STORYLINE:
US President George W Bush and European Commission President Jose Manuel Barroso agreed on Monday that the United States and Europe must resolve deep differences over farm subsidies that are stalling global free trade talks.
Speaking after he and Barroso met at the White House, Bush said they "both recognise that the best way to help impoverished nations is to complete this Doha Round," - referring to the world trade talks - "and to encourage the spread of wealth and opportunity through open and reasonable and fair trade."
Barroso called the current time period the "defining moment," and said the two had instructed their negotiators "to come up with a solution as soon as possible."
Bush and Barroso talked in the Oval Office for nearly an hour, and then continued meeting over lunch.
The World Trade Organisation talks collapsed in July, in a disagreement over how much the European Union, the United States and other wealthy countries should reduce the farm subsidies and tariffs that poorer nations in Africa, Asia and Latin America say prevent them from selling their agricultural goods abroad.
Before leaving for Washington, Barroso said "the US holds the key to making a deal possible in 2007."
The United States was criticised for refusing to cut the government handouts it pays American farmers.
But Washington partly blamed the standstill on the European Union for refusing to make deeper cuts in tariffs on agricultural imports.
Supporters of a trade deal are eager to find a resolution to the impasse.
The Democrat-controlled Congress will consider this year whether to extend Bush's authority to negotiate trade deals that can be submitted to Congress for simple yes-or-no votes without amendments.
The loss of that "fast-track" authority, set to expire in July, would make it much harder for any treaty to gain congressional approval, without which any global trade deal would be meaningless.
Barroso also met with the new House Speaker Nancy Pelosi as well as the new Senate Majority Leader Harry Reid.
Barroso, who had been expected to push Bush to sign on to international efforts to combat global warming, issued a gentle nudge in public, saying that environment was crucially important, and about "global security," and "economic development and sustainability."
Bush did not mention global warming specifically, but nodded while Barroso spoke.

STORYLINE:
US President George W Bush and European Commission President Jose Manuel Barroso agreed on Monday that the United States and Europe must resolve deep differences over farm subsidies that are stalling global free trade talks.
Speaking after he and Barroso met at the White House, Bush said they "both recognise that the best way to help impoverished nations is to complete this Doha Round," - referring to the world trade talks - "and to encourage the spread of wealth and opportunity through open and reasonable and fair trade."
Barroso called the current time period the "defining moment," and said the two had instructed their negotiators "to come up with a solution as soon as possible."
Bush and Barroso talked in the Oval Office for nearly an hour, and then continued meeting over lunch.
The World Trade Organisation talks collapsed in July, in a disagreement over how much the European Union, the United States and other wealthy countries should reduce the farm subsidies and tariffs that poorer nations in Africa, Asia and Latin America say prevent them from selling their agricultural goods abroad.
Before leaving for Washington, Barroso said "the US holds the key to making a deal possible in 2007."
The United States was criticised for refusing to cut the government handouts it pays American farmers.
But Washington partly blamed the standstill on the European Union for refusing to make deeper cuts in tariffs on agricultural imports.
Supporters of a trade deal are eager to find a resolution to the impasse.
The Democrat-controlled Congress will consider this year whether to extend Bush's authority to negotiate trade deals that can be submitted to Congress for simple yes-or-no votes without amendments.
The loss of that "fast-track" authority, set to expire in July, would make it much harder for any treaty to gain congressional approval, without which any global trade deal would be meaningless.
Barroso also met with the new House Speaker Nancy Pelosi as well as the new Senate Majority Leader Harry Reid.
Barroso, who had been expected to push Bush to sign on to international efforts to combat global warming, issued a gentle nudge in public, saying that environment was crucially important, and about "global security," and "economic development and sustainability."
Bush did not mention global warming specifically, but nodded while Barroso spoke.

Nobody in their right minds would not agree that it was a sensible thing to do to get France and Germany together, round the table, to break bread with each other, to have a trade deal with each other back in the 1950's and to work as sovereign, democratic, nations together for peace. All of that was absolutely right and high minded.
Sadly, the whole thing has become corrupted. Tony Blair said, "the EU today is no longer about peace, it is about power" and how right he was and how that power has shifted. When Kohl and Mitterand came here, representing their countries 25 years ago it was a partnership of equals but no longer. France is now severely diminished, trapped inside a currency from which frankly she can't recover and the French voice in this relationship and in Europe is little more now frankly than a pipsqueak.
It's an irony isn't it, that the project that was designed to contain German power has now given us a totally German-dominated Europe. Just look at the euro, Germany has a currency that is undervalued by twenty percent, a growing and massive trade surplus and most growth in the German economy since the collapse of 2008 has indeed been in exports to other Eurozone countries such as your very big arm sales to countries like Greece.
And when we have a General Election that says a country like Greece wants to change direction, well I'm sorry but that now must be brushed aside because the Germans don't want it. And in what must count as perhaps the worst piece of public policy seen in modern Europe for half a century, when you compounded the already failed and flawed EU Common Asylum Policy by saying to the whole world please come to Europe, and we saw frankly, virtually a stampede and we learnt that eighty percent of those that are coming are not Syrian refugees, in fact what you've done is to open the door to young, male, economic migrants. Many of whom I have to say behave in a rather aggressive manner, quite the opposite to what you would ever expect to see from any refugee, and yet when that failure is met by objections from countries like Hungary their opinions are crushed.
This isn't a Europe of peace, it's a Europe of division, it's a Europe of disharmony, it's a Europe that is a recipe for resentment. And yet faced with all this failure, both of you said the same thing today. You said Europe isn't working so we must have more Europe. More of the same failing, well there is I think a bright star on the horizon. It's called the British referendum and given that none of you want to concede Britain the ability to take back control of her own borders a Brexit now looks more likely than at any point in modern time and I hope and pray that Britain voting to leave the European Union will be the beginning of the end of a project, however noble its original intentions, has gone wrong.

Bert Koenders, President-in-Office of the Council: "Mr President, the European Union is not only a market, it is also a Union built on common values. The EU Treaties are eloquent and crystal clear. Article 2 states the values on which this Union is founded and reaffirms that these values are common to all Member States. Membership of our Union entails not only benefits, but also responsibilities. Among the foremost responsibilities of each Member State is respect for the Union’s fundamental values, not least the rule of law, democracy, and fundamental rights. It is what makes us as Member States, and also as a Union, unique in the world.
These values are shared not only because they are written on paper, but because they have been brought to life in pluralistic and open societies over the last decades, sometimes against stiff opposition. They are fundamental because they provide essential guarantees for the freedom of our citizens and the functioning of our democracies. However, neither the rule of law nor other fundamental values can be taken for granted. This continent brought forth the three most deadly and venomous political doctrines that we have known. Our ancestors fought over these doctrines and finally overcame them. We have learned our lessons the hard way, and we have vowed countless times that we would never return to those dark days, but would build a new community on this continent where freedom and peace would reign. We have been successful in this endeavour and the secret of that success is that we put democracy and the rule of law first. It was crucial then and it remains crucial today that we continue to do so.
Ensuring respect is a constant challenge that governments have to live up to, and yet we must be honest. No one country has a monopoly on virtue and no one country has a monopoly on vice. We all have deficiencies, but the true strength of our democracies is that we can identify these deficiencies, debate them, acknowledge them and fix them. That is what democracy is all about.
This also implies that we are ready to have open discussions about the best way to protect these values in times of change. Today’s debate in which the Council – and I thank you for that – has been invited to speak, has been triggered by the most recent measures introduced by the newly democratically elected Polish Government, including the position of the Constitutional Tribunal, and the governance of public media. Frans Timmermans, First Vice-President of the Commission: "Mr President, on behalf of President Juncker and my colleagues in the Commission, I want to set out for you the reasons why the Commission has decided to assess the recent developments in Poland, and how we hope to move forward in a constructive and facts-based dialogue with Poland to prevent the emergence of a systemic threat to the rule of law.
The main reason for beginning this assessment under the 2014 Rule of Law Framework is the situation concerning the Polish Constitutional Tribunal, and in particular the dispute about the nomination of a number of judges of the Tribunal. In principle, this should be an issue for the Constitutional Tribunal itself to resolve. However, as things stand, the other institutions of the Polish State have not complied with the judgments rendered by the Constitutional Tribunal on the matter. This has given rise to uncertainty regarding the functioning of the Constitutional Tribunal.
Furthermore, the Polish Parliament has decided to shorten the mandates of the President and Vice-President of the Tribunal. On 28 December last year, an amendment to the law on the Constitutional Tribunal entered into force which appears to render the functioning the Constitutional Tribunal considerably more difficult. Given the central position of the Tribunal within the Polish judicial system, we risk seeing the emergence of a systemic threat to the rule of law.
Concerns have also been raised as regards the new media law. (...)"

Poland's new President, Andrzej Duda, has warned that the European Union would face a "very serious crisis" if the UK were to leave.
UK PM David Cameron has promised a referendum on EU membership by the end of 2017 and is pushing for reform.
Speaking to the BBC, Mr Duda said he wanted to see the EU "fixed" to make it more efficient and more democratic.
But he criticised Mr Cameron's key proposal to delay in-work benefits for new EU migrants for four years.
He said he would not accept any EU labour laws that could discriminate against individuals from particular member states.
Correspondents say Mr Duda's surprise election victory in May signalled a shift to the right in Polish politics.
He is an ally of the ruling conservative Law and Justice Party (PiS), which has clashed with domestic and EU critics in recent weeks over claims it is trying to manipulate state institutions.
'Euro-realists'
Speaking to the BBC, in his first interview to international broadcast media as president, Mr Duda said the EU had "many weaknesses" and warned a so-called "Brexit" from the bloc could cause further havoc.
"The EU has been shaken time and time again with crises - whether it's the financial crisis, or the refugees crisis," he said.
"Let's not pretend, a UK exit from the EU will be a very serious crisis for the EU. Of that I have no doubt."
He said Poland's new leaders were not Eurosceptics but "Euro-realists", and that he wanted the EU to change.
MEPs from his PiS party sit with the British Conservatives in the European Parliament.
"We want the EU to be efficient. So that it will foresee any possible future problems that are coming its way."
But he said he did not agree with Mr Cameron's drive to allow EU migrants to receive in-work benefits only after living in the UK for four years.
"I do not agree with contravening our basic freedoms, which we have in the EU framework - one of which is the principle of non-discrimination," he said.
"And this is where I am completely against changing that principle."
'Inciting society'
Mr Duda also commented on protests in recent weeks against planned changes to the Constitutional Court which critics say will undermine its ability to hold authorities to account.
The legislation requires cases to be adjudicated by a panel of at least 13 of the court's 15 judges - the minimum is between five and nine under the present system.
The change was approved by the lower house of Poland's parliament on Tuesday and now goes before the upper chamber, also controlled by PiS.
Mr Duda accused the protesters of not accepting the results of the October elections.
"These demonstrations are, above all, made up of those who until recently governed Poland - and who were removed from power by Polish voters in the general election," he said.
"They simply do not want to accept this."

Czech President Milos Zeman says Turkey should not be admitted to the European Union over its behavior in the region.
He said although Turkey is a NATO member, the country at times acts as if it has allied itself with Daesh. Zeman suggested that Ankara is involved in illegal oil trade with the Daesh terrorists. Militants steal oil from Syria and sell it at a much lower price than the market value through Turkey. The Czech president further took a jab at Ankara for repressing the Kurds who, he said, have fought against Daesh effectively. Zeman dismissed the EU’s intention to pay three billion Euros to Turkey which is said to be aimed at helping Ankara cater for the needs of two-point-two million Syrian refugees in the country.

The European Union has made many mistakes during my time here. I’ve seen the invention of a currency that has impoverished the Mediterranean, I’ve seen the idealised Schengen area lead to the free movement of Kalashnikovs and every single week and month we see the attempt to create a single state of Europe, which of course the European peoples don’t want. But the EU’s common asylum policy is the lowest ebb for policy yet. Chancellor Merkel took the cork out of a champagne bottle and said anyone could come and now you’re trying to put the cork back in and realising its not possible. So you’ve turned to somebody else to sort out your own problem, so let’s talk Turkey.
They have taken your weakness and they’ve now decided they’re going to blackmail you. Not only do they want three billion euros from you this year, they’re gonna want three billion euros from you every single year and in return, they’ve given absolutely no guarantees whatsoever that they will stop people from coming or indeed take people back. And they’ve managed to persuade you, whatever the Commissioner says, into offering them by October next year visa free access for 75 million people whose average GDP income is half that of the poorest EU Member State. I guess what you’re doing is you’re saying is that the way we will stop illegal immigration, a country whose 97 percent of land mass is in Asia, apparently you want to join Europe. It is a country that appears to be keener on bombing the Kurds than it is on taking on ISIS. It is a country that has turned a complete blind eye to ISIS fighters travelling through its territory. It is a country according to the Pew Institute whose poll last week showed that 8 percent of those 75 million actively encourage and support the aims of ISIS. It is a country directly and closely linked with buying ISIS oil and we will finish up bordering Syria, Iraq and Iran. It is mad, it is the most dangerous decision the European Union has yet taken. I’m sure the British Prime Minister will be delighted; he’s campaigned for this since 2005. To me without any of the other debate, if there was one single reason why Britain should, in this referendum, vote to leave the European Union it is the folly of political integration with Turkey. It is not only stupid it is damned dangerous.
Question about which other country could make a contribution and whether Nigel supported British wars in the Middle East in the past.
Believe you me I was no supporter of Tony Blair’s endless series of wars and if I was in a different parliament and not this one, I would vote against the bombing campaign that Mr Cameron wishes to join the Americans and French because it has been badly thought through with no long term strategy whatsoever. Look, if you want to deal with the problem you’ve caused yourself in life, rather than relying on somebody else to do it for you, perhaps it better to recognise and realise you’ve made a mistake and the only solution open to the EU is to follow the example of Australia who from 2008 onwards had a lot of boats heading towards their country, a lot of boats sinking, a lot of people drowning, many of the similar symptoms and problems and they Australians said if you wish to become a refugee or a migrant to Australia you will not succeed in doing so if you come via this route and the boats stopped coming. The EU needs to have the moral courage to stand up and say that but frankly they haven’t got the guts.

European Union leaders meeting on Malta to discuss the migration crisis were considering inviting Turkish President Tayyip Erdogan to a summit in Brussels this month to seal an accord to curb migration, EU officials said.
The executive European Commission, whose deputy chief Frans Timmermans is leading negotiations with Ankara on joint measures to cut the numbers of refugees and other migrants leaving Turkey, put forward next Sunday, Nov. 22, for a Brussels summit, officials said. However, leaders were debating options.
Aware of Europe's weak bargaining position with Erdogan following his party's convincing election victory this month, some national governments are wary of rushing to satisfy a demand of the Turkish leader for higher-level contacts. Some have insisted in recent days that they would only agree to an EU-Turkey summit once an accord was fully negotiated.

EU officials said, however, that Ankara was keen to fix a summit before it would start implementing its commitments to step up border security -- measures it is taking in return also for EU grants, worth a possible 3 billion euros ($3.2 billion), a deepening of its EU membership negotiations and easier EU visas for Turks.
The Commission proposed to the leaders meeting in Valletta that Ankara be offered a 3-billion euro "refugee grant facility" for the next two years to help Turkey accommodate the more than two million it is hosting.
Of that, 500 million euros would come from the EU budget and the rest, under the Commission proposal, from the 28 member states according to their national incomes.

Obama urges greater NATO presence in states bordering Russia
(LATimes) BRUSSELS -- President Obama is urging European and North Atlantic Treaty Organization leaders to bolster the military alliance's presence in countries in Eastern and Central Europe near Russia, part of an effort to ward off further Russian aggression in the wake of its annexation of Crimea from Ukraine.
Speaking after a meeting with European Union leaders, Obama said he has suggested that European leaders review and update their "contingency plans" at an April meeting. He said the alliance needs to "do more to ensure that a regular NATO presence among some of these states that may feel vulnerable is executed."
Obama's made the remarks before meeting with NATO Secretary General Anders Fogh Rasmussen at the midpoint of his European trip this week. The president's visit has been dominated by the crisis in Ukraine, and by the attempt to craft a unified U.S.-European strategy to deter Russian President Vladimir Putin from another land grab in the former Soviet republic.
The president has ruled out U.S. military involvement in the dispute, noting that Ukraine is not a NATO member and not covered under the treaty. Still, he has had to reassure other NATO members in Eastern and Central Europe that NATO stands ready and prepared.
The White House said Obama would push NATO to step up its efforts with more visible training and exercises in the region, as well as initiating the review of defense plans and improving the readiness of the NATO Response Force.
On Wednesday, Obama made an appeal to unnamed member countries that have reduced defense spending in tight economic times, taking a toll on the 55-year-old alliance.
"If we've got collective defense, it means that everybody's got to chip in. And I have had some concerns about a diminished level of defense spending among some of our partners in NATO; not all, but many. The trend lines have been going down," Obama said. "The situation in Ukraine reminds us that our freedom isn't free and we've got to be willing to pay for the assets, the personnel, the training that's required to make sure that we have a credible NATO force and an effective deterrent force."

Since the beginning of the year, nearly 500,000 people have made their way to Europe. The vast majority of them are fleeing from war in Syria, the terror of the Islamic State in Libya or dictatorship in Eritrea. The most affected Member States are Greece, with over 213,000 refugees, Hungary, with over 145,000, and Italy, with over 115,000.
The numbers are impressive. For some they are frightening. (...)
This is first of all a matter of humanity and of human dignity. And for Europe it is also a matter of historical fairness.
We Europeans should remember well that Europe is a continent where nearly everyone has at one time been a refugee. Our common history is marked by millions of Europeans fleeing from religious or political persecution, from war, dictatorship, or oppression.
Huguenots fleeing from France in the 17th century.
Jews, Sinti, Roma and many others fleeing from Germany during the Nazi horror of the 1930s and 1940s.
Spanish republicans fleeing to refugee camps in southern France at the end of the 1930s after their defeat in the Civil War.
Hungarian revolutionaries fleeing to Austria after their uprising against communist rule was oppressed by Soviet tanks in 1956.
Czech and Slovak citizens seeking exile in other European countries after the oppression of the Prague Spring in 1968.
Hundreds and thousands were forced to flee from their homes after the Yugoslav wars.
Have we forgotten that there is a reason there are more McDonalds living in the U.S. than there are in Scotland? That there is a reason the number of O'Neills and Murphys in the U.S. exceeds by far those living in Ireland?
Have we forgotten that 20 million people of Polish ancestry live outside Poland, as a result of political and economic emigration after the many border shifts, forced expulsions and resettlements during Poland’s often painful history?
Have we really forgotten that after the devastation of the Second World War, 60 million people were refugees in Europe? That as a result of this terrible European experience, a global protection regime – the 1951 Geneva Convention on the status of refugees – was established to grant refuge to those who jumped the walls in Europe to escape from war and totalitarian oppression?
We Europeans should know and should never forget why giving refuge and complying with the fundamental right to asylum is so important.
I have said in the past that we are too seldom proud of our European heritage and our European project. (...)
There is certainly an important and unprecedented number of refugees coming to Europe at the moment. However, they still represent just 0.11% of the total EU population. In Lebanon, refugees represent 25% of the population. And this in a country where people have only one fifth of the wealth we enjoy in the European Union.
Let us also be clear and honest with our often worried citizens: as long as there is war in Syria and terror in Libya, the refugee crisis will not simply go away.
We can build walls, we can build fences. But imagine for a second it were you, your child in your arms, the world you knew torn apart around you. (...)
So it is high time to act to manage the refugee crisis. There is no alternative to this. (...)
Across Europe we now have common standards for the way we receive asylum seekers, in respect of their dignity. (...)
But these standards need to be implemented and respected in practice. (...) Before the summer, the Commission had to start a first series of 32 infringement proceedings to remind Member States of what they had previously agreed to do. (...) European laws must be applied by all Member States. (...)
Where Europe has clearly under-delivered, is on common solidarity with regard to the refugees who have arrived on our territory. (...)
I call on Member States to adopt the Commission proposals on the emergency relocation of altogether 160,000 refugees at the Extraordinary Council of Interior Ministers on 14 September. We now need immediate action. We cannot leave Italy, Greece and Hungary to fare alone. Just as we would not leave any other EU Member State alone. For if it is Syria and Libya people are fleeing from today, it could just as easily be Ukraine tomorrow. (...)"

The opening ceremony of Lithuania's EU Presidency was held in a symbolic place - the Grand Courtyard of Vilnius University. It was attended by the EC President José Manuel Barroso and members of the Commission, European Council President Herman Van Rompuy, journalists from the EU member states, as well as outstanding representatives of Lithuanian culture and art, political figures and diplomats.
Lithuania taking the helm of the European Union for the first time ever, introduced itself to Europe with musical composition "Sąšauka" ("Linkup") by Kipras Mašanauskas, performed by musicians from Lithuania and other European countries. A piece consisting of 28 musical fragments was inspired by Lithuanian multivoiced songs sutartinės.
Musical compositions were performed by the Lithuanian National Symphony Orchestra, conducted by Modestas Pitrėnas, Kaunas State Choir, and Mixed Children Choir of National Mikalojus Konstantinas Čiurlionis School of Art.

The opening ceremony of Lithuania's EU Presidency was held in a symbolic place - the Grand Courtyard of Vilnius University. It was attended by the EC President José Manuel Barroso and members of the Commission, European Council President Herman Van Rompuy, journalists from the EU member states, as well as outstanding representatives of Lithuanian culture and art, political figures and diplomats.

Maroš Šefčovič, Vice-President for Energy Union: "President Buzek, Honourable Members, thank you for welcoming me in Parliament today during this Extraordinary ITRE Committee Meeting and for the strong interest in the Energy Union project expressed by many of you.
Establishing the Energy Union is one of the top priorities of the Juncker Commission, and I am glad that I can briefly present some of the ideas on which we are currently working. But more importantly, I am here to listen and take note of your priorities, your concerns, and your ideas. Some of you are preparing a written position, others will no doubt contact me to share their ideas orally. Our meeting today is very timely, just a couple of weeks before we intend to finalize the text. I am very much looking forward to our discussion after my short introduction.
Honourable Members, friends, the current Commission started with a promise to be different: to be "bigger on big things". The 'big things' we are targeting are those policies which truly have a profound impact on the lives of citizens across the EU.
It is about ensuring that house heating prices are affordable to all and remain stable regardless of geopolitical instabilities around the world.
It is about ensuring that our companies, including our Small and Medium Enterprises, can buy their energy at competitive prices and be engines of growth and the much-needed jobs of the future.
It is about ensuring that a great mind from Helsinki or Porto can make her scientific breakthrough in renewable energies here in Europe rather than go to the US or China, making Europe a leader in this field.
It is about guaranteeing that my children in Bratislava, and all of our children across Europe, and the children of their children, never need to pay the price for the environmental mistakes of their preceding generations.
These objectives may sound ambitious. But they are attainable. Right now, the political climate is there to set the Energy Union in motion.
The current geopolitical situation on our eastern border - however unfortunate in itself - has put Europe's energy security even higher on the agenda.
The European Council agreement on the 2030 Climate and Energy Framework has opened the door for an ambitious agreement in Paris, and other political leaders around the world are finally showing responsibility and readiness to also engage in reducing their greenhouse gas emissions.
And we have a new Commission that will push for a resilient Energy Union with a forward looking climate change policy. The Juncker Investment Plan, designed to unlock the financial means the energy sector really needs, illustrates this determination.
This is our chance to make it happen! This is the time to make a big leap forward!
We must seize this opportunity.
Ladies and gentlemen, despite the important progress made in recent years (...), our current energy policies are unsustainable in every sense of the term.
Oil prices are highly volatile, causing speculations in the short-term and unpredictability in the longer-term.
The fact that most of our energy comes from outside the EU, notably from a few countries which use their energy supply as a political bargain puts us at constant risk for disruptions.
Our energy system is fragmented into 28 national silos and some parts of our continent are still insufficiently integrated in the energy system.
Like many in Europe we will sleep in our warm homes tonight, while an unacceptably high number of European households will not be warm enough, simply because their residents cannot afford proper heating. Ladies and gentlemen, 10% of our households is energy-poor!
But it's not only about home consumers. EU companies are facing gas prices which are no less than 3 x higher than those enjoyed by their US counterparts. (...)
And when talking about our industry: among the top 10 solar energy companies, none is European.
Still too much energy is wasted, and we have not yet built the low-carbon economy and society that is there to last (...)
(...) 5 main mutually-reinforcing and closely interrelated dimensions. By the end of February, we will propose concrete actions for each of them.
1. Enhancing our supply security, based on solidarity and trust. (...)

The Özyeğin Forum on Modern Turkey was established in 2015 at the Center for European Studies to deepen understanding of Turkey and its relationship with Europe.
