After days of waiting outside Keleti train station in central Budapest, authorities finally opened the train platforms to refugees. Many rushed to the ready trains, fighting for places, hoping to be able to proceed to Germany and Austria. But hopes were dashed when the trains were diverted to Hungarian refugee camps where passengers refused to get off the train, leading to a stand-off with police.

“We watch the news about Syria and the situation is bleak. In May when I travelled to Jordan with the UN Refugee Agency (UNHCR) and visited Zaatari and Azraq refugee camps with fashion designer Georgina Chapman and her husband, film producer, Harvey Weinstein, the scale of the refugee situation was extraordinary to us. Conflict was forcing innocent people in love with their country to abandon their homes and bleed, in their thousands, across its borders. How are they able to cope with losing everything? How are the neighbouring countries expected to cope with the flood of human beings overwhelming their infrastructure and their already scarce resources?
6 months on and the numbers of refugees and internally displaced have climbed, not inch by inch, but in dizzying numbers: over 6.4 million people displaced inside Syria, over 3 million refugees outside Syria. Spirits have been broken, homes wrecked, lives destroyed, and a generation of children traumatized.
But somehow, still, in amongst the horror and the nightmares, there are still many small and glorious stories of survival and hope, resilience and dignity. I have already shared many of them with you, but there are more to tell. I'm sharing them in order to build a connection between the people I have met – Ayman, Ibrahim, Um Murad and the rest - and with you. Yes, you. I'm asking, on their behalf and UNHCR’s, for help, because if you could have the conversations that we had, if only you could sit and speak to the refugees, face to face, you would see that we really are the same, that we really are part of one family. And, at its best, a family does all it can to support each other.” – Neil Gaiman

After days of waiting outside Keleti train station in central Budapest, authorities finally opened the train platforms to refugees. Many rushed to the ready trains, fighting for places, hoping to be able to proceed to Germany and Austria. But hopes were dashed when the trains were diverted to Hungarian refugee camps where passengers refused to get off the train, leading to a stand-off with police.
“If people have been misled in terms of where the trains are going that would be a terrible thing. Information has been one of the main problems so far and it has to be addressed. They need to know, they deserve to know what is in store for them where they are being sent and to make the right decision.”

This is Turkey's biggest and newest camp for Syrian refugees - Suruc camp in southern Turkey will provide shelter for 35,000 people when fully populated.

This is Turkey's biggest and newest camp for Syrian refugees - Suruc camp in southern Turkey will provide shelter for 35,000 people when fully populated.
New arrivals come from across Syria, but many are from the town of Kobani, just across the border. Once Suruc camp is full, Turkey will be providing shelter to over 260,000 Syrians in camps, as part of some 1.7 million refugees across the country.
After registration, and being allocated a tent, refugees receive blankets, heaters and clothes.

UNHCR Special Envoy Angelina Jolie recently visited internally displaced Iraqis living in an informal settlement and a formal camp at Khanke, near Dohuk. There, she heard dramatic stories of escape from the more than 20,000 Yazidis who fled Sinjar and surrounding areas last August.
Since Ms Jolie's last visit to Iraq in September 2012, the scale and gravity of the humanitarian situation have increased dramatically, as the conflicts in Syria and Iraq intensify and become intertwined.

UNHCR Special Envoy Angelina Jolie recently visited internally displaced Iraqis living in an informal settlement and a formal camp at Khanke, near Dohuk. There, she heard dramatic stories of escape from the more than 20,000 Yazidis who fled Sinjar and surrounding areas last August.
Since Ms Jolie's last visit to Iraq in September 2012, the scale and gravity of the humanitarian situation have increased dramatically, as the conflicts in Syria and Iraq intensify and become intertwined.

MaximsNewsNetwork: United Nations Refugee Agency, UNHCR, 23 October 2015, Syria - Iraq – The United Nations Refugee Agency (UNHCR) warned that with winter fast approaching, some 15 million displaced Syrians and Iraqi will be facing increased hardships.
For many Syrians, this will be their fifth winter in exile. In Iraq, more than three million (3.2) internally displaced people (IDPs) have been uprooted by fighting since the start of last year.
UNHCR Spokesperson Melissa Fleming, told reporters at a briefing in Geneva today that "today, refugees are now more vulnerable than ever: their savings long gone, their jewellery and other valuables sold off, increasing numbers mired in debt and have barely enough to cover basic needs. They are skipping meals, begging, pulling children out of school, or resorting to high risk or degrading jobs."
In many cases, it is the simple the lack of funds that is preventing the UN refugee agency from being able to improve living conditions, said the agency's Refugee Coordinator for Syria and Iraq, Amin Awad.
UNHCR and partners are facing a USD 66 million shortfall only for the winter aid programme, Amin Awad said.
While the UN agency says it is able to reach some 1 million displaced persons in the North of Iraq, access to some 2 million people in the ISIS -controlled central areas of the country is severely limited.
Amin Awad said "central Iraq, and the areas controlled by ISIS in particular, are the most challenging areas for the international community, and our local partners in Iraq or the Government of Iraq, we have been unable to access some of these areas."
Asked by a reporter about the effect in Syria of Russian airstrikes, Amin said that airstrikes from all parties "contribute to the dynamics of displacement, to the environment of continuous movement that we have seen now in Syria over the last 5 years."
The UNHCR also raised alarms about newly gathered testimony of abuse and violence aimed at refugees and migrants, many of them fleeing the fighting in Syria and Iraq, who are on the move across Europe.

For many Syrians, this will be their fifth winter in exile. In Iraq, more than three million (3.2) internally displaced people (IDPs) have been uprooted by fighting since the start of last year.
UNHCR Spokesperson Melissa Fleming, told reporters at a briefing in Geneva today that "today, refugees are now more vulnerable than ever: their savings long gone, their jewellery and other valuables sold off, increasing numbers mired in debt and have barely enough to cover basic needs. They are skipping meals, begging, pulling children out of school, or resorting to high risk or degrading jobs."
In many cases, it is the simple the lack of funds that is preventing the UN refugee agency from being able to improve living conditions, said the agency's Refugee Coordinator for Syria and Iraq, Amin Awad.
UNHCR and partners are facing a USD 66 million shortfall only for the winter aid programme, Amin Awad said.
While the UN agency says it is able to reach some 1 million displaced persons in the North of Iraq, access to some 2 million people in the ISIS -controlled central areas of the country is severely limited.
Amin Awad said "central Iraq, and the areas controlled by ISIS in particular, are the most challenging areas for the international community, and our local partners in Iraq or the Government of Iraq, we have been unable to access some of these areas."
Asked by a reporter about the effect in Syria of Russian airstrikes, Amin said that airstrikes from all parties "contribute to the dynamics of displacement, to the environment of continuous movement that we have seen now in Syria over the last 5 years."
The UNHCR also raised alarms about newly gathered testimony of abuse and violence aimed at refugees and migrants, many of them fleeing the fighting in Syria and Iraq, who are on the move across Europe.

Recently, two days of rain and the increasingly cold weather have made matters worse for the thousands of refugees and migrants who are crossing into Croatia at this border point. There are often cases of separated children.
Reuniting them is a priority along with ensuring that families with infants and disabled people board the buses first. Serious hypothermia is a growing concern. UNHCR maintains a 24 hour presence at Bapska, Serbia.
Roni is from Syria, in the confusion of the crowd he lost his parents.

"I am trying to get him to point out, he is really smart kid, his parents. It has not been successful."
These refugees and migrants are waiting to enter Croatia, the process is slow.

That means waiting sometimes for hours in the cold and wet. Frustrations abounds.
Conditions are difficult to bear, especially for the young and the old.
The long journey and hard conditions take their toll.

What role do organizations like International Organization for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) play in creating an institutional response to tackle the refugee crisis.
Q&A; with United Nations Special Representative of the Secretary General for International Migration Peter Sutherland, after his opening remarks at UCD School of Law's "Europe’s Shared Burden: Collective Responsibility for Migrants at Sea" conference (09 October 2015).
The workshop aimed to foster a strong interdisciplinary focus in order to better understand and critically engage with the concept of collective responsibility in the context of irregular maritime migration. They received contributions from law, politics, philosophy, as well as other cognate social and human science disciplines.
Claims of moral, legal and political responsibility feature heavily in discourse on the phenomenon of irregular migration by sea (or “boat migration”). This is understandable given the growing humanitarian catastrophe being witnessed in the Mediterranean region at present. In fact, the International Organization for Migration (IOM) has predicted that in the Mediterranean the death toll from irregular migration could be as high as 30,000 in 2015 alone. The question of European states’ willingness to share in the burden of saving lives at sea has come into sharp focus in the aftermath of the EU’s decision in 2014 to cancel theMare Nostrum rescue programme, and instead impose the more tightly circumscribed Triton security operation. With the unprecedented number of deaths at sea in recent months there seems to be growing acknowledgement in principle that responsibility for the fate of migrants is, or should be, shared amongst states and institutions at the European level. However, there has been little systematic study of what this shared or collective responsibility actually entails in terms of specific duties and responsibilities. It is clear that existing policy and legal responses are failing, particularly given the rather fragmented and uncertain legal framework (engaging rules of the international law of the sea, refugee and migration law, EU law and international and European human rights law), not to mention inadequate financing, coordination and political will in policy response. Despite recent momentum leading to increased resources, new operational initiatives and reconsideration of refugee resettlement frameworks, there remains a concern that this has been a rather piecemeal, inadequate and uneven response, particularly geared towards border management and security imperatives, rather than consideration of root causes and humanitarian objectives.
Peter Sutherland is an Irish international businessman and former Attorney General of Ireland, associated with the Fine Gael party. He is a barrister by profession and is a Senior Counsel of the Irish Bar. He is also known for serving in a variety of international organisations, political and business roles. Mr. Sutherland is United Nations Special Representative of the Secretary General for Migration and Development. He has held this position since 2006 and was responsible for the creation of the Global Forum on Migration and Development. He is President of the International Catholic Migration Commission and a member of the Migration Advisory Board of the International Organisation for Migration.

A transit centre at Vinojug, FYR of Macedonia's border with Greece is where the refugees and migrants pass through on their journey further into Europe.
Here, UNHCR and partner organisations provide food, water, medical care, psycho-social support and information for refugees who take the train towards the border with Serbia.
UNHCR also provides information on how to access the asylum system in the country.
SOUNDBITE (English) Alexandra Krause, UNHCR Senior Emergency Coordinator:
"We don't have much time with the refugees. On average maybe six hours, it depends on the border crossing and the train schedule. So we have about 6 hours in total, so this time we use to provide a little bit of comfort to counsel them to talk to them. we provide information on how to access the asylum system in the country in order to show that we do not only make it easier for refugees to continue north."
In Aleppo, Taha was a computer engineer, He is here with eight members of his family, including his brother Mohammed who is in a wheelchair. They are hoping to join their family in Europe. Taha said staying in Aleppo was not an option.

"Why now? Because now, in English ISIS, call them ISIS? ISIS came. Before the situation was... just bombs, aeroplanes, you know? Same events, every day. but now, ISIS came… That's not a life."
In recent weeks, an average of 6,300 refugees passed through this camp every day.
On Sunday (18 Oct) that number grew to 10,000, a record.
After getting registered and supplied with food and water at the transit centre in Vinojug, migrants are transported by trains to the border with Serbia where they will have to undergo a similar procedure.
From there, since the most direct route to Western Europe – the ultimate destination for most of migrants, has been closed when Hungary built a fence along its entire border with Serbia, migrants travel along the route that takes them from Serbia through Croatia and Slovenia.
On Sunday (18 Oct) over 10,000 migrants entered Croatia.
Croatian authorities asked Slovenia to take 5000 refugees per day. Slovenian government however agreed to take only half that number, thus causing an ever increasing number of people being stranded on the No-Man-Land between two countries, where there are no facilities to assist the migrants and no shelters to protect them from worsening weather conditions.

With a huge influx of migrants and refugees heading towards Germany, a bottleneck has appeared at the border with Austria, between Freilassing and Salzburg. Around 1500 people are in the camps on the Salzburg side, waiting for entry into Germany.
Just a few dozen are allowed to cross the bridge every hour. Most of the refugees are from Syria, Iraq and Afghanistan.

Afghan refugees remain the largest population in protracted displacement under UNHCR’s mandate. More than 2.6 million Afghans are living in exile around the world, but the vast majority is hosted in the two neighboring countries of the Islamic Republics of Iran and Pakistan. While these two countries host 950,000 and 1.5 million registered Afghan refugees respectively, they are also impacted by the presence of an estimated 2 million unregistered Afghans.
The high-level segment on the Afghan refugee situation will provide an opportunity for States, intergovernmental organizations, United Nations entities, non-governmental organizations and other stakeholders to discuss challenges and solutions, make commitments in support of Afghanistan and the two main host countries, and agree on follow-up actions that will guide the period ahead. The over-arching objective is to reinvigorate action and mobilize the international community to support durable solutions through protection, assistance and development-oriented efforts.
This year’s high-level segment is timely for a number of reasons. Firstly, the newly formed Afghan National Unity Government has made a firm commitment to supporting returns and reintegration in the context of the “transformation decade.” Secondly, despite this unique opportunity to make progress, major gaps in the implementation of the Solutions Strategy for Afghan Refugees to support Voluntary Repatriation, Sustainable Reintegration and Assistance to Host Countries (SSAR) exist and must be urgently addressed. Thirdly, the attention of the international community has shifted to new emergencies and refugee returns from the host countries have reached an all-time low. Afghan refugees count on the support of the international community to put an end to their decades-long plight. This concept note provides initial information on the theme and desired outcomes of the high-level segment.

Hezbollah Secretary General Sayyed Hasan Nasrallah lashed out at Saudi Arabia over its war on Yemen, stressing that the failure of Riyadh’s foreign policy is the real reason behind the Kingdom’s attack against its neighbor.
Hezbollah Secretary General Sayyed Hasan NasrallahIn a televised speech aired on al-Manar TV, Sayyed Nasrallah called on Saudi Arabia to halt its military attack on Yemen, saying there’s still a chance for the Kingdom to change its mind over the assault.
In this context, the resistance leader stressed that the only solution for the Yemeni crisis is political, “or else the invaders will be defeated.”
Meanwhile, his eminence said that the problem in Yemen is not because Saudi Arabia wants to defend a government or a president; it is rather because Saudi Arabia has lost its influence in Yemen.
“If the aim of the war on Yemen is to save the Yemeni people, then why did Saudi Arabia abandon the Palestinian people for long decades?”
Sayyed Nasrallah, meanwhile, said that the latest developments in Yemen prove that “Arab states have never considered Israel an enemy.”
He also said that Saudi Arabia “has opposed the revolution which had overthrown Hosni Mubarak. Why didn’t they form a coalition to strike Egypt?”
“Baseless Pretext”
Hezbollah leader elaborated on the pretexts used by the Saudi Arabia to justify its war on Yemen, saying they are "baseless" pretexts.
“Pretext that Yemen represents a threat to Gulf states is baseless,” Sayyed Nasrallah said, adding that “one of the most big lies Saudi Arabia has been propagating is that Iran is occupying Yemen.”
The major mentality of Saudi Arabia is that it does not recognize the rights of the peoples of the region, his eminence said.
Failed Policy
“Where are the achievements of Saudi Arabia’s foreign policy since 30 years?” Sayyed Nasrallah wondered, stressing that the failure of Riyadh’s policy “is prompting the people of the region to resort to Iran.”
Sayyed Nasrallah, furthermore, accused Saudi Arabia of inciting the Iraqi Dictator, Saddam Hussein to wage the war against Iran in the last century. He added that Riyadh was behind the terrorist crimes committed by the Takfiri suicide bombers in Iraq and Syria.
“What did you do for Iraq? You had funded the war waged by Saddam Hussein against Iran. You supported Saddam Hussein as he was committing genocide against Iraqi people. You had also supported George Bush in his war on Iraq. And when the Iraqi people resisted the US occupation you had supported al-Qaeda-linked groups and Takfiri militants, and ISIL is your latest crime.”
“The Saudi intelligence was sending the booby-trapped cars and funding the suicide attacks on the Iraqi cities. You have sent the Takfiri monsters to Syria not to save the Syrian people, but to subdue Syria. However, Syria will remain free and independent,” Sayyed Nasrallah said, referring to Saudi Arabia.
Sayyed Nasrallah stressed that it’s the Yemeni people's right to defend their country against the Saudi airstrikes.
The invaders have been defeated throughout history, Sayyed Nasrallah said, noting that the airstrikes alone don’t determine the loser and the winner of a battle, and that there is still the ground battle which has the final word.

Hezbollah Secretary General Sayyed Hasan NasrallahIn a televised speech aired on al-Manar TV, Sayyed Nasrallah called on Saudi Arabia to halt its military attack on Yemen, saying there’s still a chance for the Kingdom to change its mind over the assault.
In this context, the resistance leader stressed that the only solution for the Yemeni crisis is political, “or else the invaders will be defeated.”
Meanwhile, his eminence said that the problem in Yemen is not because Saudi Arabia wants to defend a government or a president; it is rather because Saudi Arabia has lost its influence in Yemen.
“If the aim of the war on Yemen is to save the Yemeni people, then why did Saudi Arabia abandon the Palestinian people for long decades?”
Sayyed Nasrallah, meanwhile, said that the latest developments in Yemen prove that “Arab states have never considered Israel an enemy.”
He also said that Saudi Arabia “has opposed the revolution which had overthrown Hosni Mubarak. Why didn’t they form a coalition to strike Egypt?”
“Baseless Pretext”
Hezbollah leader elaborated on the pretexts used by the Saudi Arabia to justify its war on Yemen, saying they are "baseless" pretexts.
“Pretext that Yemen represents a threat to Gulf states is baseless,” Sayyed Nasrallah said, adding that “one of the most big lies Saudi Arabia has been propagating is that Iran is occupying Yemen.”
The major mentality of Saudi Arabia is that it does not recognize the rights of the peoples of the region, his eminence said.
Failed Policy
“Where are the achievements of Saudi Arabia’s foreign policy since 30 years?” Sayyed Nasrallah wondered, stressing that the failure of Riyadh’s policy “is prompting the people of the region to resort to Iran.”
Sayyed Nasrallah, furthermore, accused Saudi Arabia of inciting the Iraqi Dictator, Saddam Hussein to wage the war against Iran in the last century. He added that Riyadh was behind the terrorist crimes committed by the Takfiri suicide bombers in Iraq and Syria.
“What did you do for Iraq? You had funded the war waged by Saddam Hussein against Iran. You supported Saddam Hussein as he was committing genocide against Iraqi people. You had also supported George Bush in his war on Iraq. And when the Iraqi people resisted the US occupation you had supported al-Qaeda-linked groups and Takfiri militants, and ISIL is your latest crime.”
“The Saudi intelligence was sending the booby-trapped cars and funding the suicide attacks on the Iraqi cities. You have sent the Takfiri monsters to Syria not to save the Syrian people, but to subdue Syria. However, Syria will remain free and independent,” Sayyed Nasrallah said, referring to Saudi Arabia.
Sayyed Nasrallah stressed that it’s the Yemeni people's right to defend their country against the Saudi airstrikes.
The invaders have been defeated throughout history, Sayyed Nasrallah said, noting that the airstrikes alone don’t determine the loser and the winner of a battle, and that there is still the ground battle which has the final word.
