Thank you.
Nobody in their right minds would not agree that it was a sensible thing to do to get France and Germany together, round the table, to break bread with each other, to have a trade deal with each other back in the 1950's and to work as sovereign, democratic, nations together for peace. All of that was absolutely right and high minded.
Sadly, the whole thing has become corrupted. Tony Blair said, "the EU today is no longer about peace, it is about power" and how right he was and how that power has shifted. When Kohl and Mitterand came here, representing their countries 25 years ago it was a partnership of equals but no longer. France is now severely diminished, trapped inside a currency from which frankly she can't recover and the French voice in this relationship and in Europe is little more now frankly than a pipsqueak.
It's an irony isn't it, that the project that was designed to contain German power has now given us a totally German-dominated Europe. Just look at the euro, Germany has a currency that is undervalued by twenty percent, a growing and massive trade surplus and most growth in the German economy since the collapse of 2008 has indeed been in exports to other Eurozone countries such as your very big arm sales to countries like Greece.
And when we have a General Election that says a country like Greece wants to change direction, well I'm sorry but that now must be brushed aside because the Germans don't want it. And in what must count as perhaps the worst piece of public policy seen in modern Europe for half a century, when you compounded the already failed and flawed EU Common Asylum Policy by saying to the whole world please come to Europe, and we saw frankly, virtually a stampede and we learnt that eighty percent of those that are coming are not Syrian refugees, in fact what you've done is to open the door to young, male, economic migrants. Many of whom I have to say behave in a rather aggressive manner, quite the opposite to what you would ever expect to see from any refugee, and yet when that failure is met by objections from countries like Hungary their opinions are crushed.
This isn't a Europe of peace, it's a Europe of division, it's a Europe of disharmony, it's a Europe that is a recipe for resentment. And yet faced with all this failure, both of you said the same thing today. You said Europe isn't working so we must have more Europe. More of the same failing, well there is I think a bright star on the horizon. It's called the British referendum and given that none of you want to concede Britain the ability to take back control of her own borders a Brexit now looks more likely than at any point in modern time and I hope and pray that Britain voting to leave the European Union will be the beginning of the end of a project, however noble its original intentions, has gone wrong.

I've been wondering why David Cameron has been running down the British armed forces and why he refused to commit to spending targets in our islands.
I think Mr Juncker has given the answer. We're going to do it at EU level. We're going to have a European army.
Now when I raised this last year with British Deputy Prime Minister Liberal Democrat Nick Clegg he said it was a dangerous fantasy to talk about a European army, an EU army.
Everyone has heard the leader of the European Liberals Guy Verhofstadt crying out for militarisation at EU level. Of course the truth is it is already happening. We already have a European Defence Agency. We have EU battle groups on active service all over the world. We already have an EU navy active against the Somali pirates, and who can forget Euro Corps here in Strasbourg last year virtually goose stepping that ghastly flag around the courtyard outside.
And of course the Lisbon treaty article 28 provides for all of this. Tony Blair was right. He said: "The European Union is not a project about peace, it's a project about power." And I think Mr Juncker is trying to seize an opportunity. We ourselves in the European Union provoked the conflict through our territorial expansionism in the Ukraine. We poked the Russian bear with a stick, and unsurprisingly Putin reacted. But this now is to be used as an opportunity to build a European army.
The opportunity is being seized. And Mr Juncker said we must convey to Russia that we are serious. Who do you think you are kidding, Mr Juncker? We do not want any part of an EU army and I doubt the rest of the peoples of Europe do either. Thank you.

We through our territorial ambitions provoked the overthrown of an albeit corrupt but democratically-elected leader in the Ukraine. We have provoked this crisis. Now, the question you ask is, "What do we do from here?"
I was in this chamber at the time when Libya was attacked. I heard the Liberals and the Greens scream, frothing at the mouth, for us to bomb Libya, for us to become militarily involved because we believed that would make things better.
My view, Sir, is that if you look at Afghanistan, if you look at Iraq, if you look at Libya, and you look at the attempt to back the rebels in Syria, many of whom have now morphed into Isis, we see that our recent foreign military interventions have made things worse not better.

As this migrant crisis begins to overwhelm the European Union, and yes it is an existential crisis, perhaps we should ask ourselves what really is the true nature of this project? Because I've heard a lot today about rights, well what about democratic rights? Because I think what we are seeing is an increasingly authoritarian European Union that crushes democratic rights and then actually crows about it.
Every single time there is a crisis, it is national democracy that loses. We saw back in 2011 the Italian Prime Minister Berlusconi sounding Eurosceptic, removed and replaced by a puppet Prime Minister. We saw exactly the same happen in Greece in 2011, Mr Papandreou threatened a referendum on Euro membership, there was a coup against him, he was replaced by a puppet. In this migrant crisis we've seen four countries, led by the strongest Hungary, making it clear they want no part of EU migrant quotas, only to find themselves crushed through EU trickery and made to accept the very thing they said no to.
And I never forget seeing the Greek Prime Minister Mr Tspiras sitting just over there having won a General Election and then come to this House to be told that the manifesto was unacceptable and it must be ditched. Well I think all of this has reached a new low this week with Portugal. Virtually unremarked upon by the media and yet for those who don't know there is now, following a General Election, a left wing majority with a socialist plan for Portugal, and yet the President of Portugal, Mr Silva, is refusing them office on the grounds that they represent anti-European forces and is allowing the minority Conservative pro-EU Prime Minister to stay in place.
This is the modern day implementation of the Brezhnev doctrine. This is exactly what happened to states living inside the USSR. What is been made clear here with Greece and indeed with Portugal is that a country only has democratic rights if it's in favour of the project. I think for anyone that believes in democracy, Portugal should be the final straw. It should be the warning that this project to protect itself and all its failings will destroy the individual rights of people and of nations. My country has always believed in parliamentary democracy, so strongly that twice in the last century it risked everything to fight for parliamentary democracy. Not just for Britain but for the rest of Europe too and I actually believe for all of us believe in democracy and want to see it re-implemented that the British Referendum offers a golden opportunity.

As this migrant crisis begins to overwhelm the European Union, and yes it is an existential crisis, perhaps we should ask ourselves what really is the true nature of this project? Because I've heard a lot today about rights, well what about democratic rights? Because I think what we are seeing is an increasingly authoritarian European Union that crushes democratic rights and then actually crows about it.
Every single time there is a crisis, it is national democracy that loses. We saw back in 2011 the Italian Prime Minister Berlusconi sounding Eurosceptic, removed and replaced by a puppet Prime Minister. We saw exactly the same happen in Greece in 2011, Mr Papandreou threatened a referendum on Euro membership, there was a coup against him, he was replaced by a puppet. In this migrant crisis we've seen four countries, led by the strongest Hungary, making it clear they want no part of EU migrant quotas, only to find themselves crushed through EU trickery and made to accept the very thing they said no to.
And I never forget seeing the Greek Prime Minister Mr Tspiras sitting just over there having won a General Election and then come to this House to be told that the manifesto was unacceptable and it must be ditched. Well I think all of this has reached a new low this week with Portugal. Virtually unremarked upon by the media and yet for those who don't know there is now, following a General Election, a left wing majority with a socialist plan for Portugal, and yet the President of Portugal, Mr Silva, is refusing them office on the grounds that they represent anti-European forces and is allowing the minority Conservative pro-EU Prime Minister to stay in place.
This is the modern day implementation of the Brezhnev doctrine. This is exactly what happened to states living inside the USSR. What is been made clear here with Greece and indeed with Portugal is that a country only has democratic rights if it's in favour of the project. Thank you. Mr Juncker you've simply got this wrong.
As I warned you in April, the European Common Asylum Policy sets its terms so wide that to say that anyone who sets a foot on EU soil can stay, I said it would lead to a flow of biblical proportions and indeed that is what we are beginning to see and that's been compounded by Germany last week saying that basically anyone can come. It is a bit too late now to draw up a list of countries from whom can stay and can't stay. All they have to do, as they're doing, is to throw their passports in the Mediterranean and say they're coming from Syria. As we know the majority of people that are coming and the Slovak Prime Minister has been honest enough to say so, the majority that are coming are economic migrants.
In addition we see as I warned earlier evidence that ISIS are now using this route to put their jihadists on European soil. We must be mad to take this risk with the cohesion of our societies. If we want to help genuine refugees, if we want to protect our societies, if we want to stop the criminal trafficking gangs from benefitting as they are, we must stop the boats coming as the Australians did and then we can assess who qualifies for refugee status.
I noted your comments because there is a referendum coming in the United Kingdom. I look forward to seeing you in the UK, I know you intend to spend tens of millions of pounds of British tax payers money telling us what we should think. I have a feeling that the British people will warm to you on a personal level but to suggest that getting rid of a few EU regulations is going to change our minds, sorry unless you give Mr Cameron back control and discretion over our borders the Brits will over the course of the next year, vote to leave.

Thank you. What we're seeing in this chamber this morning and indeed across the whole of Europe is an irreconcilable cultural difference between Greece and Germany. A split between the North and the South of Europe. The European project is actually beginning to die. Nobody in this room will recognise that the peoples of Europe are saying, we were never asked whether we want in this. This has been foisted upon on us and we need to understand why the EMU doesn't work. Those monsters Kohl and Mitterrand, backed up by the clever but dangerous Delors believed that if they put in place an economic and monetary union then as night follows day, there would be political union and there would be an acceptance of this project and the North and South of Europe would converge. That we would all start to love each other and we would all start to feel a European identity, that we would all start to show allegiance to the flag and the anthem.
Those, of course, that criticised this were told we were extremists and we lacked vision. Well one vision we didn't lack is we understood the countries of Europe are different and if you try to force together different people and different economies without first seeking the consent of those people it is unlikely to work and the plan has failed. This isn't just Greece we're talking about today, the whole of the Med now finds itself in the wrong currency and yet virtually nobody in the political arena has the courage to stand up and say that. Indeed, I feel that the continent is now divided from North to South, there is a new Berlin wall and it is called the euro. The old enmities have been resumed. Just listen to the way the German leader of the CDU group this morning attacked Mr Tsipras. He was actually disgusting but it shows the way North and South feel about each other.
Mr Tsipras, your country should never have joined the euro, I think you acknowledge that. But the big banks, big business and big politics forced you in. Goldmans Sachs, the German arms manufacturers, they were all very happy when the bailouts began. They weren't for the Greek people, those bailouts were for French, German and Italian banks. They haven't helped you at all. These years of austerity, years of high employment and increasing poverty, none of it's worked. In fact, your debt GDP ratio has gone from 100 percent at the start of the crisis to 180 percent right now. It would be madness sir, to continue on this course.
You have been very brave. You called that referendum. When one of your predecessors tried to do the same the bully boys in Brussels had him removed. They tried their best again, Mr Juncker said you would have to leave the Euro and leave the EU. Even Mr Schulz, the president of the parliament, who one would have thought might have been neutral, said that if the Greeks voted no then power supplies might even go down. There were threats and bullying but the Greeks stood firm. But sir, you cannot have your cake and eat it. They will give you no more these people. They cannot afford to, if they give you more they have to give other Eurozone members more.
So your moment has come, and frankly if you have the courage you should lead the Greek people out of the Eurozone with your head held high. Get back your democracy; get back control of your country. Give your people the leadership and the hope that they crave. Yes it will be tough in the first few months but with a devalued currency and with friends of Greece all over the world, you will recover.

Mr Tsipras, your country should never have joined the euro, I think you acknowledge that. But the big banks, big business and big politics forced you in. Goldmans Sachs, the German arms manufacturers, they were all very happy when the bailouts began. They weren't for the Greek people, those bailouts were for French, German and Italian banks. They haven't helped you at all. These years of austerity, years of high employment and increasing poverty, none of it's worked. In fact, your debt GDP ratio has gone from 100 percent at the start of the crisis to 180 percent right now. It would be madness sir, to continue on this course.
You have been very brave. You called that referendum. When one of your predecessors tried to do the same the bully boys in Brussels had him removed. They tried their best again, Mr Juncker said you would have to leave the Euro and leave the EU. Even Mr Schulz, the president of the parliament, who one would have thought might have been neutral, said that if the Greeks voted no then power supplies might even go down. There were threats and bullying but the Greeks stood firm. But sir, you cannot have your cake and eat it. They will give you no more these people. They cannot afford to, if they give you more they have to give other Eurozone members more.
So your moment has come, and frankly if you have the courage you should lead the Greek people out of the Eurozone with your head held high. Get back your democracy; get back control of your country. Give your people the leadership and the hope that they crave. Yes it will be tough in the first few months but with a devalued currency and with friends of Greece all over the world, you will recover.

Nigel Farage ; Furious over Palestinian State Recognition European Parliament Vote
The European Parliament has passed a motion on the recognition of Palestinian statehood. As expected, its content was quite contested among parliamentarians. But for the eurosceptic UK Independence Party (UKIP), it was not so much the motion’s text that caused controversy but rather the fact that it was tabled at all.
UKIP MEP James Carver called into question the legitimacy of such a vote. Nigel Farage went on to support his colleague arguing that it is “irrelevant what any of us think” on Israel and Palestine and that the motion should indeed be inadmissible as the European Commission does not have the power to recognize states.
What powers does the EU have?
Mr. Carver based his argument on the answer to a written question he had previously sent to the Commission regarding the recognition of Somaliland. The former British colony that is now a territory within Somalia declared independence in 1991 but has not yet been recognized by any state. Within its answer to Mr. Carver, the Commission pointed out that the EU does not have the power to recognize states as this authority remains in the hands of its member states. And while Article 47 of the Treaty on European Union (TEU) enables the EU to conclude international agreements and to join international organisations, member states have indeed not given up on various other powers, including the recognition of states.
Accordingly, Mr. Carver and Mr. Farage are quite correct in asserting that neither the European Parliament not the European Commission can recognize Palestinian statehood. However, this is not what the motion actually says. It merely “supports in principle recognition of Palestinian statehood,” explicitly acknowledges that “the recognition of the State of Palestine falls in the competence of the Member States,” and “calls on the HR/VP to facilitate a common EU position.”
The European Parliament’s legislative powers in external affairs are rather limited. Nonetheless, it quite regularly passes non-binding motions in order to put pressure on the member states or increase the prominence of certain issues. This practice is quite common among parliaments worldwide and recently various European ones have passed similar non-binding motions recommending their respective governments’ recognition of Palestinian statehood. This includes the British House of Commons, whose motion is not going to change the incumbent government’s position though.
Our verdict
The claim that the European Parliament cannot vote on unbinding motions making foreign policy recommendations to the member states is an insane whopper. But there is also good news for Mr. Carver: He might use the same mean in his advocacy for the recognition of Somaliland and table a non-binding motion himself. Whether such a motion would receive much support within the European Parliament and even within his own party is questionable though. At least Mr. Farage seems be slightly less enthusiastic about the territory’s independence: In his intervention he still refers to the former colony as “British Somaliland.”

European officials say it is essential to reach an agreement with Turkey in order to prevent refugees from taking boat trips to mainland Europe.
The Greek prime minister and the president of the European parliament made the comments during a visit to Lesbos Island, in the Aegean Sea. The island has turned into a hotspot for tens of thousands of asylum seekers who flee the wars in the Middle East and North Africa. The visit comes amid a four-day strike by sailors, which according to Tsipras stranded 10000 refugees and prevented them from reaching the Greek port of Piraeus. Meanwhile, scuffles have broken out between Greece police and pro-refugee activists as well as Lesbos residents.

And the people who left from Syria - we just met families from Aleppo -, they are trying to survive, in those very difficult circumstances and, let's be honest, they are fleeing from their homeland, because of the terror of the the so-called Islamic State, because of the bombs of the Assad regime. Let's not forget about what we are speaking, a refugee crisis is, first of all, a crisis of the refugees. (...)
This is a very, very important cooperation and I hope that the starting point of today will now increase the numbers of such refugees we can relocate and, in the long run, resettle in the European Union. (...)
If we have to distribute, let's say, a million of refugees amongst 507 million of citizens, it is no problem. But, if we reduce the number of countries participating to a few ones, then it becomes for the countries a problem. And, therefore, my appeal is, since the beginning of the crisis, the European Parliament made that appeal to all member states of the European Union to participate and, therefore I thank Luxembourg. One of the basic values of the European Union is solidarity. It is not solidarity between authorities, it's is solidarity amongst nations. And, therefore our appeal is, that the Greek Nation, like the German, like the Italian, like the Slovenian, like the Austrian, should not be..., or the Luxemburgish, or the Spanish or whomever should not be alone. We must stick together to solve the problems and to manage the challenge. (...)
Let's be honest: it is a starting point. We have not yet solved the problems. There are a lot of things to do and we will meet next week in Malta, in Valetta, to the EU-Africa Summit and to an extraordinary summit President Tusk has called for, to look where we are and what is still ahead and, therefore, once more, I can only repeat my appeal to all the member states of the European Union. Overseas region is a recent designation given to the overseas departments that have identical powers to those of the regions of metropolitan France. As integral parts of the French Republic, they are represented in the National Assembly, Senate and Economic and Social Council, elect a Member of the European Parliament, and use the Euro as their currency.
Although these territories have had these political powers since 1982, when France's decentralisation policy dictated that they be given elected regional councils along with other regional powers, the designation overseas regions dates only to the 2003 constitutional change; indeed, the new wording of the constitution aims to give no precedence to either appellation overseas department or overseas region, although the second is still virtually unused by French media.

Healthcare in Europe today is flourishing with life. It is characterised by countless exceptional achievements, bursting with wonderfully talented professionals, and valued by millions of patients.
It is also, however, facing a number of tremendous challenges. Some examples:
ONE: Europe’s 500 million citizens are ageing rapidly. By 2050, the working-age population will decrease by 16%, while the number of elderly will increase by 77%. As a result, chronic diseases will soar, swallowing up 80% of healthcare budgets. How will Europe keep future healthcare sustainable?
TWO: While Europe accommodates only 7.3% of the world’s population, it accounts for roughly a quarter of global alcohol consumption, making it the world’s leading consumer of alcohol. And yet a common European strategy in terms of alcoholism and other chronic diseases currently does not exist.
And THREE: Of the 27 countries with the highest Multiple Drug Resistent Tuberculosis burden worldwide, 11 are European. It is estimated that influenza annually claims 38.500 excess deaths in Europe, many of which could have been prevented.
However, Europe still lacks a coordinated policy on cross-border threats.
To tackle these and many other issues, a powerful combination of ambition, creative intelligence and youthful bravery is required.

Healthcare in Europe today is flourishing with life. It is characterised by countless exceptional achievements, bursting with wonderfully talented professionals, and valued by millions of patients.
It is also, however, facing a number of tremendous challenges. Some examples:
ONE: Europe’s 500 million citizens are ageing rapidly. By 2050, the working-age population will decrease by 16%, while the number of elderly will increase by 77%. As a result, chronic diseases will soar, swallowing up 80% of healthcare budgets. How will Europe keep future healthcare sustainable?
TWO: While Europe accommodates only 7.3% of the world’s population, it accounts for roughly a quarter of global alcohol consumption, making it the world’s leading consumer of alcohol. And yet a common European strategy in terms of alcoholism and other chronic diseases currently does not exist.
And THREE: Of the 27 countries with the highest Multiple Drug Resistent Tuberculosis burden worldwide, 11 are European. It is estimated that influenza annually claims 38.500 excess deaths in Europe, many of which could have been prevented.
However, Europe still lacks a coordinated policy on cross-border threats.
To tackle these and many other issues, a powerful combination of ambition, creative intelligence and youthful bravery is required.
80 young professionals and students united and formed the "European Health Parliament", an idea-generating platform inspired and facilitated by Janssen, Google, Politico, the EU40 and College of Europe.
Its mission? To reshape European healthcare. Its slogan: Occupy Health Street.
After an intense year of hard work, fiery debates and high-level contacts with a wide range of European experts, the European Health Parliament developed 7 Policy Papers, which contain an impressive amount of groundbreaking recommendations.

They are the first refugees to be relocated from Greece to Luxembourg under an EU plan agreed in September.
The group posed for “selfies” with the Greek prime minister, Alexis Tsipras, the European Parliament’s president, Martin Schulz, and Luxembourg’s foreign minister, Jean Asselborn, on the runway at Athens international airport.
It is part of a €780m, two-year EU plan to help front-line border nations who have borne the brunt of arrivals during this year’s migrant crisis.
The crisis for Greece in numbers
580,000 – the number of people have entered Greece from Turkey since January.
This represents a huge challenge for Athens as it battles to recover from the financial crisis.
50,000 – the refugees will be given temporary accommodation in Greece with the support of the UN.
160,000 – the number of asylum seekers approved for onward transfer to other EU states by Brussels in September

Hungarian Prime Minister Viktor Orban is due to give a press conference in Brussels on Thursday, September 3, following meetings with President of the European Council Donald Tusk, President of the European Commission Jean-Claude Juncker and President of the European Parliament Martin Schulz to discuss the ongoing migrant and refugee crisis.
Since last Tuesday, hundreds of refugees and migrants have remained stranded at Budapest's main international railway station after Hungarian authorities blocked them from boarding trains, preventing them from leaving to Austria and Germany.
