sat side by side in the first row of the defendants' seats.
More than 200 spectators, family members and reporters are here for "the trial of the century" as the local media have dubbed it.
One of those watching the trial closely is Kang Wee-seuk who writes for Taiwan's Joong-Ang Daily News. Kang says the trial is unique and that in every aspect that it is a "global trial".
He said the Korean people are behind this "historical correcting" process because of their concern for the future but he also expressed sympathy for those on trial.

This is the first step into correcting what is bad in the history of 20th century. In some sense, the two people on trial are the sacrificial lamb in the cleansing process."

However, the consensus seems to be that this trial is inevitable and that it had to happen.
Outside the courtroom, emotions were running high and at least six people were arrested by police as they tried to throw rocks and eggs toward the two ex-presidents' buses.
Dozens of other protesters shouted for the men's deaths. If convicted they may indeed face the death penalty, but execution is considered unlikely.

The two former generals are accused of masterminding a 1979 coup that brought them to power, and a bloody military crackdown several months later that killed 240 pro-democracy protesters.
Their trial on mutiny and treason charges is the most striking development in current President Kim Young-sam's efforts to come to terms with South Korea's recent history of corruption, successive coups and harsh, authoritarian rule.
Chun, president from 1980 to 1988, seized power in a coup following the assassination of his and Roh's mentor, President Park Chung-hee, by Park's intelligence chief in late 1979. Roh succeeded Chun as president from 1988 to 1993.
Prosecutors say Chun's taking of power was a mutiny because his junta arrested the then martial law commander at gunpoint before forcing President Choi to approve the arrest.
Chun has denied the charges, saying that his group, leading the military's investigation of Park's assassination, found the martial law commander involved in corruption and that Choi was not under duress when he approved the arrest.

However, the consensus seems to be that this trial is inevitable and that it had to happen.
Outside the courtroom, emotions were running high and at least six people were arrested by police as they tried to throw rocks and eggs toward the two ex-presidents' buses.
Dozens of other protesters shouted for the men's deaths. If convicted they may indeed face the death penalty, but execution is considered unlikely.

Their trial on mutiny and treason charges is the most striking development in current President Kim Young-sam's efforts to come to terms with South Korea's recent history of corruption, successive coups and harsh, authoritarian rule.
Chun, president from 1980 to 1988, seized power in a coup following the assassination of his and Roh's mentor, President Park Chung-hee, by Park's intelligence chief in late 1979. Roh succeeded Chun as president from 1988 to 1993.
Prosecutors say Chun's taking of power was a mutiny because his junta arrested the then martial law commander at gunpoint before forcing President Choi to approve the arrest.
Chun has denied the charges, saying that his group, leading the military's investigation of Park's assassination, found the martial law commander involved in corruption and that Choi was not under duress when he approved the arrest.

Earlier on Thursday, Roh's daughter So-young was summoned to court to face questions about allegations that her father might have stashed money in Swiss bank accounts.
She and her husband Chey Tae-won appeared separately at the Seoul Prosecutors' Office.
In 1992, the couple were given suspended one-year sentences by a U-S court for violating U-S currency laws.

The prosecution has demanded heavy sentences for all nine and for five aides of former president Roh Tae Woo who were also convicted.
The company executives were all found guilty of giving massive bribes to President Roh in return for favours and contracts.
Monday's trial session was the third court appearance for the accused business leaders and politicians but it was also the last.
The chairman of South Korea's biggest corporation Samsung, Lee Kun-hee, was found guilty by the three judge panel of giving bribes to politicians.
The prosecution has demanded a three year sentence.
Choi Won-suk chairman of the Dong-Ah construction group and the chairman of car making corporation Daewoo - Kim Woo-joong - were also found guilty and faces sentences of up to four years.
A further six business people and five politicians were also convicted and face penalties ranging one to six years in jail for their parts in paying former president Roh Tae-woo bribes of 28 million dollars in exchange for government contracts.
The quick end came after defence lawyers withdrew several witnesses under a new strategy of avoiding unnecessary friction with the government - according to news reports.
Observers expect punishments of the company executives to be light - to preserve business confidence.
And there is speculation about what will now happen to Roh.
But now that people have been convicted of giving bribes to him, it seems likely he will be convicted of receiving money.

His decision appears to be part of a new defence tactic to attack prosecutors who they allege are politically motivated.
The bus carrying the former President Roh Tae-woo arrived at the courthouse escorted by a police jeep with sirens blazing.
Security was tight as the 63-year-old former army general faced the most significant trial in South Korean history.
About 1,000 police were deployed in and around the courthouse.
Roh, in a blue prison uniform, was led into a courtroom packed with about 200 people, including family members and reporters.
He was reported to be healthy but tense.
Presiding Judge Kim Young-il opened the proceedings by reciting the charges.
A group of people protested outside the courthouse gates in freezing weather demanding an end to corruption, while others queued in the hope of getting one of the 80 admission tickets for observers.
But many of the tickets went to reporters and the families of the defendants who wanted to see the trial firsthand.
Unlike the first hearing, the presiding judge decided no photography would be allowed on Monday.
If convicted, Roh faces 10 years to life in prison.
During the first hearing, prosecutors charged that Roh took 365 (m) million U-S dollars in bribes from businessmen in exchange for helping them win contracts for major government projects including nuclear power plants, highways and military facilities.
Also standing trial with Roh are 15 top businessmen and former government officials who served under him.
They were charged with bribing Roh or helping him raise the slush fund.
The alleged bribes were part of dlrs 650 million that Roh has publicly admitted he amassed in a slush fund during his 1988-93 term.
The ex-president claimed that the money came from legitimate "donations.'
Roh's house in northern Seoul appeared quiet with only plain clothed riot police standing watch.
Neighbors claim that visitors seldom visit the house and that the occupants are rarely seen.
But one of the neighbours said the issue must be dealt with by the courts.

Thousands of students and civil rights activists on Saturday
(4/11) rallied in Seoul and other cities across South Korea to
demand the arrest of scandal-ridden former president Roh Tae-Woo.
Chongro Street, one of the busiest streets in Seoul, echoed with
the noise of car horns as pedestrians, commuters and bus
passengers waved handkerchiefs in a gesture calling for Roh's
detention. Hundreds of people left their buses to join a
protest gathering in a nearby public park, where a crowd estimated
at 5,000 demanded Roh's arrest.
