In a joint press conference with his British counterpart in London, Carter stressed that the US will keep training forces in Syria. Meanwhile, the Pentagon has announced that it would end its failed 500-million-dollar program to train and equip Syrian groups. It said the U-S will limit its military actions to identifying Daesh targets in Syria. Pentagon also said there will be no American ground forces in the war-ravaged Arab country. The comments come amid Russia’s massive military action against terrorists in Syria.

On this video SU-34 destroyed the command center of IS fighters near Racca by a concrete dibber bomb BETAB 500. A powerful explosion on the video tells that there was a warehouse with explosives and ammunition.
On the video you can see a direct hit of the aviation bomb at the object in mountainous area which evoked destruction, detonation of explosives and numerous places of fire.
On September 30th the space-air forces of Russia started to make air strikes at positions of IS fighters in Syria. The Supreme Court of Russia acknowledged the IS as a terrorist international extremist organization and prohibited its activities on the territory of the country.

In late April, Hyon Yong Chol was allegedly "fired" in an open-to-the-public event with an anti-aircraft gun that shot him to pieces from a distance of about 100 feet.
Rumors claimed the former defense minister had complained about Kim's rule and or disobeyed some order from the pudgy-faced dictator, but more than one report indicates the real crime this 66-year-old general was guilty of was falling asleep during one of Kim's marathon speeches, which of course is punishable by death.
Hyon becomes the latest of around 70 high-ranking officials reportedly put to sleep by Li'l Kim, with other victims including his aunt who was allegedly poisoned for complaining about the execution of her husband, Jang Sung-taek, the former #2 leader of North Korea.

Russia's defence ministry release aerial footage of airstrikes in Syria – video. Russian defence ministry footage purports to show airstrikes hitting eight Islamic State (Isis) targets on Wednesday. The ministry has said Russian jets destroyed an Isis command post and an operations centre. Russia has also said the strikes did not hit civilian infrastructure or areas nearby. US officials have questioned whether all the targets were in fact in areas held by Isis.
Russia conducts first airstrike in Syria
Washington (CNN)—Russia has conducted its first airstrike against ISIS in Syria, a Russian Defense Ministry spokesman said Wednesday.
The airstrike targeted ISIS military equipment, communications centers, vehicles and ammunition, Maj. Gen. Igor Konashenkov said, as part of pinpoint strikes against ISIS ground targets.
Syrian state-run news agency SANA said Russian warplanes had targeted "ISIS dens" in locations including al-Rastan, Talbiseh and Zafaraniya in Homs province, as well as Al-Tilol al-Hmer, in Qunaitra province, Aydoun, a village on the outskirts of the town of Salamiya, Deer Foul between Hama and Homs, and the outskirts of Salmiya.
But a senior U.S. administration official told CNN's Elise Labott the Russian airstrike near the city of Homs "has no strategic purpose" in terms of combating ISIS, which "shows they are not there to go after ISIL." ISIL is another acronym for ISIS.
The official said the U.S. had no intention of preventing the strikes but that Russian planes didn't seem to be flying in areas where the U.S. was operating. "They are not stupid," the official said.
The State Department said U.S.-led coalition missions were continuing as normal despite an advance warning and request from Russia to stay out of Syrian airspace.
Kerry: 'Grave concerns'
During his statement at the U.N. Security Council meeting Wednesday on fighting terrorism, U.S. Secretary of State John Kerry said: "We have conducted a number of strikes against ISIL targets in Syria over the past 24 hours including just an hour ago. These strikes will continue."
Kerry said the U.S.-led coalition had conducted 3,000 airstrikes against ISIS and that efforts would dramatically increase.
He warned that the fight against ISIS should not be confused with with support for Syrian President Bashar al-Assad.
"Moreover, we have also made clear that we would have grave concerns should Russia strike areas where ISIL and al Qaeda affiliated targets are not operating. Strikes of that kind would question Russia's real intentions -- fighting ISIL or protecting the Assad regime," he said.
A senior U.S. defense official told CNN the Pentagon was "taken aback" by Russia's actions. "Our presidents just talked about setting up de-confliction talks and now they just go ahead and do this? They cannot be trusted."
A second U.S. official said, "This is not how military relations are conducted."
Pentagon spokesman Peter Cook had told reporters Tuesday that Secretary of Defense Ash Carter directed his staff to "open lines of communication with Russia on de-confliction." The purpose of discussions would be "to ensure the safety of coalition air crews," he said.
Russia: Coalition strikes on ISIS illegal
Earlier Wednesday, the upper house of the Russian parliament gave President Vladimir Putin approval to use the air force in Syria, state media reported.
"The Federation Council unanimously supported the President's request -- 162 votes in favor of granting permission," Kremlin Chief of Staff Sergey Ivanov said, according to state-run ITAR-Tass news agency.
Federation Council Speaker Valentina Matviyenko said that the Assad regime was the only legitimate force fighting ISIS, ITAR-Tass reported. It quoted her as saying that strikes by the U.S-led coalition violated international law as "interference into the territory of a sovereign state can only be carried out on authorization of U.N. Security Council or on request of official legitimate authorities."
Matviyenko's comments were echoed by Kremlin spokesman Dmitry Peskov, ITAR-Tass reported. "As a matter of fact Russia will be the sole country that will be carrying out that operation on the legitimate basis at the request of Syria's legitimate authorities," Peskov said.
Russian Foreign Minister Sergey Lavrov said Russia conducted airstrikes after a request from al-Assad.
Speaking at the start of a United Nations Security Council meeting to combat terrorism, Lavrov said: "On the 30th of September in response to a letter by the President of Syria, the President of Russia asked and received the consent of the Council of Federation for the use of the armed forces of the Russian Federation in the Syrian Arab Republic."

North Korea's defence minister has been publicly executed with an anti-aircraft gun for falling asleep during military meetings and answering back to leader Kim Jong-Un.
Hyon Yong-Chol, 66, who was named head of North Korea's military in 2012, was killed in front of hundreds of bloodthirsty officials at a military camp in the capital Pyongyang on April 30.
It is not the first time a ZPU-4 anti-aircraft gun has been used for executions in North Korea, with recently released satellite images showing a number of unidentified people being killed using the brutal method at the same camp last October.
Those images showed the targets just 100 feet from the guns, which have a range of 26,000 feet.
Han Ki-Beom, deputy director of South Korea's National Intelligence Agency, told a parliamentary committee that hundreds of officials watched the execution in Pyongyang on April 30.
The intelligence service told politicians that Hyon was killed by an anti-aircraft gun at Kang Kon Military Academy - a method cited in various unconfirmed reports as being reserved for senior officials who the leadership wishes to make examples of.
Hyon was apparently caught falling asleep during formal military events and is said to have also spoken back to Kim Jong-Un on several occasions.
Lawmaker Shin Kyoung-min, who attended the parliamentary briefing during which news of the execution was announced, said the NIS believed it to be true.
Hong Hyun-ik, chief researcher at the Sejong Institute, a security think tank based in Seoul, told local broadcaster YTN that the anti-artillery gun used would have left the body utterly unrecognizable.
'Because there are several guns bound together, it would be hard to find the body after firing it once. It's really gruesome. What they did would have ripped all his flesh off, done in the manner of 'let's see what sort of punishment this is.'

STORY: The Russian Defence Ministry said on Friday (October 30) that its air force had destroyed more than 1,600 terrorist targets in Syria in the month since air strikes by Moscow began.
"In a month our jets have performed 1391 sorties and destroyed terrorist 1623 targets," Andrei Kartapolov, a general with Russia's armed forces said.
Kartapolov also said that the targets included 249 control points and communication centres as well as 51 training camps.
According to the general, Russia's operations have already changed the situation on the ground in Syria.
"Islamic State and Jabhat al-Nusra have lost the initiative and have had to retreat to defence all over the front line. The stability of control of the armed gangs was broken down which was facilitated by the kills of 28 most prominent gang leaders," he said.
"The strikes by the Russian air force allowed Syrian armed forces to start offensives in Aleppo, Latakia, Idlib, Homs and Damask provinces and to clear significant areas from bandits. In three weeks of an active combat phase Syrian army freed more than 50 big populated areas, about 30 square kilometres of territory. And the local population has already started returning to some of the populated areas," Kartapolov added.
He also said Russian air strikes were precise and did not hit residential areas or religious objects.

On Thursday (October 29) a group monitoring the war said Russian air strikes on Syria have killed nearly 600 people, a third of them civilians, since Moscow started its aerial campaign a month ago.
The Britain-based Syrian Observatory for Human Rights, which collects information from a network of sources on the ground, said the Russian strikes had killed 185 civilians and 410 fighters from various insurgent groups.
Russia has said it is targeting Islamic State fighters and other jihadists in Syria and has denied its bombing has resulted in civilian casualties.
Earlier U.S. officials have said most of the attacks are directed at other militant groups that threaten the government of Syrian President Bashar al-Assad.

SOT, Igor Konashenkov, Russian Defence Ministry spokesperson (Russian): "According to information obtained through the joint Information Centre in Baghdad, in the area of the settlement Maaret Al-Nu'man, Idlib Province, a few days ago a consignment of anti-tank missile systems was delivered to one of the warehouses. The complexes were brought for Jabhat Al-Nusra militants for the destruction of Syrian government forces. After confirmation of this information through multiple channels, the target was hit by a pair of Su-25s, and the warehouse and all its contents was destroyed."

The Chinese army has the staunch determination, enough strength and multiple choices to take all necessary measures when need arises to cope with all kinds of security threats, said Chinese Defense Ministry spokesman.
The spokesman, Yang Yujun, made the remarks Thursday at a press briefing when responding to a query about the U.S. naval destroyer intruding into waters off China's Nansha islands on Tuesday.
"Here, I'd like to reiterate that China has always respected other countries' freedom of navigation in and flight over the South China Sea in accordance with the international law, but we oppose any act of violating our sovereignty and security in the name of freedom of navigation," said Yang.
Regardless of the Chinese government's repeated representations and firm opposition, the United States sent a missile destroyer Tuesday to enter the offshore waters of China's Nansha islands; its acts threatened China's sovereignty and security and the safety of the Chinese staff members and facilities on the islands, threatened the normal and safe operations of Chinese fishermen, and jeopardized the regional peace and stability, Yang added.
"China had to send destroyer "Lanzhou" and patrol ship "Taizhou" to track, monitor, and give warnings to the US warship. The Chinese military made solemn representations with the United States through various channels. The Foreign Affairs Office of China's Defense Ministry and the military attache of China's embassy in the United States also called a meeting with U.S.officials, unequivocally demanding the United States to avoid similar incidents from happening again," he said.
"The Chinese army shoulders the mission of safeguarding the country's sovereignty and security. They have the staunch determination, enough strength and multiple choices to take all necessary measures when need arises to cope with all kinds of security threats," said Yang.
