New York's Response to Climate Change (REV Panel)
New York State’s energy industries and policies are undergoing a transformation. Concerns about climate change, system security, and the resiliency of an aging ...
New York State’s energy industries and policies are undergoing a transformation. Concerns about climate change, system security, and the resiliency of an aging energy infrastructure are catalyzing innovations in energy production, transmission, and end-use, particularly with regard to electricity. New Yorkers are now in a unique position to determine how this transformation will unfold.
The New York State Public Service Commission launched its Reforming the Energy Vision (REV) initiative this spring to restructure the state’s energy regulations and industry. The Commission’s objectives include reduced carbon emissions, improved system efficiency, customer engagement, resiliency, resource diversity, and market animation. The state hopes to incentivize the use of advanced energy technologies, like distributed energy resources, wind and solar systems, microgrids, and storage, to achieve these goals.
In addition to providing a general introduction to REV, this panel will explore some of the technological, legal, and community issues that arise from it, such as:
• What are the legal and regulatory ramifications?
• Which constellations of technologies will likely be central to REV?
• What are some of the environmental and community concerns and opportunities?

Director of the Renewable Energy Program, PSE Healthy Energy
Elena joined PSE's Oakland office in 2013 to lead the organization's clean energy work. She received her PhD from the Department of Mechanical & Aerospace Engineering at Princeton University, where her research focused on optimizing energy storage in renewable energy systems. She has previously worked on the engineering, design, implementation and evaluation of clean energy projects in Haiti, Guatemala, Brazil and Eritrea. Elena serves on the board of the Carbon Lighthouse Association and holds an AB in Physics and Astronomy & Astrophysics from Harvard University.
Aaron Bartley, JD
Executive Director, PUSH Buffalo
Aaron Bartley is the co-founder of People United for Sustainable Housing (PUSH Buffalo), which has won international recognition for its Green Development Zone, a synthesis of community organizing and development. PUSH has advocated successfully for two state-level community development initiatives: the Sustainable Neighborhoods Initiative and Green Jobs/Green NY, which dramatically expands access to residential weatherization and is projected to create 30,000 green jobs over the next five years. Aaron grew up in Buffalo and attended Buffalo Public Schools. He is a graduate of Swarthmore College and Harvard Law School, where he co-founded the Harvard Living Wage Campaign, which resulted in $10 million in annual wage and benefit increases for the low-income workers it represented.
John Bowie, JD, MA
Energy Law and Climate Advisor, Pace Law School
John attended Hobart & William Smith Colleges, where he attained a B.S. in Biochemistry. He later attained a Master’s in Depth Psychology from Pacifica Graduate Institute and a JD from Pace Law School. John worked as a LEED AP sustainable design coordinator at an architecture firm in Toronto, Ontario. After attaining his Master’s degree, John had a research fellowship examining integrated river basin management strategies in Malaysian Borneo at the University of Malaysia Sarawak. Upon returning to the United States, John worked with the environmental non-profit, Wild Equity Institute in San Francisco, as part of a campaign to preserve endangered species and critical coastal habitat.
Ted Kelly, JD
Assistant Counsel, New York State Department of Public Service
Ted Kelly is an Excelsior Fellow at the Department of Public Service and works as an Assistant Counsel in the Office of General Counsel. His areas of responsibility include the Reforming the Energy Vision proceeding, oversight of NYSERDA programs including the Green Bank, the Renewable Portfolio Standard, and the Energy Efficiency Portfolio Standard, and interaction with the Federal Energy Regulatory Commission. He graduated from New York University School of Law in 2013; while at NYU, he served as the Editor-in-Chief of the NYU Annual Survey and interned at the US Department of Energy and the Natural Resources Defense Council. His undergraduate degree is from Wesleyan University.
