TOFINO, CANADA — Un voyage d'observation des baleines au large de la côte de l'île de Vancouver a coûté la vie de quatre personnes dimanche dernier.
Le dimanche 25 octobre, 27 passagers ont participé à une expédition d'observation des baleines près de Tofino, sur la côte ouest du Canada.
Alors qu'il navigait à l'ouest de l'île de Vargas, en Colombie-Britannique, le bateau aurait percuté des rochers avant de couler vers 16 heures. On ne sait toujours pas à quelle vitesse le bateau a coulé.
Une entreprise locale de bateau-bus fut la première à répondre, envoyant des bateaux pour tirer les victimes des eaux et les ramener à Tofino.
Quatre victimes ont été conduites à l'hôpital et cinq autres ont été traitées par les ambulanciers. Environ une heure après le naufrage, trois personnes seraient décédées et ce nombre pourrait augmenter.
Les médias rapportent qu'il s'agirait d'un bateau opéré par Jamie's Whaling Station, mais l'entreprise n'a pas encore confirmé cela.

Justin Trudeau, Canada's Liberal Party end Prime Minister Stephen Harper's rule. Canadians voted for a sweeping change in government Monday, giving Liberal Party leader Justin Trudeau a majority to end the nearly 10-year rule of Conservative Prime Minister Stephen Harper.
Election returns showed Trudeau's Liberals winning a majority of the 338 seats in Parliament.
Trudeau, 43, the oldest son of the late prime minister Pierre, will become the second youngest prime minister in Canadian history.
“There’s no question that people in this country ... wanted real change,” said Newfoundland Liberal candidate Seamus O’Regan, who ousted the incumbent in his district by a wide margin. The Liberals’ success in Atlantic Canada, he told the Canadian Broadcasting Corp. (CBC), was a result of running “a campaign of optimism.”
Voters in Canada had a choice to hand Harper, 56, and his Conservative Party a rare fourth term, or turn left under Trudeau. Pre-election polls gave an edge to Trudeau.
The campaign lasted 11 weeks and was the country's longest and most expensive in more than 140 years.
Trudeau had promised to cut taxes for the middle class, raise taxes on the wealthiest 1% and boost government deficits to stimulate Canada's sluggish economy.
"We have a chance to bring real change to Canada and bring an end to the Harper decade," Trudeau said earlier Monday in Harper's adopted home province of Alberta, traditionally a Conservative stronghold, according to the Associated Press.
Trudeau is a former schoolteacher and member of Parliament since 2008. He and his wife, the former model and television host Sophie Gregoire, have three young children.
Trudeau has proposed improving relations between Canada and the United States. Harper's strong stance in favor of the Keystone XL pipeline that would carry crude from Alberta to Texas has clashed with President Obama's reluctance about the project.
Trudeau supports the pipeline but says relations between the two major trading partners should not hinge on one project.
Harper also clashed with Obama on other issues, including the historic nuclear agreement that the United States and other world powers recently reached with Iran. He has been hawkish on defense, but has been hurt politically by a weak economy this year. Harper tweeted earlier Monday, "Today, I'm asking you to vote Conservative to protect Canadian jobs and our economy," the AP reported.
Harper has nudged the traditionally center-left country to the right, lowering sales and corporate taxes, avoiding climate change legislation and supporting the oil industry against environmentalists. He campaigned on a promise of ensuring "stability, not risk" and cast Trudeau as "just not ready" for higher office. But Trudeau's performances in five debates received strong reviews and a surge in pre-election polls.
Trudeau's iconic father was elected prime minister in 1968 and held the office almost continuously until 1984. The charismatic politician, who was a bachelor when he became prime minister, often drew comparisons to John F. Kennedy. At age 51, he married 22-year-old Margaret Sinclair, who earned notoriety as first lady for partying with the Rolling Stones and at New York's Studio 54, the AP reported. The couple had three sons but divorced when Justin was 6. The boys were raised by their father, who died in 2000.
Canadian election rules allow candidates to win parliamentary districts with a plurality of the vote rather than an outright majority. That makes it possible for a party to win a majority of seats with less than a majority of the national vote.

McGill University is one of the most prestigious universities in all of Canada. Poutine, a French Canadian dish, it is basically french fries with gravy and cheese curds on top. For a taste of French charm, wander down the cobbled streets of Old Montreal. For fine dining and shopping in trendy boutiques, you can pop into the Bonsecours Market. Habitat 67 is a unique housing complex and is an architectural landmark. Whether you visit Montreal in the summer or winter, there are always festivals going on. Tonight we're at the Cirque du Soleil for a circus performance. The biodome is a popular attraction for families with children. Olympic Stadium is the former home of the Montreal Expos. The botanical gardens are home to beautiful gardens. Bell Center is home to the Montreal Canadiens, one of the most celebrated NHL franchises. There is no better place ot eat smoked meat in Montreal than Schwartz. The Notre Dame Basilica is located in the historic district of Old Montreal. For the World Exhibition of 1986, on the edge of Chinatown, gardeners and craftsmen from Suzhou, China established Canada's first classical Chinese garden, the Doctor Sun Yat Sen Garden. Its ponds, bridges and small pavilions are similar to those in China, masterpieces of Far Eastern garden design.

One of the largest decisions weighing on the shoulders of prime minister-designate Justin Trudeau is what role what role, if any, should Canada play in the war against ISIS. And how will Canadians know whether their efforts are having the intended results? Do we really know what our troops are doing in Iraq? Do we even know whether Coalition airstrikes are hitting intended targets?Bob McKeown reports from the front lines of Canada's war in Iraq and Syria.
Deep behind ISIS lines, two brave people agreed to talk to the fifth estate about what life is really like under brutal occupation. One is Rami, a young man who tells us his story as he sees his town destroyed and its citizens terrorized -- fearing all the while that he will be found out and killed. The other, Leila, is a journalist who made a treacherous journey overland to meet our team in Erbil, Iraq. She documents what she says is the little-known toll of civilian casualties from Coalition air strikes. Through their stories, a narrative emerges about fear of ISIS and of the bombs dropped from the sky. The fifth estate explores how the true reality of this war is hidden from all.

Cannabis in Canada is still widely illegal. With a new government entering parliament in 2016, the odds of legalization, further criminalization or decriminalization of marijuana coming to fruition are still to be determined. But despite that, black market growers and grey market marijuana dispensaries are more prevalent than ever. And the sometimes dangerous, and legally dubious process of manufacturing weed oils and other concentrates is rising with growers investing tens of thousands of dollars to make sheets of potent pot wax.
With the legal fate of weed still in the balance, VICE host Damian Abraham went to BC, the Wild West of Canadian chronic, visited grows operating illegally or semi-legally, met concentrate manufacturers making large quantities of oil in spite of the law, and checked in on the exploding dispensary scene that the federal Conservative government is trying to shut down.

It's only been two generations since Canada's stewardship of the land forced the Inuit people out of their semi-nomadic way of life and into a modern sedentary one. But while the introduction of contemporary conveniences seem to have made life more comfortable, the history of Canada in the arctic is mired in tragedy, and the traumatic effects of residential schools and forced relocations are still being felt.
Today, Nunavut is in a state of social crisis: Crime rates are four times the national average and the rates of suicide are more than ten times higher than the rest of Canada.
If you ask people here what the driving force of the problem is, a lot of them will say: alcohol. Even though alcohol is completely illegal in some parts of the territory, it's been reported that 95 percent of police calls are alcohol-related.
